US: US Police: US Milwaukee Police Department failed to sniff a murder for 33 yrs

It’s every journalist’s dream to answer the phone and get the tip that breaks a big story. But not like this. On Oct. 11, a reporter at WISN 12 News in Milwaukee picked up the phone to hear a man confess to a 33-year-old murder. The caller, 50-year-old, told the television station that he was responsible for the 1982 death of 13-year-old Carrie Ann Jopek. Ferreira hadn’t just killed her, he told the reporter. He had raped her as well. “His story was very detailed — disturbingly so,” WISN news director Chris Gegg told the Associated Press. On Saturday, a week after his phone call, Ferreira was officially charged with killing Jopek. His arrest has brought closure to Jopek’s mother, who long blamed herself for her daughter’s death. He has not yet filed a plea and his lawyer did not respond to requests for comment from the Associated Press. “It’s been 33 years since she’s been gone,” Carolyn Tousignant said, according to the AP. “I’ve been praying for this day.” Although bizarre, the telephoned confession was a fitting end to a vexing crime that also began with a call. On March 16, 1982, Tousignant received a call from Kosciuszko Middle School to say that Jopek had been suspended from school. The principal asked if Tousignant wanted to come get her daughter, but Tousignant decided to let the 13-year-old walk the one block home from school. “I figured she’ll be home, Tousignant told WISN, “but she never showed up.” Carrie Anne Jopek went missing in 1982. Her mother “waited and waited” for her daughter, but the investigation into the disappearance went nowhere, according to the Milwaukee Journal Sentinel. Then, in August of 1983, a contractor was working on the back porch of a neighboring house when he struck something hard: human bone. “She spent two of her birthdays underneath that porch,” Tousignant told the AP. “I didn’t want to know [she was dead], yet somehow I knew it would be best if the whole thing would just end,” she told the Journal Sentinel at the time. Although the mystery of Carrie Ann’s location was sadly solved, the mystery over her murder was just beginning. Jopek was found wearing the same clothes in which she had disappeared, leading Tousignant to think that she had died the very day she went missing. But by the time her body was unearthed, it was difficult for investigators to determine how she died, according to the Journal Sentinel. Ferreira, who was 17 at the time and lived nearby, was apparently questioned about his neighbor’s disappearance but never arrested. Even when Jopek’s body was found, there wasn’t enough evidence to charge him. But Tousignant had her suspicions. According to Tousignant, Junior, as Ferreira was known, once told her that he and some friends were with Jopek when she hit her head and died, but he refused to tell police, according to this week’s WISN report. It’s unclear whether she went to police at that time to report that crucial conversation. In that same conversations, she said Ferreira had told her: “They were drinking, they were all drinking Yukon Jack and smoking weed,” Tousignant told the TV station. ”They got scared, so they grabbed a dry cleaning bag, wrapped her up in that and dug a hole under the porch and buried her.” If Ferreira somehow managed to escape investigators, he ultimately couldn’t hide from his own conscience, it seems. On the morning of Oct. 11, he called the WISN news room and confessed to killing Jopek. पद्भार ग्रहण करने के बाद शनिवार 17 अक्टूबर स्थानीय पुलिस कंट्रोल रूम में पत्रकारों से मुलाकात करते हुए नवपदस्थ पुलिस अधीक्षक नेहा चम्पावत ने कहा कि भारत युवा देश है। पूरा विश्व भारत की युवा शक्ति की ओर देख रहा है। युवा शक्ति को सकारात्मक दिशा देकर निःसंदेह विकासात्मक कार्य किया जा सकता है। उन्होंने कहा कि केवल पुलिस टीम ही समाज में बेहतरी नहीं ला सकती। अपराध रोकने में पुलिस के साथ ही आम नागरिक की भी अहम जिम्मेदारी है, इसलिए उनका अनुभव कहता है कि अपराधमुक्त जिला बनाने में युवा पीढ़ी मददगार है। उन्होंने कहा कि जिले में महिला उत्पीड़न के मामलों के लिए महिला डेस्क को मजबूत करने, बाल अपराधों के मामले में चाइल्ड डेस्क बनाने का प्रयास रहेगा। उन्होंने कहा कि बतौर डीएसपी महासमुंद उनकी पहली पदस्थापना रही है। इसलिए यह जिला उनके लिए नया नहीं है। उहोंने बतौर एसपी जिले के लिए बेहतर से बेहतर कार्य करने की मंशा व्यक्त की। ज्ञात हो कि नेहा चंपावत वर्ष 2003 में दिल्ली विश्वविद्यालय से बीए, एलएलबी करने के बाद वे 2004 बैच की आईपीएस अधिकारी छत्तीसगढ़ में प्रथम पुलिस अधिकारी के रूप में पदस्थ हुई थीं। उन्होंने महासमुंद जिले में ही एसडीओपी पद से अपने नौकरी की शुरुआत की। इसके बाद वे प्रदेश के दुर्ग-भिलाई में सीएसपी, एडिशनल एसपी व कमांडेंड 7वीं वाहिनी के रुप में अपनी सेवाएं दे चुकी हैं। श्रीमती चंपावत ने धमतरी और कोरिया जिले में पुलिस अधीक्षक के पद पर रहकर अपनी सेवाएं दी हैं। वे पुलिस मुख्यालय में सहायक पुलिस महानिरीक्षक (प्रशासन) तथा सीआईडी वर्ष 2012 से 2014 की अवधि में भारत सरकार में प्रयुक्त प्रतिनियुक्ति पर नारकोटिक्स कंट्रोल ब्यूरो में बतौर जोनल डायरेक्टर रहकर राजस्थान में मादक पदार्थ तस्करी तथा मनी लॉड्ररिंग के खिलाफ कार्य कर चुकी हैं। उन्होंने वर्तमान में एआईजी, सीआईडी के रूप में साइबर क्राइम, संगठित अपराध, मानव तस्करी एवं इन्वेटिगेशन के क्षेत्र में कार्य की है। श्रीमती चंपावत एनसीडी में जोनल डायरेक्टर रहकर मास्को में ड्रग एवं आतंकवाद में रणनीति बनाने के लिए भारतीय टेलीकेशन में भी कार्य कर चुकी हैं। जिसमें यूएएस तथा रसिया के साथ संयुक्त रणनीति बनाकर इस विषय पर कार्य करने की रूपरेखा बनाई है। - See more at: http://naidunia.jagran.com/chhattisgarh/mahasmund-sp-deepak-jha-police-transfer-neha-champawat-farewell-514183#sthash.7HoDpZ2Y.dpuf

महासमुंद (ब्यूरो)। शुक्रवार 16 अक्टूबर की शाम लभरा स्थित सर्किट हाउस में पुलिस अफसरों और टीम द्वारा कार्यक्रम आयोजित कर स्थानांतरित पुलिस अधीक्षक दीपक झा को विदाई दी गई। साथ ही नव पदस्थ पुलिस अधीक्षक नेहा चंपावत का स्वागत किया गया। विदाई और स्वागत की इस साझा बेला पर संसदीय सचिव रूपकुमारी चौधरी, पूर्व राज्यमंत्री पूनम चंद्राकर, कलेक्टर उमेश अग्रवाल, अपर कलेक्टर ओंकार यदु, डीएफओ श्री रात्रे, प्रेसक्लब अध्यक्ष राजेश शर्मा सहित पुलिस, मीडिया, व जिला प्रशासन के तमाम गणमान्यजन उपस्थित थे। अतिरिक्त पुलिस अधीक्षक राजेश कुकरेजा के संयोजन में आयोजित कार्यक्रम में आरक्षक से लेकर पुलिस अधिकारियों, पत्रकारों, प्रशासनिक अफसरों ने स्थानांतरित पुलिस अधीक्षक दीपक झा के कार्यकाल को शानदार बताया है। साथ ही उनके दिशा-निर्देश में बेहतर पुलिसिंग के अनुभवों को साझा किया। संसदीय सचिव रूपकुमारी चौधरी ने कहा कि श्री झा का कार्यक ाल बेहद चुनौती पूर्ण था। इनके कार्यकाल के दौरान विधानसभा, लोकसभा, नगरीय निकाय और त्रि-स्तरीय पंचायत चुनाव संपन्न हुए। लेकिन झा के कुशल कप्तानी में चुनाव जैसे संवेदनशील कार्य भी निर्विघ्न और शांतिपूर्ण संपन्न हुआ। उन्होंने कहा कि महासमुंद जैसे चुनौतीपूर्ण जिले में सफलतापूर्वक कार्य कर बड़ी जिम्मेदारी संभालने के लिए रूटीन प्रक्रिया के तहत लौटना अहम है। साथ ही देवी शक्ति के पर्व नवरात्र पर जिले को महिला एसपी नेहा चंपावत मिलने पर हर्ष जताया एवं स्वागत किया। इस दौरान कलेक्टर उमेश कुमार अग्रवाल ने कहा कि श्री झा के साथ काम करने में कहीं कोई दिक्कत नहीं आई। तमाम तरह की परिस्थितियों के बाद भी उनके कुशल मार्गदर्शन से जिले में कानून और व्यवस्था हमेशा बना रहा। एसडीओपी बागबाहरा अनिल सोनी ने कहा कि बतौर महासमुंद एसपी श्री झा ने अब तक जिले के लिए बेहतर पुलिसिंग का काम किया, अब उन्हें राज्य के लिए काम करने का बड़ा अवसर मिला है। पूर्व राज्यमंत्री पूनम चंद्राकर, एसपी नेहा चम्पावत, एएसपी राजेश कुकरेजा ने भी अपना विचार रखे। सभी ने नवागत एसपी श्रीमती चंपावत का स्वागत किया। बिदाई की बेला में श्री झा ने अपना विचार रखते हुए कहा कि कलेक्टर श्री अगवाल ने विभाग को भरपूर सहयोग दिया। नए थाना और चौकी खोलने के लिए जमीन उपलब्ध कराने में श्री अग्रवाल बढ़-चढ़कर सहयोग दिया। उन्होंने बेहतर पुलिसिंग के लिए पूूरी टीम को श्रेय दिया। बिदाई पर स्मृति चिन्ह भेंटकर सम्मानित किया गया। साभार- नई दुनिया.

KN Police: Bangluru Police: कांस्टेबल से परीक्षा पास एसआई बने जांबाज की बाईक चोरों ने हत्या की, सरकार देगी 50 लाख मुआवजा

बेंगलुरु: बेंगलुरु के दूधबालापोर पुलिस स्टेशन में तैनात सब इंस्पेक्टर जगदीश की शुक्रवार को दो कुख्यात वाहन चोरों ने हत्या कर दी। चोरों के हमले से कांस्टेबल वेंकटेश घायल हो गए। यह वारदात तब हुई जब दोनों पुलिस कर्मी बाइक चोरों का पीछा कर रहे थे। सड़क के किनारे गड्ढे में पड़े मिले पुलिस कर्मी बेंगलुरू शहर से करीब 40 किलोमीटर दूर उप नगर नेलमनग्ला में शुक्रवार को सुबह उस वक्त सन्नाटा छा गया जब एक पुलिस सब इंस्पेक्टर सड़क के किनारे गड्ढे में जख्मी हालात में गिरा मिला। उसके पेट से खून का रिसाव लगातार हो रहा था। उसके बगल में एक कांस्टेबल भी जख्मी था लेकिन उसकी हालात बेहतर थी। बाइक चोरों का पीछा करते हुए गड्ढे में गिरे पुलिस के मुताबिक बेंगलुरु के दूधबालापोर पुलिस स्टेशन में तैनात सब इंस्पेक्टर जगदीश कांस्टेबल वेंकटेश के साथ रघु और कृष्णा नाम के दो बदमाशों का पीछा कर रहे थे, जो कि बाइक चोर के तौर पर कुख्यात हैं। पुलिस ने दूधबालापोर से मोटरसाइकिल पर बदमाशों का पीछा करना शुरू किया। कुछ किलोमीटर के बाद नेरमनगल पुलिस लिमिट में एसआई ने एक कच्ची सड़क पर दोनों बदमाशों को पकड़ने की कोशिश की। इस कोशिश में सब इंस्पेक्टर गड्ढे में बाइक से गिर पड़े। जैसे ही वे गिरे दोनों बाइक लुटेरे वापस लौटे और गड्ढे में गिरे एसआई पर लगातार चाकू से हमला करने लगे।
सर्विस रिवाल्वर लेकर भाग गए बदमाश इस बीच दूसरी मोटरसाइकिल पर सवार कांस्टेबल वेंकटेश भी वहा पहुंच गया। एसआई को घायल देख वेंकटेश उनकी तरफ दौड़ा इसी बीच दोनों लुटेरे दुबारा लौटे और उन्होंने वेंकटेश को भी छुरे से ज़ख़्मी कर दिया। इसके बाद वह एसआई जगदीश का सर्विस रिवाल्वर लेकर फरार हो गए। पुलिस ने आरोपियों को पकड़ने के लिए बनाई टीमें कर्नाटक के पुलिस महानिदेशक ओम प्रकाश के मुताबिक आसपास के लोगों की मदद से दोनों पुलिस कर्मियों को अस्पताल ले जाया गया। वहां डॉक्टरों ने एसआई जगदीश को मृत घोषित कर दिया। कांस्टेबल की हालात ठीक है और वह खतरे से बाहर है। पुलिस ने घायल कांस्टेबल वेंकटेश को इस मामले का चश्मदीद गवाह बनाया है। बदमाशों को पकड़ने के लिए पुलिस ने कई टीमें बनाई हैं। एसआई जगदीश के परिवार को 50 लाख की मदद पुलिस महानिदेशक ओम प्रकाश ने बताया कि एसआई जगदीश के परिवार को 30 लाख रुपये का एक्स ग्रेशिया पेमेंट का आदेश दे दिया गया है। ग्रुप इंश्योरेंस के 20 लाख रुपये अलग से मिलेंगे। इसके इलावा जगदीश की पत्नी को उनकी पूरी सैलरी रिटायरमेंट तक की मिलेगी। उनके दोनों बच्चों की पढ़ाई का खर्चा पुलिस विभाग उठाएगा। जगदीश पांच साल पहले बने थे एसआई एसआई जगदीश 2010 बैच के थे। पहले उनकी नियुक्ति कांस्टेबल के तौर पर हुई थी। सन 2010 में आंतरिक परीक्षा पास कर उन्होंने एसआई का मुकाम हासिल किया। 34 साल के जगदीश की दूधबालापोर में यह दूसरी पोस्टिंग थी। कर्नाटक के एडिशनल डायरेक्टर जनरल ऑफ पुलिस प्रवीण सूध ने श्रद्धांजलि देते हुए एसआई जगदीश को एक जांबाज अधिकारी बताया।

A 34-year-old police sub-inspector working in rural Bengaluru was stabbed to death on Friday by two vehicle thieves he was chasing in the Nelamangala town on the outskirts of Bengaluru city. The sub-inspector identified as S Jagadish was attached to the Doddaballapur town police station in rural Bengaluru. The two thieves whom the sub inspector was chasing turned on the police officer after he fell down and lost his service weapon, Karnataka’s director general and inspector of police Om Prakash said at a press briefing on Friday evening. The incident occurred at around 11.45 AM. A constable identified as Venkatesh Murthy attached to the Doddaballapur town police station was also injured in the attack, police said. “The sub-inpsector Jagadish and four constables had gone to Nelamangala after they received information that a two wheeler thief identified as Madhu would visit a motorcycle showroom in the town. Around 11.30 am the sub-inspector spotted the thief walking with his father Krishna and moved to apprehend them. The suspects spotted the police and ran away with the officer chasing them,” DGP Om Prakash said. Around 500 meters into the chase the sub-inspector fell after he put his foot in a small nala. The suspects used the opportunity to turn around and attack the sub inspector with a knife several times in his abdomen. “The service revolver of the officer is missing and we suspect the accused may have taken it,” DGP Om Prakash said. The constable who was following the sub inspector helped alert other policemen about the incident but Jagadish was declared dead on being taken to hospital. “The murdered officer Jagadish was investigating a case and was monitoring the movement of the suspects. We do not know the antecedents of the suspects and this was known to Jagadish alone. Our teams are gathering information about them,” Prakash added. The son of a retired police officer Jagadish initially joined the police as a constable before qualifying to be a sub-inspector. The police chief has announced an ex gratia payment of Rs 30 lakh to the family of the officer as well as Rs 20 lakh from a special group insurance scheme.

Kerala Police: THIRUVANANTHAPURAM : State Human Rights Commission recommended bifurcation of the Kazhakuttam police sub-division

Bifurcation of Kazhakuttam Circle a long-pending demand of the police as well The State Human Rights Commission (SHRC) has recommended the bifurcation of the Kazhakuttam police sub-division in order to bring down the incidence of human rights violations in the region. Commission chairman J.B. Koshy on Monday, delivering the verdict on a case the Commission had registered suo motu, suggested that the creation of a new sub-division based at Pothencode would be appropriate. The Commission noted that it was receiving several complaints from the Kazhakuttam region and whenever it asked for reports from the Circle Inspector, Kazhakuttam, they got delayed. The Kazhakuttam Circle had four police stations — Kazhakuttam, Kadinamkulam, Mangalapuram and Pothencode — under its limits. However, the Attingal and Venjaramoodu Circles had only two stations each under them. Crucial areas With the Kazhakuttam Circle covering crucial areas such as the Technopark, the coastal belt, and the capital city’s suburban areas, the crime rate there was high. One Circle Inspector was not able or adequate to maintain the law-and-order situation there, Mr. Koshy said. He said the bifurcation of the Kazhakuttam Circle would be the right step to ensure protection of human rights in the area. The Commission’s recommendations and the verdict had been forwarded to the Home Minister, the Chief Secretary and the Additional Chief Secretary (Home), a statement here said. Proposal with Ministry The bifurcation of the Kazhakuttam Circle, interestingly, has been a long-standing demand from the police itself. Proposals from the Police Department, requesting addition of the Kazhakuttam police station to the City police and bifurcation of the sub-division, creating a new one with Pothencode as the base, have been pending with the Home Ministry for several years now. In fact, the Home Minister himself had announced during a meeting at Technopark on May 29 last year that a decision had already been taken to bring the Kazhakuttam police station under the City police limits. He had said that only procedural formalities were remaining for the same. The creation of a new sub-division, with either Pothencode or Mangalapuram as the base, would be the next natural step, a senior police official said, adding that all the proposals were still on paper. Whether the SHRC’s verdict and recommendations would make any difference to the situation remained to be seen, he added.
