New Delhi: Advocating a transparent recruitment process for constables, Home Secretary Gopal K Pillai on Tuesday said improved police training and regular security drills can lead to a better response during terror strikes like 26/11.
Participating a panel discussion on 'Information Security - Implementation of Technology and Information Security Mechanism for a Secure Tomorrow', Pillai said the country's police training procedures need to be upgraded to address the emerging new challenges.
"Recruitment should be merit-based and training should be proper. That is the first step to make ordinary citizens of India safe," he said.
The Home Secretary said basic policing has to be improved, there should be regular exercise, security drills and fire drills. "...Else we have seen what happened in Mumbai on 26/11," he said.
Pillai said police-people ratio in India is very low among all countries -- just 138 personnel in one lakh population even though it should be 220 personnel in one lakh population as per the United Nations standard.
"In Bihar, we have just 68 policemen (in one lakh population), in Uttar Pradesh it is 81. Now the challenge is how to take the ratio to 200 to 220 in earliest possible time," he said.
The Home Secretary, however, said such a scenario would not emerge before the next 10 years despite government taking urgent steps to augment police training facilities in almost all states.
Pillai said security could be provided to the people with active cooperation of all citizens and cited the example of how an unsecured internet connection of an individual was hacked by terrorists to send a mail immediately after the December 7, 2010 Varanasi blast.
He said 50,000 computers are hacked in every second in India and such attempts are mainly being made from three universities of a neighbouring country.
The Home Secretary said despite "functional anarchy" in India, the country has huge technological, social and economic talents and have been contributing to the country's growth.

Srinagar: PDP on Wednesday expressed surprise over holding of a police recruitment rally without any "prior notice" and alleged that the ruling National Conference in Jammu and Kashmir done this to favour its candidates.
"It is surprising that the recruitment was started without any prior notice, information or advertisement and it seems it is meant only for those recommended by the ruling party," the People's Democratic Party said in a statement here.
Expressing strong disapproval of the manner in which recruitment drive in Srinagar city has been launched, the PDP said "this is another brazen instance of the insincere conduct of state government."
The party said most of the people in downtown city were taken by surprise on learning that a recruitment drive has been launched in Khanyar.
"Numerous candidates could not appear as a result," the PDP said, adding, there are thousands of eligible men in Srinagar city who are academically and physically qualified to compete for constable's post.
"The government has thrown all norms and established procedures to the wind by conducting the recruitment clandestinely. This is in accordance with the tradition and character of National Conference which has revived backdoor entries into government," the Opposition PDP alleged.
It said the youth belonging to the city face acute unemployment, but the government's intentions are clear that it will not provide equal opportunities to all and will instead use it as means of "corruption, nepotism and favouritism".
The PDP said the NC has already lost all "moral and political" credibility.
"The government must ensure continuation of transparency and fairness in recruitment that had been introduced by the previous government," the party demanded.
The PDP said the government plans were not clear about the extent of recruitment. "It is necessary that it is not confined to just one constituency," it said, demanding that recruitment drive should be extended to all the Assembly constituencies and the government must announce the number of total jobs available and the criterion for their distribution and selection.
Khanyar falls in the Assembly constituency represented by state Law and Parliamentary Affairs Minister Ali Mohammad Sagar.

Srinagar: With government jobs getting scarce and multinational companies showing reluctance to start operations in Kashmir, police recruitment rallies are turning out to be a major hope for hundreds of unemployed youths here.
Several thousands youths today lined up to test their luck at the on-the-spot recruitment rally for the post of constables, at Jawahar Nagar locality here.
Though the minimum academic qualification for the recruitment as constables was matriculation, there were many with degrees and specialised post-graduate degrees.
Nisar Ahmad from Abi Guzar locality of Srinagar, who has a post-graduate degree in English literature, said he worked for four years in New Delhi with American Express as a senior associate.
"I came back because there was no one to look after my family," Nisar said in fluent English, adding the job in the police was an opportunity for him to earn livelihood.
Hilah Ahmad Shiekh, another aspirant with a post-graduate degree in Education, hailed the police recruitment drive for youths.
"There are no government jobs, private sector pays peanuts, what will happen with it. We have no other option other than this," he said.

Hyderabad: The written examination for recruitment of police sub-inspectors began on Saturday near here and in Karimnagar town amid massive security in view of the threats by pro-Telangana groups to disrupt it, officials said.
Over 4,000 police and paramilitary personnel have been deployed at BHEL township near Hyderabad, where the test is being conducted at six centres. Tight security has also been made at Karimnagar, also in Telangana region.
Police have sealed all roads leading to the BHEL township. Even residents have to show identity proof before being allowed to enter.
The examination is also being conducted at Visakhapatnam, Eluru, Guntur and Kurnool for filling the posts in Andhra and Rayalaseema regions. Officials said the test would be held in two sessions Saturday and Sunday.
Meeting a long-pending demand of groups fighting for separate statehood to Telangana, President Pratibha Patil Friday deleted clause 14(f) from the presidential order making Hyderabad a free zone for recruitment to government departments.
Now, Hyderabad is no longer a free zone for jobs and almost all posts will be filled with local candidates.
With the deletion of the controversial clause, the authorities heaved a sigh of relief but they are not taking any chances as Telangana groups have demanded the postponement of the test for a month so that candidates from the region can prepare for it.
The central government's move averted a showdown as political and non-political groups from Telangana had warned of serious consequences if the test was held without deleting the clause.
The government had maintained that clause 14(f) had nothing to do with the conduct of the test as no posts in Hyderabad are being filled this time.
The notification for the exam was issued two years ago but the protests by Telangana groups had forced the government to repeatedly postpone it.
According to Andhra Pradesh State Level Police Recruitment Board (APSLPRB) chairman M Malakondaiah, around 18,000 candidates are taking the test to fill 1,293 posts.
He has warned criminal action against those disrupting the examination.
Meanwhile, at Eluru exam centre, authorities debarred a constable for copying during the exam.

नई दिल्ली, जासं : हाईकोर्ट बम धमाके की जांच कर रही एनआइए की टीम शनिवार को पुलिस मुख्यालय पहुंची। एनआइए की टीम में स्पेशल डीजी प्रकाश मिश्र, आइजी लोकेंद्र बेहरा और डीआइजी समेत कई अधिकारी शामिल थे। एनआइए के अधिकारियों ने दिल्ली पुलिस के कई अधिकारियों से इस बाबत बातचीत की और सूचनाओं का आदान प्रदान किया।
हाईकोर्ट धमाके की जांच गृह मंत्रालय ने एनआइए को सौंपी थी। इसके अलावा दिल्ली पुलिस भी अपने स्तर पर मामले की तह तक जाने में जुटी हुई है। दिल्ली पुलिस ने स्पेशल सेल के डीसीपी अरुण कंपानी और अपराध शाखा के डीसीपी अशोक चांद के नेतृत्व में तीन टीमें गठित की हैं। इसमें स्पेशल सेल में रहे और कई आतंकियों को ढेर करने वाले एसीपी संजीव यादव भी शामिल हैं। एनआइए के अधिकारियों ने शनिवार को पुलिस मुख्यालय में दिल्ली पुलिस की जांच टीम से धमाके के सभी पहलुओं पर विस्तार से चर्चा की। उन्होंने अपनी सूचनाएं भी एक दूसरे को दीं। जिससे कि ब्लास्ट की जांच को तेजी से आगे बढ़ाकर दहशतगर्दो का पता लगाया जा सके। दोनों ही एजेंसियों के अधिकारियों के बीच क्या बात हुई इस बारे में पुलिस अधिकारी ज्यादा कुछ बोलने से बच रहे हैं। अधिकारियों का कहना है कि बैठक में विस्फोट में इस्तेमाल सामग्री और आतंकी गुटों की गतिविधियों और ईमेल को लेकर चर्चा की गई।

Goa Police: film 'Singham': 'सिंहम' के अजय देवगन से टिप्स लेगी गोवा पुलिस
ठीक काम न कर पाने की वजह से आलोचना झेल रही गोवा पुलिस अब अजय देवगन की ' सिंहम ' से कुछ टिप्स लेगी। डायरेक्टर रोहित शेट्टी ने ' सिंहम ' के सीन गोवा में फिल्माए हैं और इसमें गोवा पुलिस का जिक्र भी है। इस फिल्म में अजय देवगन एक ईमानदार और कर्मठ इंस्पेक्टर के रोल में हैं।
गोवा के डीजीपी आदित्य आर्य पुलिस ऑफिसर्स के लिए ' सिंहम ' की स्पेशल स्क्रीनिंग करवा रहे हैं। कला अकादमी के 900 सीट की कपैसिटी वाले ऑडिटोरियम में 11 सितंबर को यह फिल्म पुलिसवालों को दिखाई जाएगी।
डीजीपी आदित्य आर्य ने कहा कि इस फिल्म को दिखा कर पुलिस फोर्स को सही काम के लिए प्रेरित किया जाएगा। आदित्य ने कहा, ' उन्हें जानना चाहिए कि अगर वे सही काम करते हैं, तो उनके साथ सभी लोग खड़े होंगे। '
डीजीपी ने कहा कि एक आदमी की वजह से पूरे डिपार्टमेंट की छवि खराब होती है, ' मेरा मकसद यह है कि वे सोसायटी के लिए कुछ अच्छा कर सकें। '
बीएस बासी के बाद चार्ज लेने वाले डीजीपी आदित्य ने कई पुलिस स्टेशन का दौरा किया और कई पुलिसवालों को सस्पेंड भी कर दिया।
