Allahabad: The Uttar Pradesh government, which had last year shifted nearly 50,000 police personnel across the state, Friday got a shot in its arm with the Allahabad High Court upholding the constitution of regional level boards for such transfers and postings.
A division bench comprising justices Amitav Lala and Ashok Srivastava passed the order while allowing a special appeal filed by the state government which had challenged a single judge order of October 11, 2010.
The single judge order had quashed the transfers of all the police personnel, holding that the regional level boards, constituted by the state government on April 8, 2010 and headed by the IG/DIG concerned, were not in line with the guidelines issued by the Supreme Court in the case of Prakash Singh and others.
Besides, the state government had been directed to "take fresh decision" on postings of the police personnel in accordance with the Supreme Court directives which had laid down that transfers of police personnel in all states be effected by Establishment Boards headed by respective DGPs.
However, the bench set aside the single judge order with the remark "we do not find any reason to interfere with the orders of transfer of constables, head constables and sub-inspectors made by the regional level boards".

Lucknow: To meet the shortage of manpower in different organs of Uttar Pradesh police about 2.04 lakh police personnel will be recruited soon, state Chief Minister Mayawati said here on Wednesday.
"The government had already started an exercise to recruit 35,000 personnel through police recruitment boards constituted to make the process transparent," Mayawati said while addressing a function organised on the occasion of Police Smriti Diwas here.
To address problems of the police personnel, separate budgetary allocations have been made by the government, she said.
"For modernisation of state force and to equip it with modern weapons and gadgets, the state government had given financial sanction of Rs 246 crore in its budget," she said.
"Similarly to meet residential and non-residential demands of the police a separate budgetary provision of Rs 30.81 crore and 26.76 crore had been made respectively," she added.
Mayawati said that the government was committed for the welfare of the police force, which by making supreme sacrifices in discharge of their duty had done pride to the state.
"The state police had several achievements to its credit in the last one year, including encounter of a dreaded dacoit Ghanshyam Kewat in Chitrakoot last year," she said. "As a result of the government's efforts a number of criminals not only from UP, but other states as well were either killed or had been arrested," she said.
The Chief Minister said that the government will give priority to the problems of kin of martyrs and retired personnel.
"Financial assistance is being extended through insurance schemes and various funds. Directives have been issued to dispose of cases of pensioners on priority," she said.
On the occasion, Mayawati also presented mementos to the kins of the police personnel, who laid their lives in discharge of duty in the last one year.
About 107 personnel of UP Police have laid down their lives in discharge of duties between September 1, 2008 till August 31, 2009, Director General of Police Karamveer Singh said.

Patna: The Bihar government will recruit 50,000 police officials in the next five years, an official said here on Monday.
As many as 5,000 sub-inspectors and 45,000 constables will be appointed. "The government will go for phase-wise recruitments," the senior official at the chief minister's office told a news agency.
"The decision was taken at a high level meeting of top officials chaired by Chief Minister Nitish Kumar on Sunday night at his official residence," the official said.
The state government will appoint 9,000 constables and 1,000 sub-inspectors annually for the next five years. "It will give a big opportunity of jobs to youths who have been forced to migrate to other states to earn livelihood," Additional Director General of Police PK Thakur said.
Thakur said Bihar had only 80 police personnel for a population of 100,000 as against the national average of 145 for the same number of people.
The state government also decided to set up all women police stations in all district headquarters soon. There are no women police stations in Bihar now, the official said.
The government will also set up exclusive police stations for Scheduled Caste and Scheduled Tribe in all districts. These police stations will look into cases of atrocities against such people.
The move is seen as a part of Nitish Kumar's commitment to check and control crime and improve law and order in the state during his second tenure.

Srinagar: Just a few months back youths in Kashmir used to turn out in huge numbers to fight pitched battles with the security forces in the state amidst a renewed period of violence. On Wednesday too hundreds of youths assembled outside a security force camp in Srinagar; but this time the motive was different – to secure a job as constable with the state police.
The state has a high unemployment rate and the scene would not have attracted much attention in normal circumstances. But the fact that many of these youths were believed to be involved in clashes with police last summer makes today’s development notable.
This time the police held an on-the-spot recruitment drive, which was mainly confined to residents of Khanyar area in the old city, here.
Khanyar area includes some highly volatile localities where stone-pelters had engaged police and CRPF in running battles during the five-month-long unrest in the Valley last summer.
The youths now want their share in employment in the police department.
"I am here because I have nothing to do. I completed my graduation in 2004 and since then I am unemployed," said 27-year-old Sajad Ahmad Shah.
He admitted that creation of employment opportunities could help in containing stone-pelting but said unemployment was not the reason behind such an exercise.
"More employment avenues can stop stone-pelting but why stones are pelted is a different issue," Shah said.
Faisal Ahmad, who did not meet the minimum height standard to appear in the recruitment drive, said he had come because he wanted a secure job.
"There is an advantage with it (police), you get a proper pay," he said, adding "I work as a daily-wager in a furniture workshop and the amount I earn is not enough to sustain my family."
All the youths, who appeared in the recruitment drive, denied to have participated in the stone-pelting but a CRPF jawan on duty at the camp claimed he had identified at least 100 youths who had indulged in stone-pelting in different parts of the city.
"I saw around 100 boys who were stone-pelters and I have seen them (hurling stones) at Nowhatta, Khanyar and near Islamia College," said constable Raj Kumar, posted in Kashmir for the past six years.
Inspector General of Police, Kashmir, SM Sahai, said "if there is a criminal case against anyone, he will not be recruited in the force".
"The exact number of youths who will be recruited will be decided by the response and quality of the people we get.”
"There is nothing unusual in the recruitment drive as we carry it out in areas which have no representation in the police department," the IGP said.

New Delhi: Advocating a transparent recruitment process for constables, Home Secretary Gopal K Pillai on Tuesday said improved police training and regular security drills can lead to a better response during terror strikes like 26/11.
Participating a panel discussion on 'Information Security - Implementation of Technology and Information Security Mechanism for a Secure Tomorrow', Pillai said the country's police training procedures need to be upgraded to address the emerging new challenges.
"Recruitment should be merit-based and training should be proper. That is the first step to make ordinary citizens of India safe," he said.
The Home Secretary said basic policing has to be improved, there should be regular exercise, security drills and fire drills. "...Else we have seen what happened in Mumbai on 26/11," he said.
Pillai said police-people ratio in India is very low among all countries -- just 138 personnel in one lakh population even though it should be 220 personnel in one lakh population as per the United Nations standard.
"In Bihar, we have just 68 policemen (in one lakh population), in Uttar Pradesh it is 81. Now the challenge is how to take the ratio to 200 to 220 in earliest possible time," he said.
The Home Secretary, however, said such a scenario would not emerge before the next 10 years despite government taking urgent steps to augment police training facilities in almost all states.
Pillai said security could be provided to the people with active cooperation of all citizens and cited the example of how an unsecured internet connection of an individual was hacked by terrorists to send a mail immediately after the December 7, 2010 Varanasi blast.
He said 50,000 computers are hacked in every second in India and such attempts are mainly being made from three universities of a neighbouring country.
The Home Secretary said despite "functional anarchy" in India, the country has huge technological, social and economic talents and have been contributing to the country's growth.

Srinagar: PDP on Wednesday expressed surprise over holding of a police recruitment rally without any "prior notice" and alleged that the ruling National Conference in Jammu and Kashmir done this to favour its candidates.
"It is surprising that the recruitment was started without any prior notice, information or advertisement and it seems it is meant only for those recommended by the ruling party," the People's Democratic Party said in a statement here.
Expressing strong disapproval of the manner in which recruitment drive in Srinagar city has been launched, the PDP said "this is another brazen instance of the insincere conduct of state government."
The party said most of the people in downtown city were taken by surprise on learning that a recruitment drive has been launched in Khanyar.
"Numerous candidates could not appear as a result," the PDP said, adding, there are thousands of eligible men in Srinagar city who are academically and physically qualified to compete for constable's post.
"The government has thrown all norms and established procedures to the wind by conducting the recruitment clandestinely. This is in accordance with the tradition and character of National Conference which has revived backdoor entries into government," the Opposition PDP alleged.
It said the youth belonging to the city face acute unemployment, but the government's intentions are clear that it will not provide equal opportunities to all and will instead use it as means of "corruption, nepotism and favouritism".
The PDP said the NC has already lost all "moral and political" credibility.
"The government must ensure continuation of transparency and fairness in recruitment that had been introduced by the previous government," the party demanded.
The PDP said the government plans were not clear about the extent of recruitment. "It is necessary that it is not confined to just one constituency," it said, demanding that recruitment drive should be extended to all the Assembly constituencies and the government must announce the number of total jobs available and the criterion for their distribution and selection.
Khanyar falls in the Assembly constituency represented by state Law and Parliamentary Affairs Minister Ali Mohammad Sagar.
