इंदौर। जज साहब सामने थे। पुलिस जवान उनसे मिला। पासपोर्ट संबंधी सारी पड़ताल की और संतुष्ट होकर लौट गया। लेकिन पता नहीं पुलिस वाले ने इस ‘मुलाकात’ की आगे क्या रिपोर्ट भेजी, जज साहब न केवल मुश्किल में पड़ गए, बल्कि इस जवान की कलम के खिलाफ उन्हें आला अफसरों तक पहुंचना पड़ा। यह है मामला हाई कोर्ट के पूर्व जस्टिस पी.डी. मूल्ये ने अपने पुराने पासपोर्ट को फिर से बनवाने के लिए आवेदन दिया था। कुछ दिन पहले विजय नगर थाने का जवान उनके घर पहुंचा और उनसे सारी जानकारी ले ली। वह संतुष्ट होकर लौट गया। उसके बाद पूर्व जस्टिस को पासपोर्ट दफ्तर से तीन बिंदुओं का पत्र मिला। इसमें लिखा है-आपने जांच में सहयोग नहीं किया। आप फोटो सत्यापन हेतु उपस्थित नहीं हुए। पुलिस सत्यापन के समय आप उपस्थित नहीं थे। पत्र में हिदायत दी गई है कि 15 दिन में इस बाबद अपना लिखित स्पष्टीकरण प्रस्तुत करें अन्यथा आपका पासपोर्ट जत कर लिया जाएगा।

इस सख्त चिट्ठी से भौंचक और आहत श्री मूल्ये ने अब आईजी अनुराधा शंकर, एसएसपी ए. साईं मनोहर और पासपोर्ट ऑफिसर एल.के. वाघेला को चिट्ठी लिखकर कहा है कि - पुलिस जवान मेरे घर आया। मुझसे मिला। सारी जानकारी ली और संतुष्ट होकर गया। उसके बाद मुझे पासपोर्ट ऑफिस से चिट्ठी मिली कि मैंने जांच में सहयोग नहीं किया है। मेरे घर आकर सारी जानकारी लेने के बावजूद पुलिस जवान ने जो गलत रिपोर्ट दी है उससे मैं आहत हुआ हूं। यह एक खतरनाक प्रवृत्ति है। पुलिस जवान ने मेरी सत्यापन रिपोर्ट को तोड़-मरोड़कर पेश कर दिया। पत्र में पूर्व जस्टिस ने पुलिस अफसरों से कहा है कि वे इस पूरे मामले की जांच कर दोषी पर कार्रवाई करें।

BHUBANESWAR: Chief Minister Naveen Patnaik on Saturday said a comprehensive restructuring of State Police service is strongly being contemplated keeping career advancement in view. �After inspecting the Dikshant Parade of the trainee officers at the Biju Patnaik State Police Academy (BPSPA), Naveen said the Government is keen on boosting the morale and motivation of the subordinate police officers. This is why the Government is mulling a complete restructuring of both civil and armed wings of the State Police. The move is aimed at facilitating career advancement of young officers, he said. �The Chief Minister also took note of� sacrifices of cops in fighting Left-wing extremism and said those serving in the Maoist-hit areas will get their due in career opportunities. �Naveen said his Government had taken a slew of measures over the years resulting in a quantum jump in creation of new posts. Six India Reserve Battalions, five Special Security Battalions and other wings have been created while a separate industrial security force will soon be in place.

�Since there is a growing demand to recruit and train new personnel, the Government continues to emphasise the training needs as part of the human resources development initiative. Three new training institutes are going to be established and made functional soon to enhance the training capacity of both civil and armed police. Necessary budgetary provision has been made in this regard, he said. �The parade saw passing out of first batch of cadet sergeant, second batch of deputy subedar cadets and fifth batch of sub-inspector of police. बिलासपुर के एसपी राहुल शर्मा की खुदकुशी मामले में नया मोड़ आ गया है। खुद को गोली से उड़ाने वाले आईपीएस अफसर पर चुनाव के लिए ‘फंड’ जुटाने का दबाव था। राहुल के एक करीबी दोस्‍त ने यह दावा किया है। उनका कहना है कि उनकी राहुल से खुदकुशी से एक हफ्ते पहले बात हुई थी जिसमें आईपीएस ने अपनी लाचारी बयां की थी। एसपी राहुल शर्मा और उनके दोस्त हरिमोहन थकुरिया जवाहर लाल नेहरू विश्वविद्यालय में साथ में पढ़े थे। उनके साथ कॉलेज की पढ़ाई किए हैं। प़ढ़ाई के बाद वह जयपुर में कोचिंग संस्थान चलाते हैं। हरिमोहन के मुताबिक, सोशल नेटवर्किंग साइट फेसबुक पर उन्होंने राहुल से पांच मार्च को बात की थी। उस बातचीत में उन्होंने कहा था, ''यार, यहां बहुत बेगार करवाते हैं। कोई सेल्फ रिस्पेक्ट ही नहीं है। इलेक्शन के खर्चों का टारगेट अभी से दे दिया है। क्या इसलिए इतनी पढ़ाई करके आईपीएस बना था?''

उनके मुताबिक, राहुल उनदिनों काफी दुखी थे। उन्होंने बड़े दुख से कहा था कि, ये लोग वर्दी वालों से ही उगाही करवा रहे हैं। इसलिए वह नौकरी छोड़ना चाहते थे। उनके लिए जयपुर में नौकरी खोज भी ली गई थी। उनको 12 मार्च को ही नई नौकरी के बारे में जानकारी दी जानी थी, इससे पहले ही उनके खुदकुशी की खबर मिल गई। गौरतलब है कि बिलासपुर के एसपी शर्मा ने बिगत 12 मार्च को गोली मारकर खुदकुशी कर ली थी। वह पुलिस आफिसर्स मेस के बाथरूम में मृत पाए गए थे। पुलिस के अनुसार उन्होंने अपनी सर्विस पिस्टल से माथे पर गोली मारकर खुदकुशी कर ली थी।

Aimed at strengthening crime prevention system across Haryana, the state police plans to depute well-equipped ‘pehchan kaun’ vans at 30 spots in all districts by the first week of April. Fitted with advanced mobile fingerprint scanner, the facility will enable police on field duty to identify criminals and link the suspects to crimes instantly. Early this month, the state police started a pilot project at Panipat. The Haryana police claimed to have become the only state in the country where such an ultra-modern facility was introduced by any security agency. A brainchild of State Crime Record Bureau (SCRB) director Laik Ram Dabas, the ambitious project would help police identify criminals with the help of a click of the mouse.

“The vans will have fingerprint databank of 5,000 criminals active in restive areas and cops would be able to use the Automatic Fingerprint Identification System (AFIS) to find out suspects' criminal background instantly by matching fingerprints with the stored data,” he said. The AFIS is also equipped with latent searching, electronic image storage and electronic exchange of fingerprints and criminal identification. The SCRB laboratory at the Haryana Police Academy, Madhuban, has a comprehensive fingerprint databank of nearly 2 lakh from Haryana and the field staff would have access to the central server through internet. “We have used effective advanced techniques available elsewhere in the world to curb crimes. It is not an expensive technology and we are sure that others will follow the Haryana model to handle criminals,” said Dabas, who had worked as a scientist at Bhabha Atomic Research Centre on project plutonium before joining Indian Police Service. Dabas said the SCRB was obtaining criminals’ data from neighbouring states of Rajasthan, New Delhi, Uttar Pradesh and Punjab to effectively check cross-border activities of anti-social elements.

देश की पहली महिला आईपीएस अधिकारी किरण बेदी ने कहा है कि अगर उन्होंने कुछ समझौते किए होते तो वह दिल्ली पुलिस की पहली महिला आयुक्त बन जातीं. उन्होंने अमेरिका के बर्नार्ड कॉलेज द्वारा शुक्रवार को आयोजित ‘वीमेन चेंजिंग इंडिया’ विचार गोष्ठी को संबोधित करते हुए कहा, ‘दिल्ली की पहली महिला पुलिस आयुक्त बनने के लिए मैं कुछ समझौते कर सकती थी लेकिन मैंने ऐसा नहीं किया. यदि मैंने ऐसा किया होता तो मेरा खुद का सम्मान गिर जाता.’ ‘सामाजिक सक्रियता पर वार्ता’ सत्र में चर्चा के दौरान उन्होंने कहा कि कुछ नौकरशाहों एवं राजनीतिज्ञों ने यह तय करने के लिए ‘साजिश’ रची कि दिल्ली में कोई महिला पुलिस प्रमुख नहीं बन पाए.

Around 85 freshly minted Mumbai police officers have had their probation period extended after it was found they took too many holidays during training and were unfit to undertake active policing duties. The 85 men, out of a 140 probationary police sub-inspectors posted with Mumbai police late last year, have now been attached to the Local Arms Division, where they will undergo another round of training while carrying out such tasks as escorting undertrials to courts and back. The unprecedented step followed an evaluation process, which included performance appraisals and personal interviews with Commissioner Arup Patnaik. "You are supposed to show exemplary discipline during the probation period and not take unwarranted leave. But these officers took leave for several months and hence the CP has decided to extend their probation," Joint Commissioner of Police (administration) S P Yadav told Mumbai Mirror. While

absenteeism certainly was an issue, it turns out that many of them could not even march and salute properly. A source said the probationers were nowhere near the physical fitness level of a police officer and that they would be put through another round of review at the end of the extended probation. “If they flunk again, they would be dismissed from service summarily,” Yadav added. Sources said such absenteeism was observed among probationers for the first time and is alarming. “It reflects the indiscipline among these probationers and how casually they take their jobs,” said an officer who did not wish to be identified. The 140 probationary officers underwent mandatory one-year training at the Maharashtra Police Academy along with 700-odd more officers after clearing the Maharashtra Public Service Commission examination. Over 100,000 candidates take MPSC examination every year. Only 10,000 of them make it to the interview level and just 1000 finally clear it. Of these 1000, around 600 are selected as probationary sub-inspectors. In the past few weeks, Patnaik has been meeting these probationers in batches and evaluating their skills in parade, presentation before superiors and their knowledge of law and policing. The evaluation was backed by performance appraisal reports submitted by police station in-charges, ACPs and DCPs. The state government did not send officers for training to the Maharashtra Police Academy in Nashik between 2004 and 2007 following the MPSC scam that rocked the state then. In 2007, the candidates selected as probationary PSIs in 2004 were sent to the training academy along with those selected post 2007.
