लखनऊ। मायावती सरकार में दो पुलिस अफसर सपा के प्रति अपनी कार्यशैली को लेकर खासे चर्चित हुए थे। इनमें से एक थे बीपी अशोक और दूसरे डीके ठाकुर। नौ मार्च 2011 को लखनऊ के एएसपी रहते बीपी अशोक ने सपा प्रदेश अध्यक्ष अखिलेश यादव के साथ अमौसी एयरपोर्ट पर बदसुलूकी कर उन्हें गिरफ्तार कर लिया था। इसी दिन लखनऊ के डीआईजी डीके ठाकुर ने लोहिया वाहिनी के अध्यक्ष आनंद भदौरिया को सड़क पर गिराकर उसके मुंह को जूते से कुचला था। शनिवार को इन दोनों अधिकारियों को 'प्राइम पोस्टिंग' से हटाते हुए चुनार भेज दिया गया। चुनार में पुलिस रिक्रूटमेंट ट्रेनिंग सेंटर है जहां की तैनाती को बतौर सजा मना जाता है। डीके ठाकुर अभी तक लखनऊ में ही डीआइजी के पद पर तैनात थे जबकि बीपी अशोक मेरठ के एएसपी के पद पर तैनात थे। आशुतोष पांडे को लखनऊ का नया डीजी बनाया गया है। मेरठ में बीपी अशोक की जगह किसी की तैनाती नहीं हुई है।

डीके ठाकुर और बीपी अशोक के इस कृत्य पर बतौर सपा प्रदेश अध्यक्ष अखिलेश यादव ने उस समय कहा था बसपा के कार्यकर्ता की मानिंद काम करने वाले इन अफसरों को बख्शा नहीं जाएगा। सपा की सरकार आने पर इन्हें सजा मिलेगी। शनिवार को उन्होंने डीजीपी और प्रमुख सचिव गृह को दोनों अफसरों को पद से हटाये जाने का निर्देश दे दिया।

HYDERABAD: Police outposts have been proposed at the Osmansagar and Himayatsagar lakes on the lines of the one already in place at Hussainsagar to prevent illegal activities. The Hyderabad Metropolitan Water Supply and Sewerage Board (HMWS&SB) has come up with this solution to check pollution of water bodies following a National Environment Engineering Research Institute (Neeri) report calling for an increased vigil at the city's two main water sources. "Neeri states in its report that, in view of uncontrolled activities, the water quality in Osmansagar and Himayatsagar lakes has deteriorated substantially. We have held meetings with the Rangareddy district administration and the Panchayat Raj department to discuss the measures to be taken to protect the water sources from pollution," a senior HMWSS&B official told STOI. The official added that the water board has already sent a proposal to the Rangareddy district administration in this regard. Although the water board has its own vigilance team, made up of a few police personnel, it visits the reservoirs only upon specific complaints of 'illegal' activities reaching them through locals.

For instance, although there is a ban on fishing, bathing and washing clothes in these water bodies, local fishermen and others fish in these reservoirs. "Although we have booked several offenders, these activities continue," the official added. "We need round-the-clock patrolling of the shores of Osmansagar and Himayatsagar lakes. Police can then crack down against locals for polluting these man-made lakes with fertilizers and other chemicals," he said. On weekends, moreover, there is a huge turnout of picnickers who fish and bathe in the reservoir waters. "Water board police cannot control these picknickers. महिलाओं की फरियाद सुनवाई के लिए पुलिस विभाग द्वारा शुरू की जाने वाली महिला पीसीआर पुलिस योजना दम तोड़ चुकी है। इसके तहत पीसीआर की एक गाड़ी में चालक से लेकर इंचार्ज तक महिला पुलिसकर्मियों को तैनात किया जाना था। महिलाओं की फरियाद सुनने के लिए विभागीय अधिकारियों ने महिला पीसीआर पुलिस बनाने का फैसला लिया था। एक अलग सोच के साथ विभाग ने योजना का ऐलान तो कर दिया, लेकिन उस समय मुसीबत खड़ी हो गई जब ढूंढने पर भी विभाग को कोई महिला चालक पुलिसकर्मी नहीं मिली। यूटी पुलिस फोर्स में एक भी महिला पुलिसकर्मी गाड़ी चलाने को तैयार नहीं है जिस कारण महिलाओं को राहत देने के लिए शुरू की जाने वाली इस योजना ने फाइलों में ही दम तोड़ दिया।

पीसीआर यूनिट ने योजना को वास्तविक रूप देने के लिए यूटी पुलिस की तमाम महिला पुलिसकर्मियों से योजना को कारगर साबित करने के लिए आगे आने की अपील की थी लेकिन नतीजा वही ढाक के तीन पात रहा। भले ही पुलिस विभाग द्वारा शुरू की गई कम्यूनिटी पुलिसिंग की बात हो, पब्लिक फ्रैंडली होने की बात हो, युवाओं को नशे की चपेट से दूर रखने की बात हो सभी योजनाएं एक के बाद एक औंधे मुंह गिरती रही। नतीजा शहरियों को वी केयर फॉर यू का भरोसा देने वाली हाईटेक पुलिस फेल साबित हुई और अपराधी लगातार वारदातों को अंजाम देकर पुलिस को लकीर पीटने पर मजबूर करने में कामयाब रहे। जमीनी स्तर पर पुलिस की नाकामी उस समय सामने आई जब अपराधियों ने पिछले वर्ष हत्या की 24 वारदातों को अंजाम दे डाला।

इंदौर। जज साहब सामने थे। पुलिस जवान उनसे मिला। पासपोर्ट संबंधी सारी पड़ताल की और संतुष्ट होकर लौट गया। लेकिन पता नहीं पुलिस वाले ने इस ‘मुलाकात’ की आगे क्या रिपोर्ट भेजी, जज साहब न केवल मुश्किल में पड़ गए, बल्कि इस जवान की कलम के खिलाफ उन्हें आला अफसरों तक पहुंचना पड़ा। यह है मामला हाई कोर्ट के पूर्व जस्टिस पी.डी. मूल्ये ने अपने पुराने पासपोर्ट को फिर से बनवाने के लिए आवेदन दिया था। कुछ दिन पहले विजय नगर थाने का जवान उनके घर पहुंचा और उनसे सारी जानकारी ले ली। वह संतुष्ट होकर लौट गया। उसके बाद पूर्व जस्टिस को पासपोर्ट दफ्तर से तीन बिंदुओं का पत्र मिला। इसमें लिखा है-आपने जांच में सहयोग नहीं किया। आप फोटो सत्यापन हेतु उपस्थित नहीं हुए। पुलिस सत्यापन के समय आप उपस्थित नहीं थे। पत्र में हिदायत दी गई है कि 15 दिन में इस बाबद अपना लिखित स्पष्टीकरण प्रस्तुत करें अन्यथा आपका पासपोर्ट जत कर लिया जाएगा।

इस सख्त चिट्ठी से भौंचक और आहत श्री मूल्ये ने अब आईजी अनुराधा शंकर, एसएसपी ए. साईं मनोहर और पासपोर्ट ऑफिसर एल.के. वाघेला को चिट्ठी लिखकर कहा है कि - पुलिस जवान मेरे घर आया। मुझसे मिला। सारी जानकारी ली और संतुष्ट होकर गया। उसके बाद मुझे पासपोर्ट ऑफिस से चिट्ठी मिली कि मैंने जांच में सहयोग नहीं किया है। मेरे घर आकर सारी जानकारी लेने के बावजूद पुलिस जवान ने जो गलत रिपोर्ट दी है उससे मैं आहत हुआ हूं। यह एक खतरनाक प्रवृत्ति है। पुलिस जवान ने मेरी सत्यापन रिपोर्ट को तोड़-मरोड़कर पेश कर दिया। पत्र में पूर्व जस्टिस ने पुलिस अफसरों से कहा है कि वे इस पूरे मामले की जांच कर दोषी पर कार्रवाई करें।

BHUBANESWAR: Chief Minister Naveen Patnaik on Saturday said a comprehensive restructuring of State Police service is strongly being contemplated keeping career advancement in view. �After inspecting the Dikshant Parade of the trainee officers at the Biju Patnaik State Police Academy (BPSPA), Naveen said the Government is keen on boosting the morale and motivation of the subordinate police officers. This is why the Government is mulling a complete restructuring of both civil and armed wings of the State Police. The move is aimed at facilitating career advancement of young officers, he said. �The Chief Minister also took note of� sacrifices of cops in fighting Left-wing extremism and said those serving in the Maoist-hit areas will get their due in career opportunities. �Naveen said his Government had taken a slew of measures over the years resulting in a quantum jump in creation of new posts. Six India Reserve Battalions, five Special Security Battalions and other wings have been created while a separate industrial security force will soon be in place.

�Since there is a growing demand to recruit and train new personnel, the Government continues to emphasise the training needs as part of the human resources development initiative. Three new training institutes are going to be established and made functional soon to enhance the training capacity of both civil and armed police. बिलासपुर के एसपी राहुल शर्मा की खुदकुशी मामले में नया मोड़ आ गया है। खुद को गोली से उड़ाने वाले आईपीएस अफसर पर चुनाव के लिए ‘फंड’ जुटाने का दबाव था। राहुल के एक करीबी दोस्‍त ने यह दावा किया है। उनका कहना है कि उनकी राहुल से खुदकुशी से एक हफ्ते पहले बात हुई थी जिसमें आईपीएस ने अपनी लाचारी बयां की थी। एसपी राहुल शर्मा और उनके दोस्त हरिमोहन थकुरिया जवाहर लाल नेहरू विश्वविद्यालय में साथ में पढ़े थे। उनके साथ कॉलेज की पढ़ाई किए हैं। प़ढ़ाई के बाद वह जयपुर में कोचिंग संस्थान चलाते हैं। हरिमोहन के मुताबिक, सोशल नेटवर्किंग साइट फेसबुक पर उन्होंने राहुल से पांच मार्च को बात की थी। उस बातचीत में उन्होंने कहा था, ''यार, यहां बहुत बेगार करवाते हैं। कोई सेल्फ रिस्पेक्ट ही नहीं है। इलेक्शन के खर्चों का टारगेट अभी से दे दिया है। क्या इसलिए इतनी पढ़ाई करके आईपीएस बना था?''

उनके मुताबिक, राहुल उनदिनों काफी दुखी थे। उन्होंने बड़े दुख से कहा था कि, ये लोग वर्दी वालों से ही उगाही करवा रहे हैं। इसलिए वह नौकरी छोड़ना चाहते थे। उनके लिए जयपुर में नौकरी खोज भी ली गई थी। उनको 12 मार्च को ही नई नौकरी के बारे में जानकारी दी जानी थी, इससे पहले ही उनके खुदकुशी की खबर मिल गई। गौरतलब है कि बिलासपुर के एसपी शर्मा ने बिगत 12 मार्च को गोली मारकर खुदकुशी कर ली थी। वह पुलिस आफिसर्स मेस के बाथरूम में मृत पाए गए थे। पुलिस के अनुसार उन्होंने अपनी सर्विस पिस्टल से माथे पर गोली मारकर खुदकुशी कर ली थी।
