Punjab Police : Ludhiana's Sadar Police Station adjudged as best in India by UN affiliate

Ludhiana - A police station in Ludhiana has been declared as the best in the country by Altus Global Alliance, which works with the United Nations (UN) for enhancing public safety measures.

Altus Global Alliance declared Sadar Police Station as the best during its 'Police Station Visitor Week Competition'.

Paramjay Singh, Station House Officer of Sadar Police Station, said that the station received accolades from the delegation members in terms of facilities.

"Across India our police station, Sadar Police Station, has been awarded as the best police station by Altus global Alliance," Singh said.

The police station has separate desks to attend to women and children, facilities for disabled, courteous behavior, cleanliness, a well-equipped control room, a library and even a waiting room for visitors.

"It's unlike old police station, it is really good and is well equipped with many facilities. The facilities are installed keeping in view the needs of the people coming here. If there is a complainant who needs wheel chair they provide that also. They have made arrangements for women as well, there are proper water services and it is really good," said Sajan Singh, a visitor.

Unlike other police stations where detainees squat on floors, proper bedding and mattresses have been provided to make their stay comfortable.

Those coming to seek justice get their applications written by a policeman deputed to do this job.

Altus Global delegates surveyed 18 countries and from each country a police station was declared as the best.

In a letter written to police commissioner Ishwar Singh, Altus has stated that ''police station Sadar, Ludhiana, has been selected as the best police station of Asia region''. City cops have been invited to Global Award Ceremony, which will be held in Amritsar on April 5 and 6. The police commissioner of Ludhiana district will receive the award in a function on April 6. A presentation on ''the best practices regarding citizen-centric service delivery from this police station'' is scheduled to be a part of the global function.
Police station Sadar, Ludhiana, has also been ranked as the best police station in the country. This award will be presented to police on April 4. The inspector of police station Sadar, Paramjit Singh, said a two-member team of Altus had visited the station last October. They not only scrutinised the station, but also took feedback from residents, including teachers, students, industrialists and doctors, among others.
They had earned the position with 500 marks in examination. It has also been nominated for the world's best police stations, he added. Rahul Kumar, a PAU student, said they had always underestimated the city police, but today, it has made them proud. ''It is great to be a resident of a city, whose police station has been selected as the best in Asia.''

Mumbai Police : Mumbai Police gets new bulletproof vehicles & bikes

Mumbai: Home minister handed over the keys of over 200 vehicles to the city police, including three armoured vehicles, as part of the modernisation of the force. He also emphasised the need for a helicopter for Mumbai’s cops.
The armoured vehicles cost about Rs 38 lakh each and can shield bullets fired from an advanced AK-47 assault rifle. Two more will be obtained later so that all five regional control centres in the city has its own armoured vehicle.
The other new vehicles include four buses, 20 jeeps, 21 towing cranes, nine light-weight vehicles and 160 motorcycles for patrolling. The total cost of procuring the vehicles is around Rs 4 crore.
City police commissioner D Sivanandan said 12 more buses would arrive in the city to ferry police personnel for patrolling and bandobast. He added that 100 police personnel were being trained to deal with 26/11-like situations in collaboration with security forces in every zone. They were being equipped with latest weapons for this purpose.

“We are training the squads so that they can effectively reply to 26/11-like terror attacks within an hour and send the terrorists back in body bags”, said Sivanandan. Meanwhile, Patil emphasised that there should be a helicopter at the disposal of the police, which would help them reach crisis zones swiftly. The government would try to acquire such a helicopter, he assured, adding that it should not be used by ministers.
Patil said there was a need for a squad with around 100 sniffer dogs and that the city also needed horse-mounted policemen so as to make cops visible on the roads. “Small teams of police officers will be formed and sent to Chicago, China, Israel and England to study the modes of investigation there. This will help us,” he said.

Mumbai police : Mumbai police asks MHA to declare 'no flying zone' at Wankhede

MUMBAI: With intelligence inputs suggesting that terror outfits may disrupt Cricket World Cup matches, Mumbai police has requested the Centre to declare "a no-flying zone" over Wankhede stadium, that would host the final this week.
"Two days ago we have written to Ministry of Home Affairs (MHA) to ensure no flying zone at Wankhede on April 2 when the final would be played. The MHA will correspond with the agency concerned in this regard and then tell us whether it would be a no-flying zone or not," Deputy Police Commissioner (Operations) Rajkumar Vhatkar said.
Another IPS officer said, though the previous two matches at the stadium -- New Zealand against Canada (March 13) and against Sri Lanka (March 18) -- went off without a hitch, they were more worried about the final match following inputs about possible terror strikes.
Police are also worried that a "chemical bomb" could be used to strike by the terror suspects because of which water bottles from outside the stadium would not be allowed, the officer said.
Vhatkar said, "Water bottles from outside will not be allowed due to security reasons and drinking water arrangements have been made inside the stadium for the spectators."
Over 180 CCTVs have been installed by the stadium authorities inside and outside the ground and a special police control room has been set up to keep a watch on the spectators, he added.
Meanwhile, a security drill was on Monday conducted at the stadium, police said adding over 1,500 policemen participated in it.

Orissa Police : 2 Orissa PSOs jailed for ‘accidentally’ killing DIG

More than four years after former deputy inspector general Jaswinder Singh was shot by one of his security guards, a sessions court in Koraput district on Monday sentenced his two PSOs to jail.
On October 16, 2006, Jaswinder Singh, the DIG of the Naxal-infested south-western police range, was killed when the 9 mm pistol of his personal security officer Sheshananda Sarangi went off “accidentally” as they were travelling in a jeep. Another PSO, Ashish Sarangi, tried to make it look like a Maoist attack. The court sentenced Seshananda to 10 years in prison and asked him to pay a penalty of Rs 20,000. Ashish was awarded three-year jail term and fined Rs 10,000.
KORAPUT: A Koraput court on Monday convicted two personal security officers (PSOs) for their involvement in the killing of former DIG (South-west range) Jaswinder Singh five years ago.
The IPS officer died after being hit by a bullet fired from the .9 mm pistol of one of his two PSOs, identified as Sesananda Sarangi, on October 24, 2006 near Badakutinga in Koraput's Laxmipur police station area. The other PSO was identified as Asish Sarangi.
Singh, DIG of southwestern range, headquartered at Sunabeda town in Koraput district, was shot dead while he was on his way to neighbouring Rayagada district on official work. He was accompanied by the PSOs at the time of the incident. Although the PSOs said it was a case of "accidental firing", police held both the PSOs responsible for the incident and arrested them, three days after the crime. Initially, police blamed Maoists for the killing on the basis of the feedback provided by the PSOs. But the investigators later turned focus towards the guards who changed their version. They claimed that Singh was stopped en-route by some people near Badakutinga village in Koraput district to ask for donations for a local festival. The guards claimed that when one of them tried to disperse the crowd using his official pistol, it went off accidentally and the bullet hit Singh in the head. He died on the spot. The DIG's widow, Paramjit Kaur, had filed a petition in the Orissa High Court in May 2008, seeking a CBI probe into the killing.
Convicting Sesananda of culpable homicide not amounting to murder, additional district and session judge (Koraput) Suresh Kumar Pattnaik sentenced him to 10 years in prison and also imposed a fine of Rs 20,000. The other PSO was given a three-year prison term and a fine of Rs 10,000 for causing disappearance of evidence and giving false information to screen an offender. Sesananda will have to remain in jail for two more years and Asish will have to undergo an additional imprisonment of nine months if they fail to pay the fine, the judge ruled.
Expressing disappointment over the judgment, defence lawyer Satyanarayan Adhikari said, "We will approach the high court."
However, government counsel Prabhakar Patnaik said, "We are satisfied. We will decide on our next course of action after consulting the official concerned." Additional District and Session Judge, Koraput, S K Patnaik convicted Seshananda Sarangi, one of the PSOs of Singh under section 304 of IPC (culpable homicide not amounting to murder) and sentenced him to 10-years imprisonment.
Sarangi was also ordered to pay a fine of Rs 20,000.
The second PSO Ashish Sarangi was convicted under section 201 of the IPC (causing disappearance of evidence) and was sentenced to three years imprisonment and a fine of Rs 10,000.
In case of inability to pay the fines, two years additional jail term for Seshananda and nine months more for Ashish had been slapped by the judge.
On the fateful day, the DIG, with his two PSOs, was proceeding towards Rayagada when the incident occurred.
At Batakutigaon under Laxmipur police limits of Koraput district, a bullet pierced into the the body of the IPS officer from Seshananda''s 9 mm pistol killing him on the spot.

Punjab Police : साइकिल से चले चालान काटने पुलिसवालें

जालंधर छावनी। यह न कभी अपने देखा होगा और न ही सुना होगा, लेकिन अब यह हकीकत है। नियम तोड़ने वाले वाहन चालकों का चालान काटने और उन पर कार्रवाई करने के लिए पुलिस मुलाजिम साइकिल से गश्त करेंगे। पर्यावरण को प्रदूषण रहित बनाने और पुलिस मुलाजिमों की सेहत सुधारने की यह अनूठी कवायद शुरू हुई है कैंट क्षेत्र में।

शुक्रवार को सदर बाजार समेत अन्य बाजारों में ट्रैफिक समस्या सुधारने के लिए बैठक करने के बाद एसीपी जगजीत सिंह ने पुलिस मुलाजिम ज्ञान चंद को साइकिल देकर गश्त के लिए रवाना किया। पहले दिन 11 चालान काटे गए।

साइकिल में चालान बुक और स्टीकर चालान भी
पुलिस कर्मचारी की इस साइकिल में चालान बुक और स्टीकर चालान भी मौजूद होगा। साथ ही साइकिल पर एक माइक भी लगाया गया है। यह मुलाजिम कैंट के सभी बाजारों में गश्त करेगा और अवैध तरीके से खड़े वाहन चालकों के चालान काटेगा। इसके अलावा यह दुकानदारों को सामान बाहर न रखने की चेतावनी भी देगा।

Election Commission & Police : डीएम व एसपी नियुक्त कर सकता है निर्वाचन आयोग

चेन्नई। तमिलनाडु के पुलिस महानिदेशक [डीजीपी] बदलने को लेकर जारी विवाद के बीच निर्वाचन आयोग ने सोमवार को कहा कि निष्पक्ष चुनाव कराने के लिए उसके पास पर्याप्त शक्तियां हैं। आयोग की ओर से मद्रास हाईकोर्ट में बताया गया कि स्वतंत्र और निष्पक्ष चुनाव हो, इसके लिए राज्य में वह किसी भी पुलिस अफसर को डीजीपी बना सकता है। इतना ही नहीं कौन जिला निर्वाचन अधिकारी हो, इस बारे में भी उसे पर्याप्त संवैधानिक अधिकार हैं। आयोग के अनुसार, निर्विवाद चुनाव कराने के लिए वह डीएम और एसपी भी बदल सकता है और उनकी जगह बेदाग छवि वाले अफसर को नियुक्त कर सकता है।
अदालत में दाखिल हलफनामे में आयोग ने ये तर्क दिए हैं। आयोग ने कहा कि तमिलनाडु में 13 अप्रैल को होने वाले विधान सभा चुनावों में धन बल के इस्तेमाल को रोकने के लिए छापेमारी और वाहनों को जब्त करने का आदेश देने का भी उसे अधिकार है। आयोग ने अदालत से कहा कि उसके इन निर्णयों को दुर्भावनापूर्ण नहीं कहा जा सकता है। क्योंकि स्वतंत्र और निष्पक्ष चुनाव कराना उसकी संवैधानिक जिम्मेदारी है।
आयोग ने लतिका सरन को हटा कर भोला नाथ को राज्य का पुलिस महानिदेशक नियुक्त कर दिया था। उसके इस निर्णय पर मुख्यमंत्री एम करुणानिधि ने एक रैली में नाराजगी जाहिर की थी। इस संबंध में प्रकाशित मीडिया रिपोर्ट पर संज्ञान लेते हुए न्यायमूर्ति एलिप धर्मा राव और न्यायमूर्ति एम वेणुगोपाल की पीठ ने पिछले हफ्ते चुनाव आयोग को नोटिस जारी किया था। जिसका आयोग ने सोमवार को जवाब दिया। अदालत ने आयोग से पूछा था कि राज्य सरकार से बगैर सलाह किए क्या वह अधिकारियों के तबादले का आदेश दे सकता है।
सोमवार को मुख्य न्यायाधीश एम वाई इकबाल और न्यायमूर्ति टीएस सिवांगनाम की समक्ष आयोग ने अपना जवाब दाखिल किया। जिसमें आयोग ने स्पष्ट किया कि निर्विवाद चुनाव कराने के लिए वह किसी भी पुलिस अफसर को डीजीपी बना सकता है। उसके इस निर्णय पर सवाल नहीं उठाया जा सकता है। उसे संविधान, अपराध प्रक्रिया संहिता और आयकर अधिनियम के तहत छापेमारी और वाहनों को जब्त करने का भी अधिकार है।

TN Police : आयोग ने तमिलनाडु के डीजीपी का किया तबादला

नई दिल्ली। तमिलनाडु में विधानसभा चुनाव से पहले शनिवार को चुनाव आयोग ने लतिका सरन के स्थान पर शीर्ष सतर्कता अधिकारी भोला नाथ को पुलिस महानिदेशक नियुक्त किया और चार जिलाधिकारियों एवं कई आई पी एस अधिकारियों का तबादला कर दिया।
चुनाव आयोग ने कहा कि विधानसभा चुनाव के संचालन के लिए भोला नाथ तमिलनाडु के नए पुलिस महानिदेशक होंगे। नाथ फिलहाल सतर्कता एवं भ्रष्टाचार निरोधक निदेशालय के प्रमुख हैं।
चुनाव आयोग का आदेश ऐसे समय में आया है जब मुख्य विपक्षी दल अखिल भारतीय अन्ना द्रविड़ मुनेत्र कषगम [अन्नाद्रमुक] चुनाव के संचालन के लिए सरन के तबादले की माग कर रहा है।
अपने आदेश में आयोग में चुनाव आयोग ने मदुरै, वेल्लूर, थेणी, इरोड के जिलाधिकारियों का तबादला कर दिया और उनके स्थान पर क्रमश: संगयम, पल्लनी कुमार, कार्तिक और सी कामराज को नियुक्त किया है। चेन्नई उपनगर के पुलिस आयुक्त और मदुरै के पुलिस प्रभारी समेत छह आईपीएस अधिकारियों को तबादला कर दिया गया है।
आयोग ने कहा कि एम एन मंजूनाथ पुलिस महानिरीक्षक [दक्षिण] होंगे तथा करण सिंह चेन्नई उपनगर के पुलिस आयुक्त होंगे। पी कन्नप्पन मदुरै के लिए पुलिस प्रमुख तथा संजय माथुर डिंडिगुल के पुलिस उपमहानिरीक्षक बनाए गए हैं।

UP Police : तबादले को तैयार नहीं पुलिसकर्मी

मुजफ्फरनगर। शासन के आदेश पर तबादले की जद में आए पुलिसकर्मी हां-ना के फेर में उलझ गए हैं। एक पूर्व डीजीपी के माध्यम से पुलिसकर्मियों ने सुप्रीम कोर्ट के रिट स्वीकार करने का हवाला देते हुए रवानगी रोकने को कहा है। जबकि पुलिस अफसर नियत समय पर पुलिसकर्मियों की रवानगी पर अड़े हैं।
शासन के आदेश के चलते सूबे के लगभग 30 हजार पुलिसकर्मी तबादले की जद में हैं। पहले चरण में 12 हजार पुलिसकर्मियों को स्थानांतरित किया गया है। शासनादेश के अनुसार गृह जनपद के पड़ोसी जिलों में तैनात, 15 वर्षो से एक ही स्थान पर तैनात व दो बार एक ही जिले में पोस्टिंग पाने वाले पुलिसकर्मियों का तबादला किया गया है। इसमें जिले के तकरीबन आठ सौ पुलिसकर्मी तबादले की जद में है।
उधर, सीओ जानसठ, सीओ सिटी व रिट सेल में तैनात तीन सिपाहियों ने पुलिसकर्मियों की सहमति पर पूर्व डीजीपी प्रकाश कुमार के माध्यम से सुप्रीम कोर्ट में रिट दायर की है। प्रकाश कुमार वर्तमान में सुप्रीम कोर्ट में प्रैक्टिस कर रहे हैं। पुलिसकर्मियों की ओर से डाली गयी रिट पर संज्ञान लेते हुए सुप्रीम कोर्ट ने मामले की सुनवाई के लिए चार अपै्रल निर्धारित की है। शनिवार को पुलिसकर्मियों की ओर से अधिवक्ता व पूर्व डीजीपी ने सुप्रीम कोर्ट का हवाला देते हुए वरिष्ठ पुलिस अधीक्षक प्रवीण कुमार को फैक्स भेजकर पुलिसकर्मियों की रवानगी पर रोक लगाने की मांग की है।
दो-दो हजार रुपये का हुआ चंदा!
सूत्रों की माने तो सुप्रीम कोर्ट में गए पुलिसकर्मियों के सहयोग के लिए तबादले की जद में आए अन्य पुलिस वालों ने दो-दो हजार रुपये का चंदा इकट्ठा किया है। इस चंदे से सुप्रीम कोर्ट के खर्च वहन किया जाएगा।
नियत समय पर होगी रवानगी
पुलिसकर्मियों की रवानगी के बारे में एसपी क्राइम शरद सचान का कहना है कि प्रदेश सरकार द्वारा आवंटित गनर व तीस सितम्बर 2011 में रिटायर हो रहे पुलिसकर्मियों को छोड़कर सभी पुलिसकर्मियों की रवानगी रविवार को होगी। इस संबंध में एसएसपी से बात करने का प्रयास किया, लेकिन उनसे संपर्क नहीं हुआ।

Jharkhand Police : पुलिस में 75 प्रतिशत सीधी नियुक्ति का विरोध

रांची : डीएसपी रैंक में प्रोन्नति के लिए बन रही नयी प्रोन्नति नियम से कनीय अफसरों में उबाल है. कनीय पुलिस अफसरों  के एसोसिएशन झारखंड पुलिस एसोसिएशन ने शनिवार को बैठक कर सरकार से इसे वापस लेने का आग्रह किया है. वापस नहीं होने की स्थिति में आंदोलन की चेतावनी दी है. अभी झारखंड में दारोगा व डीएसपी का पद 50 प्रतिशत प्रोन्नति से और 50 प्रतिशत सीधी नियुक्ति से भरा जाना है. नये नियम में सीधी नियुक्ति से 75 प्रतिशत पद भरने की बात कही गयी है.

शनिवार हुई बैठक में एसोसिएशन की सभी शाखाओं के पदाधिकारी शामिल हुए. एसोसिएशन के महामंत्री चंद्रगुप्त सिंह ने प्रेस बयान जारी कर बताया है कि यदि सरकार की यह नीति लागू हो जाती है, तो सिपाही से लेकर डीएसपी तक की प्रोन्नति रूक जायेगी.

इस प्रभाव पुलिसकर्मियों के काम व मनोबल पर पड़ेगा. इधर,  एसोसिएशन कीरांची शाखा के अध्यक्ष कमल किशोर ने बताया कि सरकार नियुक्ति नियमावली व पुलिस मैनुअल का उल्लंघन कर रही है. पुलिस पदाधिकारी चुप नहीं बैठेंगे. उन्होंने अन्य राज्यों में लागू प्रोन्नति नियमावली का तुलनात्मक विवरणी का हवाला देते हुए कहा कि नयी नियमावली के कारण सिपाही से लेकर दारोगा तक बिना प्रोन्नति पाये ही रिटायर हो जायेंगे.

HR Police: एएसआई का हत्यारोपी बदमाश साथी समेत ढेर

एएसआई ओमप्रकाश की हत्या कर बच्चू डकैत को छुड़ाने के मुख्य आरोपी नितिन व उसके एक साथी को पुलिस की अपराध शाखा, पलवल ने मुठभेड़ में मार गिराया। इस दौरान एक अन्य बदमाश मौका पाकर खेतों की तरफ भाग गया। उसकी तलाश में पलवल और होडल पुलिस के करीब सौ जवान कांबिंग कर रहे हैं। यह मुठभेड़ रविवार रात करीब आठ बजे के आसपास उस समय हुई जब पलवल सीआईए के इंचार्ज हंसराज दहिया होडल सीआईए के साथ उझीना ड्रेन पर सामूहिक गश्त कर रहे थे।
बताते हैं कि इस दौरान पुलिस को उझीना ड्रेन की तरफ दो अलग-अलग मोटरसाइकिलों पर तीन लोग आते नजर आए। पुलिस जिप्सी को देखकर तीनों ने मोटरसाइकिल वापस मोड़ते हुए तेज रफ्तार से भगानी शुरू कर दी। जब पुलिस की जिप्सी ने पीछा किया तो मोटरसाइकिल पर पीछे बैठे एक व्यक्ति ने फायर करना शुरू कर दिया। इस पर उन्होंने भी जवाबी फायरिंग शुरू कर दी। मुठभेड़ में सीआईए पलवल इंचार्ज हंसराज दहिया और होडल सीआईए में तैनात हवलदार तेजबीर बदमाशों की गोलीबारी में बाल-बाल बच गए। वहीं, पुलिस की तरफ से गोलीबारी होता देख बदमाशों ने भी उझीना ड्रेन के पास ही मोर्चा संभाल लिया। पुलिस फायरिंग में दो बदमाश ढेर हो गए जबकि एक बदमाश मौका पाकर खेतों की तरफ भाग गया। इस घटना की सूचना मिलते ही पलवल के जिला पुलिस अधीक्षक अनिल धवन, डीएसपी नरेंद्र कादियान समेत तमाम अधिकारी पुलिस बल के साथ मौके पर पहुंच गए। बदमाशों के पास दो देशी तमंचे बरामद हुए हैं। फरार हुए तीसरे बदमाश की तलाश में पूरे क्षेत्र में कांबिंग चल रही है। जगह-जगह नाकेबंदी की जा चुकी है।
पुलिस अधीक्षक अनिल धवन ने इसकी पुष्टि करते हुए बताया कि मुठभेड़ में मारे गए बदमाशों का नाम नितिन पंडित निवासी गांव बहीन और जगनी निवासी गांव हथाना, कोसी है। नितिन और जगनी दोनों वही बदमाश हैं, जो 21 फरवरी को डबचिक पर्यटन स्थल के निकट एएसआई ओमप्रकाश की गोली मारकर हत्या करने के बादमथुरा के खर्रोट गांव निवासी बच्चू डकैत को पुलिस हिरासत से छुड़ा ले गए थे। पुलिस अधीक्षक ने बताया कि पुलिसकर्मियों के अनुसार फरार हुआ तीसरा बदमाश बच्चू डकैत का भाई रणधीर है। हालांकि, इस बात की पुष्टि तभी हो सकेगी जब वह पुलिस के हत्थे चढ़ेगा। उन्होंने बताया कि नितिन और जगनी ने पलवल के सर्राफा व्यवसायी महेश मंगला से पिछले दिनों रंगदारी मांगी थी। दोनों ने दो बार उस पर जानलेवा हमला भी किया था। तीनों रविवार को रंगदारी वसूलने के लिए ही पलवल आ रहे थे।

WC Cricket Police : Chandigarh Police: मोहाली में स्टेडियम के बाहर पुलिस ने किया लाठीचार्ज

मोहाली।। पंजाब क्रिकेट असोसिएशन (पीसीए) स्टेडियम में बुधवार को होने वाले भारत-पाक सेमीफाइनल मुकाबले के लिए की गई सुरक्षा व्यवस्था उस समय धरी की धरी रह गई जब प्रदर्शनकारियों को नियंत्रित करने के लिए पुलिस को लाठीचार्ज तथा आंसू गैस के गोले छोड़ने पड़े। इस दौरान पाकिस्तानी टीम स्टेडियम के अंदर ही मौजूद थी।
पंजाब के विभिन्न भागों से आए संविदा पर नियुक्त फार्मासिस्ट नौकरियों को नियमित करने की मांग कर रहे थे। इस बीच नारेबाजी कर रहे प्रदर्शनकारियों और पुलिस के बीच भिड़ंत हो गई।
पुलिस ने प्रदर्शनकारियों को नियंत्रित करने के लिए लाठीचार्ज किया और आंसू गैस के गोले दागे।
प्रदर्शनकारियों ने पुलिस पर पथराव किया और स्टेडियम के नजदीक खड़ी पुलिस की गाड़ियों और निजी गाड़ियों को तोड़ा-फोड़ा।
मोहाली के पुलिस अधीक्षक (शहर) हरप्रीत सिंह ने बताया, 'फार्मासिस्ट कर्मचारी पीसीए स्टेडियम के बाहर इकट्ठे होकर सरकार के खिलाफ नारेबाजी कर रहे थे। जब हमने उनसे शांत रहने की अपील की तो उन्होंने पुलिसवालों के साथ दुर्व्यवहार किया। उन्हें नियंत्रित करने के लिए बल प्रयोग करना पड़ा। अब स्थिति पूरी तरह से नियंत्रण में है।'
उन्होंने कहा, 'स्थिति पर नजर रखने के लिए मैं खुद घटनास्थल पर मौजूद हूं। किसी भी आपातकालीन स्थिति से निपटने के लिए अतिरिक्त पुलिस बल की तैनाती की जा रही है।'
उधर, प्रदर्शनकारियों ने पुलिस पर मनमानी करने का आरोप लगाया। पंजाब फार्मासिस्ट असोसिएशन के महासचिव अमनदीप सिंह ने बताया, 'हमारा प्रदर्शन बिल्कुल शांतिपूर्ण था और कानून व्यवस्था तोड़ने की हमारी मंशा नहीं थी। हमने स्टेडियम के बाहर सड़क को पार करने की योजना बनाई थी लेकिन पुलिस ने बिना वजह पीटना शुरू कर दिया। वे इस तरह की कार्रवाई कर हमें नहीं रोक सकते हैं और हमारा प्रदर्शन जारी रहेगा।'

WC Cricket Police : Mumbai Police: मुंबई पुलिस को डर, कहीं क्रिकेट फैन बनकर आतंकवादी न घुस आएं

मुंबई. भारत-पाकिस्तान के बीच बुधवार को होने वाले महासंग्राम के लिए क्रिकेट प्रेमियों का जमावड़ा लगना शुरू हो गया है। पाकिस्तान से क्रिकेट प्रेमी वाघा बॉर्डर और मुंबई के रास्ते आने शुरू हो गए हैं। मुंबई पुलिस इस बात को लेकर चिंतित है कि वानखेड़े स्टेडियम में 2 अप्रैल को होने वाले वर्ल्ड कप के फाइनल को देखने के लिए क्रिकेट फैंस के रूप में आतंकवादी शहर में घुस सकते हैं। पाकिस्तान के फाइनल तक पहुंचने की स्थिति में इस बात की आशंका और बढ़ जाती है।
मुंबई पुलिस का डर यूं ही नहीं है बल्कि आंकडे कुछ ऐसा ही आईना पेश करते हैं। इतिहास बताता है कि पाकिस्तान से क्रिकेट फैंस के तौर पर मान्य वीज़ा लेकर आने वाले पाकिस्तानी निश्चित समय में वापस लौटने में नाकाम रहे हैं और कई तो भारत में लापता भी हुए हैं।
मैच के दौरान सुरक्षा की जिम्मेदारी देख रहे मुंबई पुलिस के एक वरिष्ठ अधिकारी ने कहा, 'वर्ल्ड कप फाइनल के लिए बड़े स्तर पर हमले की संभावना है और हमें कई ऐजेंसियों से भी इस बात की जानकारी मिली है। अगर पाकिस्तान फाइनल में पहुंच जाती है तो पाकिस्तान से कई क्रिकेट प्रेमी भारत आ सकते हैं। हमारी प्रमुख चिंता यह है कि क्रिकेट फैंस के तौर पर कहीं आतंकवादी न घुस आएं'।

गौरतलब है कि भारत सरकार ने भारत-पाक सेमीफाइनल मैच देखने के लिए 5,000 पाकिस्तानियों को वीज़ा देने के लिए अनुमति दी है। जब मार्च 2005 में भारत-पाक की भिडंत हुई थी, तब करीब 34 पाकिस्तानी क्रिकेट फैंस जो पहले मैच के लिए चंडीगढ़ आए थे, वे वापस नहीं जा पाए थे क्योंकि सुरक्षा ऐजेंसियों को शक था कि वे आईएसआई के ऐजेंट हो सकते हैं। कुछ को हिरासत में लिया गया था पर 10 से अधिक लोग अभी भी लापता हैं।

बताया जाता है कि मुंबई हमले का मास्टरमाइंड साजिद मीर भी 2005 में क्रिकेट फैन बनकर आया था और फिर गुपचुप तरीके से देश के कई जगहों पर गया था। मीर की 15 दिन की गतिविधियों को कोई विवरण नहीं है।
गृह मंत्रालय के आंकडों के अनुसार अप्रवास अधिकारियों को सूचना दिए बिना भारत ज़्यादा दिनों तक रह रहे पाकिस्तानियों की संख्या में बढ़ोतरी हुई है। 2005 में वीज़ा की अवधि खत्म हो जाने के बाद करीब 4,742 पाकिस्तानियों का कुछ पता नहीं चला है। 2006 में यह संख्या बढ़कर 5,392 हो गई,  2007 में यही संख्या 6,038 हुई। 2008 में 7,547 पाकिस्तानियों का कुछ पता नहीं चला और फिर 2009 में करीब 7,691 लापता थे। 2005 में लापता हुए 4,742 पाकिस्तानियों में से 371 को ढूंढकर वापस भेजा जा सका था।

अधिकारी ने कहा कि हरसंभव सुरक्षा तरीकों को अपनाया जा रहा है जिससे कि फाइनल देखने आने वाले विदेशियों पर नज़र रखी जा सके। इस बात की भी जानकारी रखी जा कही है कि वे कहां रहेंगे और कहां-कहां जाएंगे। ऑनलाइ बिकने वाली टिकटों को भी ट्रैक किया जा रहा है।
अधिकारी ने बताया, 'सुरक्षा के लिए कई स्तर बनाए गए हैं। एनएसजी, आर्मी, नेवी और एयर फोर्स को तैनात किया जा रहा है। वानखेड़े को बिलकुल एक किले की तरह सुरक्षित किया जा रहा है। मुंबई ने कभी भी इस प्रकार की सुरक्षा व्यवस्था आज तक नहीं देखी होगी'।
आफरीदी के भाई को रोका गया बॉर्डर पर
इधर बताया जा रहा है कि शाहिद आफरीदी के भाई मुश्ताख को अट्टरी अप्रवास पर सुरक्षा अधिकारियों द्वारा रोक लिया गया। सूत्रों के मुताबिक पाकिस्तान से आने वाले लोगों के पास यदि मोहाली मैच का मूल टिकट नहीं है तो उन्हें भारत में घुसने नहीं दिया जा रहा है। हो सकता है कि आफरीदी के भाई के पास मोहली मैच की टिकट न रही हो।
एक पहलु यह भी 
जहां एक ओर पाकिस्तानी क्रिकेट फैंस के रूप में आतंकियों के घुसने का डर पुलिस को सता रहा है, वहीं दूसरी ओर मोहाली के लोग इससे बेखौफ हैं।
बुधवार को भारत-पाक मैच के लिए चंडीगढ़, मोहाली के होटल पूरी तरह भर चुके है, ऐसे में मोहाली में रह रहे लोगों ने अपने घरों को पाकिस्तानी अतिथियों के लिए खोल दिया है।
पाकिस्तान से आ रहे क्रिकेट प्रेमियों को अपने घर में पनाह दे रहे चंडीगढ़ के एनजीओ के कोऑर्डीनेटर प्रमोद शर्मा का कहना है, 'जब दोनों सरकारें मिलकर शांति बनाने का प्रयास कर रही हैं, तो नागरिकों को भी इस पहल का समर्थन कर उनका साथ देना चाहिए'।

UK Police : Royal Wedding : Police ponder royal wedding tactics

Police are considering using stop and search powers to prevent troublemakers disrupting the royal wedding, a senior commander has confirmed.
Metropolitan Police Commander Bob Broadhurst said officers would be taking action to prevent a repeat of the kind of violence and disorder seen around the TUC's March for the Alternative in London on Saturday.
The Met will take a different approach to policing Prince William's wedding to Kate Middleton on April 29, watching out for every threat "from terrorism downwards", he said.
Asked if that could involve stopping and searching people on their way to central London on the day of the wedding, he said: "We are looking specifically at the royal wedding and what we can to do prevent Saturday's disorder and violence creeping in to that event.
"We always look at our powers to try to quell violence before it happens."
Mr Broadhurst said the wedding would present a very different policing challenge from Saturday's march, when up to 500,000 people protested peacefully before a few hundred got involved in violence and occupations at famous London venues such as Fortnum & Mason and the Ritz Hotel.
Police will be aware of the threat of terrorism targeting the many VIPs - known in police jargon as "principals" - who will be attending the wedding, he said.
"The royal wedding has a different tenor to it," said Mr Broadhurst. "It is a security operation largely in certain parts of London. That will give us different powers. It is quite appropriate that police have different powers in terms of security, as against people's rights to come and openly protest.
"You are looking at a different type of threat - the threat to the wedding is a threat to principals, it is a threat to democracy. For the wedding, we will be looking from terrorism downwards. For protests we are hoping people will come and protest peacefully. They are two different ends of the spectrum."
In a statement issued by Scotland Yard, Mr Broadhurst said: "This was on our radar before as we had picked up some suggestions after the student protests that the wedding may be a target for protest. This clearly focuses my concerns as Saturday was almost a litmus test to see if would face violence. We'll be working to make sure we know if people are going to target the wedding."

Anarchists will target royal wedding: police

LONDON — Anarchist militants who clashed with police during Saturday's march against public sector cuts will "deliberately target" next month's royal wedding, a senior policeman told Monday's Telegraph.
Commander Bob Broadhurst, head of public order for London's Metropolitan Police force, said groups who vandalised shops and landmarks during Saturday's protest would aim to disrupt the April 29 wedding of Prince William and Kate Middleton.
"Yesterday reinforced the fact that there does appear to be an appetite out there to endorse violence," the policeman told the broadsheet newspaper.
"The concern for me is that they do what they did ... in central London and divert resources away from my security plan and take our eye off the ball security wise," he added.
The senior officer warned those "deliberately targeting" the royal event that the force would have "different powers" on the day of the wedding, including the ability to close roads and stop-and-search powers.
More than 200 people were arrested following Saturday's clashes, in which 31 police officers were injured.

Police Cricket : Cricket-Angry fans clash with police in Mohali/ india - pak world cup semi-final

MOHALI, INDIA (BNO NEWS) -- Almost 2,200 Indian police officers were deployed on Sunday near the Punjab Cricket Association stadium in the city of Mohali ahead of the World Cup semifinal match between arch-rivals India and Pakistan which will be attended by Prime Ministers from both nations.
According to Press Trust of India, security personnel also positioned themselves on the rooftops in the adjoining buildings of the stadium to maintain strict vigil. Mohali Senior Superintendent of Police, Gurpreet Singh Bhullar, said that anti-sabotage teams, mounted police, 150 CCTV cameras, bomb disposal and sniffer dog squads would also be in place for Wednesday's match.

Nearly 1,200 police officers were deployed around Hotel Taj, which is about 12 km from the stadium, where the two teams are staying.
Over 16,000 match tickets were sold in less than two days in the 28,000-capacity stadium while the rest were to be distributed to officials and guests.
Cricketing ties between the two countries were suspended in the wake of Mumbai terror attacks in 2008. Pakistan's official announced on Sunday that Prime Minister Yusuf Raza Gilani will visit India at the invitation of his Indian counterpart Dr. Manmohan Singh to watch the cricket match.
The invitation for the match came just ahead of the Interior Secretary-level talks between both countries, scheduled for Monday and Tuesday. According to officials, the talks, the first since the attacks, will discuss terrorism, humanitarian issues, removal of visa restrictions and cooperation to fight drug trafficking.
The November 26 attack in Mumbai was executed by ten Lashkar-e-Taiba operatives which arrived by sea. The group divided in two and carried out an unprecedented attack for 60 hours at the Hotels Taj Mahal and Oberoi-Trident and Jewish outreach centre Nariman House in South Mumbai.
Overall, the terrorists killed 166 people and injured 238 others. Nine of them were killed by Indian security forces after the siege. The attacks caused damages worth around $34 million.

Guj Police : Police protection to 2,509 people cost 1.95 cr: Govt

AHMEDABAD: The state government has spent Rs 1.95 crore on providing police protection to 2,509 people in the state, including 42 people in city in the past two-and-a-half year.
In a reply to Congress MLA Raghavji Patel, the government said that of the 2,509 people given police protection in the state, 129 people were provided protection at the cost borne by the state government. However, the remaining 2,380 paid for the protection provided to them.
The government said that police protection was provided at the government's cost to 42 people in Ahmedabad, which is the highest in the state. The government also bore the expense to provide protection to 25 people in Surendranagar, 23 in Rajkot rural, 15 in Banaskantha, eight in Surat city and seven in Gandhinagar.
Interestingly, all the protection expenses in Ahmedabad city were borne by the government. Officials said that in Ahmedabad, most of the people provided with police protection consisted of riots victims and witnesses who were given protection following orders from the various courts. However, in Ahmedabad rural, 11 people have paid for the police protection.
Among people who availed police protection at their cost, the highest was in Junagadh where 430 people opted for it. In Jamnagar, 388 people availed police protection in a similar manner. Also in Kheda, Bharuch, Porbandar, Mehsana, Rajkot and Bhavnagar many people paid for the police protection.
The government said that a total of 767 people were provided police protection in 2007-08, while the number was 876 in 2008-09 and 866 in 2009-10.

Bangalore police foil murder bid, arrest Ravi Pujari’s men

The city police on Sunday claimed to have foiled a plot to murder a businessman, with the arrest of two alleged associates of underworld fugitive Ravi Pujari.
Three others escaped arrest after threatening the police with a pistol on Saturday.
Ganesh Bangera alias Ganesh, 35, of Mangalore and Lokesh Kumar alias Lokesh, 30, of Bantwal were the two arrested. Yada Vasantha, Harish alias Cocaine Harish and Venu escaped.
A machete, knife, chilli powder, nylon rope and duct tapes were seized from the arrested duo, besides mobile phones and cash.
The police said that the crime branch team led by assistant commissioner of police BN Nyamagowda rushed to Naganathapur in Parappana Agrahara, after they were informed of the murder plan, and arrested the duo. Vasanta reportedly aimed a pistol at the police team, and escaped along with the other two men.
The arrested men reportedly told the police that a jailed criminal, Manish Raju Shetty alias Sarva Mitra, 35, of Koppa in Chikkamagalur, had plotted the murder of the businessman. The police refused to identify the businessman as it could hamper the investigation.
The accused persons were also in contact with Pujari, and two other criminals, Nikhil Shetty and Kali Yogesh, whose brother Ganesh has been arrested.

Delhi Police : Pilots fudged logbook, increased flying hours: Police

The Crime Branch of Delhi Police, investigating the case of pilots who obtained flying licences on fake documents, has stumbled upon another act of forgery by the accused.
Police said many pilots fudged the logbook and increased the number of flying hours in connivance with Directorate General of Civil Aviation (DGCA) officials. “Though it was not part of the complaint given to us by the DGCA, we found that several pilots fudged the logbook and increased the flying hours to get licences,” said a senior police officer.
The police said the licence racket was being run from 2008. They are investigating for how long the “fudging of logbook” has been taking place.
On Saturday, Crime Branch sleuths arrested four men, including a DGCA official, for providing forged marksheets of Air Navigation and Radio Aids & Instruments to the pilots on the basis of which the accused got Airline Transport Pilot Licence. One of the arrested pilots, Pradeep Tyagi — said to be the kingpin — had allegedly fudged his flying hours as well.

Delhi Police : दिल्ली पुलिस में होंगे बड़े बदलाव

दिल्ली पुलिस के ढांचे में 30 मार्च को अहम बदलाव होने जा रहा है। काडर रिव्यू लागू कर आईपीएस अफसरों के पदों की संख्या बढ़ाई जा रही है। एक साथ तीन बैच के आईपीएस अफसरों को प्रमोट किया जा रहा है। अरसे से त्रस्त चल रहे दानिप्स काडर के अफसर अब राहत महसूस कर रहे हैं।

गृह मंत्रालय के अनुसार, कमल कुमार कमिटी की रिपोर्ट पर पिछले साल केंद्र सरकार ने दिल्ली मेंे आईपीएस अफसरों के पदों की संख्या बढ़ाने का फैसला किया था। पिछले साल 30 मार्च को कार्मिक मंत्रालय की डायरेक्टर (सर्विसेज) रौली सिंह के दस्तखत से जारी काडर रिव्यू नोटिफिकेशन के मुताबिक, दिल्ली में पुलिस कमिश्नर के अलावा 10 स्पेशल कमिश्नर, 20 जॉइंट कमिश्नर, 15 एडिशनल कमिश्नर और 29 डीसीपी होंगे। अब कार्मिक मंत्रालय (डीओपीटी) काडर रिव्यू को लागू कर रहा है। इनमें एक-तिहाई पद दानिप्स काडर के अफसरों से भरे जाएंगे। पब्लिक को पुलिसिंग में इसका कोई फायदा हो या न हो, लेकिन इससे दानिप्स काडर के अफसरों के आईपीएस में इंडक्ट होने के अवसर जरूर मिल गए हैं।

30 मार्च को तीन बैच के आईपीएस अफसरों को प्रमोट किया जा रहा है। इनमें एक रेंज के जॉइंट कमिश्नर और तीन डिस्ट्रिक्ट डीसीपी हैं। 1984 बैच के जॉइंट कमिश्नर धर्मेंद्र कुमार, दीपक मिश्रा, ए. के. सिंह और कर्नल सिंह को स्पेशल कमिश्नर बनाया जा रहा है। 1997 बैच के आईपीएस डीसीपी (साउथ) हरगोविंद धालीवाल, डीसीपी (वेस्ट) वी. रंगनाथन और डीसीपी (नॉर्थ) सुरेंद्र सिंह यादव को अडिशनल कमिश्नर बनाया जा रहा है। इनके अलावा 1990 बैच के तजेंद्र लूथरा, दीपेंद्र पाठक और संजय सिंह को जॉइंट कमिश्नर रैंक दी जा रही है। कुछ जॉइंट कमिश्नरों को दिल्ली से बाहर भेजा जाएगा।

वाजपेयी सरकार के कार्यकाल में आईपीएस अफसरों की भर्तियां कम की गई थीं। इसका नतीजा यह हुआ कि जूनियर अफसरों की कमी हो गई और सीनियर अफसरों की भरमार हो गई। इसलिए पूर्व पुलिस कमिश्नर वाई. एस. डडवाल को चार-चार अडिशनल कमिश्नरों को डिस्ट्रिक्ट डीसीपी का चार्ज देना पड़ा था। हालांकि अब भी साउथ-ईस्ट और नई दिल्ली में अडिशनल कमिश्नर ही डिस्ट्रिक्ट डीसीपी का काम कर रहे हैं, लेकिन मौजूदा पुलिस कमिश्नर बी. के. गुप्ता सैद्धांतिक तौर पर इसके पक्ष में नहीं हैं।

काडर रिव्यू लागू होने और अडिशनल कमिश्नरों को डिस्ट्रिक्ट डीसीपी न बनाए जाने की अघोषित पॉलिसी के कारण अबदानिप्स काडर के अफसरों को खासी राहत मिलने जा रही है। पिछले सालों में लाइसेंसिंग ब्रांच और आर्थिक अपराधशाखा जैसी मलाईदार यूनिटें हाथ से निकलने के कारण कसमसा रहे इनमें से कुछ अफसरों को भेदभाव की भी दिक्कत है।इन्हें फिलहाल आईपीएस में आने के लिए 21-24 साल इंतजार करना पड़ रहा है , जबकि तमिलनाडु में पिछले दिनोंउनके समकक्ष 12 साल की नौकरी के बाद ही आईपीएस बन गए हैं। काडर रिव्यू के कारण इनके आगे बढ़ने के रास्ते खुलरहे हैं।

जून तक डीसीपी ( ट्रैफिक हेडक्वॉर्टर ) प्रभाकर , रूपेंद्र कुमार , ओ . पी . मिश्रा , के . के . व्यास से लेकर डीसीपी (एयरपोर्ट ) आर . ए . संजीव और प्रेमनाथ तक 18 अफसरों को आईपीएस में शामिल किया जाएगा। डीसीपी रैंक मेंआईपीएस की कमी के मद्देनजर इनमें से कुछ को डिस्ट्रिक्ट डीसीपी भी बनाया जा सकता है। इसी कमी की वजह से ओ .पी . मिश्रा को फिलहाल ईस्ट डिस्ट्रिक्ट में अस्थायी डीसीपी का चार्ज देना पड़ा है , हालांकि वह आईपीएस में नहीं हैं।1990 के दशक की शुरुआत में इसी तरह मैक्सवेल परेरा को साउथ जैसे अहम डिस्ट्रिक्ट में और आर . तिवारी को नॉर्थ मेंडिस्ट्रिक्ट डीसीपी बनाया गया था , लेकिन उसके बाद अब तक ऐसा नहीं हुआ था।

Mumbai Police : Armed forces, police close ranks for World Cup final

MUMBAI: The city police has discussed in detail security arrangements for the World Cup final match at Wankhede stadium on April 2 with the National Security Guard (NSG), the Air Force, the Navy and the Army. The security arrangement is said to be twice as tight as that during US president Barak Obama's visit last year.

The trigger for the stringent measures is an input from security agencies that terrorists could try and attack the event. The police are not ruling out the possibility of air and water strikes. Accordingly, the venue has been declared a no-flying zone during the match; the Air Force will be ready to shoot down any suspicious aircraft which violates the order. The Navy and Coast Guard, on their part, will monitor the sea.

NSG and Force One commandos will be posted at strategic positions near the stadium in ready position for counter-terrorism operation. Marine commandos (MARCOS), too, will also be on standby. The city police will engage choppers for the movement of security personnel. The police have requested all disaster cells of the government to be in a standby position during the match.

Rajkumar Vhatkar, deputy commissioner of police and Mumbai police spokesperson, said, "There is no specific terror input related to the match. But we have a general input that terrorists could try to disrupt the event. Therefore, we are adopting all security measures possible along with the Air Force, the Navy and the Army."

The police has decided to allow just 70 vehicles belonging to VVIP and VIPs inside the stadium parking on the day of the World Cup final. No police vehicles, even those of top-most officers, will be allowed.

Plainclothes policemen have been keeping a close watch on people visiting the area around the stadium since the past few days, and verifying the backgrounds of those they find suspicious.

Vhatkar said the police are ensuring that no suspect can enter the stadium with any kind of weapon or explosive. Policemen, who will be deployed on security bandobast duty inside and around the stadium, will be given a biometric identity card to ensure that no anti-national element can enter the stadium in a fake police uniform.

The city police recently received the fresh input regarding a terror threat. They started conducting surprise checks at various localities in Mumbai and its neighbouring districts since the past four days.

Delhi Police : Woman cop murdered by husband and son

NEW DELHI: After few years of a disturbed marriage, a 43-year-old woman sub-inspector posted at the Crime Against Women Cell at Nanakpura – a specialized unit created to deal with violence against women – was strangled by her husband and 16-year-old son in the early hours of morning on Saturday at their residence. The victim's 12-year-old son was present at the spot though he was not part of the violent murder.

The death brought to an end 19 years of a marriage that had followed four years of courtship. The S-I Vipin Bala Sharma wasn't getting along with her husband, Anil Sharma (44), for years. The latest cause of friction was her insistence that he should spend on his own family rather than sustain his extended family at Samaipur Badli, according to joint commissioner (southern range) Amulya Patnaik.

After one such flaming row on Friday night, her husband – who runs a dhaba at Sunlight Colony – and her 16-year-old son, a student of class X, allegedly killed her at their residence in Kilokri area near Maharani Bagh. The remorseless duo then went to the Sunlight Colony police station around 5 am and surrendered. Vipin Bala was rushed to AIIMS Trauma Centre but it was too late. The body has been sent for postmortem.

Sharma and Vipin Bala had a love marriage in 1992, four years after Vipin joined Delhi Police as an assistant sub-inspector . For two years she had prepared herself for the job at her parental residence at Palam as she simply "loved the uniform" "Sharma was running the eatery for the past seven years. The couple were not on good terms for the past three years and fought over money and domestic issues ," said additional commissioner (southeast) Virender Chahal. The CAW mediation cell had once apparently " amicably settled' ' the matter but grouses remained.

Sharma told police his wife was always asking for the money earned from the eatery even as the children alleged that she beat them up regularly . Matters took a turn for the worse when the father and two children shifted to the third floor of their house and barred Vipin from even cooking for them. Vipin settled on the second floor.

On Friday night, the police said, both fought outside the dhaba after Vipin demanded money. "She is alleged to have damaged some utensils," said Chahal. The matter reached the police station. Vipin complained that her husband was not taking care of her and used to spend all his money on his father and sister. Things were settled and they were sent home," said an officer.

When they reached their house, which they had bought two years ago, the younger son started scolding his mother. "He accused her of bringing shame to the family by taking the matter to the police. The mother hit back ferociously and dragged the 12-year-old ," said the officer.

Police said the feud continued through the night and early in the morning Sharma and his elder son strangled her with an electric chord of the iron.

When asked how the incident had happened, the younger son is said to have shot back: "She died. So what?" Patnaik said both sons need counselling. " We are doing whatever we can to help the ASI's family. We all regret the unfortunate incident," he said.

UP Police : Farmers clash with cops, abduct two UP officials

GREATER Noida: The Greater Noida police fired rubber bullets and lobbed teargas shells at farmers who clashed with a police party near Mirzapur village in the Rabupura police station area. Farmers had blocked a road in pursuance of their demand of higher compensation for the acquisition of their lands.

The farmers retaliated by burning down two dumpers and a truck and abducting two Uttar Pradesh government officials, one of them a deputy director of agriculture and the other a deputy director of handicap welfare. The police arrested 12 of the farmers.

Most of the farmers involved were from the villages Bhatta and Parsol in the Dankor police station area, who had clashed with a unit of the Provincial Armed Constabulary on February 21, resulting in firing by the PAC which left several farmers injured. The PAC unit had then used force to rescue a colleague and recover a light machine gun from the agitating farmers, without the knowledge or sanction of any officer of either the PAC or the police. A report was later filed against hundreds of unidentified farmers. But it was never quite explained as to how the PAC unit happened to be at Bhatta village, or why the personnel fired scores of rounds without officers in command.

On Saturday afternoon, said the Greater Noida superintendent of police, Rakesh Kumar Jolly, "The kisans had blocked a road near Mirzapur village, when a police team headed by me was patrolling the area. Suddenly, they attacked us. We retaliated by firing rubber bullets and teargas. The situation calmed down after a while."

But later, said a police officer, the farmers at Mirzapur contacted others at Bhatta and Parsol villages. "Soon, hundreds of farmers rushed to Mirzapur. They set afire two dumpers and a truck that were passing by. Then, they also abducted two officials of the state government who happened to be passing by. The police then arrested 12 farmers, and a large force of the police and the PAC was deployed to prevent further flare-ups."

The farmers of Bhatta and Parsol have been agitating for several weeks against the acquisition of some of their land. They claim that they are being offered Rs 711 per square metre for their land, while the government is selling it for Rs 6,200 per acre. They are also demanding a compensation of at least 80% of the sale price.

Mumbai Police: World Cup final: Mumbai Police push for public holiday

ecurity in south Mumbai is being tightened for the April 2 World Cup final to such a level that it is beginning to rival the security given to US President Barack Obama who visited Mumbai last year. Around 10,000 policemen would be deployed in and around the Wankhede Stadium.
According to Mumbai police officials, they have given a presentation to chief minister Prithviraj Chavan on Friday asking the government to declare a public holiday on April 2. Top Mumbai police officials said that it would serve three purposes.
"With the state assembly session going on, we have deployed a huge number of our policemen for security at the State Assembly. If a public holiday is declared, we can deploy these policemen in and around the Wankhede. The other major benefit of declaring a public holiday is that only crowd on that day would be the ones who will come to see the match, which would make crowd and traffic control a lot easier," said a top police official. He added that since South Mumbai is a business district, it sees a huge number of people coming in daily for work purposes.
Mumbai police officials have also asked the Mumbai Air Traffic Control (ATC), to have a 'no fly zone' over the Wankhede Stadium not just for the duration of the match but for the entire day.
The 'no fly zone' request to the ATC comes after intelligence reports that terrorists have undergone training to launch an aerial attack. It remains to be seen whether the ATC allows the same. Mumbai police officials however claim that they are 'expecting a favourable response soon'.
There is more. The cops have also decided to have an 'anti sabotage zone' of around 1.5 km around the Wankhede. It means only a resident of the area, a fan with a valid ticket or those covering, officiating or organising the match would be allowed within the zone. Even police men on guard would not be allowed a free access everywhere.
If a police men is stationed at a specific location, he would not be able to move anywhere else besides his location. This is because police officials do not want anyone to impersonate the men in khakhi.
"With so many policemen around, someone could try to sneak in by wearing a police uniform which is why all policemen deployed will be given a specific location to guard and if they want to go anywhere else, it won't be possible as other cops have been asked to stop anyone who is there without authorisation," said a police officer.
Parking of any outside vehicles in this zone will not be allowed, elaborate check points have been made at different places to check vehicles before letting them in. Not surprisingly, many residents who live near the stadium are exasperated with the security measures.
The National Security Guard (NSG) which has been stationed in Mumbai after the 2008 terror attacks have been kept on stand-by. The NSG and the state's own Force One commandos will be stationed near the Wankhede Stadium. The coast guard and the navy have been told to look out for any suspicious activity.

JK police : J&K police to launch helpline to solve stress-related problems

Sri nagar - As stress-related disorders are on the rise in Kashmir Valley, police is set to launch a helpline to provide counselling to patients on ways to overcome their problems.
"The Dial 100 facility is being run by the police control room on an experimental basis at the moment as the counsellors are being trained by experts. The facility for stress management will be thrown open to public very soon," a senior police officer said.
Police has roped in several psychologists and psychiatrists including trauma counsellor Justin Hardy for training the counsellors, who are currently undergoing a week-long training programme.
Assistance has also been sought from NGO Kashmir Life Line for providing training to the counsellors who will man the Dial 100 facility.
The police personnel manning the police control rooms have also been put through the training in a bid to sensitise them about the issue.
"The programme has been designed to sensitise the counsellors of stress management help line, drug de-addiction centre PCR and the policemen manning the Dial 100, as to how they could deal with people who call them for help to cope with stress," senior superintendent of police (SSP) police control room Srinagar Javed Faroqui said.
The psychologists and other trainers demonstrate the techniques to the trainees on how to converse with a caller who seeks help for coping with stress.
The Valley has seen a number of suicides or attempts to commit suicide go up drastically.
"At least two to three cases of attempt to commit suicide are reported at SMHS hospital in Srinagar on a daily basis. These are figures from just one hospital and the situation seems to be alarming," an official at Srinagar's largest government-run hospital said.
Over 100 cases of suicide were reported during 2010 alone. Psychologists have attributed the rise in such cases to the turmoil and strife in the Valley over the past two decades.
Drug addiction is the other major stress-related social evil that has taken the Valley in its grip. More than 4,000 youths have approached the police drug de-addiction centre, since its inception in March 2008, to kick the habit.
Out of these 538 were found fit to be admitted in the centre and so far 244 have been treated. "We still have 292 cases which are waiting to be admitted as we do not have enough room," a police official said.
"We are hopeful that we can keep them away from drugs and intoxicants too as it has become a major problem in Kashmir," he added.

UP Police: लखनऊ में कार से ट्रैफिक पुलिस को कुचला

लखनऊ ।। उत्तर प्रदेश की राजधानी में शुक्रवार को एक कार ने ट्रैफिक पुलिस को कुचल दिया, जिससे उसकी मौत हो गई। घटनास्थल से भागने के दौरान कार चालक ने एक साइकिल सवार को भी टक्कर मारी।

ट्रैफिक कॉन्स्टेबल राकेश कुमार सिवता को शहर के आलमबाग इलाके में ड्यूटी के दौरान एक रिट्ज कार ने रौंद दिया।

आलमबाग थाना प्रभारी के.एन. सिंह ने संवाददाताओं को बताया कि कॉन्स्टेबल को टक्कर मारने के बाद कार चालक भागने में सफल रहा। कार काफी रफ्तार में थी, जिस कारण वहां मौजूद लोगों में से कोई कार का नंबर नहीं नोट कर पाया।

सिंह ने कहा कि कार चालक की तलाश जारी है। अगर कार का नंबर पता चल जाता तो हमें उस तक पहुंचने में आसानी होती। उन्होंने कहा कि अज्ञात कार चालक के खिलाफ आपराधिक मुकदमा दर्ज कर लिया गया है।

Raj Police : भीलवाड़ा में बवाल, पुलिस पर पथराव

भीलवाड़ा। यहां बाइपास पर पांसल गांव के निकट सीमेंट से भरा एक ट्रेलर टायर फटने से पलट गया और उसमें आग लग गई। चालक घायल हो गया। घटना से आक्रोशित ग्रामीणों ने राजमार्ग पर जाम लगा दिया।

दमकल और पुलिस जाप्ते के देरी से पहुंचने पर लोगों ने पथराव कर दिया। इन्हें खदेड़ने के लिए पुलिस को हल्का बल प्रयोग करना पड़ा। पुलिस ने पूर्व सरपंच सहित कई लोगों को हिरासत में लिया है।

पांसल गांव के निकट शुक्रवार शाम चित्तौड़गढ़ से आ रहे सीमेंट के कट्टों से भरा टे्रलर टायर फटने से डिवाइडर तोड़ते हुए विपरीत दिशा में पलट गया। टायर फटने से टे्रलर में आग लग गई।

सूचना के बाद भी देरी से पहुंची दमकल पर लोगों ने पथराव कर शीशे तोड़ दिए। पुलिस पर भी पथराव किया। देर रात तक पुलिस एवं प्रशासन के अधिकारी मौके पर डटे हालात पर निगाह रखे हुए थे।

Police Workshop : मीडिया और सूचना क्रांति में उथल-पुथल पुलिस के लिए समस्या

पंचकूला:  प्रतिस्पर्धा ने पुलिस की चुनौतियों को पहले से भी ज्यादा बढ़ा और संवेदनशील बना दिया है साथ ही मीडिया और सूचना क्रांति में हो रही उथल-पुथल भी पुलिस  के लिए  एक समस्या बनी हुई है।  ऐसे में हमें और हमारी पुलिस को  पहले से भी ज्यादा मुस्तैद रहने की जरूरत है। द ट्रिब्यून समाचार पत्र के प्रधान संपादक श्री राज चेंगप्पा ने पुलिस लाइन पंचकुला में प्रतिकूल परिस्थितियों में मीडिया के साथ संबन्ध नामक विषय पर आयोजित एक राज्य स्तरीय कार्यशाला में  मु य अतिथि के तौर पर यह बात कही। हरियाणा के पुलिस महानिदेशक रंजीव सिंह दलाल ने कार्यक्रम की अध्यक्षता की। पुलिस अधिकारियों की पहली कार्यशाला आज सफलतापूर्वक संपन्न हुई।
23 से 25 मार्च तक चली यह कार्यशाला हरियाणा पुलिस अकादमी द्वारा  पुलिस अनुसंधान एवं विकास ब्यूरो तथा इंडियन इंस्टीच्यूट ऑफ  मॉस क युनिकेशन, नई दिल्ली के सहयोग से आयोजित की गई थी । इस कार्यशाला में राज्य के 24 पुलिस अधिकारियों ने भाग लिया। उन्होंने कहा कि हरियाणा पुलिस सूचना तंत्र की जिस राह पर तेजी से आगे बढ़ रही है वो न केवल दूसरे राज्यों के लिए उदाहरण है बल्कि उसे देश की सर्वश्रेष्ठ पुलिस बनने की दिशा में एक अच्छा संकेत है।  उन्होंने कार्यशाला में प्रतिभागी पुलिस अधिकारियों द्वारा पूछे गए विभिन्न प्रश्रों का  उत्तर देते हुए कहा कि ये बात बिल्कुल सही है कि मीडिया कोई भी एकतरफा समाचार भेजने से पहले संबन्धित पुलिस अधिकारी या थाना ईचार्ज का पक्ष जरूर जानें। इसके लिए पुलिस व मीडिया के बीच सीधा संवाद और तालमेल बहुत जरूरी है। कार्यशाला में इंडियन इंस्टीच्यूट आफ मॉस क युनिकेशन, नई दिल्ली के प्रोफेसर श्री केएम श्रीवास्तव, अतिथि प्रवक्ता तथा आईटीबीपी के पूर्व महानिदेशक श्री गौतम कौल, एनडीटीवी के प्रतिनिधि श्री अरविंद उत्तम तथा हरियाणा पुलिस के गुप्तचर विभाग के महानिरीक्षक श्री राजबीर देशवाल ने मीडिया से जुड़े विषयों – मीडिया और पुलिस, सामान्य परिचय, समाचार की अवधारणा, प्रैसनोट लेखन, प्रैसवार्ता, पत्रकार स मेलन का आयोजन, प्रतिकूल परिस्थितियों में मीडिया से संवाद जैसे विषयों पर प्रतिभागियों को जानकारी प्रदान की तथा पुलिस अधिकारियों के अनुभवों को साझा किए।

JH Police : ट्रैफिक इंस्पेक्टर संग भागी महिमा चौधरी

जमशेदपुर ।। बॉलिवुड ऐक्ट्रेस महिमा चौधरी उस समय परेशान हो गईं जब उन्हें छेड़छाड़ करने वालों ने घेर लिया। भीड़ में घिरी महिमा के सुरक्षाकर्मी भी उन्हें बचाने की स्थिति में नहीं थे। आखिरकार उन्हें एक ट्रैफिक पुलिसकर्मी से उसकी बाइक पर लिफ्ट लेकर वहां से निकलना पड़ा।

सुभाष घई की फिल्म ' परदेस ' से बॉलिवुड में ऐक्टिंग का करियर शुरू करने वाली महिमा बिष्टपुर के जुबली पार्क में आयोजित ' ग्रीन रन ' में हिस्सा लेने आई थीं। रन शुरू होने के बाद इसमें शामिल लोगों ने ही उनके साथ बदतमीजी शुरू कर दी। नतीजा यह हुआ कि महिमा मौके से भाग भी नहीं सकती थीं। आखिर कुछ मीडिया फोटोग्राफरों और सिंहभूम चैंबर ऑफ कॉमर्स के एक अधिकारी की नजर उन पर पड़ी। ये लोग उनके बचाव में आगे आए। इन लोगों ने एक ट्रैफिक पुलिस इंस्पेक्टर दिलीप कुमार सिंह को सारी बात बताई और मदद करने का अनुरोध किया। आखिर इंस्पेक्टर सिंह महिमा को अपनी बाइक पर बैठाकर वहां से सुरक्षित निकाल ले गए।

इसंपेक्टर सिंह ने बताया, ' मैंने न तो उन्हें कभी देखा था और न ही मुझे यह पता था कि वह कौन हैं, लेकिन जब मुझे इस घटना के बारे पता चला तो मैं अपनी बाइक पर उन्हें वहां से ले आया। '

फिल्म एक्ट्रेस महिमा चौधरी को जमशेदपुर में मनचलों से बचने के लिए यातायात (ट्रैफिक) पुलिस के निरीक्षक (इंस्पेक्टर) से लिफ्ट लेनी पड़ी।
सुभाष घई की फिल्म परदेस में शाहरुख खान की नायिका के किरदार से अपने फिल्मी कॅरियर का सफर शुरू करने वाली महिमा शहर के बिश्टूपुर में जुबली पार्क के करीब एक प्रचार समारोह में आई थीं।
पुलिस ने बताया कि पर्याप्त सुरक्षा के अभाव में 37 साल की एक्ट्रेस घटनास्थल से निकल भी नहीं पाईं और ग्रीन रन में हिस्सा लेने वाले ही उनसे बदतमीजी करने वालों में से थे।
कुछ मीडिया फोटोग्राफरों और सिंहभूम चैंबर ऑफ कॉमर्स के एक अधिकारी ने ट्रैफिक पुलिस इंस्पेक्टर दिलीप कुमार सिंह को बीच बचाव करने को कहा।
दिलीप ने कहा कि मैंने उन्हें पहले कभी नहीं देखा था और न ही जानता था कि वह कौन हैं, लेकिन घटना की जानकारी होने के बाद मैंने उन्हें अपनी बाइक पर छोड़ा।

JK Police : 9,598 appointments made in police department in J&K

JAMMU: Jammu and Kashmir government on Saturday said that 9,598 appointments have been made in the state's police department in the last two years.

In a written reply to questions of Mehbooba Mufti (PDP), Ashok Khajuria (BJP), G M Saroori (Cong) and R S Sharma (NC) in the Assembly, Chief Minister Omar Abdullah said 9035 appointments were made through Police Recruitment Board (PRB).

47 appointments were made under compassionate grounds, 47 on-the-spot recruitment and 10 appointments made on court probes, he said.

Since 1998, 658 eligible candidates were selected as constables in J&K Police during recruitments drive, he said.

KN Police : Lokayukta police seeks legal opinion in complaint against BSY

Bangalore:

Lokayukta police today commenced the process of seeking legal opinion on a court's order directing it to investigate allegations of corruption in denotification of lands against Karnataka Chief Minister B S Yeddyurappa and others and said they expected a response by March 28.
"We are eliciting legal opinion from our legal cell on filing FIRs with regard to allegations in light of the Special Court order. We expect the response by Monday, after which we will decide the further course of action", Additional Director General of Police Lokayukta, Rupak Kumar Dutta said.
Lokyukta police were served the Special Court's order yesterday.
The court had directed Lokayukta police to complete the enquiry and submit a report by May 4 on one of five complaints by advocates Sirajin Bhasha and K N Balaraj,alleging that the Chief Minister indulged in irregularities in denotifying lands acquired by BDA to favour his family members.

JK Police: Be sport, avoid crackers: J-K police’s urge on Indo-Pak cricket match

As India-Pakistan’s upcoming cricket world cup face-off fever reaches its crescendo, the Jammu and Kashmir Police have urged people of Kashmir “to exhibit sportsmanship and avoid bursting crackers and creating ruckus, whoever wins the match.” The police ‘request’ came just days after Pakistan and Indian cricket teams’ supporters, including paramilitary security forces, set alight crackers across the city on their respective wins in quarterfinal games. There were reports of Pakistan cricket team supporters hurling crackers at security forces manning bunkers in the city, even in uptown areas like Galwanpora, Hyderpora and Nehru Park.
“There are Indian and Pakistani supporters in Srinagar, even Australia is being cheered at in downtown Srinagar. So what is the big deal? It’s just a match. Bursting crackers are not only unethical but also un-Islamic,” Srinagar’s north zone superintendent of police Showket Hussain told the Hindustan Times.
Hussain said there would be an inquiry if any security installation resorts to bursting of crackers after the match is over. “We are always alert for such occasions. This is nothing new to Kashmir,” said Hussain adding “enjoy the match in its real spirit and do not lose temper if India or Pakistan wins the game”.
There are very few takers of the police urge on the streets. Many firecracker wholesale dealers in downtown Srinagar have sold crackers in bulk to retailers. “I have procured my stock for the India-Pakistan match. I will rattle the skies,” said Akram Majid, a resident of downtown Srinagar, hesitant to disclose his loyalty.

Chandigarh Police issues advisory on Indo-Pak cricket match

CHANDIGARH: UT police has issued a detailed advisory containing do's and don'ts for members and managements of teams India and Pakistan to ICC and PCA authorities on Friday.

The advisory was issued by security wing of Chandigarh police and a copy of the advisory was also given to management of Hotel Taj Sector 17. Police sources said half a dozen routes from Hotel Taj Sector 17 to PCA stadium Mohali had been selected. One of these routes will finally be used.

SP (security) Hardeep Singh Doon said conditions of not leaving Hotel Taj-17 before prior information to cops at least four hours in advance, always being accompanied by security personnel, security checks and frisking were among specific points of the advisory.

He said in view of security perception, the specific route which would be used would be disclosed to staff members including bus drivers at the last moment. He said more than 1,000 police personnel led by DSP-rank officials had been deployed for security of both teams.

Police officers claimed if the do's and don'ts were violated, action would be recommended to ICC.

SP (security) HS Doon told TOI that recently, strict action was recommended against two players of cricket team of West Indies and members of the team management to ICC on March 10 as four of them violated the guidelines and left Hotel Taj Sector 17 without giving any prior information to police personnel deployed.

The Pakistan cricket team has arrived in the city and the team members were brought from Chandigarh airport to Hotel Taj Sector 17 under tight police security on Friday.

Delhi Police/ Crime Branch : fake pilot case: फर्जी पायलट मामला, डीजीसीए का शीर्ष अधिकारी गिरफ्तार

नई दिल्ली। फर्जी पायलट मामले में दिल्ली पुलिस की अपराध शाखा ने नागरिक उड्डयन महानिदेशालय (डीजीसीए) के सहायक निदेशक सहित चार लोगों को गिरफ्तार किया है। गिरफ्तार डीजीसीए का सहायक निदेशक प्रदीप कुमार है जबकि अन्य गिरफ्तार तीन व्यक्ति दलाल बताए जाते हैं। ये एजेंटों पायलटों के फर्जी लाइसेंस जारी करवाते थे और मोटी रमक वसूलते थे।
चेन्नई से गिरफ्तार ललित के बारे में बताया गया है कि वह फर्जी मार्कशीट तैयार कर पायलटों को बेचता था। पुलिस को पहले से ही शक था कि यह गोरखधंधा डीजीसीए अफसरों की मिलीभगत के बिना संभव नहीं था, सहायक निदेशक की गिरफ्तारी से सच साबित हो गया। पुलिस सूत्रों के मुताबिक नए चार लोगों की गिरफ्तारी के साथ ही अब तक छह लोगों को इस प्रकरण में गिरफ्तार किया जा चुका है। पुलिस के शक के घेरे में अब 40 चालीस लोग बताए जा रहे हैं। पुलिस ने ललित की गिरफ्तारी के साथ ही वह कम्प्यूटर और प्रोग्राम भी जब्त कर लिया है, जिनकी मदद से फर्जी मार्कशीट बनाई जाती थी।
गौरतलब है कि डीजीसीए ने गत गुरूवार को फर्जी तरीके से लाइसेंस प्राप्त करने के आरोप में 14 पायलटों के केरियर पर प्रतिबंध लगा दिया था। पिछले हफ्ते राजस्थान स्टेट फ्लाइंग स्कूल से कई पायलटों द्वारा फर्जी तरीके से लाइसेंस हासिल करने का मामला सामने आया था। निलंबित पायलटों ने जरूरी 200 फ्लाइंग आवर के प्रशिक्षण के बिना ही लाइसेंस हासिल कर लिए थे।
देश में फर्जी कागजात के आधार पर विमान उ़डाने का लाइसेंस हासिल करने वाले पायलटों की बढ़ती संख्या के मद्देनजर मंगलवार को डीजीसीए ने धोखाध़डी करने वाले नौ अन्य पायलटों के खिलाफ पुलिस में शिकायत दर्ज कराई थी। इसी के साथ लाइसेंस लेने के लिए निर्धारित उ़डान पूरी नहीं करने के बावजूद पायलट का लाइसेंस प्राप्त करने वाले कैप्टन अनूप चौधरी एवं फस्र्ट फ्लाइंग ऑफिसर अमित मुद्रा को स्पाइस जेट ने तत्काल प्रभाव से बर्खास्त कर दिया है।

DGCA to bring over 10,000 commercial pilot license holders under scanner

NEW DELHI: Aviation regulator DGCA plans to bring under the scanner over 10,000 commercial pilot license (CPL) holders and conduct third-party audit of all flying schools in the country in the wake of cases of forgery behind securing of licences coming to light.
As the forgery cases have given rise to fears that travellers' life is being endangered by incompetent pilots, the regulator is planning a slew of steps to check the malaise.
