Delhi Police:साहसी सिपाही की जांबाजी पर 50 लाख रुपए का मुआवजा...

दुर्घटना को अंजाम दे चालक बस को लेकर फरार हो रहा था, लेकिन ड्यूटी पर तैनात सिपाही ने साहस का परिचय दिया और बस का पीछा किया। इस बहादुर वर्दीधारी ने बस को पकड़ ही लिया था कि बेपरवाह चालक ने गाड़ी सिपाही के ऊपर चढ़ा दी। दिल्ली ट्रेफिक पुलिस के इस हेड कांस्टेबल की उपचार के दौरान मौत हो गई। दुर्घटना और हर्जाना का मामला अदालत में पहुंचा। कोर्ट ने साहसी सिपाही की जांबाजी पर 50 लाख रुपए का मुआवजा उसके परिजनों को दिए जाने के आदेश दिए हैं। तीस हजारी स्थित एमएसीटी जज दिनेश भट्ट की अदालत ने सिपाही के डय़ूटी के प्रति समर्पण की सराहना की है। सिपाही के जज्बे को काबिलेतारीफ मानते हुए अदालत ने कहा है कि यदि वर्दीधारी समय पर उचित कदम नहीं उठाता, तो बेलगाम बस चालक ना जाने कितनी और जिंदगियों को चपेट में ले लेता।

इस हादसे में हेड कांस्टेबल समेत दो लोगों की मौत हो गईथी। जबकि एक सेंट्रो कार चालक को गंभीर चोटें आईं थीं। अदालत ने दुर्घटना में मरने वाले दूसरे व्यक्ति राहुल के परिजनों को 7 लाख रुपये की क्षतिपूर्ति देने के निर्देश भी भारती एएक्सए जरनल इंश्योरेंस कंपनी को दिए हैं। जबकि दुर्घटना में घायल पवन को 65 हजार रुपये दिए जाएंगे।
एक साथ तीन वाहनों को मारी थी टक्कर
24 जनवरी 2011 की सुबह पौने 11बजे एक निजी स्कूल की बस ने साइकिल सवार राहुल को कुचल दिया। मुकुदपुर(बुराड़ी) लालबत्ती पर तैनात ट्रेफिक पुलिस के हेड कांस्टेबल वकीलुद्दीन(34) ने बस को रोकने का प्रयास किया। बस की रफ्तार फिर भी नहीं रुकी। तेजी से दौड़ती बस ने एक सेंट्रो कार को पीछे से जबरदस्त टक्कर मारी। जिससे सेंट्रो चालक पवन गंभीर रूप से घायल हो गया। मगर जैसे ही हेड कांस्टेबल मोटरसाइकिल से बस के आगे पहुंचा, बस चालक ने उसे भी कुचल दिया।
अदालती फैसले के अहम पहलु
-34 वर्षीय मृतक ने दिखाई बहादुरी, जान की भी नहीं की परवाह।
-हेड कांस्टेबल का सर्विस रिकार्ड रहा है बेहतरीन।
-मृतक के कंधों पर थी विधवा, तीन नाबालिग बच्चाों और वृद्ध मां के भरण पोषण की जिम्मेदारी।
-मृतक की मासिक आय भी है मुआवजे का महत्वपूर्ण आधार।
-विधवा की पत्नी को नहीं मिली है नौकरी।
13 महीने की तनख्वाह के आधार पर तय हुआ मुआवजा
मृतक वकीलुद्दीन की पत्नी मुंसरीना के अधिवक्ता उपेन्द्र सिंह ने मुआवजा रकम तय करने के लिए अदालत में पुलिस की सर्विस नियमावली पेश की। जिसमें स्पष्ट किया गया था कि एक साल में पुलिसकर्मी को 13 महीने की तनख्वाह दी जाती है। इस बाबत उन्होंने दस्तावेज भी पेश किए। अदालत ने दलील को मानते हुए साल में 12 की बजाय 13 महीने की तनख्वाह को मुआवजे का आधार बनाया है।
मृतक की विधवा को अनपढ़ होने के कारण नहीं मिली नौकरी
पति वकीलुद्दीन की मौत के बाद मुंसरीना के कंधों पर तीन नाबालिग बच्चाों व वृद्ध सास के लालन-पालन की जिम्मेदारी है। मगर मुन्सरीना अनपढ़ है इसलिए विभाग ने उन्हें पति की जगह नौकरी नहीं दी है। बकौल मुंसरीना जनवरी में पति की मौत के बाद घर के आर्थिक हालात बदतर हो गए थे। उन्हें पेंशन भी नहीं मिल रही थी। ऐसे में उन्होंने रिश्तेदारों के माध्यम से पति की जगह नौकरी की मांग महकमे से की। जिसपर उन्हें जवाब मिला कि वे सिर्फ चतुर्थ श्रेणी की नौकरी करने के योग्य हैं। लेकिन पिछले 3/4 साल से चतुर्थ श्रेणी की भर्ती प्रक्रिया बंद है। इसलिए उसे नौकरी पर रखना संभव नहीं है। हालांकि पिछले महीने से उन्हें पेंशन मिलने लगी है।

Delhi Police: दिल्ली पुलिस में अभी तक की सबसे बड़ी भर्ती, शामिल होंगे कुल 6,608 कांस्टेबल

राष्ट्रीय राजधानी क्षेत्र में अब 83,000 से अधिक पुलिसकर्मी आपकी हिफाजत करेंगे। दिल्ली पुलिस बुधवार से 6,608 नए कांस्टेबलों की नियुक्ति कर रही है। इनमें 460 महिला कांस्टेबल भी हैं। दिल्ली पुलिस में एक बार में की गई सबसे बड़ी नियुक्ति है।

कुल 6,608 कांस्टेबलों में से 685 को महाराष्ट्र के नीमेच में सीमा सुरक्षा बलों, और मध्य प्रदेश के टेकनपुर में केन्द्रीय रिजर्व पुलिस बल का प्रशिक्षण दिया जाएगा। इन सभी कांस्टेबलों को पहले से प्राथमिक कमांडो प्रशिक्षण प्राप्त है।
एक वरिष्ठ अधिकारी ने बताया कि इनके जुड़ने के साथ ही पुलिस बल की संख्या बढ़कर 83,762 हो जाएगी।
उन्होंने बताया कि इस नयी नियुक्ति से पुलिस बल पर से दबाव कम होगा। इनका इस्तेमाल जमीनी स्तर पर कार्यों के लिए किया जाएगा। उन्हें सीधा स्थानीय स्तर पर तैनात किया जाएगा। इससे पुलिस बल की मजबूती बढ़ेगी। अब जमीनी स्तर पर काम करने के लिए हमारे पास ज्यादा संख्या में पुलिसकर्मी होंगे।

यह पुलिस बल में अभी तक की सबसे बड़ी नियुक्ति है। पिछले साल अगस्त में दिल्ली पुलिस ने 351 महिलाओं समेत 5,697 नियुक्तियां की थी।
विशेष कमांडो प्रशिक्षण के लिए चुने गए 685 कांस्टेबलों में 25 महिलाकर्मी भी हैं। केन्द्रीय रिजर्व पुलिस बल के प्रशिक्षण के लिए महिलाओं को नीमेच और पुरुषों को टेकनपुर भेजा जाएगा।
अधिकारी ने बताया कि इन्हें आपराधिक घटनाओं की जांच करने, फॉरेंसिक विश्लेषण करना, साइबर क्राइम और आर्थिक अपराधों समेत अन्य चीजों का प्रशिक्षण दिया जाएगा। अधिकारी ने बताया कि पहली बार ऐसा हुआ है जब महिला कांस्टेबलों को यह विशेष प्रशिक्षण दिए जा रहे हैं।
बंदूक चलाने के प्रशिक्षण के बारे में पूछने पर अधिकारी ने बताया कि कांस्टेबलों को प्वाईंट 303, प्वाईंट 38 रिवाल्वर, 9एमएम पिस्तौल, एके-47, एसएलआर और एसएएफ चलाने का प्रशिक्षण दिया गया है।

Karnataka government is planning to bring the entire Bangalore city, which is on terrorists' radar, under a Rs 500 crore 24x7 surveillance system for effective monitoring and also to curb crime.

The government was thinking to install CCTV cameras and high resolution night cameras in all parts of the city in the backdrop of terror strikes in Mumbai and Delhi, state Home Minister R Ashoka told reporters here.

The Centre has promised to fund the project by providing Rs 500 crore assistance, he said.

The surveillance system, when becomes operational, will help police to keep a close watch on crime, traffic violations and other incidents and track criminals, he said.

Similar system is also planned for other major cities in the state such as Mysore, Hubli and Belgaum, he said.

The police have been directed to install CCTV cameras at busy locations like city markets, bus and railway stations, Ashoka said.

He said very soon CCTVs would be installed in the High Court premises as part of measures to scale up the security as per the advise of the Centre. Lower courts in the city would get the gadets in a phased manner.

Ashoka said the state police had furnished information to the Centre on the culprits responsible for the April 17, 2010 low intensity bomb blasts near the Chinnaswamy Cricket stadium, in which five persons were injured.

"Due to security reasons, the details shared with the Centre cannot be disclosed to the press", he said.

Ashoka said high resolution cameras had been installed atop the Vidhana Sabha which will help police in maintaining a constant vigil over a three kilometre radius around the secretariat building including its annexe Vikas Soudha, high court and other places.

Mumbai Police:Police informer extorts money from bar owner in ACP’s name

A 35-year-old man, who was working as an informer for Assistant Commissioner of Police (ACP) Vasant Dhoble for the last 6 months, was arrested on Wednesday night for allegedly demanding Rs2 lakh from an Andheri-based bar owner. The accused told the bar staff that he was demanding money on behalf of Dhoble, who wanted money for his son’s higher education.

The accused has been identified as Dinesh Gunwant Tule, a resident of Goregaon (West). Earlier, he was working as an estate agent.According to the police, around 7 months ago Tule came in contact with Dhoble claiming that he has authentic information about wrongdoers. “After that Tule started spreading rumours in the bar that he works for Dhoble as his informer and threatened bar owners for the money,’’ said a police officer.

“A month ago, Tule went into Ratna and LP bar and restaurant and extorted money saying that Dhoble’s son is going to study abroad so he needs money. He took Rs 3.25 lakh from both the bar owners,” said senior inspector Pradeep Gosavi of the Andheri police station. “In the last week, Tule went to Mansi Bar and Restaurant in Andheri (East) and demanded Rs2 lakh from him.

He told the same story to bar owner Arun Shetty,” said Gosavi. “Tule also threatened that if he would not give him the money, he will face action,” said Gosavi.

The way Tule demanded money, Shetty got suspicious and called Dhoble to verify the fact. “On Wednesday around 11pm when Tule called him regarding the cash, Shetty told him to come his bar and collect the money and also informed to Dhoble. As soon as Tule reached the bar, Dhoble caught him and handed over to the Andheri police to take legal action against him,” said the police.

We have arrested Tule for extortion. There were also cases registered against him for forgery and cheating in Nagpur and Aurangabad,” said Gosavi.

Hyderabad: A court in Andhra Pradesh's Anantapur district on Friday sent two people arrested with Rs 4.9 crore cash seized from a truck to judicial custody for two weeks while police, both in Andhra and neighbouring Karnataka continued their investigations to find out whether the money belonged to the arrested mining baron G Janardhana Reddy.

The Central Bureau of Investigation (CBI) also moved the court, seeking custody of the accused for interrogation.

A team of officials of the Income Tax department from Tirupati rushed to Guntakal in Anantapur district to launch a probe into the seized cash.

The CBI joined the investigations amid speculations that the money belonged to former Karnataka minister Janardhana Reddy, who is currently in CBI custody in Hyderabad after his arrest in an illegal mining case.

The huge amount of cash was seized on Thursday from a truck, which was coming from Bellary district in Karnataka and was reportedly headed to Hyderabad.

Police arrested truck driver Venkatarami Reddy and his assistant Eswar Reddy, both hailing from Kadapa district of Andhra Pradesh.

Earlier, a police officer in Anantapur said they were still questioning the arrested men about the source and destination of the money.

Police were checking vehicles following a tip-off that the money is being shifted from Obulapuram Mining Company (OMC), owned by Janardhana Reddy.

The arrested men reportedly told police that the money belonged to OMC managing director BV Srinivasa Reddy, who along with Janardhana Reddy was arrested by the CBI in Bellary on September 05.

The CBI during the raid on Janardhana's house had seized Rs 4 crore in cash and 30 kg gold. It also seized Rs 1.5 crore from the house of Srinivasa, his brother-in-law.

"We are questioning several people but have not got any definite clues to the source of the money," a Bellary police spokesperson said by phone.

No one has been detained in Bellary, the iron-ore rich district and Reddy's political base, the spokesperson said.

"We are checking on information reportedly given by the truck driver that the money belonged to OMC managing director BV Srinivas Reddy," the spokesperson said.

The seizure of the money came a day ahead of Janardhana's elder brother G Karunakara Reddy appearing before the CBI in Hyderabad for interrogation.

His younger brother G Somashekara Reddy appeared before the CBI in Hyderabad on Thursday.

NEW DELHI: Prime Minister Manmohan Singh on Friday urged the police forces to "honestly discharge their duties" and function within the democratic framework to "scrupulously respect and uphold" civil liberties.

"Our country currently witnessed an outpouring of public anger against corruption. Life in the service of the people of India is a noble calling, particularly for those charged with the responsibility of lives and security of citizens," Manmohan Singh said at the all India conference of the directors general and inspectors general of police here.

"People who enlist themselves for such a cause must, therefore, take pride in their ability to honestly discharge their duties."

Though he did not name the anti-graft movement of Anna Hazare, who sat on a 12-day fast at Ramlila Maidan in the capital in August demanding a strong Lokpal bill, his reference to the anti-corruption protest was more than an indication.

"Crowd control techniques in a democracy, where people often rigorously vent their opinions and sometimes their frustrations, have to strike a fine balance between the requirement to maintain law and order and the imperative of using absolutely minimum non-lethal force," he said.

Noting that the Jammu and Kashmir Police, which had to deal with stone-pelting by protesters last summer, had improved their capabilities considerably in this regard, the prime minister said: "We need to be keep looking at newer methods and methodologies and technologies of handling demonstrations."

Reiterating his call made at the recent National Integration Council meeting against perceived biases, sometimes, of the law enforcement and investigation agencies against minorities, Singh said the existence of such a perception "is inimical to effective policing", which must necessarily draw upon the confidence and cooperation of all sections of the population it served.

"I would like you to consider ways and means to deal with the causes of such perception wherever they exist," he appealed.

Manmohan Singh said these were "difficult and challenging times" for the country's security forces.

"Our social fabric continues to be targeted by organised terrorism, abetted by misguided zeal and false propaganda among the youth and the marginalised sections of society," he said.

Manmohna Singh noted that the security forces had to contend with Left-wing militancy, parochial and chauvinistic movements, and tensions caused by social-economic imbalances and inequity, and also by rapid urbanisation.

"Policing the metropolitan areas, the control of organised of crime and the protection of women and the elderly require special attention," he said.

"While dealing firmly with these challenges, our police forces must function within the bounds of a democratic framework, within which the democratic rights of our people are scrupulously respected and upheld. I am sure that if our forces are led ably and guided properly, they will find themselves more than equal to the task, daunting though they are," he added.
