An 18-year-old tribal boy allegedly committed suicide while in custody inside a police lock-up. The incident occurred in the Sorwa police station, 15 km from Alirajpur on Friday afternoon. Nakla Badaliya was picked-up by the police after the death of Nanli Nahariya, a 20-year-old Bhil tribal woman from village Kosba. Nakla was prime accused in the murder of Nanli Nahariya and taken to the police station on Thursday after the deceased woman's family named him as the culprit who killed her by shooting an arrow. Police remained tight-lipped not wanting to even acknowledge the custody death. However, the district collector Rajendra Singh and superintendent of police Chitra Narayan rushed to Sorwa police station to take stock of the situation.

Police sources said that Nakla Badaliya was reportedly found hanging from the ceiling of the lock-up. But how he found the rope or the cloth with which he hung himself is not known. The question that also remains unanswered is how an-18-year-old youth managed to hang himself from the ceiling inside the lock-up at 2 in the afternoon without any policeman noticing it. On Wednesday, Nanli Nahariya was returning home with her brother. On the outskirts of the village a poisonous arrow struck her and she fell down unconscious. A day later, the woman succumbed to her injury and the family reported the matter to the police. The Alirajpur-Jhabua belt has a pre-dominant Bhil tribal population who still carry bows and arrows for self- defence. Nakla was one such youth who dressed in the traditional Bhil attire and hunted with bows and arrows. It is not known how and why, his arrow hit 20-year-old Nanli, hailing from the same village. Sources in the police department argued that Nakla was depressed that he his arrow had allegedly killed a woman of the village. He was depressed and possibly that was the reason he took the extreme step in Sorwa police station.

VADODARA: Crime Branch is currently handling over 30 cases, including that of gangster Mukesh Harjani and the Rafiq Gaay murder case. However, it just has one police inspector (PI) and four police sub-inspectors (PSIs). The serving PI, too, has been transferred to Anti-Terrorist Squad (ATS), but the city police are not releasing him as they do not have got any replacement for him. It is not just the crime branch that is facing shortage of PIs. Other police departments too are facing the same crisis.

With the incidents of chain-snatching and loots on rise in the city, police need more manpower to patrol and investigate cases. But, they keep facing shortage at one or the other level. Police commissioner Satish Sharma, however, said the shortage is temporary as promotions of PSI to PI level are due this month. "The Crime Branch is a sensitive department and it needs cops with expertise. Entire city comes under its jurisdiction that makes its workload a bit too much. Lack of proper manpower affects its work quality directly," a police official said. City police have sanctioned posts of 39 PIs, but only 25 PIs are serving here as of now. The Prevention of Crime Branch (PCB), special branch and Kishanwadi police station are currently without PIs. The posts of readers to police commissioner and joint police commissioner, too, are vacant. Crime Branch has sanctioned posts of eight PSIs and 72 police constables. However, police officials said they at least double the number of constables in crime branch to help it function efficiently. Sources said police department had sent a proposal for increase of staff strength to the government, but no action has been taken in the matter so far. "There is shortage of PIs, but it is temporary. The promotions of PSIs are due this month, so we will be able to fill the post of PIs soon," Sharma told TOI.

पुलिस मुख्यालय : 30वीं ऑल इंडिया पुलिस इक्वेस्ट्रियन (घुड़सवार) मीट -2011 में दिल्ली पुलिस के घुड़सवारों ने भी खूब दमखम दिखाया। 23 से 30 दिसंबर तक आंध्रप्रदेश के हैदराबाद स्थित सरदार वल्लभ भाई पटेल नैशनल पुलिस अकादमी में आयोजित प्रतियोगिता में दिल्ली पुलिस के घुड़सवारों ने भी 9 मेडल जीते। डीसीपी (प्रोविजंस एंड लॉजिस्टिक्स) आर. के. झा के मुताबिक दिल्ली माउंटेड पुलिस की घुड़़सवार टीम मंे 16 माउंट्स और राइडर्स के अलावा सहयोग के लिए अन्य स्टाफ भी शामिल था। इस प्रतियोगिता में दिल्ली पुलिस की घुड़सवार टीम का परफॉर्मेंस काफी अच्छा रहा और उन्हें टीम पोजिशन के लिहाज से चौथा स्थान हासिल हुआ। इस टीम ने 4 गोल्ड और 5 सिल्वर मेडल के साथ कुल 9 मेडल हासिल किए और टीम पोजिशन के अनुसार इस टीम को कैश रिवॉर्ड भी दिया गया। इस प्रतियोगिता में विभिन्न राज्यों की पुलिस फोर्स और केंद्रीय पुलिस संगठनों की कुल 15 टीमों ने हिस्सा लिया था। दिल्ली की टीम के लिए एक बड़ी बात यह भी रही कि इस प्रतियोगिता में के लिए देशभर से लाए गए 211 घोड़ों में से दिल्ली पुलिस की टीम के घोड़े 'मेघ' को 'बेस्ट हॉर्स' के रूप में चुना गया। जल्द ही दिल्ली पुलिस की तरफ से भी इस टीम के सदस्यों को रिवॉर्ड दिया जाएगा।

बल्लभगढ़ /// गहरे पानी में डूबने वालों को बचाने या ढंूढने के लिए पुलिस और फायर ब्रिगेड के पास ट्रेंड गोताखोर नहीं हैं। ऐसे किसी भी हादसे में प्रशासन को सेना की मदद मांगनी पड़ती है। जब तक सेना के गोताखोर मौके पर पहुंचते हैं , तब तक पानी में डूबे व्यक्ति की मौत हो चुकी होती है और शव बह निकलता है। इससे पुलिस व प्रशासन को कई बार लोगोें के गुस्से का शिकार होना पड़ता है। बीते चार सालों में 40 से अधिक लोग पानी में जान गंवा चुके हैं। अब पुलिस अपने स्टाफ में से कुछ को गोताखोरी की ट्रेनिंग दिलाने की तैयारी कर रही है। पुलिस के पास नहीं पर्याप्त गोताखोर फायर ब्रिगेड व पुलिस के पास पर्याप्त गोताखोर नहीं होने की वजह से गहरे पानी में डूबे लोगों को बाहर निकालने के लिए मुश्किलें पैदा हो जाती हैं। तीन दिन से पुलिस व फायर ब्रिगेड के गोताखोर आगरा नहर में एक शव को तलाशने मेें लगे रहे। थक हारकर पुलिस ने सेना की मदद मांगी थी। ऐसे अनेक केस पुलिस के सामने आए हैं , जब सेना के गोताखोर बुलाए गए हैं। इसकी एक वजह यह भी है कि इतने बड़े शहर में पर्याप्त गोताखोर व इस्टूमेंट नहीं हैं।

ट्रेंड गोताखोर तैयार करेगी पुलिस जॉइंट पुलिस कमिश्नर अनिल राव का कहना है कि पानी में होने वाले हादसों को देखते हुए पुलिसकर्मियों को ट्रेनिंग दिलाई जाएगी। झीलों में अधिकतर छात्र शिकार हुए हैं। डूबने वाले सभी छात्रों की मौत हो चुकी थी। नहर और यमुना में भी हादसे होते रहते हैं। किसी आपात स्थिति के समय सेना की मदद न मांगनी पडे़ इसके लिए ट्रेंड गोताखार तैयार कर पर्याप्त इस्टूमेंट भी दिलाए जाएंगे।

जीजीएम साइंस कालेज के मैदान पर खेली जा रही चैंपियनशिप में बुधवार को पहले मुकाबले में जेएंडके पुलिस ए ने विजय क्लब को 1-0 शिकस्त दी। जेके पुलिस के खिलाड़ियों ने शुरू से ही सामने वालों पर जोरदार आक्रमण जारी रखे और उन्हें सफलता भी मिली। मैच के 18वें ही मिनट में जेके पुलिस के फैयाज अहमद ने शानदार मूव बनाते हुए प्रतिद्वंद्वियों की रक्षापंक्ति को भेदकर बाल को गोल पोस्ट में डालकर टीम को 1-0 से बढ़त दिलाई। इस गोल के बाद अन्य खिलाड़ियों ने भी जोश दिखाया। मगर दोनों ही ओर से रक्षापंक्ति मजबूत होने से किसी भी खिलाड़ी को कोई सफलता नहीं मिली और एक गोल की बढ़त से जेके पुलिस ने जीत अपने नाम की। हालांकि, दूसरे हाफ में जल्दबाजी के चक्कर में नियमों का उल्लंघन करने पर जेके पुलिस के फैयाज और रोमेश वर्मा को येलो कार्ड दिखाकर चेतावनी दी गई।

रांची में ट्रैफिक के नियम तोड़ने वालो के खिलाफ ट्रैफिक पुलिस ने एक अनूठा तरीका अपनाया है. रांची में मोटरसाइकिल सवारों के हेलमेट पहनने के बजाय जुर्माना देने में दिलचिस्पी लेने से निराश पुलिस ने एक इस समस्या से निजात पाने के लिए एक अनूठा तरीका अपनाया है, वह ऐसे लोगों को उनके अंतश्चेतना को झकझोरने के लिए माला पहना रही है. पुलिस अधीक्षक आर के प्रसाद ने कहा, ‘‘अब मोटरसाइकिल सवार हेलमेट पहनने के बजाय जुर्माना भरना पसंद करने लगे हैं, ऐसे में जुर्माना का असर नहीं होता देख हमने उल्लंघनकर्ताओं को माला पहनाना शुरू कर दिया.’’

ट्रैफिक नियम तोड़ने वालों ने ऐसा करने पर अपना विरोध भी जताया. लेकिन पुलिस के जवाब से उनकी बोलती बंद हो गई. पुलिस का कहना था कि ट्रैफिक नियमों का उल्लंघन करने पर लाठी नहीं मार सकते, इसलिए माला पहना रहे हैं. अभी जिंदा हैं, तो अच्छा है. भगवान न करे, आपके फोटो पर माला पहनाने की नौबत आए. पुलिस को उम्मीद है कि ऐसे बर्ताव से यातायात उल्लंघनकर्ताओं को शर्मिंदगी उठानी पड़ेगी और वे भविष्य में कभी भी हेलमेट नहीं पहनना भूलेंगे. यातायात पुलिसकर्मी बिना हेलमेट पहनने मोटरसाकिल सवार करने वालों को माला पहनाने के लिए रोकते हैं और उनसे हाथ जोड़कर हेलमेट पहनने का अनुरोध करते हैं. प्रसाद ने कहा, ‘‘चूंकि यह नवीनतम बर्ताव कैमराकर्मियों के सामने होता है, और चीजें अखबारों में प्रकाशित होगी एवं टीवी चैनलों पर दिखायी जाएगी हम आशा करते हैं वे भविष्य में हेलमेट पहनेंगे.’’
