Goa police : DGP ordered firing on tribals baseless

Panaji, June 20 (IBNS) After facing wrath from the tribal leaders for his disparaging statement, Goa Director General of Police Aditya Arya said that his image is being ‘purposely maligned by certain motivated sections of the media for the purposes best known to them.’

“It is because of the commitment and hard work of all ranks of Goa Police that the situation at Balli was brought under control as quickly as possible,” a press statement issued by the police spokesperson read.

DGP Arya’s clarification comes within hours after United Tribal Association Alliance threatened to move National Human Rights Commission (NHRC) against the DGP.

During media discussion at a seminar last Saturday, the police chief, had said that he would have ordered to shoot at the crowd during Balli agitation on May 25.

The press note further mentioned that on the sidelines of the seminar, the DGP was asked hypothetical question on the Balli carnage as to what he would have done had he been physically present at the spot.

“The DGP replied from an operational point of view, that an out of hand situation, perhaps warranted firing in the air to disperse the unruly mob and protect the precious life and property of the people, irrespective of whichever community they belong to,” the spokesperson said.

“This has been twisted out of context in a vicious manner by those who are not sensitive to maintaining peace and law and order in the State of Goa,” the spokesperson said.

Traffic Police: Pune: Rs1-crore relief ordered in Pune road rage case

The Motor Accidents Claims Tribunal (MACT) has directed New India Assurance Company Ltd and one Shabbir Babulal Chaugule to pay up Rs1 crore, including interest, to family members of plant manager of Reliance Industries Limited (RIL), Sudam Shripatrao Auti, who was killed in a road mishap.

Presiding officer of the tribunal, DR Mahajan, passed the order on April 29, directing tempo owner, Shabbir Chougule and the insurance company to pay the amount jointly to the bereaved family. The deceased hailed from Rajuri in Junnar taluka of Pune district.

On May 25, 2006, at 11.30 am, Sudam and four relatives were proceeding towards Ozar on Ahmednagar-Kalyan Road in his Maruti Alto car.

Sudam was driving the car when a tempo driven by Mansur, son of Shabbir Chougule, collided head-on with it near Rajuri village. The mishap resulted in the instantaneous deaths of Sudam, his sister-in-law Sulochana (36) and her daughter Manisha (18).

A case of death due to negligence, rash and negligent driving against Mansur was lodged at Narayangaon police station. The case remains pending.

On July 11, 2006, Seema and other family members filed a petition before the tribunal through lawyers Atul Gunjal and AP Tadkalkar demanding compensation of Rs1 crore with 15 % interest.

Gunjal said the court had observed that the accident took place due to rash and negligent driving by the tempo driver. The spot panchnama also confirmed the fact of rash and negligence driving by the tempo driver, the court observed.

According to Gunjal, the court computed the total amount of compensation of Rs71.86 lakh with 7% interest, keeping in mind loss of dependency and love and affection, among other things.

The court took into consideration several facts, including the salary certificate of Sudam, who was earning Rs52,000 per month and Rs12,100 as allowances while working as manager with RIL’s Patalganga plant in Raigad district, to arrive at the amount of compensation. The tempo was insured with the New India Assurance Company Ltd.

The insurance company’s contention that Sudam was allegedly talking on the cellphone and was trying to overtake another vehicle did not cut much ice with the tribunal since the company failed to produce evidence.

The judge observed, “It appears that the insurance company prepared a false story to put blame on the car driver.”

Mumbai Police : Police gain access to J Dey’s e-mails

Claming that significant progress had been made in the investigations into the murder of veteran investigative journalist J Dey, the Mumbai Police Crime Branch sources indicated that the probe had gained momentum after fresh leads were obtained recently from Dey’s e-mail communications.

The Crime Branch investigators managed to gain access to Dey’s personal e-mail account only a couple of days ago and are currently scanning a large volume of mails for clues.

“It took some time, but we have finally managed to gain access to his personal e-mail account and are working on some information we have unearthed. The volume of data is huge, but we are scanning through each and every mail so that we do not miss any leads,” said a Crime Branch officer, who did not wish to be named.

“The hard disk from Dey’s personal laptop has also been analysed along with data from his office computer and e-mail. We are also scrutinising his personal notebooks and diaries as part of an analysis into his professional work. For instance, while trying to ascertain any future or unfinished projects he was working on, we found that he was assisting with some film scripts,” said the officer.

RPF : Mumbai: Man who hit woman commuter held by Thane railway police

Thane railway police arrested a man who was allegedly responsible for a commuter falling off a moving train between Kalwa and Mumbra stations on June 13.

The victim was struck by a stick with a hook, causing her to fall off the train. When the railway police found her, all her belonging were missing.

“Pachya Bolandiya alias Houshi, 32, was arrested by a police team of ACP PV Sardar from Retti Bunder area in Mumbra.

Bolandiya was booked under Section 152 (maliciously hurting or attempting to hurt persons travelling by the railway), Indian Railway Act, as well as sections 427 (mischief causing damage) and 338 (causing grievous hurt by endangering life or personal safety of others) IPC.

He has been remanded to police custody till June 23 by the Kalyan railway court on Monday evening,” said a police officer of the Thane railway police station.

The incident took place on the evening of July 13. Diva resident, Jaishree Deepak Tribhuvan, 27, boarded the ladies compartment of the Kalyan-bound slow local from Thane. As the compartment was crowded, she was standing near the door.

An object was hurled at her from outside and it hit her when the train was approaching the tunnel between Kalwa and Mumbra stations. She then fell from the moving train.

Realising what happened, the other woman passengers pulled the emergency chain to stop the train. But it did not stop and when the train stopped at Mumbra station, few passengers informed the Mumbra station master about the incident.

Accordingly,railway police personnel rushed to the spot and found that the victim was lying unconscious at the spot. It was noted that her belongings were missing.

The police took the victim, who sustained injuries on her head and forehead, to Thane civil hospital for treatment. Later, she was shifted to JJ Hospital and then moved to KEM Hospital where she is undergoing treatment, said the officer.

Jharkhand Police : थाना परिसर में हुई प्रेमी युगल की शादी

कतरास। शहर के थाना परिसर स्थित शिव मंदिर प्रांगण में शुक्रवार को पुलिस ने दो प्रेम करने वालों को जीवन साथी बना दिया।

देर शाम थाना परिसर में संपन्न हुई इस शादी में दोनों पक्षों के अभिभावक और रिश्तेदार मौजूद थे। थाना प्रभारी शिव चंद्र प्रसाद सिंह ने इसमें महत्वपूर्ण भूमिका निभाई। बताते हैं कि बोकारो जिले के तांतरी गांव का महेंद्र रविदास का रानी बाजार की एक युवती के साथ एक साल से प्रेम संबंध थे।

आज सुबह उक्त युवक रानी बाजार गया और प्रेमिका को अपने साथ चलने को कहा। युवती के परिजनों की नजर उस पर पड़ गई और उन लोगों ने इसकी सूचना पुलिस को दे दी। मौके पर पहुंची पुलिस दोनों को थाने ले आई। दोनों ने प्रेम संबंधों को स्वीकारा और एक-दूसरे से शादी करने को राजी हो गए। इसके बाद युवक के परिजनों को बुलाया गया और उन्हें भी इस शादी के लिए राजी कर लिया गया। इसके बाद शादी की तैयारियां हुई और शादी के लिए मंडप भी सजा, सभी रस्में अदा की गई।

Jharkhand Police : पुलिस निगरानी में रहेगी पाकिस्तान की नाहिदा

धनबाद। बुधवार को पाकिस्तानी महिला नाहिदा को सदर थाना से शिफ्ट कर दिया गया। कोर्ट के आदेश पर प्रशासन ने नाहिदा के ठहरने की व्यवस्था की है। पाकिस्तान भेजे जाने तक नाहिदा को पुलिस निगरानी में होटल रत्नबिहार में रखा जाएगा। होटल में वह अपने पति व बच्चों के साथ नहीं रहेंगी।

हालांकि नाहिदा से मिलने पर कोई पाबंदी नहीं है। परिवार के सदस्य उनसे मिलकर कुछ पल साथ में गुजारे। नाहिदा के बच्चों ने उससे बात की। बच्चों से नाहिदा का मिलन काफी भावुक था। नाहिदा को उम्मीद है कि सरकार जरूर उनके लिए कुछ करेगी। उन्हें उनके बच्चों और परिवार से दूर नहीं किया जाएगा। हिन्दुस्तान में बच्चों के साथ उनके रहने का सपना पूरा होगा।

प्रशासन ने गृह मंत्रालय से संपर्क साधा

जिला प्रशासन ने कोर्ट के आदेश से गृहमंत्रालय को अवगत कराया है। एसडीओ जार्ज कुमार ने बताया कि गृहमंत्रालय को पत्र भेज कर पूरी घटना की जानकारी दे दी गई है। प्रशासन ने गृहमंत्रालय से नाहिदा को पाकिस्तान भेजने में सहयोग मांगा है। जब तक गृहमंत्रालय का इस मामले में कोई निर्देश नहीं आ जाता, नाहिदा को पुलिस निगरानी में होटल रत्नबिहार में ही रखा जाएगा।

क्या चाहते हैं परिवार वाले

नाहिदा के पति मो. सिद्दीकी का कहना है कि वह नाहिदा का पासपोर्ट बनाने में सक्षम हैं। उन्हें बस एक मौका चाहिए। नाहिदा को पुलिस की सुरक्षा में ही सही, एक बार सिर्फ दिल्ली ले जाने दिया जाए। वह पासपोर्ट बनवा लेंगे। उन्होंने कहा कि डीसी धनबाद को पत्र लिखकर भी नाहिदा के लिए भारत की नागरिकता मांगी है। उन्हें प्रशासन से सहयोग चाहिए।

16 फरवरी 1987 को भौंरा जोड़ापोखर निवासी मो. सिद्दीकी अंसारी ने पाकिस्तानी महिला नाहिदा बेगम से निकाह की थी। नाहिदा ने पासपोर्ट बनवाया, जिसकी वैधता 22 दिसंबर 1998 से 21 दिसंबर 2003 तक थी। पासपोर्ट की वैधता समाप्त होने पर नाहिदा बेगम एवं मो. सिद्दीकी अंसारी भौंरा से भाग गए। 6 अगस्त 09 को गुजरात पुलिस ने दोनों को गिरफ्तार कर लिया। उसे धनबाद पुलिस के हवाले कर दिया गया। 7 अगस्त को वह फॉरन एक्ट एवं पासपोर्ट एक्ट उल्लंघन मामले में जेल गई। 30 मार्च 2011 को उसे अदालत में दोषी करार देते हुए सजा सुनाई गई। कोर्ट ने उसे हिन्दुस्तानी नहीं मानते हुए पाकिस्तान भेजने का आदेश दिया है।

Punjab Police : अंडरट्रायल को हथकड़ी पर हाईकोर्ट हुआ सख्त

जालंधर। अंडरट्रायल (हवालातियों) को हथकड़ी लगाने के मामले में सख्ती बरतते हुए हाईकोर्ट ने राज्य के सभी न्यायिक अधिकारियों को निर्देश भेजकर इस संबंधी नियमों का पालन करवाने को कहा है। हाईकोर्ट ने पंजाब, हरियाणा और चंडीगढ़ के जिला जजों को सिविल रिट पिटीशन नंबर 13718 आफ 1994 में पास निर्देशों की कापियां भेजकर इसका पालन करवाने के आदेश दिए हैं। जिला जजों को अपने अधीनस्थ कार्यरत सभी न्यायिक अधिकारियों को भी इन निर्देशों से अवगत करवाने को कहा गया है।

हाईकोर्ट के चीफ जस्टिस रंजन गोगोई ने 1 अप्रैल, 2011 को जारी आदेश में सभी जजों को वल्र्ड ह्यूमन राइट्स प्रोटेक्शन काउंसिल केस का हवाला देकर न्यायिक अधिकारियों को अंडरट्रायल (हवालातियों) से वैरिफाई करने का निर्देश दिया है कि उन्हें हथकड़ी लगाई गई थी या नहीं। इस केस में हाईकोर्ट ने न्यायिक अधिकारियों की अंडरट्रायल को हथकड़ी और पेशी के संबंध में वैरिफिकेशन की ड्यूटी लगाई थी।

चीफ जस्टिस के निर्देशों पर हाईकोर्ट प्रशासन ने आदेशों की कापियां सभी जिला जजों को भेज दी हैं। गौर हो कि अंडरट्रायल को अदालत में पेशी के वक्त हथकड़ियां लगाने का मामला पिछले लंबे समय से उठ रहा है। कुछ महीने पहले जिले के इंस्पेक्टिंग जज ने भी इंस्पेक्शन के वक्त अंडर ट्रायल की हथकड़ियां उतरवाई थीं।

नफरी की समस्या सिरदर्द
पुलिस फोर्स में नफरी की समस्या डिपार्टमेंट के लिए सिरदर्द बनती जा रही है। एक पुलिस कर्मचारी तीन-तीन हवालातियों को अदालत में पेश कर रहा है। एडवोकेट हरमिंदर सिंह संधू को सूचना के अधिकार में मिली जानकारी के मुताबिक पिछले पांच साल में अदालत परिसर से पेशी के दौरान करीब 39 अंडर-ट्रायल भाग चुके हैं।
