Maharastra Police: kolhapur sex scandel: Mira Road land mafia make a comeback,IPS officer Maithili Jha had been shunted out.

In a setback to what former home minister R R Patil has envisioned for Mira Road, local land mafia and illegal businesses are making a comeback with a vengeance, say police sources.

The suburb had been a cause of concern for Patil three years ago. Rampant land grabbing, indomitable land mafia and illegal businesses thrived as the police turned a blind eye.

That’s when Patil sought to combat the problem by posting only young IPS officers at Mira Road Police Subdivision. The post has traditionally been occupied by promotee officers who would work in the area all through their service terms and ultimately build relations with criminal elements. They would later exploit each other symbiotically, Patil had realised.

Patil’s plan worked well initially. After IPS officer Sharda Nikam was posted to the area three years ago, the region witnessed a considerable decrease in crime. IPS officer Maithili Jha, who was appointed after Nikam, had also managed to maintain a similar control over criminal elements.

But last week things underwent a sea change. Less than eight months after her posting, Maharashtra Home Department shunted Jha out and posted her to Javhar subdivision of Thane rural district. A promotee officer, who is on the verge of retirement, has taken her place.

‘Officers pay huge sums for Mira Road posting’

“The purpose of posting young IPS officers was to stop police from falling prey to the local mafia. By transferring Jha before she completed her term, the government is sending a signal that it has succumbed to the pressure from vested interests,” said an IPS official who did not wish to be named.

Though Mira Road falls under the jurisdiction of Thane rural police, it is situated far from the district headquarters where the chief is posted, making it difficult for the officer to keep a check on the area.

“Mira Road is a hub of flesh trade and other illegal businesses. None of them can flourish without the tacit support of police. Officers are therefore always ready to pay huge sums to get be posting there,” said a senior IPS officer who was once the district police chief there.

“Patil realised that it was essential to post someone who would not succumb to the bad elements easily. Hence, it was decided to post probationary IPS officers,” said another official. Sources said IPS officers are shunted out prematurely only if they land in a controversy. But in Jha’s case, her tenure was non-controversial, they added.

कोल्हापुर। महाराष्ट्र के कोल्हापुर में एक चौंकाने वाला मामला सामने आया है। सूत्रों के मुताबिक शहर के एक पुलिस ट्रेनिंग स्कूल पर यौन शोषण का आरोप लगा है। स्कूल में 11 ट्रेनी कांस्टेबल प्रेग्नेंट हुई हैं जिनमें से अधिकतर कुंवारी हैं।

पुलिस ने ट्रेनिंग स्कूल के इंस्पेक्टर युवराज कांबले को गिरफ्तार कर लिया है। ट्रेनिंग स्कूल के इंस्ट्रक्टर कांबले को मामले का मुख्य आरोपी माना जा रहा है। इस मामले में और लोगों के भी शामिल होने की संभावना है।

मंगलवार को हुए मेडिकल टेस्ट में इस बात का पता चला कि 11 महिला ट्रेनी कांस्टेबल जिनमें से कई कुंवारी हैं, गर्भवती हैं। महाराष्ट्र के गृहमंत्री आर. आर. पाटिल ने जांच के आदेश दे दिए हैं।


कोल्हापुर सेक्स स्कैंडल में शामिल हैं बड़े अधिकारी

मुंबई। कोल्हापुर महिला पुलिस ट्रेनिंग सेंटर में सामने आए सेक्स स्कैंडल ने पूरे महाराष्ट्र में हड़कंप मचा रखा है। सियासत से लेकर अफसरशाही तक हिल गई है। पुलिस ट्रेंनिंग सेंटर मेलड़कियों के साथ यौन शोषण का आरोप लगा है। इस मामले में एक ट्रेनर को गिरफ्तार किया गया है जबकि उसका आरोप है कि लड़कियों से बलात्कार की वारदात में कई आला अफसर भी शामिल हैं। अब पूरे मामले को दबाने की कोशिशें की जा रही है। जबकि गृहमंत्रालय ने मामले की जांच के आदेश दे दिए हैं,नासिक की महिला आईपीएस अधिकारी इस मामले की जांच करेंगी।
कोल्हापुर में पुलिस ट्रेनिंग स्‍कूल ही सेक्स स्कैंडल का खुलासा तब हुआ जब एक ट्रेनी महिला कांस्टेबल ने चिठ्ठी के ज़रिए अपनी आप बीती आला अफसरों को बताई। चिट्ठी में पीड़ित लड़की ने खुलासा किया है कि ट्रेनिंग देने के नाम पर कोल्हापुर पुलिस ट्रेनिंग स्कूल में ट्रेनी महिला कांस्टेबलों के साथ बलात्कार किया जा रहा है। एक दो नहीं दर्जनों लड़कियां इसका शिकार बन चुकी हैं। पुलिस ट्रेनिंग स्‍कूल में ये गोरखधंधा संगठित अपराध की तरह चल रहा है। और इस सेक्स स्कैंडल में ट्रेनिंग स्कूल के बड़े अधिकारी भी शामिल हैं।
इस सनसनीखेज खुलासे के बाद सूबे की सरकार हरकत में आई और महाराष्ट्र के गृह मंत्री आर.आर. पाटिल ने फौरन मामले की जांच के आदेश दे दिए। पाटिल ने कहा कि कोल्हापुर सेक्स सकैंडल मामलें में नासिक की महीला आईपीएस को इस मामले की जांच का आदेश दिया गया है। अब तक इस मामले में 3 लड़कियां आरोपों के साथ सामने आई हैं।
सूत्रों की मानें तो मेडिकल जांच में 8 और ट्रेनी कांस्टेबलों के साथ यौन शोषण की पुष्टि हो चुकी है। यानि अबतक 11 लड़कियों के साथ बलात्कार की बात साफ हो चुकी है। जबकि कई लड़कियों की मेडिकल रिपोर्ट आनी अभी बाकी है। हिरासत में लिए गए ट्रेनर युवराज कांबले और उसका परिवार आला अधिकारियों पर संगीन आरोप लगा रहा है। ट्रेनर कांबले के मुताबिक सेक्स स्कैंडल के असल आरोपी ट्रेनिंग स्कूल के बड़े अधिकारी हैं। अधिकारी खुद को बचाने के लिए उसे बलि का बकरा बना रहे हैं। यही नहीं अधिकारियों के डर से ज्यादातर पीड़ित लड़कियां सामने नहीं आ रहीं हैं।
ट्रेनर की पत्नी अमृता ने बताया कि मेरे पति को फंसाने की साजिश की जा रही है। जो असली गुनहगार हैं उन्हें बचाया जा रहा है। वहीं,इस खुलासे से घबराई सरकार ने कई ट्रेनी लड़कियों को छुट्टी पर भेज दिया है। तो कई को आनन फानन में नागपुर शिफ्ट कर दिया गया है। जबकि कोल्हापुर के सांसद सदाशिव ने इस मामले की सीआईडी जांच की मांग की है।

मुंबई। निर्दलीय सांसद सदाशिवराव मंडलिक ने कोल्हापुर पुलिस ट्रेनिंग स्कूल में सेक्स स्कैंडल की सीआईडी जांच की मांग की है। उन्होंने इस कांड में गिरफ्तार ट्रेनिंग इंस्ट्रक्टर युवराज कांबले का लाइ डिटेक्टर टेस्ट कराने की मांग भी की है।

मंडलिक ने आरोप लगाया कि ट्रेनी महिला कांस्टेबलों का कई वर्षों से यौन शोषण हो रहा था और इसमें पुलिस विभाग के आला अफसरों के शामिल होने की संभावना से इनकार नहीं किया जा सकता है। सूत्रों के मुताबिक गिरफ्तार कांस्टेबल कांबले ने शाहूपुरी पुलिस स्टेशन में जो बयान दिया है उसमें पुलिस निरीक्षक ज्ञानेश्वर मुंडे और पुलिस उप-अधीक्षक विजय परकाले के भी सेक्स स्कैंडल में शामिल होने की बात कही है।

यही वजह है कि मंगलवार को पुलिस ट्रेनिंग स्कूल में सेक्स स्कैंडल के खुलासे के फौरन बाद गृह मंत्री आरआर पाटिल ने जांच का आदेश देते हुए नासिक ग्रामीण की तेज-तर्रार आईपीएस अधिकारी मैथिली झा को जांच अधिकारी के रूप में नियुक्त किया है। उधर, शिवसेना की महिला इकाई ने उप-जिलाधिकारी को एक ज्ञापन देकर जांच में समाजसेविकाओं को भी शामिल करने की मांग की है।

Maharastra Police: पुलिस ट्रेनिंग स्‍कूल में 3 साल से चल रहा था सेक्‍स का 'खेल'?

कोल्‍हापुर. महाराष्‍ट्र के कोल्‍हापुर में पुलिस ट्रेनिंग स्‍कूल में यौन शोषण का मामला गरमाने लगा है। महिला कांस्‍टेबल के यौन शोषण के आरोपी इंस्‍पेक्‍टर युवराज कांबले को गिरफ्तार किया गया है और उसके नारको टेस्‍ट की मांग की जा रही है। हालांकि कांबले का कहना है कि उन्‍हें बलि का बकरा बनाया जा रहा है।

इस स्‍कैंडल का खुलासा तब हुआ जब ट्रेनिंग स्‍कूल की 11 महिला कांस्‍टेबल के गर्भवती होने की खबरें सामने आईं। गत मार्च में इस स्‍कूल की 71 महिला कांस्‍टेबल का मेडिकल टेस्‍ट किया गया था। ऐसी खबर है कि उस वक्‍त सिर्फ दो महिला कांस्‍टेबल के गर्भवती होने की बात सामने आई हालांकि बाद एक को सामान्‍य करार दिया गया। अब इस स्‍कूल की 11 ट्रेनी कांस्‍टेबल के गर्भवती होने की बात कही जा रही है। इनमें से ज्‍यादातर कुंवारी हैं।

पीडित महिला कांस्‍टेबल की शिकायत है कि इंस्‍पेक्‍टर युवराज कांबले ने गत जनवरी में उसे टेस्‍ट पेपर देने के बहाने अपने कमरे पर बुलाया और उसकी मजबूरी का फायदा उठाया। आरोप है कि महिला कांस्‍टेबल की मेडिकल रिपोर्ट में भी हेर फेर की गई है।

स्‍थानीय सांसद सदाशिव राव का कहना है कि 11 कांस्‍टेबल गर्भवती हैं। उनके मुताबिक तीन साल से ट्रेनिंग स्‍कूल में यह खेल चल रहा था। अभी डर के मारे कई कांस्‍टेबल सामने नहीं आ रही हैं। उन्‍हें वरिष्‍ठ अफसरों के घर पर सेक्‍स के लिए भेजा जाता था।

मामला एक कांस्‍टेबल की शिकायत के बाद उजागर हुआ। बताया जा रहा है कि पुलिस ट्रेनिंग स्‍कूल में यह गोरखधंधा किसी संगठित अपराध का हिस्‍सा हो सकता है। यह भी कहा जा रहा है कि जांच के बाद इस मामले में कई रसूखदार लोग बेनकाब हो सकते हैं।

महाराष्‍ट्र के गृह मंत्री आर.आर पाटिल ने जांच के आदेश दे दिए हैं। जांच की जिम्‍मेदारी नाशिक ग्रामीण की अतिरिक्त पुलिस अधीक्षक मैथिली झा को दी गई है। महिला आयोग ने भी अपनी ओर से जांच के आदेश दिए हैं।

गृह मंत्री ने कहा कि मेडिकल जांच में केवल एक महिला गर्भवती पाई गई है और वही शिकायतकर्ता भी है। लेकिन स्थानीय सांसद सदाशिव मंडलिक ने दावा किया कि पुलिस प्रशिक्षण केंद्र में कुल 11 महिला कांस्टेबल गर्भवती हुई हैं और इनमें से एक कांस्टेबल ने गर्भपात भी कराया है। उन्होंने आरोप लगाया कि कोल्हापुर के पुलिस अधीक्षक यशस्वी यादव भी इस कांड में शामिल हैं, इसलिए निष्पक्ष जांच के लिए उनका तबादला किया जाना चाहिए।
घटना सामने के बाद राज्‍य सरकार ने मामले की जांच के लिए उच्‍च स्‍तरीय समिति का गठन कर दिया है। आरोप इंस्‍पेक्‍टर के खिलाफ स्‍थानीय पुलिस स्‍टेशन में मामला दर्ज कर उसे निलंबित भी कर दिया गया है।

Delhi Police: delhi child kidnap case: Recharge coupon led cops to kidnapped Delhi toddler Ishaan

New Delhi: A recharge coupon of a cellphone acted as the all important piece of evidence that led Delhi police to the kidnappers of one-and-a-half-year old Ishaan, who was abducted on April 24. The boy, who was allegedly kidnapped by his maid, was rescued within 72 hours of the incident from the Faridabad area, Police Commissioner BK Gupta said on Wednesday. Five people have been arrested, including the maid Seema.

The cops did not find anything expect a recharge coupon, at the victim's home, as clue. The coupon belonged to Seema. Police brought out Call Detail Records (CDR) of her cellphone number. In the records cops found the number of Pratima, the ex-maid of the family and one of the accused, who had gone to her native village in Orissa. A team was sent and police came to know that Pratima has a lover, Ashok Kiro, who lives in the Capital. Police detained Ashok from Khijrabad area in south Delhi and interrogated him. He broke down and gave up their whole plan to the cops. Police then traced down and arrested the other four accused.

Addressing the media Delhi Police Commissioner BK Gupta said that Ishaan was rescued from Faridabad area in Haryana. Those arrested have been identified as Seema alias Savita Karketa, the new maid of the house, Ashok, Pratima, the ex-maid, Krishan Dev and Shanti alias Anu Begam who ran a placement agency in southeast Delhi.

The Police Commissioner said that the accused had planned to call the family for a ransom of Rs. 2 crore after a month but were arrested yesterday. "They had planned that when the family would lose hope of finding the kid, they would contact them for ransom. Krishan Dev is the mastermind behind the kidnapping. 15 teams of senior police officials were formed and pressed into service to nab the culprits. On Tuesday night police arrested two men and two women in this connection and rescued the boy following a tip-off," said Gupta.

As per the plan of the culprits, Seema was waiting for a chance when to take the boy to the neighbourhood park alone. On April 24 she got this opportunity. She took the boy out on the pretext of playing with him. Krishan and Anu Begam arrived in a car. The trio then escaped with the boy.

For the first night, the accused kept the boy at their rented accommodation in A Block in Nangli Rajapur at Sarai Kale Khan. They had arranged this room on April 22 with the plan in mind. They vacated this room the next day to give the cops a slip. The infant was then taken to Faridabad. The second night they spent at another rented house in Tilpat village in Harkesh Nagar area of Faridabad from where the boy was rescued.

The accused had hired the room at Sarai Kale Khan for Rs. 4000. The rent was given in advance to the landlord. To mislead him the culprits told him and other neighbours that Ishaan was suffering from cancer in his leg and they had hired the room to keep him there after treatment. Krishan the mastermind behind the kidnapping was posing as Ishaan's father and Anu Ara Begam as his mother. Seema had become his maternal aunt.

The Faridabad house was hired for Rs. 1000.

A senior police official said that the miscreants had hired an Indica car from Maharani Bagh to take the boy to Sarai Kale Kahn. "Police will record the statement of the cab driver as it will be useful in the case. The driver will be a witness," said the official.

The official also said that though they had known that the kidnappers were first-timers, they were prepared for a gun-battle. "Police were ready to face them if the accused were to use firearms. Luckily they did not have any such weapons as they are not professional kidnappers," he said.

Hariyana Police : ट्रैकिंग नेटवर्क से अपराधियों पर शिकंजा कसेगी हरियाणा पुलिस

सिरसा। पुलिस अपराध और अपराधियों पर पूरी से तरह शिंकजा कसने जा रही है। इस कार्य को पूर्ण रूप से अंजाम देने के लिए क्राईम एण्ड क्रिमीनल ट्रेकिंग नेटवर्क व सिस्टम अब रेंज के सभी थानों में लगाया जाएगा। यह बात हिसार रेंज के पुलिस महानिरीक्षक अन्नत कुमार ढुल ने आज सिरसा पुलिस लाईन में स्थित क्राईम एण्ड क्रिमीनल ट्रेकिंग नेटवर्क व सिस्टम लैब का उद्घाटन करने के पश्चात कही। उन्होंने बताया कि जिला की पुलिस लाईन में स्थित इस लैब से जिला के पुलिस कर्मियों को समय-समय पर ट्रेनिग देकर पूरी प्रशिक्षित किया जाएगा।

इस क्राईम एण्ड क्रिमीनल ट्रेकिंग नेटवर्क व सिस्टम लैब को जिला के सभी थानों से जोड़कर अपराध व अपराधियों से संबंधित समूचा रिकार्ड रखा जाएगा और उसके बाद लैब के सिस्टम को पुलिस मुखालय पंचकूला से सीधा ओनलाईन जुडेगा। श्री ढुल ने कहा कि पुलिस द्वारा विभिन्न अपराधिक गतिविधियों में पकड़े जाने वाले अपराधियों के नाम, पता, तथा फोटों के साथ उनके हस्ताक्षर भी लिए जांएगे। जिसे क्राईम एण्ड क्रिमीनल ट्रेकिंग नेटवर्क व सिस्टम के तहत जरूरत पडऩे पर रिकार्ड दूसरे जिलों व राज्यों को भी भेजा जा सकेगा और मंगावाया भी जा सकेगा।

उन्होंने कहा कि इस नेटवर्क की विशेषता यह है कि राज्य के सभी थाने एक दूसरे से तो सीधे जुड़ेगें ही तथा देश के अन्य थानों से जुड़े होने पर जरूरत अनुसार अपराधिक घटनाओं व अपराधियों से सम्बन्धित महत्तवपूर्ण जानकारी कुछ पलों मे ही आदान-प्रदान कर सकेगें। ये सिस्टम मूल रूप से भारत सरकार के ग्रह मन्त्रालय की स्कीम है तथा इसे पूरे देश मे लागू करने की योजना है। इस सिस्टम का उदैश्य देश के सभी थानों को आपस में जोड़कर अपराधिक घटनाओं पर अकुंश लगाना है।

Mumbai Police : प्रसिद्ध फिल्‍म निर्माता यश चोपड़ा को अंडरवर्ल्‍ड की धमकी

मुम्‍बई। काफी लम्‍बे समय बाद अंडरवर्ल्‍ड ने बॉलीबुड की तरफ अपना रुख किया है। एक समय था जब आये दिन फिल्‍मी हस्तियों को अंडरवर्ल्‍ड की धमकी मिलती थी और उनसे प्रोटेक्‍शन मनी के रूप में लाखों की रकम की पेशगी की जाती थी। मगर अब वह समय दुबार आ गया और इस बार मशहूर फिल्म निर्माता यश चोपड़ा को अंडर वर्ल्ड से धमकियां मिल गई। सूत्रों की मानें तो अंडरवर्ल्‍ड का सक्रिय माफिया और कुख्‍यात सरगना रवि पुजारी लगातार यश चोपड़ा को फोन कर धमका रहा हैं।

रवि पुजारी ओशिवारा स्थित यश राज फिल्म्स के दफ्तर में धमकी भरे कॉल कर रहा है। रवि पुजारी ने यश चोपड़ा से 50 लाख रूपए की फिरौती की मांग की है। हालांकि यश चोपड़ा के प्रवक्ता ने धमकी भरे कॉल से इनकार किया है। लेकिन बॉलीवुड से जुड़े सूत्रों के मुताबिक यश चोपड़ा ने जोनल डीसीपी को धमकी के संबंध में शिकायत की है। उन्होंने अतिरिक्त सुरक्षा दिए जाने की भी मांग की है।

पुलिस ने मामले की जांच शुरू कर दी है। पुलिस यश चोपड़ा के फोन टेप कर रही है। ऎसा पहली बार नहीं है जब रवि पुजारी और उसके गुर्गे किसी फिल्मी हस्ती को धमकी भरे कॉल कर रहे हैं। इससे पहले अभिनेत्री आयशा टकिया के पति फरहान आजमी को भी धमकी भरे फोन कॉल आ चुके हैं। फिल्म निर्देशक महेश भट्ट और रवि कपूर को भी माफिया सरगना फोन कर धमका चुके हैं।

Rajasthan Police: महिला पुलिस कास्टेबल ने आत्महत्या की

अलवर। अलवर जिले के कोटकासिम थाना इलाके के दईका गाव में शुक्रवार को एक महिला पुलिस कास्टेबल ने अज्ञात कारणों से फासी लगाकर आत्महत्या कर ली।

अतिरिक्त पुलिस अघीक्षक शिव राम मीणा के अनुसार पुलिस कास्टेबल सुनीता यादव [22] ने फासी लगाकर आत्महत्या कर ली। आत्महत्या के कारणों का फिलहाल पता नहीं लग सका है। मृतका मौजूदा समय में पुलिस लाइन में तैनात थी और 17 मई को उसका विवाह होने वाला था।

पुलिस ने पोस्टमार्टम करवाने के बाद अन्तिम संस्कार के लिए शव परिजनों को सुपुर्द कर दिया। पुलिस ने मामला दर्ज कर जाच शुरू कर दी है।

Uttarakhand Police: उत्तराखंड पुलिस के 7 अफसरों के खिलाफ गैरजमानती वारंट

नई दिल्ली.तीस हजारी की विशेष अदालत ने गाजियाबाद के एक एमबीए छात्र रणबीर को लुटेरा बताकर उसे कथित मुठभेड़ में मार गिराने के मामले में आरोपी उत्तराखंड पुलिस के सात अधिकारियों के खिलाफ गैरजमानती वारंट जारी कर दिए हैं। अदालत की ओर से इस मामले में 11 अन्य आरोपियों को भी नोटिस जारी किए गए हैं।

सुप्रीम कोर्ट द्वारा मृतक छात्र रणवीर के माता-पिता के अनुरोध के बाद यह मामला देहरादून से दिल्ली की विशेष अदालत में स्थानांतरित किया गया है।

विशेष न्यायाधीश वीके माहेश्वरी ने देहरादून के अतिरिक्त जिला एवं सत्र न्यायाधीश (एंटी करप्शन) सीबीआई, अदालत के वरिष्ठ लोक अभियोजक के अनुरोध को स्वीकार करते हुए मामले में मुख्य आरोपी एवं उत्तराखंड पुलिस के इंस्पेक्टर संतोष कुमार जायसवाल, सब इंस्पेक्टर नितिन चौहान, गोपाल भट्ट, राजेश बिष्ट, चंद्रमोहन सिंह रावत, नीरज यादव और कांस्टेबल अजीत सिंह के विरुद्ध नए गैरजमानती वारंट जारी किए हैं।

इससे पहले देहरादून की उक्त अदालत ने भी इन पुलिसवालों के खिलाफ एनबीडब्ल्यू जारी किए थे, जो कि इन तक पहुंचे नहीं थे। इसके साथ ही विशेष अदालत ने मामले में 11 अन्य आरोपी सतबीर सिंह, सुनील सैनी, चंद्रपाल, सौरभ नौटियाल, नागेंद्र राठी, विकास चंद्र बलूनी, संजय रावत, मोहन सिंह राणा, इंद्रभान सिंह, जयपाल सिंह गोसेन और मनेाज कुमार के खिलाफ भी नोटिस जारी किया है।

अदालत ने मामले के सभी 18 आरोपियों को अगली सुनवाई में हाजिर होने के आदेश दिए हैं। सुप्रीम कोर्ट ने बीते 17 मार्च को रणवीर के माता-पिता के अनुरोध पर इस मामले को सुनवाई के लिए देहरादून की विशेष अदालत से दिल्ली के विशेष न्यायालय में स्थानांतरित करने के आदेश दिए थे। इसके साथ ही, उच्चतम न्यायालय ने सातों आरोपी पुलिसवालों की जमानत भी खारिज कर दी थी।

दरअसल, दो जुलाई 2009 को उत्तराखंड के डालनवाल थाने की पुलिस ने एक कथित मुठभेड़ के दौरान गाजियाबाद निवासी 22 वर्षीय रणबीर को लुटेरा करार देते हुए उसे मार दिया था। रणबीर नौकरी की तलाश में देहरादून गया था। उस पर पुलिस ने नजदीक से 29 गोलियां चलाईं थीं। आरोपियों के उत्तराखंड पुलिस से होने की वजह से मामले की जांच को सीबीआई को सौंपा गया था, जिसके बाद सातों पुलिसकर्मियों को गिरफ्तार कर लिया गया था।

कोर्ट को खस्ता हालत में मिले अहम दस्तावेज

सुप्रीम कोर्ट के आदेश पर रणबीर फर्जी एनकाउंटर मामले को दिल्ली की विशेष अदालत में स्थानांतरित किए जाने के बाद रिकार्ड में मौजूद सभी दस्तावेजों को देहरादून से दिल्ली की विशेष अदालत को सौंप दिया गया है, लेकिन ये दस्तावेज अदालत में बेहद खस्ता हालत में पहुंचे हैं। इनमें 356 पेज तो पूरी तरह खाली पाए गए हैं।

विशेष न्यायाधीश वीके माहेश्वरी ने दस्तावेजों की इस दुर्गति को देखते हुए सीबीआई के पुलिस अधीक्षक (स्पेशल क्राइम ब्रांच) लखनऊ को उचित कार्रवाई और पैरवी के लिए पत्र भेजा है। देहरादून के एडिशनल डिस्ट्रिक्ट एंड सेशन जज-स्पेशल जज (तृतीय) एंटी करप्शन, सीबीआई की अदालत से इस मामले के सभी रिकार्डस को तीस हजारी के स्पेशल जज वीके माहेश्वरी की अदालत में सौंपा गया है।

देहरादून के स्पेशल जज के अहलमद वारिस अली की तरफ से इन्हें दिया गया है। रिकार्ड सौंपे जाने के बाद विशेष अदालत के अहलमद नरिंद्र कुमार द्वारा विशेष न्यायाधीश वीके माहेश्वरी को सूचित किया गया कि रिकार्ड में मौजूद एक कॉम्पेक्ट डिस्क (सीडी) टूटी हालत में सौंपी गई है, जिसका स्पष्टीकरण तो लिखित में अहलमद वारिस अली द्वारा दे दिया गया, लेकिन रिकार्ड में मौजूद अन्य कई दस्तावेज बहुत खराब अवस्था में है।

इनमें से करीब 356 पेज खाली हैं। इसके अलावा दस्तावेजों में से तीन पेज गायब भी हैं और 12 फटे हुए हैं। वहीं, दो दस्तावेजों की सिर्फ फोटोकॉपी अदालत को सौंपी गई है। मामले की गंभीरता को देखते हुए विशेष न्यायाधीश वीके माहेश्वरी द्वारा सीबीआई की लखनऊ ब्रांच की स्पेशल क्राइम ब्रांच के इंस्पेक्टर प्रवीण दुबे को इस बाबत सूचना दे दी गई है।

इसके साथ ही देहरादून के जिला एवं सत्र न्यायाधीश के अलावा अभी तक मामले की सुनवाई कर रहे विशेष जज प्रदीप पंत को भी न्यायालय की तरफ से पत्र भेजा गया है, जिसमें संबंधित अहलमद को दस्तावेजों की कमी को पूरा करने के लिए कहा गया है।

Delhi Police: फेसबुक ने कटवाया तीन पुलिस कर्मियों का चालान

नई दिल्ली.यातायात पुलिस के लिए अब फेसबुक राहत की जगह मुसीबत बनती नजर आ रही है। ऐसे ही एक मामले में एक व्यक्ति ने तीन पुलिसवालों को एक ही बाइक पर बिना हेलमेट सवारी करते हुए अपने कैमरे में कैद कर लिया और फुटेज को यातायात पुलिस के फेसबुक पर अपलोड कर दिया।

इसकी जानकारी मिलने के बाद भी यातायात पुलिस ने बहाना बनाकर दोषी पुलिसवालों पर कार्रवाई करने से इनकार कर दिया, लेकिन जब मामला आला अधिकारियों के संज्ञान में आया तो तीनों पुलिसवालों की पहचान कर न सिर्फ उनके चालान काटे गए, बल्कि उनके विरुद्ध विभागीय कार्रवाई भी शुरू कर दी गई है।

जानकारी के अनुसार 15 अप्रैल को शाम करीब साढ़े आठ बजे तीन पुलिसकर्मी बुलेट पर सवार होकर पूर्वी दिल्ली स्थित वसुंधरा एनक्लेव-त्रिलोकपुरी रोड पर धर्मशाला कैंसर अस्पताल के पास से गुजर रहे थे। इसी दौरान अनिल सूद नाम के एक शख्स ने इन पुलिसकर्मियों की इस कारगुजारी को अपने कैमरे में कैद कर यातायात पुलिस के फेसबुक एकाउंट पर डाल दिया।

फोटो अपलोड होने के बाद कार्रवाई करने की जगह जवाब दिया कि ‘फोटो में बाइक का नंबर साफ नहीं दिखाई दे रहा है, इसलिए उनके खिलाफ कार्रवाई नहीं की जा सकती है।’ यातायात पुलिस के इस जवाब से नाराज फेसबुक से जुड़े हजारों लोगों ने पुलिस पर अपने कर्मियों को बचाने का आरोप लगाया।

महकमे की फजीहत होते देख यातायात पुलिस के संयुक्त आयुक्त सतेंद्र गर्ग को आखिरकार आगे आना पड़ा। गर्ग ने फेसबुक के माध्यम से जवाब दिया कि यातायात नियम तोड़ने वाले तीनों पुलिसकर्मी उनके कार्यक्षेत्र में नहीं आते हैं, इसलिए वह दिल्ली पुलिस आयुक्त से इस संबंध में बात कर रहे हैं और जल्द ही दोषियों पर कार्रवाई की जाएगी।

इसके बाद, 22 अप्रैल को तीनों दोषी पुलिस वालों के नामों का खुलासा करते हुए गर्ग ने आमजनों को बताया कि तस्वीर में बाइक चलाने वाला शख्स कांस्टेबल अनिल कुमार है और पीछे बैठे पुलिस कर्मी कांस्टेबल अजीत और कृष्ण है।

ये तीनों मौर्या एनक्लेव थाने में तैनात हैं। इसके बाद कल्याणपुरी सर्किल के यातायात इंस्पेक्टर ने यातायात नियमों की धज्जियां उड़ाने वाले पुलिस कर्मियों का चालान काटा। गर्ग ने यह भी बताया कि सार्वजनिक स्थल पर कानून तोड़ने के कारण तीनों पर विभागीय कार्रवाई भी की जा रही है।

Chandigarh Police: Traffic Police: चालान काटने पर महिला ने काटा

चंडीगढ़। ट्रेफिक पुलिस के चालान काटने पर एक महिला ने उसे काट लिया। ट्रैफिक पुलिस ओम प्रकाश के लिए गाड़ी चलाते वक्त फोन पर बात करती महिला का चालान काटना एक महंगा सौदा साबित हुआ।
37 वर्षीय शिल्पी चौधरी चंडीगढ़ के 37 सैक्टर की निवासी हैं। शिल्पी गाड़ी चलाते वक्त मोबाइल पर बात कर रही थीं। सिगन्ल पर ट्रैफिक पुलिस ने उसे रोकने की कोश्çाश की तो शिल्पी ने गाड़ी रोक ली लेकिन कागजात दिखाने से इंकार कर दिया।
ओमप्रकाश ने कहा "चालान काटने के बाद जब मैंने गाड़ी की चाबी निकालने की कोशिश को तो महिला ने आना-कानी की और फिर मुझे काट लिया।"
घटना के तुरंत बाद पास के सिगAल से अन्य ट्रैफिक पुलिस को बुलाया गया और गाड़ी की चाबी रख ली गई। ओम प्रकाश को पास के सरकारी अस्पताल ले जाया गया जहां जांच के बाद यह साबित हो गया कि उसके हाथ में काटने के निशान मौजूद हैं। शिल्पी को पुलिस कर्मचारी को चोट पहुंचाने और उसे डयूटी करने से रोकने के आरेाप में गिरफ्तार कर लिया गया था। बाद में शिल्पी को जमानत पर छोड़ दिया गया।

jharkhand police: पुलिस की नियुक्ति शीघ्र : सीएम

रांची । मुख्यमंत्री अर्जुन मुंडा ने कहा है कि पुलिस के रिक्त पदों पर शीघ्र नियुक्ति की जाएगी। इसकी प्रक्रिया तत्काल शुरू करने के निर्देश दिए गए हैं। पुलिसकर्मियों को प्रोन्नति हेतु भी कार्रवाई के निर्देश दिए गए हैं। नक्सली हिंसा में शहीद हुए पुलिसकर्मियों के आश्रितों को तत्काल मुआवजा और अनुकंपा के आधार पर नौकरी दिए जाएगी। इसके लिए अधिकारियों को त्वरित कार्रवाई के निर्देश दिए गए हैं।
मुख्यमंत्री ने अपने आवास पर मिलने आए झारखंड पुलिस मेंस एसोसिएशन के प्रतिनिधिमंडल को यह आश्वासन दिया। प्रतिनिधिमंडल में एसोसिएशन के प्रांतीय अध्यक्ष अखिलेश्वर पांडेय, महामंत्री जितेंद्र पांडेय और अन्य शामिल थे।

एसोसिएशन के पदाधिकारियों ने मुख्यमंत्री से कहा कि पुलिसकर्मियों के सैकड़ों पद रिक्त हैं। वर्षो से कनीय पुलिसकर्मियों को प्रोन्नति नहीं मिल रही है। मुआवजा और अनुकंपा पर नौकरी के लिए शहीद हुए पुलिसकर्मियों के परिजनों का सरकारी कार्यालयों का चक्कर लगाते-लगाते चप्पल घिस जाती है। उन्होंने कहा कि इतना ही नहीं, पुलिसकर्मियों को देय सुविधाएं भी समय नहीं नहीं मिल रही हैं। नक्सलियों से मुकाबले के दौरान उन्हें उचित सुविधा नहीं मिल पाती है।

France Police : पुलिस के पीने पर रोक

फ्रांस की दंगा पुलिस अब काम के दौरान खाने के साथ शराब का मज़ा नहीं ले सकेगी.

आंतरिक मंत्रालय के एक नए आदेश के मुताबिक़ दंगा पुलिस को अब अपने भोजन के साथ एक या दो गिलास बीयर या शराब पीने की इजाज़त नहीं होगी, जैसी कि पहले होती थी.

खाने के साथ अल्कोहल का सेवन करने पर रोक लगाने की इस योजना को लेकर दंगा पुलिस में बहुत नाराज़गी है.

वर्ष 2010 में दंगा पुलिस की ऐसी तस्वीरें सामने आई थीं जिसमें वे एक प्रदर्शन को नियंत्रित करने के दौरान बीयर पीते नज़र आ रहे हैं. इन तस्वीरों को देखकर अधिकारी बेहद नाराज़ हुए थे.

आंतरिक मंत्रालय की इस योजना के बारे में पुलिस के एक संघ का कहना है कि अगर सार्वजनिक रूप से खाना न खाया जा रहा हो तो शराब पीने की अनुमति देने में कोई हर्ज़ नहीं.

सरकार के इस फ़ैसले पर दंगा पुलिस की नाराज़गी को स्पष्ट करते हुए फ्रेंच पुलिस यूनियन के प्रमुख दिदिएर मैंजीओन ने आंतरिक मंत्रालय को एक चिट्ठी लिखी है जिसमें ड्यूटी के दौरान दंगा पुलिस के शराब पीने के अधिकार को सही ठहराया गया है.

साथ ही उन्होंने ये भी कहा है कि दंगा पुलिस को सीमित मात्रा में शराब पीने की अनुमति दी जानी चाहिए.

क़ानून के मुताबिक ड्यूटी के दौरान फ्रांस में अल्कोहल के सेवन पर प्रतिबंध है. हालांकि वाइन, बीयर और सेब-नाशपाती का रस पिया जा सकता है.

अब तक इस क़ानून का यही अर्थ लगाया गया था कि फ्रांस के किसी भी कामकाजी के दिन में थोड़ी मात्रा में बीयर और शराब लेने में कोई हर्ज़ नहीं है.

खबरों के मुताबिक अल्कोहल को लेकर इस नरम रवैये की वजह से ऐसा माना जाता था कि दंगा पुलिस जब सार्वजनिक स्थलों पर ड्यूटी करती है तो उन्हें दिए गए पैक लंच में बीयर भी शामिल होती होगी.

लेकिन 2010 के आखिर में छात्रों के एक प्रदर्शन के दौरान दंगा पुलिस की बीयर गटकती तस्वीरें जब सामने आईं तो उसकी काफ़ी निंदा हुई. यहां तक कि पुलिस संघों ने भी इसकी जमकर आलोचना की.

अपनी चिट्ठी में दिदिएर मैंजीओन ने सलाह दी है कि दंगा पुलिस अधिकारियों को पहले की तरह ही बीयर और शराब पीने की अनुमति दी जानी चाहिए बशर्ते वे सार्वजनिक रूप से भोजन न कर रहे हों.

दंगा पुलिस के एक अन्य संघ से जुड़े पॉल ले गुएनेक का कहना है कि पुलिस के वरिष्ठ अधिकारियों को पहले अपने व्यवहार को देख लेना चाहिए.

उन्होंने कहा,''खाने के दौरान अगर कोई कर्मचारी एक गिलास शराब पी लेता है तो इससे उसके काम पर क्या असर पड़ता है? मुझे नहीं लगता कि पुलिस प्रमुख खाने के साथ पानी पीते होंगे.''

Gujrat Police : Modi : गुजरात दंगों के लिए मोदी जिम्मेदार: पुलिस अधिकारी

नई दिल्ली।। गुजरात के सीनियर पुलिस अधिकारी संजीव भट्ट ने सुप्रीम कोर्ट में ऐफिडेविट दाखिल करके 2002 के दंगों के लिए मुख्यमंत्री नरेंद्र मोदी को सीधे जिम्मेदार बताया है। उन्होंने दंगों की जांच कर रही एसआईटी की नीयत पर भी सवाल उठाए और अपने परिवार के लिए सुरक्षा की मांग की।
गुजरात दंगों के दौरान आईपीएस अधिकारी संजीव इंटेलिजेंस डिपार्टमेंट में थे। उन्होंने कहा कि वह 27 फरवरी 2002 की रात मुख्यमंत्री के घर पर हुई उस मीटिंग में मौजूद थे, जिसमें पुलिस अधिकारियों से दंगों को लेकर उदासीन रहने को कहा गया था। संजीव के मुताबिक, ' नरेंद्र मोदी ने कहा कि बंद का आह्वान पहले ही किया जा चुका है और पार्टी ने इसको सपोर्ट करने का फैसला किया है। गोधरा में कार सेवकों को जलाए जाने को बर्दाश्त नहीं किया जा सकता। मुस्लिमों को सबक सिखाया जाना चाहिए जिससे वे फिर ऐसी हरकत न करें। '
भट्ट ने सुप्रीम कोर्ट में दाखिल ऐफिडेविट में कहा कि नरेंद्र मोदी गुजरात दंगों के लिए सीधे तौर पर जिम्मेदार हैं। उन्होंने कहा है कि यह ऐफिडेविट सुप्रीम कोर्ट में इसलिए दाखिल किया है क्योंकि उन्हें इस मामले की जांच कर रही स्पेशल इन्वेस्टिगेशन टीम (एसआईटी) पर जरा भी भरोसा नहीं है।
सीनियर पुलिस अधिकारी ने कहा कि उन्होंने सारी जानकारी एसआईटी को भी दी थी लेकिन उस पर कोई कार्रवाई नहीं हुई। उन्होंने आरोप लगाया है कि एसआईटी ने जांच करने के बजाय गुजरात सरकार को बचाने का काम किया है।
संजीव के मुताबिक, मीटिंग में मोदी ने कहा था कि हिंदुओं की भावना भड़क गई है और उनके गुस्से को बाहर निकलने दो। ऐफिडेविट में कहा गया है कि दंगे को दौरान सीनियर पुलिस अधिकारियों ने नरेंद्र मोदी के निर्देशों का आंख मूंद कर पालन किया और इसीलिए राज्य में कानून-व्यवस्था की समस्या पैदा हुई।

Police Union : पुलिस एसोसिएशन भी अन्नागिरी की राह पर

पुलिस बहाली में सभी रिक्त पदों को प्रोन्नति के प्रतिशत में कमी कर इसे सीधी बहाली से भरने के कार्मिक विभाग द्वारा दिये गए आदेश के मामले ने तूल पकड़ना शुरू कर दिया है। इस मामले को लेकर पूर्व से पुलिस एसोसिएशन के केंद्रीय नेतृत्व ने चरणबद्ध आंदोलन की घोषणा की है। आंदोलन को झारखंड पुलिस एसोसिएशन की जमशेदपुर इकाई ने भी समर्थन दिया है। इसे लेकर एसोसिएशन की एक बैठक साकची स्थित शाखा कार्यालय में अध्यक्ष कन्हैया प्रसाद सिंह की अध्यक्षता में हुई। इसमें सभी सदस्य व पदाधिकारी शामिल हुए। अध्यक्ष कन्हैया प्रसाद सिंह एवं सचिव वीरेंद्र कुमार पासवान ने कार्मिक विभाग के प्रस्ताव व उसके खिलाफ आंदोलन की रणनीति पर प्रकाश डाला।

क्या है मामला
कार्मिक विभाग ने पुलिस अवर निरीक्षक एवं पुलिस उपाधीक्षक के रिक्त पदों को 25 प्रतिशत विभागीय प्रोन्नति एवं 75 प्रतिशत सीधी बहाली से भरने का प्रस्ताव लाया है जिसका एसोसिएशन विरोध कर रही है।

एसोसिएशन की मांग
वर्तमान में जो नियम लागू है, उसी के अनुसार रिक्त पदों को 50 प्रतिशत प्रोन्नति देकर भरा जाए। यदि इस प्रस्ताव को कार्मिक विभाग द्वारा 18 अप्रैल तक वापस नहीं लिया गया तो एसोसिएशन तीन चरणों में आंदोलन करेगी।

Police Union : मांगों को ले पुलिस एसोसिएशन आंदोलित

डालटनगंज : विभिन्न मांगों के समर्थन में पलामू पुलिस सहायक अवर निरीक्षक से पुलिस निरीक्षक तक काला बिल्ला लगाकर विरोध शुरू कर दिया है। यह 21 अप्रैल तक चलेगा। झारखंड पुलिस एसोसिएशन की पलामू इकाई की शनिवार को पुलिस कार्यालय में आयोजित बैठक में उक्त निर्णय लिया गया। बैठक की अध्यक्षता पुलिस अवर निरीक्षक प्रदीप सिंह ने की। बैठक में सर्वसम्मति से निर्णय लिया गया कि मांगें नहीं मानी गईं तो 22 व 23 अप्रैल की सुबह तक पुलिस अधीक्षक कार्यालय के समक्ष धरना प्रदर्शन किया जाएगा। बावजूद मांग नहीं मानी गई तो एसोसिएशन बाध्य होकर 28 अप्रैल की रात 12 बजे से पांच मई तक सभी पुलिस कर्मी सामूहिक अवकाश पर चले जाएंगे। एसोसिएशन की सरकार से मांग है कि प्रोन्नति में 75 प्रतिशत सीधी नियुक्ति व 25 प्रतिशत को रद्द करते हुए पूर्व की तरह 50 प्रतिशत सीधी नियुक्ति की जाए। साथ ही 50 प्रतिशत प्रोन्नति लागू की जाए। साथ ही एसीपी में विसंगति, राशन मनी केंद्र की तर्ज पर देने, उग्रवाद प्रभावित जिलों में भत्ता देने, रांची में नियमित अतिथिशाला उपलब्ध कराने समेत कई मांगें शामिल हैं। बैठक में शहर पुलिस निरीक्षक बीके चतुर्वेदी, सदर पुलिस निरीक्षक रामेश्वर प्रसाद, पाटन पुलिस निरीक्षक अर्जुन पासवान, अवर निरीक्षक बसंत कुमार, वीर सिंह, राजेश मंडल व जितेंद्र कुमार आजाद समेत कई पुलिस पदाधिकारी उपस्थित थे।

Police & Games : बीएसएफ जालंधर ने हाकी में पंजाब पुलिस को हराया


हॉक्स क्लब रोपड़ के स्टेडियम में आयोजित दशमेश ऑल इंडिया हॉकी फैडरेशन के 25वें फेस्टिवेल के फाइनल मुकाबले में बीएसएफ जालंधर ने पंजाब पुलिस जालंधर को टाइब्रेकर में 5-4 के अंतर हराकर ट्रॉफी पर कब्जा जमा लिया। रविवार को हुए रोचक मैच के १०वें मिनट में पंजाब पुलिस का खिलाड़ी सतविंदर सिंह गोल करने के मौके को भुना नहीं सका।

मैच के १५ मिनट में पंजाब पुलिस के हरदीप सिंह ने गोल करके अपनी टीम को बढ़त दिलाई। मैच के पहले हॉफ में पंजाब पुलिस की बढिय़ा डिफैंस के कारण बीएसएफ जालंधर की टीम कोई गोल नहीं कर सकी। मैच के दूसरे हॉफ में जीतने का ईरादा लेकर उतरी बीएसएफ के खिलाड़ी ने रणजीत सिंह ने ४०वें मिनट में गोल करके अपनी टीम को बराबरी ला खड़ा कर दिया। मैच के ६७ मिनट में पंजाब पुलिस के खिलाड़ी हरमीक सिंह ने पलान्टी कार्नर को गोल में तबदील करके २-१ के बढ़त बना ली। मैच के आखरी समय में बीएसएफ के स्टार खिलाड़ी रणजीत सिंह ने गोल करके मैच को बराबर कर दिया।

मैच का समय पूरा होने पर प्रबंध कमेटी ने एक्सट्रा समय दिया गया। लेकिन इस समय में दोनों टीमें किसी खिलाख कोई गोल नहीं कर सकी। ट्राईब्रेक में बीएसएफ जालंधर की टीम ने २ के मुकाबले तीन गोल करके यह मुकाबला 5-4 के अंतर से जीत लिया।

Punjab Police :लुधियाना की पुलिस और साइकिल! ना बाबा ना


लुधियाना। पुलिस मुलाजिमों की तोंद कम करने और भीड़ भाड़ वाले इलाकों में गश्त के लिए अफसरों ने मुलाजिमों को साइकिल पर गश्त करने की सलाह दी है। महकमा मुलाजिमों को यह साइकिल दे भी रहा है। लग्जरी कारों के आदी हो चुके मुलाजिमों को अफसरों का यह सुझाव पसंद नहीं आया है। मुलाजिमों ने इस सुझाव पर अफसरों को सीधे तौर पर कोई प्रतिक्रिया तो नहीं दी है, लेकिन वह इसे मानने के मूड में भी नहीं हैं। यह भी एक वजह है कि साइकिल पिछले करीब 20 दिन से पुलिस लाइंस में खड़े हैं।

अफसरों का यह भी सुझाव है कि साइकिल चलाने से मुलाजिमों की फिटनेस बनी रहेगी। कसरत न करने और काम की अधिकता की वजह से मुलाजिमों का मोटापा भी कम हो जाएगा। यह 50 साइकिल मार्च में आयोजित साइकिल एक्सपो के दौरान उद्यमियों ने लुधियाना पुलिस को तोहफे में दिए थे।

पुलिस की योजना इन साइकिलों को निचले स्तर के मुलाजिमों को थमाने की है। पुलिस की योजना को उस दौर में लाया गया है, जब अधिकतर मुलाजिम कारों के मालिक बन चुके हैं।

डीसीपी युरिंदर सिंह हेयर के अनुसार जिन क्षेत्रों में साइकिल पर गश्त की जा सकती है, उन क्षेत्रों की पुलिस की पहचान कर ली है। यह क्षेत्र पुराने शहर के अंदरूनी इलाकों में हैं। मुलाजिम उन तंग क्षेत्रों में साइकिल पर गश्त कर सकते हैं जहां कार, मोटरसाइकिल आदि नहीं पहुंच पाते हैं।

कैसे लगेंगे साइकिल पर आरोपी को ले जाते हुए
साइकिल पर गश्त के नाम पर मुलाजिम नाक भौं सिकोड़ रहे हैं। मुलाजिमों ने नाम न प्रकाशित करने की शर्त पर बताया कि भीड़ भाड़ वाले क्षेत्र में किसी घटना पर जाने के दौरान अगर साइकिल चोरी हो गया तो पुलिस की कितनी फजीहत होगी। किसी आरोपी को बैठा कर साइकिल पर पैडल चलाते पुलिस मुलाजिम उपहास का केंद्र बनेंगे। मुलाजिम यह भी मानते हैं कि साइकिल पर जाने से पुलिस का रौब भी कम हो जाएगा।

Jharkhand Police : और ताकतवर होगी झारखंड पुलिस


रांची. झारखंड में अब नक्सलियों की खैर नहीं। पुलिस आधुनिकीकरण योजना के तहत 1700 करोड़ रुपए खर्च कर नक्सल प्रभावित क्षेत्र के हर थाने को आधुनिक हथियार, बुलेट प्रूफ जैकेट, नाइट विजन व एंटी लैंड माइन डिवाइसेज जैसे उपकरणों से लैस किया जाएगा।

यही नहीं महकमे के लिए कारगर संचार प्रणाली व तमाम अन्य सुविधाएं भी जुटाई जाएंगी। यह राशि अगले पांच सालों में खर्च होगी। राज्य में पुलिस आधुनिकीकरण के लिए मिलने वाली यह अब तक की सर्वाधिक राशि है।

क्या है सोच:

राज्य सरकार व पुलिस मुख्यालय का मानना है कि ऐसा होने से राज्य का हर व्यक्ति स्वयं को सुरक्षित महसूस करेगा।

इन उपकरणों की होगी खरीद

बुलेटप्रूफ जैकेट, हेलमेट, एक्सप्लोसिव डिटेक्शन एंड डिफ्यूजन इक्युपमेंट, बायनाकुलर, थानों के लिए सोलर एनर्जी बैकअप, बॉडी व बैगेज स्कैनर, नाइट विजन डिवाइस, वीएचएफ एवं एचएफ वायरलेस सेट, ग्रेनेड लांचर, मोर्टार लांचर, इंसास रायफल, थानों के लिए बुलेट प्रूफ गाड़ियां।

इन मदों में खर्च होगी राशि

सुरक्षा उपकरण, संचार उपकरण, प्रशिक्षण संरचना, खुफिया विभाग के लिए उपकरण, विधि विज्ञान प्रयोगशाला, भवन निर्माण, गृह रक्षा वाहिनी व हथियार।

Jharkhand Police : Police & Court : पुलिस को शपथ पत्र देना होगा स्कूलों से हटाई गई फोर्स


रांची. झारखंड सरकार को सुप्रीम कोर्ट में शपथ पत्र दायर कर यह बताना होगा कि यहां के किसी सरकारी स्कूल में पुलिस पिकेट नहीं है। इसके लिए कोर्ट ने सात मई तक का वक्त दिया है।

सरकार को यह भी बताना होगा कि पूर्व में जिन स्कूलों से पुलिस बल हटाए गए हैं, वे सभी शिक्षा विभाग को सौंप दिए गए हैं। सुप्रीम कोर्ट ने रिट पिटीशन 102/2007 की सुनवाई के क्रम में झारखंड सरकार को शपथ पत्र देने का आदेश दिया है।

क्या है मामला:

रिट पिटीशन 102/2007 के अनुसार स्कूलों व कॉलेजों में पुलिस पिकेट नहीं होना चाहिए। अगर स्कूलों पर पुलिस का कब्जा है, तो उसे तुरंत हटाया जाए।

झारखंड सरकार ने बताया था 21 स्कूलों में है पुलिस पिकेट:

रिट पिटीशन 102/2007 की सुनवाई के दौरान झारखंड सरकार ने सुप्रीम कोर्ट को बताया था कि राज्य के 47 स्कूलों व कॉलेजों में पुलिस पिकेट थे। इनमें से 26 स्कूलों से पुलिस पिकेट हटा लिए गए हैं।

शेष 21 स्कूलों से पुलिस बलों को दूसरी जगह भेजने की कार्रवाई की जा रही है। कोर्ट ने आदेश दिया कि राज्य सरकार जिन स्कूलों से पुलिस पिकेट हटाने की बात कह रही है, उसके बारे में उसे एफिडेविट देना होगा।

हकीकत क्या है:

गुमला के कोटाम प्राथमिक स्कूल, मध्य विद्यालय बनारी बिशुनपुर, प्राथमिक विद्यालय गुड़मा पालकोट में पुलिस का कब्जा है। प्राथमिक विद्यालय जारी में तो बजाप्ता थाना ही चल रहा है। इस स्कूल में एक बैंक भी चलता है।

लातेहार जिले के चंदवा प्रखंड स्थित उत्क्रमित मध्य विद्यालय कुसुम टोली (चतरो) में पिछले दो माह से पुलिस कैंप है। सिमडेगा जिला मुख्यालय में नेत्रहीन बच्चों के लिए बने स्कूल भवन पर पुलिस का कब्जा है। भवन निर्माण के बाद इसमें नेत्रहीन बच्चों का स्कूल खुला ही नहीं। प्रारंभ से ही यहां सीआरपीएफ के जवानों को रखा गया है।

किसी स्कूल में पुलिस कैंप नहीं है। सरकारी स्कूलों से पुलिस को हटा लिया गया है।

Punjab Police : Police & Cricket: पीसीए के आगे पंजाब पुलिस बेबस


मोहाली. जिसके सामने बड़े-बड़े हथियार डाल दें वह पंजाब पुलिस पीसीए के आगे बेबस है। पंजाब क्रिकेट एसोसिएशन पर अपने बकाया 11 करोड़ रुपये लेने के लिए पंजाब पुलिस कुछ नहीं कर पा रही। पीसीए स्टेडियम मोहाली में मैचों के दौरान सुरक्षा इंतजाम के एवज में पंजाब पुलिस यह रकम मांग रही है। अब पुलिस विभाग ने मामले में हस्तक्षेप के लिए राज्य के मुख्य सचिव को पत्र लिखा है।

क्यों बेफिक्र है पीसीए
पंजाब के उपमुख्यमंत्री सुखबीर सिंह बादल पीसीए की संगठन कमेटी के अध्यक्ष भी हैं। इसके बावजूद पंजाब पुलिस के बकाया बिलों का भुगतान नहीं हो पा रहा है। पुलिस सूत्रों की मानें तो बादल का संगठन समिति का अध्यक्ष होना ही विभाग को भारी पड़ रहा है। इसी कारण पीसीए को बिलों के भुगतान की फिक्र नहीं है।

30 बिलों का भुगतान बाकी
पीसीए ने पिछले पांच वर्षो में पंजाब पुलिस के ३क् बिलों का भुगतान नहीं किया है। कुल 11 करोड़ रुपये के बिल बकाया हैं। गत माह पीसीए में हुए वर्ल्ड कप के तीन मैचों का बिल ही एक करोड़ रुपये से ज्यादा है।


बिलों के भुगतान में किसी तरह की देरी नहीं हो रही। पुलिस की ओर से दिए गए बिलों की जांच की जा रही है। जल्द ही बिलों का भुगतान कर दिया जाएगा।

मामला अब पुलिस के हाथों से बाहर हो गया है। यह मामला अब राज्य सरकार के स्तर पर ही सुलझ पाएगा। बिलों के भुगतान के लिए कई बार पीसीए को रिमाइंडर भेजे गए हैं। इसके बावजूद बिलों का भुगतान नहीं किया गया। मामले में हस्तक्षेप करने के लिए राज्य सरकार को भी लिखा गया है।

आज दिल्ली ट्रैफिक पुलिस का फेसबुक पेज और उसके जरिए बदली ट्रैफिक पुलिस की कार्यप्रणाली उन तमाम सरकारी और प्राइवेट एजेंसियों के लिए एक उदाहरण बन गई है, जो आम लोगों से सीधे जुड़ने और उनकी शिकायतों का निपटारा करने के लिए इसी तरह फेसबुक पर आई थीं। दिल्ली ट्रैफिक पुलिस की एसएमएस अलर्ट सर्विस तो इससे भी ज्यादा हिट साबित हुई। ट्रैफिक जाम में फंसने के बजाय अब लोग ट्रैफिक पुलिस द्वारा एसएमएस से भेजे गए ट्रैफिक अपडेट के मुताबिक अपने प्रोग्राम और शेडयूल सेट करने लगे हैं। चूंकि ये दोनों सेवाएं लोगों को फ्री मिल रही हैं, इसलिए हर वर्ग के लोग इन दोनों सर्विसेज जुड़ गए हैं।

Mumbai Police :250 a month to stay fit



Weight matters and for 40,000-odd policemen in the city, it does even more. But there are only a few who care to maintain their fitness levels even if it makes them eligible for a monthly allowance. In 2006, the state government had kicked off an ambitious plan to monitor fitness levels of policemen — between the ranks of constable and sub-inspector and above 30 years. Those found fit (with the right level of Body Mass Index) are then eligible for a fitness allowance: Rs250 a month for a year.

But, sadly, this programme has failed to motivate policemen. Though the number of policemen, who appear for annual fitness checks has risen over the years, those actually eligible for this benefit has been dismal. Of the total strength of policemen in the city, a mere 13,462 turned up to get themselves examined in 2010-11, of which 12,903 were declared fit and eligible to claim benefits of the incentive.

In 2008-09, 17,418 policemen came for fitness check while only 13, 879 were declared fit. In the following year, 2009-10, it declined considerably; 14,912 policemen were examined by certified hospitals in the city, of which only 13,421 received Rs250 for a year.

This drive has failed to generate interest among policemen and motivate them to keep their weight under check and maintain an optimum BMI (Body Mass Index) level. And the reason for their indifference could be the monetary incentive, which is a measly sum.

“The whole concept of launching this fitness incentive programme was to maintain the health of our officers. If they are fit and slim, they will automatically perform better,” said Vijaysingh Jadhav, deputy commissioner of police (HQ-I).

In the past few years, the police have initiated a lot of measures to control obesity such as starting gymnasiums across the city.

Currently, there are 30 such gymnasiums in the city which cater to police officers and their families.

Apart from this, police canteens now serve special food, which would help policemen cut flab and make them fit as a fiddle.

But what about senior policemen who are above the rank of a sub-inspector? Well, it is their duty to be fit. “While this incentive is meant only for juniors, senior policemen still have to continue to maintain their weight. It is their duty,” said Jadhav.

UP Police : Cultural programme at police lines


ALLAHABAD: North Central Zone Cultural Centre (NCZCC) is going to organise Suranjali at police lines on Saturday. The programme would showcase the rich cultural heritage of the country in the form of folk songs, light music, birha, kathak and other art forms.

Programme officer Usha Dhal said that Hari Shankar Shukla will present light music, Ram Chandra Pal will birha, Ram Rath from Rae Bareli would perform alha while Vimal Shahbadi would perform folk dance.

NCZCC director Anand Vardhan Shukla has urged the art lovers to participate in the programme and give encouragement to the local artists.

NCZCC organises Suranjali every Saturday to give platform to the budding artists of the city and adjoining areas.

Maharastra Police : Police & Media : Cops keep away from media glare



NAGPUR: Crime branch officials, who arrested two more persons on Friday in the Monica Kirnapure murder case, remained elusive to the media.
Senior PI Madhao Giri's squad slipped away to a secret place with mastermind Kunal Jaiswal and his accomplice Pradeep Sahare who were handed over to them by the Chandrapur police which had nabbed the duo in an early morning raid in Ballarshah.
Giri and his men seemed to have gone to great lengths to keep the duo away from the media. There was also some squabble among the policemen after one of the assailants was arrested on Thursday and his name got leaked despite the best efforts of CP Ankush Dhanvijay to keep it a secret. Several senior officers, including Kalamna PI Rajesh Padvi, had come in his firing line.
Dhanvijay also admitted that he was uncomfortable to share information so as the case is not jeopardized. "Do not ask me any minor details," said Dhanvijay, denying that the names of the culprits, who were behind the brutal murder of Monica Kirnapure, had been leaked on Thursday and the media had already reported on the same.

After the Mumbai police arrested four shooters of the Ravi Pujari gang on Wednesday, and hopefully nipped in the bud what was looking like the revival of 90s' underworld extortion raj, one would have assumed the force would be in a celebratory mood. Right? Wrong.
All that the exceptional piece of investigation carried out by the Crime Branch - a team of officers disguised as labourers made a slum in Navi Mumbai its home for five days to arrest the first shooter -- has achieved is a deeply divided police force.
On one side you have Commissioner Arup Patnaik, who obviously believes in a central command and wants to hold all its levers. On the other side is the Crime Branch led by Joint Commissioner of Police Himanshu Roy.
While this division in the force is at least a couple of months old now, the investigations into firing by Ravi Pujari shooters in which two employees of a real estate developer were killed on March 14, has brought the worst out of this war between two vital wings of Mumbai police -- the commissioner's office and the Crime Branch.
Since the double murder took place around the time when several of builders in western suburbs were receiving threats from Pujari, the Crime Branch had begun looking into the case.
They were also investigating two more cases of firing by Pujari shooters -- one at a construction site in Navi Mumbai and the other in Nashik.
Patnaik, however, formed a special anti-extortion team to separately investigate the murders and the firing incidents.
It came to a point when the Crime Branch and Patnaik's special team led by Assistant Commissioner of Police Sanjay Jambhulkar began chasing the same leads and same informers.
As the friction grew, Jambhulkar allegedly picked up some informers and their families and put them under watch at the special cell's office in Meghwadi, Bandra. They were instructed not to share any information with the Crime Branch.
However, since the Crime Branch was on the case longer than the special cell, they naturally had a head start.
Despite restricted access to some of the informers, the Crime Branch managed to crack the case and arrest four of Pujari's men.
Patnaik, after taking over from Sanjeev Dayal, has often expressed his dislike for the Mumbai Crime Branch.
Soon after his appointment, he had taken the Social Service Branch and the CB Control, a specialised wing of Mumbai police that fights adulteration, under his wings.
Both these departments, traditionally recognised as money spinners for its officers, were till then controlled by the Crime Branch.
Patnaik was of the view that both Social Service Branch and CB Control were being misused by officers to make money.
Crime Branch officers, on their part, point out that special squads of anti-extortion cell, similar to what Patnaik formed to investigate the double murder, had a history of becoming a law unto themselves.
"When M N Singh took over as the CP in late 90s, he found that these squads were involved in illegal activities. He disbanded these squads and passed on their responsibilities to the Crime Branch," a former IPS officer told Mumbai Mirror.

Late last year, after a series of shootouts in western suburbs, Additional Commissioner of Police Amitabh Gupta had formed a similar squad which arrested several of Pujari men in September-October. However, after peace was restored in the region, this squad was disbanded.
Some new developments have also added to the differences between the Crime Branch and the Commissioner.

» The abrupt transfer of Unit 11 Inspector, Milind Khetle, to the citizens' facilitation centre.

» The transfer of Crime Branch DCP Nisar Tamboli to head Zone III.

Both decisions, sources said, were taken without consulting top Crime Branch bosses.
Khetle, who is a seasoned investigator and has several good detections to his credit, was summoned by Patnaik recently and transferred to a side posting following a news report that he had tried to influence a witness in the case against encounter specialist Pradip Sharma. This witness has already been declared hostile by the court.
After DCP Nisar Tamboli, who was working with Crime Branch for the past two years and was holding additional charge of Zone III, was asked to leave, Himanshu Roy's team now does not have a single DCP-level officer.
Mumbai police's spokesperson, DCP Rajkumar Vhatkar, , denied any rift in the police force. "I do not think the allegations should be taken seriously.
In Mumbai, the Crime Branch and the local police investigate cases simultaneously in a competitive spirit and in this case too the competition may have led to some confusion. If we come across any deliberate mischief, we will inquire into the matter."
A senior officer, however, defended Jambhulkar. He said, “Jambhulkar has only done what Crime Branch has been doing with the local police for several years.”

CG Police : अपराध पर अंकुश के लिए हर वाहन पर पुलिस की निगाह


रायपुर.लूट और हादसों की बढ़ती तादाद के मद्देनजर राजधानी की ट्रैफिक पुलिस ऑटोरिक्शा, टैक्सी और बड़ी गाड़ियों को जीपीएस (ग्लोबल पोजीशनिंग सिस्टम) से लैस करने जा रही है।
लेजर किरणों की मदद से वाहनों की इंफ्रारेड बारकोडिंग की जाएगी। इसकी मदद से पुलिस कंट्रोल रूम वाहनों पर सीधी नजर रख सकेगा। पुलिस के मुताबिक इस तरह का सिस्टम लागू करने वाला रायपुर देश का पहला शहर होगा।
बेंगलुरू की कंपनी ने कुछ दिन पहले राजधानी पुलिस के सामने इस बाबत प्रजेंटेशन दिया था। सिस्टम को दो हिस्सों में लागू किया जाएगा।
पांच हजार रुपए तक का खर्चा
वाहनों में बार कोडिंग और जीपीएस लगाने की योजना के बारे में एडिशनल एसपी ट्रैफिक डी. रविशंकर ने बताया कि इसमें तीन से पांच हजार रुपए तक का खर्च आएगा।
कई महंगी गाड़ियों में जीपीएस इन बिल्ट आ रहे हैं। कंपनी से बातचीत चल रही है। पुलिस विभाग इसका पूरा प्रस्ताव तैयार कर राज्य शासन के पास मंजूरी के लिए भेजने की तैयारी कर रहा है।

दो चरणों में योजना : रायपुर होगा देश का पहला शहर

पहला चरण: बारकोडिंग
लेजर की मदद से हर गाड़ी की बॉडी के खास हिस्से में इंफ्रारेड बार कोड प्रिंट किए जाएंगे। इसमें वाहन मालिक का नाम, पता, इंजन नंबर, चेचिस नंबर, गाड़ी का मेक, रंग जैसी बुनियादी जानकारी होगी। बार कोड रीडर की मदद से पुलिस मिनटों में गाड़ी के बारे में जानकारी जुटा लेगी। इससे वाहनों का डिजिटल डेटा बेस तैयार हो जाएगा।
दूसरा :जीपीएस इंस्टालेशन
इसमें ऑटो, सिटी बसों, मिनी बसों से लेकर अन्य बड़े वाहनों में जीपीएस लगाए जाएंगे। इससे वाहनों की ट्रैकिंग आसान होगी। लूट या अन्य किसी घटना की स्थिति में पुलिस रंग, मेक या लाइसेंस प्लेट नंबर के आधार पर डेटा बेस से उस वाहन के बारे में सारी जानकारी जुटा लेगी। जीपीएस लोकेटर से वाहन की स्थिति का पता चल जाएगा।


कई फायदे
गाड़ी चोरी होने पर पुलिस तत्काल उसकी लोकेशन का पता लगा लेगी।
दुर्घटना होने पर पुलिस के लिए तुरंत मौके पर पहुंचना आसान होगा।
वारदात के बाद भागने वाले बदमाशों की ट्रैकिंग में मदद मिलेगी।
जीपीएस लोकेशन के जरिए गाड़ियों की मॉनीटरिंग आसान होगी।
हर गाड़ी और उसके मालिक की पहचान आसान हो जाएगी।
बगैर कागजात के उनका रिकार्ड चेक किया जा सकेगा।
पुलिस के पास सभी गाड़ियों का डिजिटल रिकार्ड उपलब्ध रहेगा और चेकिंग में भी कोई चूक नहीं होगी।

बस-टैक्सियों से शुरुआत
"जीपीएस इंफ्रारेड बार कोडिंग की यह तकनीक रायपुर में पहली बार इस्तेमाल होगी। बस, टैक्सियों से इसकी शुरुआत की जाएगी। बेंगलुरू की कंपनी से बात चल रही है। अपराध रोकने में इससे काफी मदद मिलेगी।"

MP Police : एमपी पुलिस को आदेश, ईसाइयों का ‘हिसाब-किताब’ रखो



भोपाल। मध्य प्रदेश पुलिस ने ईसाई मिशनरीज, स्कूलों और चर्च को एक सर्कुलर जारी कर उनसे उनकी आमदनी के जरिए पूछे हैं। ईसाई समुदाय ने इस आरएसएस की साजिश करार देते हुए इस सर्कुलर का विरोध शुरू कर दिया है।

भोपाल के सभी थानों को एक चिट्ठी भेजी गई है। भोपाल के एसएसपी की इस चिट्ठी में सभी थाना इंचार्जों से ईसाई समुदाय के जुड़ी जानकारियां मांगी गई हैं।

एमपी पुलिस को आदेश, ईसाइयों का ‘हिसाब-किताब’ रखो
-ईसाई समुदाय की गतिविधियों के बारे में पूछा गया है

-ईसाइयों के कैथोलिक और प्रोटेस्टेंट वर्ग के लोगों की आबादी औऱ क्षेत्र ब्यौरा मांगा गया है।

-मिशनरी स्कूलों और उसमें पढ़ने वाले बच्चों की संख्या पूछी गई है।

-मिशनरी स्कूलों को विदेशों से मिलने वाली मदद की जानकारी मांगी गई है।

-आपराधिक गतिविधियों में शामिल ईसाइयों और उनको मिलने वाले राजनैतिक संरक्षण का ब्यौरा भी पूछा गया है।

पुलिस के इस सर्कुलर से मध्य प्रदेश में रहने वाले 15 लाख ईसाई बेहद खफा हैं। उनके मुताबिक ताजा जनगणना में ईसाइयों से जुड़े सभी आंकड़े मौजूद हैं। ऐसे में ये सर्कुलर सिर्फ ईसाइयों को परेशान करने के लिए जारी किया गया है।

Punjab Police : Police & Cricket: पंजाब पुलिस का क्रिकेट बोर्ड पर 11 करोड़ रुपए बकाया!


पंजाब क्रिकेट एसोसिएशन (पीसीए) पर पंजाब पुलिस ने 11 करोड़ रुपए से भी अधिक राशि बकाया होने का आरोप लगाया है। मोहाली स्थित पंजाब क्रिकेट संघ मैदान पर हाल ही में आईसीसी वर्ल्डकप-2011 के अंतर्गत भारत और पाकिस्तान के बीच सेमीफाइनल मुकाबला खेला गया था।
इसके अलावा अब यहां इंडियन प्रीमियर लीग (आईपीएल) के चौथे संस्करण के भी मुकाबले खेले जा रहे हैं जबकि कई रोमांचकारी टेस्ट मैच यहां खेले जा चुके हैं। पंजाब पुलिस ने क्रिकेट मैचों के दौरान यहां सुरक्षा के पुख्ता इंतजाम किए थे। पुलिस का कहना है कि पीसीए पर पुलिसकर्मियों का 11 करोड़ रुपए का बिल बकाया है।
चंडीगढ़ से 10 किलोमीटर की दूरी पर स्थित इस स्टेडियम में अंतरराष्ट्रीय मैचों के आयोजन से पीसीए को काफी अधिक लाभ हुआ है। पुलिस का कहना है कि मैच के दौरान ड्यूटी पर तैनात पुलिसकर्मियों का अब तक भुगतान नही हो सका है।
मोहाली के वरिष्ठ पुलिस अधीक्षक गुरप्रीत सिंह भुल्लर ने बताया कि हमने पीसीए अधिकारियों को पुलिसकर्मियों के लम्बित बिल मामले में कई पत्र भेजे हैं लेकिन इसका कोई फायदा नही हुआ है। मुझे लगता है कि यह मामला पुलिस के हाथों से परे है और अब यह सरकार के स्तर का है।
पुलिस अधिकारियों के अनुसार, बीते पांच साल में इस मैदान पर आयोजित हुए मैचों के कुल 33 बकाया बिल पीसीए के पास भेजे गए हैं जिनकी राशि 11 करोड़ से अधिक है लेकिन पीसीए ने अभी तक इसके बदले में एक सिक्का भी नहीं दिया है।
भुल्लर ने कहा कि हाल ही में यहां वर्ल्डकप के तीन मैच हुए थे। इस दौरान पुलिसकर्मियों के एक करोड़ रुपए का बिल बकाया है और हमने इस बिल को पीसीए को भेजा है। अधिकारियों के अनुसार, वर्ल्डकप के तीन मैचों में पुलिसकर्मियों का बकाया 10,857,347 करोड़ रुपए है जिसमें भारत और पाकिस्तान के बीच खेले गए सेमीफाइनल मुकाबले के 44,88,247 लाख रुपए भी शामिल है।

WB Police : Constable commits suicide in police station

KOLKATA: A 37-year-old police constable on sentry duty at Baranagar police station shot himself with his .303 rifle a half past midnight on Sunday. Colleagues are shocked by the death, more so because Debojyoti Mukhopadhyay did not have any apparent reason for suicide.
Police officers, who investigated the scene, say he positioned the rifle barrel under his chin and pulled the trigger with his toe. At 3.7 feet, the .303 is a long rifle and is cumbersome to manoeuvre — not an easy way to shoot oneself, whether by accident or design. The bullet exited and blew a hole in the fibreglass sentry shed. Police are not sure what drove him to kill himself. They are hoping Debojyoti's family can shed some light on why the policeman was so depressed.

Ultra-modern building of state’s first cyber crime, forensic lab inaugurated in Mohali


Punjab Deputy Chief Minister Sukhbir Badal inaugurated the state-of-the-art ultra-modern building of the state’s first Cyber Crime-cum-Forensic Science Laboratory building in Mohali’s Phase IV on Sunday.

Equipped with the latest gadgets, the six-storied building with two storied basement — constructed by the Punjab Police Housing Corporation at a cost of Rs 12.5 crore — has been completed in a record time of two years. However, it was awaiting inauguration for the over two months for want of appointment from Sukhbir.

Speaking to mediapersons, Sukhbir said the state crime police station and cyber crime police station will act as referral centers for sensitive criminal and cyber crime cases for the entire state. The Cyber Crime Laboratory has been equipped with the latest gadgets and utilities to act as a nodal centre for cyber crime cases. Similarly, the Forensic Science Laboratory has been equipped with latest and modern scientific equipment required to examine exhibits received from police stations across the state, he added.

Paris police arrest veiled women after ban

An Agence France-Presse journalist at the scene said the arrests came after police moved in to break up the protest which had not been authorised.
"Today was not about arresting people because of wearing the veil. It was for not having respected the requirement to declare a demonstration," said police spokesman Alexis Marsan.
Two women in niqabs, a woman wearing an Islamic headscarf that does not cover the face and a demonstration organiser were arrested, Marsan said.
In another protest, Rachid Nekkaz from the Don't Touch My Constitution activist group and "a female friend wearing the niqab" were arrested by police in front of President Nicolas Sarkozy's Elysee Palace, he said.
"We wanted to be fined for wearing the niqab, but the police didn't want to issue a fine," Nekkaz said by telephone.
On Saturday police arrested 59 people, including 19 veiled women, who turned up for a banned protest in Paris against the new law, the first of its kind to be enforced in Europe.

French burka ban: police arrest two veiled women

The women were arrested along with several other people protesting in front of Notre Dame cathedral in Paris against the new law.

Jourrnalists at the scene said the arrests came after police moved in to break up the protest which had not been authorised.

On Saturday police arrested 59 people, including 19 veiled women, who turned up for a banned protest in Paris against the draconian new law, the first of its kind to be enforced in Europe.

Earlier, French police said they will be enforcing the country’s new burka ban "extremely cautiously" because of fears of provoking violence.

They fear Muslims extremists will use the law to provoke fights with officers, while rich visitors from countries like Saudi Arabia will also cause trouble .

All garments which cover the face were officially banned from first thing this morning, with offenders facing fines of 150 euros (£133).

But police admitted that they feared being accused of discrimination against Muslims, whether approaching women in tinderbox housing projects or on the Champs Elysee.

"The law will be very difficult to apply on certain estates," said Patrice Ribeiro, of the Synergie police union.

Referring to two Paris suburbs where riots regularly break out because of alleged discrimination against Muslims, Mr Ribeiro said: "I can’t see police going to book dozens of veiled women doing their shopping in Venissieux or in Trappes.

"It will be the same when a police officer is about to arrest a veiled Saudi who is about to go into Louis Vuitton on the Champs Elysees. In all cases, the forces of order will have to be measured and cautious in their behaviour."

Synergie has already instructed its members to view the ban as a "low priority", and Mr Ribeiro said there would "inevitably be incidents".

Mohamed Douhane, another Paris police officer and Synergie member, said he and his colleagues also "expected provocation by a minority."

Mr Douhane added: "Fundamentalist movements are eager to raise the stakes. The police know they will be held responsible for any public order disturbances."

Police have already been warned not to arrest women "in or around" mosques, and "citizen’s de-veilings" are also banned.

The strict instructions, from Interior Minister Claude Guent, are contained in a nine page circular issued to officers.

With tensions running high within the country’s six million strong Muslim community, officers have been told to look out for members of the public taking the law into their own hands.

Instead they will have to call the police, who will in turn have four hours to consider whether an offender should be fined.

This will apply to all garments which cover the eyes, although scarfs, hats, and sunglasses are excluded.

As well as a mosque, Muslims will also be able to put on a veil in the privacy of their own homes, a hotel room, or even a car, as long as they are not driving.

Police have already complained that they will have to waste time on "burka-chasing", with Denis Jacob, of the Alliance police union, adding: "We have more important matters to be dealing with."

The ban means France is officially the second country in Europe, after Belgium, to introduce a full ban on a garment which immigration minister Eric Besson has called a "walking coffin".

While French women face the fines and ‘civic duty’ guidance if they break the law, men who force their wives or daughters to wear burkas will face up to a year in prison, and fines of up to 25,000 pounds.

Posters have already gone up in town halls across France reading: "The Republic lives with its face uncovered."

Belgium introduced a full ban last year, although it has not been enforced with any vigour. A ban also looks likely in Holland, Spain and Switzerland.

There are no plans to introduce a similar ban in Britain, although politicians from the UK Independence Party and some Tory backbenchers have suggested one.

Calling 100 in Gzb may bring Delhi cops to you


NEW DELHI: While the National Capital Region (NCR) of Delhi shares the same Police Control Room (PCR) number, 100, calling the cops has become a herculean task for those living in the NCR region as the control room has no clarity to which state's police - Delhi or Uttar Pradesh - should the call be transferred.
The problem became glaring when this reporter on Sunday tried calling '100' to report against a driver who created a ruckus in front of the Pacific Mall, situated in Ghaziabad right across Anand Vihar Bus Terminal. As the reporter called up 100 to complaint against the driver, who was still at the spot and was being verbally abusive, the PCR could not understand the location of the incident. After calling the PCR twice and explaining that the driver was still at "Pacific Mall in Kaushambi, Ghaziabad", no help came for at least 30 minutes. By that time, the driver had fled. Finally, a cop from Pitampura police station, north Delhi, called up after half an hour only to inform that the PCR had transferred the complaint to their police station.
When told that the complaint was made in Ghaziabad, the cop said there was another mall by the same name in Pitampura and hence the call was transferred there. This is one of many instances where police have goofed up in transferring the call to the right location. Not only have the residents of Ghaziabad and Noida faced such a problem, but those living in Delhi-Gurgaon border areas have also faced similar situations.
When contacted, joint commissioner (operations) Deepak Mishra, Delhi Police, said he was aware of the problem. "We know that calls made from Ghaziabad near the UP border and from SIMs procured from Delhi, get diverted to Delhi PCR. We are investigating this particular case. The Ghaziabad police had forwarded the call to us, which led to the confusion. Ideally, Delhi Police should have immediately alerted the caller that they were forwarding the call to Ghaziabad police and even provided the Ghaziabad control room number,'' said Mishra.
The Ghaziabad police said they are in touch with several cellular operators to solve the problem. "The engineers have told us that there are several technical hitches in getting the problem solved. For now, we have started putting up our other control room numbers at vantage points. There are too many towers in the border area which is adding to the confusion,'' said a senior officer at the SSP (Ghaziabad) office.
"With no clarity on which call should be transferred to which state police, a more-efficient system is required to tackle the problem. The service providers of UP are yet to sort out whether the calls - especially from the border areas - have originated from their own area. As a result, there's always confusion between Delhi Police and UP Police and the victims suffer,'' said Shrestha Pandit, who has faced a similar situation on more than one occasion. She resides at sector 15A in Noida close to Delhi border. Interstate co-ordination meetings are on to sort out the problem, claimed UP police.

Police close to cracking Delhi ‘parcel’ body case


New Delhi: Delhi Police on Monday inched closer to solving the mystery related to a decomposed body of a young girl, which was parceled to Ajmer recently, after a family hailing from Jalandhar claimed that it could be their missing daughter.
According to reports, two members from a Jalandhar-based family approached the Lahori Gate Police Station after they came to know through media reports about an unclaimed body of a young girl found by the Rajasthan police.
The family told Delhi Police officials that their daughter is missing since March 13 and also gave her photographs to them for verification. After matching the photographs with that of the victim’s, Delhi Police has claimed of a striking similarity between the two.
In view of the development, the family is now being taken to Kishangarh in Ajmer district, where the victim's body has been kept in a freezer at the Yagya Narayan hospital.
The matter came to light on April 08, when the workers of a cargo company complained of foul smell coming out of a tin container under which the girl’s body was hidden.
After initial investigation, it was found that the parcel was sent from Old Delhi to Ajmer in Rajasthan on March 31.
Police suspects that woman was brutally tortured and murdered as there were burn injuries and stab wounds on her body.
Although, the efforts are on to nab the killer, the investigation so far has revealed that the body was parceled by Milap Transport Roadlines from the Lahori Gate area in north Delhi to its branch in Kishangarh in Ajmer.
Police claims that the suspected sender of the sender, who could possibly be the killer, has been identified as 'B' and the receiver was mentioned as 'self' in the transport slip.
The dispatch date mentioned in the slip was March 31, so the body could be at least one to two week old.
Meanwhile, a team of Rajasthan Police is also in Delhi to investigate the matter.
Police has also blamed the transport company for its sheer negligence in not properly verifying the names of the sender and the receiver of the parcel in the transportation slip.

No breakthrough yet in Ajmer parcel case

Police is yet to make any breakthrough in the case of a body being parcelled to Ajmer from Delhi as the woman remains unidentified.
Investigators said a family from Jalandhar approached them saying it could be their daughter but after examination, it was found that she was not related to them.
Police said they were trying to locate the rickshaw puller who brought the body to the parcel office.
"We are trying to draw a sketch of the rickshaw puller. If we can locate him, it will be of great help in solving the case," the official said.
Investigators believe that the woman, aged around 25 years, was tortured and then murdered.
"She bore burn injuries and there were stab wounds on her body. We are yet to identify her," a senior police official said.
The body was parcelled by Milap Transport Roadlines from Lahori Gate to its branch in Kishangarh in Ajmer by an unidentified person. The sender has identified himself as 'B' and it has to be received by himself.
A Rajasthan Police team is camping for investigations while Delhi Police is assisting them.
The body was discovered by workers of the transportation company on April 8 in their Ajmer office after foul smell started emanating from the parcel.
"The transportation company was negligent in handling the parcel. They have not entered the name of the sender and receiver properly in its register," the official said.

Children don't listen to us; parents complain to police

Be tough with my son as he doesn't listen to me.
This was the plea made by a mother to a policeman, who went to her house in Mehrauli to challan her for allowing her 15-year-old son to drive her car which has tinted glass and a fancy numberplate, both illegal.
Similar was the complaint by an ex-army officer when confronted by traffic policemen for allowing his son to drive the car without a licence.
These incidents were narrated by Satyendra Garg, Joint Commissioner of Police (Traffic), as he said police will do what can be done but the trend shows the crumbling of institutions which does not augur well for the society.
"A concerned citizen informed me that a 15-year-old child in posh Mehrauli drives his mother's car, which has tinted glasses and fancy number plate, very rashly.
"As it was dangerous for both the child and the safety of others, I sent traffic officials to their residence and found that car had the mentioned defects," Garg said.

Arunachal police dept set for a major overhaul


ITANAGAR: The security scenario in Arunachal Pradesh is all set for a major change with the Cabinet Committee on Security approving funds for the modernisation of the state police force.
Disclosing this on Friday, home minister Tako Dabi said, "At the initiative of Union home minister P Chidambaram, the committee has sanctioned Rs 138.95 crore to the state for modernisation of the police force. The project will also ensure upgrade of police establishments in the state, including insurgency-affected Tirap and Changlang districts."
He also pledged transparency and fiscal accountability on use of funds for the purpose and hoped that the state's security scenario will be on the right track within 5 to 10 years.
"Once the Trans-Arunachal Highway project gets implemented and all the mega power projects are commissioned, the state will require 15,000 additional security personnel, 58 police stations and 100 police vehicles to maintain law and order", he added.
The minister said the state government has decided to hand over the Sanjay Kumar case to the CBI since the police could not make any headway in the case even after four-and-half-months of Kumar's abduction from Kharsang in Changlang district.
The supervisor of a Kharsang-based coal mine was abducted by a group of four unidentified armed miscreants on November 24 last year. All efforts to trace him haven't yielded any result so far.

Raj Police : No breakthrough in parcel box murder case

Police is yet to make any breakthrough in the case of murder of a young woman, whose body was recovered in a large parcel box dispatched through a transport company in Kishangarh town in Ajmer district, last week. "The body, which was dispatched from Delhi to Madanganj town in the district, could not be identified so far. Our team is in Delhi and trying to ascertain her identify with the help of Delhi police," SHO Madanganj Narendra Singh said. "The team contacted the transport company, which had booked the parcel but its employees do not have proper information about the sender," Singh said.
"We have placed the body at Kishangarh government hospital. The woman aged around 22-25 years was stabbed as the body has several hit marks and her face has been burnt," he added.
The parcel was dispatched from New Delhi last week and was shifted to the transport company office at Kishangarh on April 8. On paper, it was mentioned that the parcel had some electronic goods and the receiver will pick it up from the transport company.

Delhi police ban coins at IPL venue

Check your wallet and remove coins from it before leaving home for the Feroz Shah Kotla ground to watch the cricket match between Delhi Daredevils and Mumbai Indians on Sunday. Coin, for the first time, has been added to the list of restricted items for the seven IPL matches to take place in Delhion security grounds.Other items that will not be allowed inside the stadium are electronic items such as laptop, camera, transistor, digital diary, remote-controlled car keys, eatables, food packets, water bottles, cigarettes, lighters, match boxes, knives and arms.
“Coins can injure people severely which is why people are asked not to carry them in their pockets while entering the stadium,” said a police officer.
Delhi police, however, will not be responsible for the loss of coins. “This time we are not going to collect coins at the entry gate. Coins taken out at the entry gate will not be returned to the claimants,” said the officer.
During Commonwealth Games, Delhi police had a tough time counting unclaimed coins collected from visitors. Meanwhile, the traffic police have also made elaborate traffic arrangements for the matches.

Orissa Police : HC leash on police bodies' agitation plan

 CUTTACK: The High Court on Friday directed the Orissa Police Association, Orissa Havildar, Constable and Sepoy Confederation and All Orissa Judicial Officers' Association to restrain themselves from going on strike or rallying in connection with the alleged police assault on a judicial magistrate at Rourkela.
The court directed all the three associations not to take law into their own hands as the matter is sub-judice. The high court bench comprising Chief Justice V Gopalagowda and Justice B N Mohapatra also directed the associations not to make any statement before the media in the matter until further orders from the court.
The directive followed a PIL filed by a lawyer Dayanidhi Lenka, seeking a probe against the erring police official.
The court's direction came in wake of the recent statements made by police associations that they will go on strike demanding revocation of the suspension order of their colleague.

Goa Police : Police complaint against 'Dum Maaro Dum'

The Goa State Women's Commission (GSCW) Friday filed a police complaint against the makers of Bollywood film " Dum Maaro Dum" for making derogatory remarks against women in Goa.
Apparently, GSWC chairperson Ezilda Sapeco was infuriated by a line in the film's promos, where actress Bipasha Basu says: "Over here (in Goa)....liquor is cheap, and the women are cheaper."
"The trailer itself says that Goa is a destination for drugs and sex," Sapeco said, adding that the film appeared to be in bad taste against the state, as well as the women living in it.
The chairperson has also attached a copy of the film promos with the complaint.
"How can this movie be released in this form? The police and the state government should inspect the film before it hits the screen," she told reporters.
The Panaji bench of the Bombay High Court Thursday issued notice to the director and producers of the film and other officials over a petition seeking a ban on the film, scheduled to be released April 22.

"The movie is against public order, decency and morality and there is clear violation of the fundamental rights guaranteed under the Constitution of India to the people of Goa," petitioner Savio Rodrigues said in his plea.

Justice S.C. Dharmadhikari and Justice F.M. Reis issued notices returnable by April 13 to film director Rohan Sippy, Ramesh Sippy Entertainment and Fox Star studios (both producers), Goa's chief secretary and the Central Board of Film Certification (CBFC) chairperson.
Goa Tourism Minister Nilkanth Halarnkar has said that he would be taking up the issue of Goa's bad portrayal in the film with its director.
"We are worried that Goa may be projected badly in the film. The industry and the government have worked very hard to build the reputation of Goa to what it is today. We will intervene. The chief minister (Digambar Kamat) and I will take up the issue with Sippy," Halarnkar said.

Pune police chief bats for metro

The Pune police commissioner, Meeran Borwankar, has supported the metro rail project for the city as she feels it will reduce traffic congestion. She was speaking at the inauguration of the traffic help booth installed by the Pune police at the Swargate State Transport (ST) bus depot on Wednesday morning.
Borwankar said, “The population of the city is growing and the city is expanding every day, thereby increasing traffic congestion on the roads. The metro will help lessen the traffic congestion in the city.”
A press communique issued by the traffic police stated that while 12% area in a growing city should be reserved for roads, only 6% was available for roads in Pune.
According to the police, there were 11.52 lakh vehicles in the city in 2004. This figure increased to a whopping 26.09 lakh by March 2010. The police said that in 2010-11, 2.86 lakh new vehicles were registered, of which 2 lakh are two-wheelers and 86,000 are other vehicles.
Deputy commissioner of police (traffic), Manoj Patil, told DNA that the increase in number of vehicles in the city had led to traffic congestion.
Blaming the poor quality of the Pune Municipal Parivahan Mahamandal Limited (PMPML) services for the traffic congestion in the city, Patil said, “The PMPML service is poor in the city, as a result of which people continue to buy new vehicles, which results in congestion.”

New fleet of patrol cars for the Mumbai police

Mumbai:  The ubiquitous Qualis police patrolling jeeps that Mumbaikars are so accustomed to seeing at police stations and on the streets of the city will no longer be around.
Instead, a new fleet of sturdier Scorpios and Bolero jeeps will make their presence felt on patrols. More than 1,500 new jeeps will now act as a shot in the arm for local patrolling.
In fact, on April 5, hundreds of old police vehicles were put up for auction at the Motor Vehicle Transport (MT) headquarters at Byculla.
This could mean 1,141 vehicles will be headed for the scrap yard or will be refurbished by private owners to return on the streets of Mumbai after getting a new lease of life.


Meanwhile, the MT department has procured a new lot of 60 vehicles and police stations across the city will be given the new patrolling jeeps.
"Most of the Qualis and Gypsy patrol jeeps have outlived their lives," said Rajkumar Vhatkar, deputy commissioner of police, Mumbai police headquarters.
 "The new vehicles will add more punch to the patrolling rounds," he added.
Currently, around 3, 900 patrolling jeeps are distributed across the 90-odd police stations and other wings such as the Anti-narcotic Cell and the Mumbai crime branch.
The decision to procure new vehicles became a pressing issue when several of them had to be constantly sent for repairs and servicing.

Senior officials of the MT department said that until recently, at least 150 police vehicles were sent for repairs every day.


The new vehicles will also come as a huge relief to the staff deployed in police stations as many officers had to resort to requesting for private vehicles to perform their day-to-day duties.
 "Often, constables use public transport to reach their respective beats and even to investigate cases," said a senior police official. "This also hampers the functioning of the police stations," he added.
Incidentally, post the 26/11-terror attack, the Maharashtra government sanctioned a Rs. 200-crore budget for modernising the state police.
However, no budgetary allocations from that were disbursed for buying the patrolling jeeps, which are used daily and are the eyes and ears of the police.

A fleet of 219 vehicles (Qualis) were added to the police department in 2002, but in the last couple of years, their repairs have mounted huge bills, said senior officials.

The government had been paying huge amounts for procuring spares, which are often subjected to bureaucratic bottlenecks.
In 2004, 420 Boleros were added to the police patrol. "A huge amount of resources are spent on keeping the 997 jeeps roadworthy. The new lot of vehicles will come as a huge relief," said the official.

The problem was further compounded, as there is an acute shortage of maintenance staff at the MT workshops at Nagpada, Tardeo, Ghatkopar and Marol. 
The vacancies of ACPs (3), Inspectors (2), Sub-inspectors (18) and drivers (20) are yet to be filled up and have been lying vacant for the last couple of years.

Mumbai Police : Police & IPL : Traffic police to follow World Cup setup for IPL

Traffic regulations and arrangements for the Indian Premier League (IPL), that begins this week, would be identical to arrangements put in place for the World Cup, the Mumbai Police Traffic Department said on Wednesday.
According to the traffic police, as the arrangements for the World Cup went off smoothly, the same measures would be put in place for the nine IPL matches to be played in Mumbai. The first IPL match in Mumbai will be played on April 15 when Mumbai Indians take on Kochi Tuskers Kerala. The last match is scheduled on May 25.
Like the World Cup, the IPL will also see large crowds and along with players’ security, it is important to maintain the smooth flow of traffic, Brijesh Singh, Additional Commissioner of Police (traffic) said.
“The World Cup traffic arrangements are tried and tested and they will be same for the IPL matches. We would have to make arrangements based on the fan following of the home team,” said Singh.
