MUMBAI: Hema Bhanga (30), the Government Railway Police (GRP) assistant police inspector who won three gold medals at the recently concluded World Fire and Police Games, 2011, held in New York, received a grand welcome at her village in Utan, Bhayander on Thursday afternoon.

Bhanga represented India at the Olympic-style athletic event, in which over 20,000 active and retired fire and police personnel from over 70 countries participated. Bhanga struck gold in the 100-m and 200-m dash. She also bagged gold in the relay race.

The villagers in Buthebunder in Utan, who were celebrating Mother Mary's birthday on Thursday, danced and sang as Bhanga arrived home with her medals. Bhanga's parents, Nazareth and Blossy, joined the villagers in the festivities.

Bhanga took a victory lap around her village, thanking the villagers for their prayers and

wishes. She later took time to pray at the local Ganeshotsav mandal and the church.

Bhanga dedicated the gold medals she won to the three senior officers, Hemant Karkare, Ashok Kamte and Vijay Salaskar, who lost their lives in the 26/11 terror attacks. "I visited the 9/11 World Trade Centre spot in New York

and made up my mind to dedicate my medals to the officers who lost their lives in Mumbai," said Bhanga.

Athletics had always been Bhanga's first love, but she could not pursue her dreams due to financial constraints. It was only after she joined the Maharashtra police in 2006 that she began focusing on her running skills. Her confidence was boosted after winning gold at the 58th All India Police Athletic Meet held in Thiruvananthapuram last year.

The villagers in Buthebunder in Utan, who was celebrating the birthday of Mother Mary on Thursday, broke into dance and songs as Hema arrived in the village donning her medals. Her parents Nazareth and Blossy joined the villagers in the celebration.

Th roads were choc-o-bloc with villagers as Hema took a victory rally on foot, thanking the villagers for their prayers and wishes. Hema prayed at the local Ganeshotsav mandal and the church.

"I visited the 9/11 World Trade Centre spot and had made up my mind to dedicate my medals to the officers who lost their lives back in Mumbai," said Hema, who works at the Bandra railway station.

Bhopal: A Bhopal police official has admitted that civil and environmental rights activist Shehla Masood's mobile phone was used by the investigators after her murder. But the official claims that the mobile phone was used only to ascertain her identity.
The Kohefiza police station in-charge Dharmendra Tomar accepted that police officials made calls from Shehla Masood's phone after she had been murdered, and that senior officers are to be held responsible for not checking her car properly.
"We wanted to know who's body was it and the easiest way was to make call from the mobile phone found with the victim. We wanted to know the number and we made calls to know the number of phone. Through that number we tracked her identity. Our intention was not malafide. We did not tempered with data," claimed Tomar.

Shehla's phone was taken into custody by Bhopal police from the scene of crime on August 16 itself and her phone records show that someone was making calls from her phone at 6.46 PM almost six hours after she was shot dead. Calls were also made from her phone on August 17 as well.
Three calls were made from Shehla's phone on August 17 while two of them were made to a 'panwalla' (beetle leaf seller) in Mandla. One of the calls was local.
Phone records available also show that someone from Uganda was trying to get in touch with her hours after she was killed.
The RTI activist was murdered outside her house in Bhopal on August 16 between 11.20 and 11.50 AM while she was preparing to take part in an anti-corruption rally in support of Anna Hazare.
Police had formed five teams to investigate the matter but surprisingly none of these team could find Shehla's pendent and files which the Central Bureau of Investigation (CBI) officials found in her car after they were handed the case and started their probe.

भोपाल | जेल से फरार कैदी को अगवा कर उसके परिजनों से फिरौती मांगने के आरोप मेंं फंसे डीएसपी मोहिंदर कंवर को सस्पेंड कर दिया गया है। सीआईडी इस मामले में कंवर के खिलाफ कोर्ट मे चालान पेश कर चुकी है।

नाबालिग से दुष्कृत्य के आरोप में गिन्नौरी निवासी उमर को फरवरी 2009 में जेल भेजा गया था। जेल में रहते हुए बीमार बताकर 28 फरवरी 09 को उसे हमीदिया अस्पताल में भर्ती कराया गया।

इस दौरान ही उमर अस्पताल से फरार हो गया था। फरारी के अगले दिन उमर की मां फौजिया ने तत्कालीन भोपाल आईजी शैलेंद्र श्रीवास्तव से शिकायत की कि उसके बेटे का अपहरण कर लिया गया है। अपहरण तत्कालीन सोनकच्छ एसडीओपी मोहिंदर कंवर ने किया है। उन्होंने बताया था कि कंवर ने उनसे 15 लाख रुपए की फिरौती मांगी है। भोपाल पुलिस ने इस मामले में कंवर के खिलाफ अपहरण का मामला दर्ज किया था। जांच सीआईडी को सौंपी गई। उधर, उमर को जमानत मिल गई। इसी बीच 18 मई 2011 को गिन्नौरी इलाके में उमर की गोली मारकर हत्या कर दी गई। हत्या के मामले की जांच भी सीआईडी को सौंपी गई। सीआईडी एडीजी एमआर कृष्णा का कहना है कि अपहरण के मामले में तो कंवर के खिलाफ चालान पेश किया जा चुका है, लेकिन उमर की हत्या में कंवर के शामिल होने के प्रमाण नहीं मिले।

Delhi Police: HC Blast: सुराग ढूंढने किश्तवाड़ पहुंची NIA

दिल्ली हाईकोर्ट के बाहर बुधवार को हुए बम विस्फोट के तार जम्मू एवं कश्मीर से जुड़े होने की बातें सामने आने के बाद राष्ट्रीय जांच एजेंसी (एनआईए) की एक विशेष टीम शुक्रवार को किश्तवाड़ पहुंच गई। टीम उन पांच लोगों से पूछताछ करेगी जिन्हें इस विस्फोट के मामले में हिरासत में लिया गया था।

एक वरिष्ठ पुलिस अधिकारी ने बताया, ''अभी जांच चल रही है और हम इस समय कोई टिप्प्णी नहीं कर सकते।'' उल्लेखनीय है कि किश्तवाड़ जिले के मलिक बाजार में स्थित ग्लोबल इंटरनेट कैफे से एक ई-मेल संदेश भेजा गया था, जिसमें आतंकवादी संगठन हरकत-उल-जेहादी-इस्लामी (हूजी) ने विस्फोट की जिम्मेदारी ली थी। इस विस्फोट में 13 लोग मारे गए थे।
राज्य की पुलिस ने गुरुवार को कैफे पर दबिश देकर कुछ लोगों को हिरासत में लिया था। ई-मेल दो समाचार चैनलों को भी भेजा गया था, जिसमें धमकी दी गई थी कि यदि संसद हमले के दोषी अफजल गुरु को फांसी दी गई तो इस तरह के और हमले किए जाएंगे

UP Police: Home Guard: होमगार्ड को जिंदा जलाकर मार डाला

उत्तर प्रदेश के एटा जिले में गुरुवार रात को कुछ अज्ञात लोगों ने एक होमगार्ड को जिंदा जलाकर मार डाला। पुलिस इस मामले की जांच कर रही है।


पुलिस के मुताबिक यह घटना सकीट थाना क्षेत्र की है, जहां गुरुवार रात अज्ञात लोगों ने डीजल छिड़ककर होमगार्ड तेजपाल (45) को जिंदा जला दिया और फिर मौके से फरार हो गए। भगवंतपुर गांव निवासी होमगार्ड फिलहाल सकीट थाने में तैनात थे।
सकीट थाना प्रभारी सुभाष पांडे ने शुक्रवार को बताया कि देर रात जब राहगीरों की नजर तेजपाल पर पड़ी तब तक उसकी मौत हो चुकी थी।
पांडे ने कहा कि इस वारदात के पीछे किसका हाथ है यह अभी फिलहाल साफ नहीं हो पाया है। मामले की जांच की जा रही है। प्रथम दृष्टया यह पुरानी रंजिश का मामला प्रतीत हो रहा है

Delhi Police: HC Blast: आतंक से पहली लड़ाई पुलिस को ही लड़नी होती है...

तीन महीने में दूसरा आतंकी धमाका और जांच की जिम्मेदारी एक बार फिर एनआईए की टीम को। इस एजेंसी के पास पहले से ही कई धमाकों की जांच की जिम्मेदारी है। जिनमें से कोई भी जांच अभी निष्कर्ष पर नहीं पहुंची है। आरोप तो यह भी है कि वाराणसी और पुणे धमाके की जांच की दिशा इस एजेंसी ने बदल दी। कई धमाकों के सबूतों को नजरंदाज करने का आरोप भी है। ऐसे में एनआईए से इस धमाके की सही जांच की उम्मीद बेमानी है। इस लिहाज से गृह मंत्रालय की मंशा पर भी सवाल उठता है कि आखिर किस भरोसे जांच की जिम्मेदारी इस एजेंसी को दी गई?


आतंकवाद से लड़ने के लिए एक सुपरस्ट्रक्चर की जरूरत है। लेकिन सरकार इसके गठन के बजाय एजेंसियों के नकाब बदल रही है। मौजूदा वक्त में एक साथ कई खुफिया व जांच एजेंसियां काम कर रही हैं। गफलत का यह माहौल तब और धुंधली तस्वीर पेश करती है, जब इनमें एकराय नहीं बन पाती। कुछ एजेंसियां ये दावा करती हैं कि देश में आतंकी हमले का खतरा है, तो कुछ उनके दावों को नकारती हैं। अब ऐसे में देश साल भर हाई अलर्ट पर रहे या न रहे, पर धमाके रुक नहीं रहे हैं।
किसी आतंकी वारदात, विस्फोट या हमले के बाद दो तरह की तस्वीरें बन सकती हैं- पहली, मैक्रो पिक्चर यानी व्यापक स्तर पर देखने-समझने का नजरिया। दूसरा तरीका माइक्रो पिक्चर का भी है। अगर हम माइक्रो पिक्चर को ही लेकर चलें, तो सबसे अहम यह है कि दिल्ली हाईकोर्ट के बाहर ब्लास्ट का ठीकरा गृह मंत्रालय के सिर फोड़ा जाना चाहिए। दिल्ली की सुरक्षा की जिम्मेदारी इसी मंत्रालय के पास है। ऐसे में, सीसीटीवी की गैरमौजूदगी और पुलिस की कमी जैसे सवाल उठेंगे।
जहां तक मैक्रो पिक्चर की बात है, तो अब सरकार को सचेत रुख अपनाना होगा। गृह मंत्रालय के सचिव स्तरीय महकमें में व्यापक फेरबदल की जरूरत है। इसके अलावा गृह मंत्रलाय को दो भागों में विभक्त करने की रूपरेखा तैयार करनी होगी। यहां पर आंतरिक सुरक्षा तंत्र को अंतरराज्यीय वार्ता जैसी व्यवस्था से अलग रखना होगा। आतंकवाद और नक्सलवाद पर लगाम लगाने के लिए प्रत्यक्ष नियंत्रण आवश्यक है और इसके लिए आंतरिक सुरक्षा तंत्र के कामकाज की पहचान तय करनी होगी। पूर्व के धमाके, उनके निष्कर्षों और भविष्य की आशंकाओं की रिपोर्ट बनाकर एक राष्ट्रीय लक्ष्य तैयार करना होगा।
हाल के वर्षों में हमने पुलिस-प्रशासन तंत्र को काफी कमजोर कर दिया है जबकि आतंकवाद से निपटने का प्राथमिक तंत्र यही है। इस तंत्र को मजबूत, अत्याधुनिक और नवीनतम हथियारों से लैस करने की दिशा में कोई काम नहीं हो रहा है। आतंक के लोकल मॉडय़ूल से निपटने में यह संस्था कारगर हो सकती है, बशर्ते कि इन्हें आतंकवाद से लड़ने लायक बनाया जाए।
