Delhi Police: HC Blast: गृह मंत्रालय ने दिखाया दिल्ली पुलिस को आइना
नई दिल्ली, जागरण संवाददाता : वह समय बीत चुका जब दिल्ली पुलिस की गिनती देश की स्मार्ट पुलिस में होती थी। जैश ए मोहम्मद व लश्कर से लेकर इंडियन मुजाहिद्दीन जैसे आतंकी संगठनों की जड़े खोदने वाली स्पेशल सेल कब अर्स से फर्श पर आ गई, किसी को पता नहीं चला। मगर आला अधिकारी इसी गफलत में रहे कि उनसे बढ़कर कोई नहीं। जामा मस्जिद, महरौली और फिर दो बार हाईकोर्ट में विस्फोट के बाद भी आंख नहीं खुली। देशद्रोही गतिविधियां छोड़ जेबकतरे पकड़ने की राह पर चल पड़ी स्पेशल सेल को लेकर कहीं न कहीं गृहमंत्रालय चिंतित है। यही वजह है कि पौने दो साल से साइड लाइन चल रहे एक ऐसे अधिकारी को हाईकोर्ट विस्फोट मामले की जांच में लगाया गया है जिसे न सिर्फ आतंकियों पर नकेल कसने में महारथ हासिल है बल्कि देश के वह पहले ऐसे अधिकारी हैं जिन्हें बहादुरी के लिए अब तक एक दो नहीं बल्कि आठ गैलेंटरी पुरस्कार मिल चुके हैं। 2008 में हुए श्रंखलाबद्ध बम धमाकों के महज छह दिन के अंदर इंडियन मुजाहिद्दीन का चेहरा बटला हाउस एनकाउंटर से बेनकाब करने वाले यह अधिकारी हैं एसीपी संजीव यादव।
स्पेशल सेल की निष्क्रियता का दौर एकाएक नहीं आया। बल्कि इसकी नींव 2007 में ही पड़ गई थी। तत्कालीन पुलिस आयुक्त वाई एस डडवाल के आउट आफ टर्न प्रमोशन बंद करने के रवैये को भी कुछ लोग इसके लिए जिम्मेदार मानते हैं। उनका मानना है कि इसका असर पुलिस के मनोबल पर पड़ा। दूसरा, अधिकारियों का शहर में मुठभेड से बचने का नजरिया भी कम दोषी नहीं था। एक समय वह भी था जब स्पेशल सेल की टीम न सिर्फ राजधानी व उसके आसपास के इलाकों में आपरेशन चलाती थी बल्कि कश्मीर तक में जाकर उसने आतंकियों को मार गिराया। मगर आला अधिकारियों की इच्छा शक्ति के आगे धीरे धीरे हालात बिगड़ते चले गए। स्पेशल सेल को सर्वाधिक नुकसान पहुंचा बटला हाउस एनकाउंटर से। मामले के राजनीतिकरण ने स्पेशल सेल को हाशिये पर धकेल दिया। अधिकारी डर गए। मातहतों को पचड़े वाले मामलों से बचने के मौखिक निर्देश मिलने शुरू हो गए। नतीजा दिल्ली पुलिस की बेहतरीन यूनिट निठल्लों की फौज बनकर रह गई।
स्पेशल सेल वर्ष 2010 में हुए जामा मस्जिद गोलीकांड में कुछ कमाल नहीं दिखा पाई। कुछ ऐसा ही हश्र महरौली ब्लास्ट तथा 25 मई को हाईकोर्ट के बाहर बम विस्फोट में हुआ। बुधवार को दूसरी बार आतंकियों ने हाईकोर्ट को निशाना बनाया तब भी उसके पास किसी तरह की कोई सूचना या आगे की रणनीति नहीं थी। दिल्ली पुलिस से लेकर हाईकोर्ट ब्लास्ट की जांच एनआईए को सौंपी गई तब भी स्पेशल सेल अधिकारियों के चेहरों पर कोई तनाव या खास असर नजर नहीं दिखा। सूत्रों की मानें तो दिल्ली पुलिस का यह रवैया गृहमंत्रालय से छिपा नहीं था। लिहाजा आनन फानन में स्पेशल सेल में तैनात रह चुके संजीव यादव को दिल्ली हाईकोर्ट विस्फोट मामले की जांच से जोड़ा गया। जिस प्रकार इस वारदात में इंडियन मुजाहिद्दीन पर शक गहरा रहा है उस लिहाज से संजीव यादव की जांच टीम में तैनाती को काफी अहम माना जा रहा है। वह न सिर्फ इंडियन मुजाहिद्दीन की नस-नस से बाखिव हैं बल्कि हूजी, जैश, लश्कर समेत अन्य आतंकी संगठनों के विषय में भी उन्हें महारथ हासिल है। दिल्ली पुलिस में एक बड़ा वर्ग ऐसा है जो इस कदम से सहमत है लेकिन कमी निकालने वाले भी कम नहीं।

WB Police: Kolkata Police: Kolkata cop's daughter stabbed by eve-teasers on crowded railway station
The daughter of a policeman was stabbed by two eve-teasers while alighting from a local train at Barrackpore station in North 24 Parganas district, police said today.
The incident took place last evening and the injured girl, a student, was admitted to a local hospital by other passengers, while the miscreants fled.
Locals alleged that police initially refused to assist the girl's relatives in taking her to the hospital.
DG (rail) Dilip Mitra said he had asked ADG (rail) to visit the spot and inquire into the delay in nabbing the culprits.
If needed assistance of the CID might be taken, he said.
The girl's family alleged that the attackers had threatened the girl when she protested and resisted the eve-teasers in the crowded station.

MP Police:पुलिस संबंधी शिकायतों में टेली समाधान-केन्द्र करेगा मदद
प्रदेश के नागरिक पुलिस कार्रवाइयों के संबंध में अपनी शिकायतों के बारे में टेली समाधान-केन्द्र के माध्यम से मदद लेकर अपनी बात पुलिस के वरिष्ठ अधिकारियों तक पहुँचा सकेंगे। इस मकसद से प्रदेश का पहला पॉयलट प्रोजेक्ट भोपाल जिले से शुरू हो रहा है। गृह मंत्री श्री उमाशंकर गुप्ता की अध्यक्षता में आज मंत्रालय में सम्पन्न बैठक में इस पॉयलट प्रोजेक्ट के क्रियान्वयन के बारे में विस्तार से चर्चा हुई। इस मौके पर अपर मुख्य सचिव, गृह विभाग श्री अशोक दास तथा पुलिस महानिदेशक श्री एस.के. राउत सहित संबंधित अधिकारी मौजूद थे। गृह मंत्री श्री गुप्ता ने निर्देश दिये कि आगामी एक सप्ताह में भोपाल जिले में इस पॉयलट प्रोजेक्ट की प्रायोगिक शुरूआत कर दी जाये।
उल्लेखनीय है कि राज्य सरकार द्वारा नागरिकों की मदद के लिये टोल-फ्री नम्बर 155343 के माध्यम से विभिन्न विभागों के संबंध में निःशुल्क जानकारियाँ देने और शिकायतों को दर्ज करने की व्यवस्था की गई है। नागरिक सहायता केन्द्र के रूप में संचालित हो रहे आधुनिक टेली समाधान केन्द्र का बड़ी संख्या में लोग लाभ उठा रहे हैं। अब नागरिक पुलिस से संबंधित अपनी शिकायतें भी उपरोक्त टोल-फ्री नम्बर के जरिये दर्ज कर सकेंगे। इस व्यवस्था से नागरिकों को उनके द्वारा दर्ज कराई गई पुलिस प्राथमिकी (एफआईआर) के संबंध में की गई कार्रवाईयों की जानकारी लेने में आसानी होगी। इसके साथ ही यदि पुलिस थानों में एफआईआर दर्ज नहीं की जा रही है तो इसकी सूचना भी टेली समाधान-केन्द्र के माध्यम से दी जा सकेगी।
टेली समाधान-केन्द्र के टोल-फ्री नम्बर 155343 के माध्यम से नागरिक विभिन्न पुलिस थानों के नम्बर इत्यादि जानकारियाँ भी प्राप्त कर सकेंगे। इसके साथ ही किसी आकस्मिक घटना-दुर्घटना के मामले में भी उपरोक्त टोल-फ्री नम्बर के माध्यम से पुलिस को सूचना दे सकेंगे। टेली समाधान-केन्द्र पर दर्ज की जाने वाली ऐसी शिकायतों के बारे में उन्हें एक शिकायत संख्या दी जायेगी, जिससे वे समय-समय पर अपनी शिकायत की स्थिति का पता लगा सकेंगे। पुलिस विभाग के वरिष्ठ अधिकारी टेली समाधान-केन्द्र के माध्यम से प्राप्त ऐसी शिकायतों पर आवश्यक कार्रवाई करेंगे और उनके स्तर पर समय-सीमा में उनका निराकरण न होने पर ये शिकायतें स्वमेव उच्च-स्तर के अधिकारियों तक पहुँच जायेगी।

Police Policy: TN Police: TN Police will emerge as benchmark for policing: Jaya
Tamil Nadu Police will be the benchmark for policing in the near future. Given the resources and encouragement, the State police can match and excel any other police force in the world, Chief Minister Jayalalithaa said on Thursday.
Speaking at the valedictory of the 11th All India Police Rifle and Revolver/Pistol Shooting Competition here she said guns were an integral part of police equipment for centuries. However, decades ago, the use of weapons by police was restricted to either drill or for dispersal of stone-throwing mobs.
Accuracy of firing was not imperative. But, the scenario changed and mobsters started using AK-47 rifles. “We cannot let the police be outgunned and overwhelmed. The recent memory of a gunman at Chatrapathi Shivaji Terminus in Mumbai firing indiscriminately with an AK-47 rifle, while a brave constable trying to return fire with a .303 rifle is still green, unable to make any impact, he (the constable) finally flings a chair at the gunman,” she recalled.
Ms. Jayalalithaa said when she became the Chief Minister in 1991, the State police did not have the weaponry to combat militancy/terrorism. “Our policemen carried muskets and .303 rifles of Second World War vintage. These were weapons fit only to be displayed in a museum as exhibits. On the other hand, the militants possessed ultra-modern and sophisticated fire-arms for which our police had no answer.” On her request the Centre then sanctioned some funds and the State also made substantial contribution for procuring modern weapons, communication gadgets and vehicles. While acquisition of sophisticated weapons was important, the ability to handle them was equally essential.
Ms. Jayalalithaa said using a firearm, especially a sophisticated one, needed skills which could be cultivated only through constant practice and hard work. It was in this context that the shooting competition assumed significance. “It is not a mere sporting event where the tussle is for medals, trophies or personal glory. It is a preparation to equip the police to face hard reality when confronted with terrorism.”
The Chief Minister proposed to sanction funds for procuring rifles or pistols of .177 or .22 bore to enable police personnel to participate in All India Police Sports Shooting Championship.
Director General of Police K. Ramanujam said a total of 30 teams, including 8 representing central police organisations such as the Border Security Force, Central Reserve Police Force and Indo-Tibetan Border Police, took part in the competitions that commenced at the Othivakkam firing range on September 3.
Special Director (Intelligence Bureau) B.C. Nayak said a 26-member team represented India at the international firing competition held in New York between August 26 and September 5 and bagged 54 medals, including 32 gold. Additional Director General of Police (Operations) N. Tamil Selvan said the overall championship in Rifle, Revolver/Pistol and Carbine Shooting competition was bagged by the CRPF.
Tamil Nadu Police was the winner of the Overall Championship (among the States) in the Rifle, Revolver/Pistol and Carbine Shooting competition.

MUMBAI: Hema Bhanga (30), the Government Railway Police (GRP) assistant police inspector who won three gold medals at the recently concluded World Fire and Police Games, 2011, held in New York, received a grand welcome at her village in Utan, Bhayander on Thursday afternoon.
Bhanga represented India at the Olympic-style athletic event, in which over 20,000 active and retired fire and police personnel from over 70 countries participated. Bhanga struck gold in the 100-m and 200-m dash. She also bagged gold in the relay race.
The villagers in Buthebunder in Utan, who were celebrating Mother Mary's birthday on Thursday, danced and sang as Bhanga arrived home with her medals. Bhanga's parents, Nazareth and Blossy, joined the villagers in the festivities.
Bhanga took a victory lap around her village, thanking the villagers for their prayers and
wishes. She later took time to pray at the local Ganeshotsav mandal and the church.
Bhanga dedicated the gold medals she won to the three senior officers, Hemant Karkare, Ashok Kamte and Vijay Salaskar, who lost their lives in the 26/11 terror attacks. "I visited the 9/11 World Trade Centre spot in New York
and made up my mind to dedicate my medals to the officers who lost their lives in Mumbai," said Bhanga.
Athletics had always been Bhanga's first love, but she could not pursue her dreams due to financial constraints. It was only after she joined the Maharashtra police in 2006 that she began focusing on her running skills. Her confidence was boosted after winning gold at the 58th All India Police Athletic Meet held in Thiruvananthapuram last year.

Bhanga represented India at the Olympic-style athletic event, in which over 20,000 active and retired fire and police personnel from over 70 countries participated. Bhanga struck gold in the 100-m and 200-m dash. She also bagged gold in the relay race.
The villagers in Buthebunder in Utan, who were celebrating Mother Mary's birthday on Thursday, danced and sang as Bhanga arrived home with her medals. Bhanga's parents, Nazareth and Blossy, joined the villagers in the festivities.

Mumbai: Hema Bhanga (30), the Government Railway Police (GRP) assistant police inspector who won three gold medals at the recently concluded World Fire and Police Games, 2011 at New York received a grand welcome at her village in Utan, Bhayander on Thursday afternoon.

Bhopal: A Bhopal police official has admitted that civil and environmental rights activist Shehla Masood's mobile phone was used by the investigators after her murder. But the official claims that the mobile phone was used only to ascertain her identity.
The Kohefiza police station in-charge Dharmendra Tomar accepted that police officials made calls from Shehla Masood's phone after she had been murdered, and that senior officers are to be held responsible for not checking her car properly.
"We wanted to know who's body was it and the easiest way was to make call from the mobile phone found with the victim. We wanted to know the number and we made calls to know the number of phone. Through that number we tracked her identity. Our intention was not malafide. We did not tempered with data," claimed Tomar.
Shehla's phone was taken into custody by Bhopal police from the scene of crime on August 16 itself and her phone records show that someone was making calls from her phone at 6.46 PM almost six hours after she was shot dead. Calls were also made from her phone on August 17 as well.
Three calls were made from Shehla's phone on August 17 while two of them were made to a 'panwalla' (beetle leaf seller) in Mandla. One of the calls was local.
Phone records available also show that someone from Uganda was trying to get in touch with her hours after she was killed.
The RTI activist was murdered outside her house in Bhopal on August 16 between 11.20 and 11.50 AM while she was preparing to take part in an anti-corruption rally in support of Anna Hazare.
Police had formed five teams to investigate the matter but surprisingly none of these team could find Shehla's pendent and files which the Central Bureau of Investigation (CBI) officials found in her car after they were handed the case and started their probe.
