MUMBAI: The police will soon be able to answer five times more calls simultaneously when people dial the emergency '100' number. Currently, the control room at the Crawford Market police headquarters can answer 30 calls at a time. The figure will soon shoot up to 150. The call-drop rate will also fall and voice quality will be clearer, as the police will shift from an analog to a digital system. "Metros like Delhi, which has a lesser population than Mumbai, have digital police control rooms. The Maharashtra government is moving to make the upgrade," the home official said. Further admitting that the Mumbai police control room needs an upgrade, the official said, "At present the call drop rate is nearly 30%. We expect that to improve."
According to another senior home official, who recently visited the Delhi police control room, "The Mumbai control room has just one primary rate interface (PRI) line, while Delhi has five. The state home department has planned to introduce four new lines," the official added. On each line, 30 calls can be answered. If the NCRB figures are an indication, the problem only seems to have worsened last year, with the national capital registering an increase of nearly 60,000 calls.

Chennai: The Tamil Nadu police received a distress call once every 80 minutes last year. That puts the state at the ninth place nationwide, according to National Crime Records Bureau (NCRB) statistics, but the calls in 2010 doubled compared to the previous year. In 2009, Tamil Nadu received 3,080 distress calls while in 2010 it registered 6,351 such calls. That was nothing compared to the job the Delhi police had, getting a call every 25 seconds (over 19 lakh calls in 2010). Despite boasting of over 85,000 personnel on its rolls, Delhi Police don't seem to have been able to mitigate the miseries of residents facing emergencies. If the NCRB figures are an indication, the problem only seems to have worsened last year, with the national capital registering an increase of nearly 60,000 calls.
With a 13,000-strong staff, the Chennai police seem to be doing better. They got around 1,200 distress calls in 2010. But officials say prank calls accounted for some 20% of them. Callers to '100' get a recorded message in Chennai warning them against playing pranks on the police distress line. This should be enough to deter most pranksters and make them hang up, but some seem to be determined to make mischief. Greater Chennai police commissioner J K Tripathy said they were cracking down on these non-serious callers. "In July alone, the police arrested six persons, including three juveniles, for making prank calls to the police control room," Tripathy told TOI. Recently, the state government sanctioned a new deputy commissioner of police (DCP) to man the city police control room that receives these calls. Ke Ve Kabilan, who was appointed to the post on Sunday, will also monitor the patrol vehicles that respond to these calls. Tamil Nadu ranks among the states in which the distress calls increased though others, such as West Bengal showed a decline. Mumbai, which has some 45,000 police personnel, logged over 13,000 calls in 2010 - an increase of over 40%.

NOIDA: Cops in the city are all set to get an image makeover. By December, there will be a lesser number of potbellied, ill-dressed policemen on the streets as 600 young and smart recruits are currently undergoing training to join the force. Gautam Budh Nagar SSP Jyoti Narayan said that the freshly recruited personnel will join the city in the first week of December. The fresh faces are expected to strengthen policing in the area. "Initially, some of the new recruits will be deployed in the field while a few would be stationed at police stations, in the traffic police and police lines. The training of the recruited personnel is at its final stage."
The personnel are being given training in crime investigation, forensic analysis, cyber crime and economic offences, besides in law and other subjects, said a senior police officer. For the first time, the police officer said, women constables are being given specialized training in unarmed combat, motorcycle riding and rescue operations. Asked about training in the use of firearms, a senior official said that the constables have been taught about using .303 rifles, .38 revolvers, 9mm pistols, AK-47, SAF and SLR. Modern techniques for their training, like use of Fire Arms Training Simulators, were exhaustively used during their firing practice. For a long time, the Gautam Budh Nagar police force has been reeling under dearth of personnel. Absences of police personnel at the various key points in the city, especially sectors 71, 59, 62 and a major part of Greater Noida has resulted in an increase of criminal activities. Keeping law and order in mind, for a longtime the district cops had been demanding additional personnel. In this connection, four SSPs had sent proposals to the state government since 2008. So far, the district has around 1,000 constables, 150 sub-inspectors, 17 SHOs, seven DSPs, four ASPs, four SPs and one SSP against a population of seven lakh, including three lakh floating population.

KOLKATA: West Bengal chief minister Mamata Banerjee in an unusual intervention stormed a local police station late Sunday night and ensured the release of two of her party members who were allegedly arrested for rioting an hour earlier, Times Now reported. Mamata's party members were involved in a brawl between two local clubs- Sevak Sangha and Players Corner and the police. Eyewitnesses claimed that the members of Sevak Sangha were headed to Babughat for Jagadhhatri idol immersion and they burst banned (high decibel) firecrackers right in front of the Chittaranjan Cancer Research Institute. Apart from fire crackers, a DJ was playing music at high volume. Police asked them to stop music and then insisted that they move fast as the procession was causing huge traffic snarl. People in the procession refused to follow the police orders while flaunting their political connections.
Meanwhile, another group of youth (Players Corner) gathered at the spot. While Sevak Sangha group attacked the police at Bhowanipore police station, the Players Corner asked the cops to act against them. Both clubs claimed that among their patrons were the two brothers of the chief minister. And if eyewitnesses are to be believed, the vandals were dropping the names of "high-profile contacts" while attacking policemen, ransacking vehicles and staging a roadblock. The attack left at least a dozen cops injured, police refused to take action against the attackers. Not a single arrest was made in the incident that prompted chief minister Mamata Banerjee to rush to the spot to pacify the crowd. Worse still, four persons including two members of Mamata's party detained were released after a few hours. The procession was managed by Jagannath Sau, a close associate of Baban Banerjee, one of Mamata's brothers. Sau was present at the spot as was Baban Banerjee. The attacks were perpetrated by a local strongman, Kumar Saha and his henchmen. Kumar is very close to Jagannath Sau. When contacted, Kumar denied this allegation. "Neither me nor any of my supporters was there... Go through the television footage and check who was present in the front row of the mob," said Kumar.

UP Police: GRP: अब उत्‍तर प्रदेश में GRP भी फेसबुक पर

लखनऊ। उत्‍तर प्रदेश की पुलिस अब हाईटेक होती जा रही है। कागजों पर लोगों की एफआईआर लिखने से कतरा रही पुलिस अब इंटरनेट के जरिए लोगों की शिकायतों को दूर करने की बात कर रही है। सिविल पुलिस के बाद अब जीआरपी भी फेसबुक पर आ गयी है। ट्रेनों में होने वाली आपराधिक घटनाओं पर लगाम लगाने के दावे के साथ जीआरपी ने मंगलवार को विभाग की वेबसाइट शुरू कर दी। जीआर पी अब फेसबुक के द्वारा लोगों की शिकायतें तो सुनेगी ही साथ ही सुझाव भी लेगी ताकि उसकी प्रणाली में सुधार हो सके। राज्य के अपर पुलिस महानिदेशक रेलवे ए.के. जैन ने कहा कि ट्रेनों में कई बार अपराधिक घटनाएं हो जाती है और पीडि़त दूरस्थ स्थान का रहने वाला होता है। ऐसी स्थिति में जीआरपी को तत्काल सूचना न मिल पाने के कारण फौरी कार्यवाही नहीं हो पाती लेकिन अब ऐसा नहीं होगा।
उन्होंने बताया कि इन सभी बातों को ध्यान में रखते हुए राजकीय रेलवे पुलिस ने अपनी वेबसाइट शुरु कर दी। उन्होंने बताया कि अब जीआरपी फेसबुक पर भी आ गयी है। लोग फेसबुक के माध्यम से शिकायत अथवा सुझाव दर्ज करा सकते हैं। जैन ने बताया कि कोई भी व्यक्ति इंटनेट के माध्यम से अपनी शिकायत दर्ज करा सकता है जिसपर तत्काल कार्रवाई होगी। उन्होंने कहा कि शिकायतकर्ता हिंदी व अंग्रेजी में मेल कर सकते हैं। इसके लिए ई-मेल पता, मोबाइल अथवा टेलीफोन नंबर अंकित किया जाना अनिवार्य है। उन्होंने कहा कि ट्रेन व स्टेशनों के आसपास होने वाली घटनाओं को रोकने व अपराधियों को पकडऩे के लिए जीआरपी ने कुछ क्षेत्रों को चिन्हित कर नई पुलिस चौकीयां स्थापित की हैं। जबकि ट्रेनों में चेनपुलिंग करने वालों के लिए सख्त कानून बनाया गया है और ऐसा करने वालों के खिलाफ कार्रवाई करने के साथ एमएचटी यात्रियों के आरक्षित डिब्बों में चढ़कर दूसरे यात्रियों की सीटों पर कब्जा करने वालों के खिलाफ अभियान चलाया जाएगा। उन्होंने उम्मीद जतायी कि इस कदम के बाद यात्रियों को काफी लाभ मिलेगा।

नई दिल्ली। 90 साल के बाद चौथी पीढ़ी भी पुलिस सेवा में आ जाए, तो किसी आश्चर्य से कम नहीं। अपने परदादा, दादा और पिता के पद चिह्नों पर चलते हुए कथक नृत्यांगना मनुस्मृति ने भी पुलिस सेवा को चुना है। मूलत: बिहार के औरंगाबाद की मनुस्मृति ने यह इतिहास शनिवार को हैदराबाद की नेशनल पुलिस अकदमी से पास आउट करके रचा। वर्तमान में आईपीएस पिता-पुत्री की यह अकेली जोड़ी है। मनु का भाई लॉ करने के बाद दूसरे कार्य में लग गया।
मनुस्मृति के पिता कमलेंद्र प्रसाद उत्तर प्रदेश कैडर के भारतीय पुलिस सेवा के 1981 बैच के अधिकारी हैं और इन दिनों दिल्ली में नेशनल इंस्टीटयूट ऑफ क्रिमिनोलॉजी एंड फोरेंसिंक साइंस के निदेशक हैं। मनुस्मृति के दादा अरविंद प्रसाद बिहार पुलिस से एएसपी के पद से सेवानिवृत्त हुए हैं। उसके परदादा हरिहर प्रसाद वर्मा 1921 में बिहार पुलिस में कांस्टेबल के पद पर भर्ती हुए और वर्ष 1954 में सहायक सब इंस्पेक्टर पद से सेवानिवृत हुए। हरिहर प्रसाद का देहांत वर्ष 1954 में हुआ। मनु स्मृति ने दिल्ली के सेंट स्टीफंस कॉलेज और लंदन स्कूल ऑफ इकोनॉमिक्स से पढ़ाई की। उसने कोलकाता के सीएसएसएस से एमफिल की।
