Police Recruitment: Orissa Police: Bhubaneshwar: उड़ीसा पुलिस में भरती शुरु, posts of Additional Police Officers/personnel on a contractual basis in Energy PSs of Cuttack and Bhubaneswar.

ADVERTISEMENT Applications are invited in the prescribed form from Police/Central Paramilitary Forces/Armed Forces/Coast Guard Personnel who have retired from the ranks of Constable/ASI/SI or equivalent rank for filling up of 8 (eight) (Numbers may change) posts of Additional Police Officers/personnel on a contractual basis in Energy PSs of Cuttack and Bhubaneswar.
The applications should reach the Office of Commissioner of Police, Bhubaneswar-Cuttack, Bidyut Marg, Bhubaneswar-751001 on or before 16.12.2011. Incomplete application/applications received after the last date of submission will be summarily rejected. The candidates should give specific choice for posting to Cuttack or Bhubaneswar (Khurda) in order of preference in the event of their selection in the selection test. 1. Eligibility: In order to be eligible to appear in the selection test for the post of Additional Police Officers/personnel, the retired personnel must: (i) Be a permanent resident of Orissa. (ii) Not be more than 62 years of age as on 15.12.2011. (iii) Be able to speak, read and write Oriya. (iv) Have unblemished service records. (v) Not have been convicted in any criminal case nor awarded with any major punishment in the departmental proceedings during their service career. (vi) Not have criminal case pending against them. (vii) Not have more than one spouse living. The candidates are required to execute an agreement for reemployment on contract basis for not more than one year. The contract will be renewed subject to satisfactory performance and need of their services. No person shall be re-employed after attaining the age of 62 years. 2. Pay: The Additional Police Officers/Personnel on appointment will get a consolidated monthly pay as mentioned below. (i) Retired Sub-Inspector or equivalent rank- - Rs.7,000.00 (ii) Retired A.S.I. or equivalent rank - Rs.6,000.00 (iii) Retired Constable or equivalent rank - Rs.5,000.00 3. Allowances: The posts of Addl. Police Officers/Personnel shall carry the following allowances: (i) Kit Maintenance Allowance - Rs.75.00 per month The expenditure towards pay and allowances will be borne by DISTCO (CESU).
4. Date and Venue of Selection Test: The selection test will be held at Reserve Police Lines, Bhubaneswar on 20.12.2011 at 7 AM. The test includes verification of original documents, medical test, written test, physical test and interview. 5. Medical Test: The candidates shall be put through a medical test. A Medical Board shall test the physical fitness of the candidates and the decision of the Board is binding. Persons with physical deformities are not eligible for appointment. Only those who are found medically fit will be allowed to participate in further tests. 6. Physical Test: The candidates should be physically fit and mentally alert. He/She should be physically capable of discharging field duty by putting in hard labour of at least 8(eight) hours in a day during day or night. They will be put to a physical test for testing their physical capabilities for discharging field duties. They have to cover a distance of 5 (five) kilometres on foot within a period of 1 (one) hour and (20) twenty minutes. Those who fail to cover the above distance within the prescribed time will be disqualified. 7. Interview: The candidates who qualify in the medical test, physical test will appear before the Selection Board for interview. The Selection Board shall test the suitability of the candidates for appointment as Additional Police Officers/Personnel. Note: Candidates shall be required to appear and clear the Medical test, Physical test and Interview for consideration of his/her suitability for appointment as Additional Police Officer. The re-employed persons shall have to wear the uniform and the badge as prescribed by D.G. & I.G. of Police, Orissa. They shall be appointed as Additional Police Officers/Personnel and shall be governed, among others by the provision of Section 14 of Orissa Urban Police Act, 2003. 8. Self-attested copies of certificates in support of age and qualification. 3. Self attested copy of discharge certificate. 4. Two character certificates attested by two different Group-B Gazetted Officers. Rs. 1 Cr For Police Welfare Fund The state government will sanction Rs. 1 crore for the Police Welfare Fund. 21st Oct, 2011: The state government has announced the sanctioning of Rs. 1 crore for the Police Welfare Fund. The announcement was made by Home Minister P Sabitha Indira Reddy, while she spoke at the Police Commemoration Parade at Goshamahal Stadium in Hyderabad on Friday. She said that the government would take all steps necessary for the welfare of police personnel in the state. She announced that all police personnel would be entitled for a complete medical check-up once every 2 years. Also, one government doctor will be deputed on a permanent basis, for police personnel, at all district headquarters.
The Home Minister announced that the Amberpet police training schools would be upgraded soon. She recalled measures recently taken up by the state government for the welfare of police forces. She paid tributes to the police who had laid their lives while discharging their duties. She stated that the state and the general public could simply not ignore the sacrifices that the police make for society. Speaking on the occasion, Director General of Police V Dinesh Reddy claimed that Andhra Pradesh has emerged as a role model in implementing measures for police welfare. He announced that 22,000 personnel would be recruited in the police force next. The DGP hoped that the existing force would be de-stressed once the new recruits join the forces. Earlier, Chief Minister N Kiran Kumar Reddy laid a wreath at the Police Memorial and paid tributes to the police martyrs. However, he did not attend the Commemoration Parade, in view of his Anantapur tour. Meanwhile, the Home Minister, DGP, City Police Commissioner A K Khan and other IPS officials made personal contributions towards the Police Welfare Fund. (INN)

These funds are being operated/governed by the respective fund rules/Governing Bodies of respective forces. Since these are non-governmental funds, these are not covered under Comptroller & Auditor General (CAG) audits. However, as reported by CAPFs, regular audits of these funds are being conducted annually by the Board of Officers of respective forces as well as by the registered Chartered Accountants to see that these funds are being utilized by CAPFs for bonafide and legal activities only. Supply of Essential Commodities to the Police Personnel at Subsidised Rates :
In G.O.Ms.No.1162, Home (Pol.12) Department, dated 11.09.2008 Government have issued orders for the implementation of the New Food Subsidy Scheme for the supply of some essential commodities to Police Personnel from the rank of Police Constables to Inspectors through the Public Distribution System at 50% rate with effect from 01.10.2008. As on to-day, 58,947 Khaki Cards had been issued to the Police personnel for the supply of Essential commodities. A sum of Rs.10 Crores has been earmarked towards the subsidy during the year 2009-2010.

Setting a rare example of honesty, Assistant Sub-Inspector BN Kadam, attached to the Virar police station, deposited Rs5 lakh in cash, which he found on Achole Road on Friday afternoon, at the Nalasopara police station. Appreciating his honesty, the Superintendent of Police (Thane Rural) has announced to felicitate Kadam for his exemplary act.
Speaking to DNA, Nalasopara police station Senior Inspector Shriram Koregaonkar said that they were shocked when Kadam approached them with Rs5 lakh cash. On Friday afternoon, Kadam was going to the Tahsildar office on his bike for some personal work. When he was passing through Achole Road, he saw a paper bundle drop from the pocket of an unknown motorcyclist going ahead of him. Unaware that something has fallen off his pocket, the rider went ahead. Kadam shouted to draw his attention but in vain. Kadam then stopped his bike and inspected the bundle. He was shocked to see cash amounting to Rs5 lakh in it. He then kept the money safely and gave the motorcyclist a chase. On failing to locate him, Kadam decided to hand the money over to the police. “He came to us and deposited the money. We are proud that Kadam has set this rare example of honesty for our staff,” said Koregaonkar.

Grievance Redressal The Hon'ble CM has directed all Unit Officers to conduct the grievance day for the Police personnel on the following specified dates earmarked for them. All the SsP of districts should attend the AR parade and hold orderly rooms to listen to and to redress the grievances of the police personnel Every Friday All the SsP of districts should hold Grievance Day for Local Police personnel attached to the various units in the districts Every Tuesday Range DIsG should hold Grievance Days at Range Headquarters Once in a Month ADGsP/ Zonal IGsP/ IGsP of Special Units should hold Grievance Day Once in two Month DGP will conduct the Grievance Day once in three months in State Headquarters.
