गुजरात में तैनात आईपीएस अधिकारी प्रेमचंद ठाकुर की सास मिनाक्षी नरसिम्मा मूर्ति (65) की इलाज के दौरान अस्पताल में मौत होने के मामले में बोरीवली पुलिस ने डॉ. प्रदीप व्यास को गिरफ्तार किया है। लापरवाही बरतने और गलत इलाज करने के आरोप में गिरफ्तार डॉ. व्यास को स्थानीय बोरीवली कोर्ट ने 13 दिसंबर तक न्यायिक हिरासत में रखने का आदेश दिया है।
शिकायत किसी और के खिलाफ, गिरफ्तारी डॉक्टर की :
वकील राजीव देसाई और अशोक राजपूत ने बताया कि आईपीएस अधिकारी ठाकुर की सास की मौत के मामले का मजेदार पहलू यह है कि मृतक मिनाक्षी की बेटी व उनकी मुवक्किल हेमलता प्रेमचंद ठाकुर (48) ने 6 मई 2011 को बोरीवली (प.) स्थित राज ज्योति क्लीनिक में अपनी मां की संदिग्ध मौत होने के बाद शिकायत अपने भाई रवि मूर्ति और भाभी गितांजलि मूर्ति के खिलाफ दर्ज कराई थी। बोरीवली पुलिस ने एफआईआर नंबर 239/11 दर्ज कर जब इस मामले की जांच शुरू की, तो मृतक मिनाक्षी का इलाज करने वाले डॉ. व्यास का भंडाफूट गया।
डॉ. व्यास ने मिनाक्षी की मौत की वजह हार्ट अटैक बताया था। मगर शंका होने के कारण शिकायतकर्ता हेमलता ने जे.जे. अस्पताल के डॉक्टरों की टीम से इस मामले में राय मांगे जाने का निवेदन पुलिस से किया। बता दें कि जे.जे. अस्पताल के डॉक्टरों की टीम की रिपोर्ट बोरीवली पुलिस को १ दिसंबर को मिली। जिसमें मौत का कारण निमोनिया बताया गया है और यह भी कहा गया है कि यदि डॉ. व्यास ने सही ढंग से इलाज किया होता, तो मिनाक्षी मूर्ति को बचाया जा सकता है। इस रिपोर्ट से यह भी पता चला कि डॉ. व्यास ने मिनाक्षी का एन्जोप्लास्टी किये जाने और हार्ट में स्टैंट लगाने का जो दावा किया था। वह भी गलत था। जिसकी वजह से बोरीवली पुलिस ने डॉ. व्यास को गिरफ्तार कर लिया है। मगर रवि मूर्ति और उनकी पत्नी गितांजलि के विदेश में होने की वजह से पुलिस ने उन्हें फरार बताया है।
हाईकोर्ट ने खारिज की डॉ. व्यास की दलील :
शिकायतकर्ता के वकील अशोक राजपूत ने बताया कि डॉ. व्यास ने अपनी गिरफ्तारी को मुंबई हाईकोर्ट में चुनौती दी थी और जमानत की मांग की थी। परंतु 8 दिसंबर को हुई सुनवाई के दौरान अदालत ने उनकी दलील को खारिज कर दिया। इसी तरह मृतक महिला मिनाक्षी के बेटे रवि और बहू गितांजलि ने खुद के खिलाफ पुलिस द्वारा दर्ज किये गये एफआईआर को हाईकोर्ट में चुनौती दी थी। पर अदालत ने 7 दिसंबर को उनकी याचिका को भी खारिज कर दिया। बता दें कि डॉ. व्यास की गिरफ्तारी का मामला अपने आप में कुछ अलग ही है, क्योंकि अक्सर डॉक्टर किसी मरिज की मौत का कोई कारण अपनी रिपोर्ट में लिख देते हैं और पुलिस उस पर आंख मूंद कर विश्वास कर लेती है। मगर जब आईपीएस अधिकारी ठाकुर की पत्नी हेमलता जैसी कोई महिला मामले की तहत में जाती है, तो सच्चई उजागर होती है।

इलाहाबाद : पुलिस लाइन के बाहर शनिवार अपराह्न बदमाशों ने पहले ट्रैफिक इंस्पेक्टर पर पिस्टल तानी और फिर हवा में फायरिंग कर दी। बीच सड़क फायरिंग होने से लोगों में अफरा-तफरी मच गई। इंस्पेक्टर ने ललकारा तो बदमाश पुलिस लाइन की चहारदीवारी फादकर भागने लगे, जिस पर घेराबंदी कर उनको गिरफ्तार कर लिया गया। बदमाशों के पास से पिस्टल, मैगजीन, कारतूस, कई एटीएम और मोबाइल बरामद हुआ है। पूछताछ में पता चला कि दोनों इविवि के छात्र हैं।
शनिवार अपराह्न यातायात निरीक्षक इंद्रपाल सिंह पुलिस लाइन के पास वाहनों की जांच पड़ताल कर रहे थे। उसी समय पल्सर से दो युवक महाराणा प्रताप चौराहे से कचहरी की तरफ आ रहे थे। यातायात निरीक्षक ने रुकने का इशारा किया तो दोनों भगाने लगे, जिस पर निरीक्षक ने एक को पकड़ लिया। इतने में पीछे बैठे दूसरे शख्स ने पिस्टल निकालकर निरीक्षक पर तान दी। ट्रैफिक इंस्पेक्टर ने अपनी रिवाल्वर जैसे ही निकाली, दोनों भागने लगे। इस दौरान पुलिस लाइन के बाहर एक बदमाश ने पिस्टल से दो फायर किया। गोली चलने से गुजर रहे लोगों में अफरा-तफरी मच गई। यातयात निरीक्षक इंद्रपाल सिंह ने तत्काल कंट्रोल रूम में सूचना देते हुए बदमाशों को दौड़ाया तो वह चहारदीवारी फांदकर पुलिस लाइन के भीतर दाखिल हो गए। जानकारी पाकर आरआइ द्वितीय ने पुलिस लाइन में घेराबंदी की, जिसके बाद दोनों को गिरफ्तार कर लिया गया। कर्नलगंज पुलिस का कहना है कि गिरफ्तार बदमाशों का नाम अजीत यादव निवासी बराचवर व सचिन सिंह निवासी चदनी थाना मोहम्मदाबाद जनपद गाजीपुर है। दोनों इविवि में पढ़ते हैं। जांच पड़ताल में पता चला कि दोनों सिविल लाइंस में एक युवक की पिटाई कर रहे थे। लोगों ने विरोध किया तो उन पर पिस्टल तान दी थी। यहां से जब दोनों को दौड़ाया गया तो वह भागे और पुलिस लाइन के पास गिरफ्तार कर लिए गए। पुलिस के अनुसार सचिन पर पहले भी मुकदमा दर्ज हो चुका है, जबकि अजीत के बारे में जानकारी एकत्र की जा रही है।

नई दिल्ली।। क्या यूथ को उनकी काबिलियत के मुताबिक नौकरी नहीं मिल पा रही है? कम से कम दिल्ली पुलिस में शामिल हुए नए सबइंस्पेक्टरों (एसआई) की प्रोफाइल देखने से ऐसा ही लगता है, जिनमें 14 इंजिनियर और 15 एमबीए भी शामिल हैं।
दिल्ली पुलिस में शनिवार को 344 एसआई शामिल किए गए, जिनमें 68 महिलाएं भी शामिल हैं। यहां हुए एक समारोह में जिन सबइंस्पेक्टरों को शामिल किया गया उनमें एमटेक सहित 14 इंजिनियर और 15 एमबीए शामिल हैं। नए शामिल सबइंस्पेक्टरों में 52 के पास एमए की डिग्री है, दस एमएससी हैं, सात लॉ ग्रेजुएट, चार एम. कॉम, तीन बी.फार्मा, दो एमएड और एक बीपीएड हैं।
344 सबइंस्पेक्टरों में 106 दिल्ली के, 79 हरियाणा के, 76 उत्तर प्रदेश के, 56 राजस्थान से, 15 बिहार से, 4 मध्य प्रदेश से, झारखंड और हिमाचल से 2-2 और पश्चिम बंगाल, उत्तराखंड, उड़ीसा और पंजाब राज्य से 1-1 हैं।
पासिंग आउट परेड के बाद दिल्ली पुलिस के इन नए सबइंस्पेक्टरों को संबोधित करते हुए दिल्ली पुलिस के कमिश्नर बी. के. गुप्ता ने युवा अधिकारियों से कहा कि वे निष्पक्ष रूप से समाज की सेवा करें और कानून को अक्षरश: लागू करें। उन्होंने समाज के कमजोर तबके की रक्षा में पुलिस की भूमिका और लोक हितैषी पुलिस प्रणाली पर जोर दिया।

27 दिसंबर से रामलीला मैदान में अन्ना हजारे का लंबा अनशन होने वाला है। एनओसी देने से पहले दिल्ली पुलिस ने टीम अन्ना से आठ सवाल पूछे हैं। पुलिस ने कार्यक्रम का पूरा ब्योरा मांगा है।
पुलिस ने पूछा है कि रामलीला मैदान में कितने लोग जमा होंगे, कौन-कौन वीवीआईपी आएंगे, कौन-कौन लोग भाषण देंगे और कितनी देर तक भाषण चलेगा... साथ ही बैठक की व्यवस्था की जानकारी, मंच पर कौन−कौन लोग बैठेंगे और रामलीला मैदान के अंदर और बाहर कितनी गाड़ियां पार्क होंगी इसकी भी जानकारी देने को कहा है।
रामलीला मैदान का इलाका कमला मार्केट थाना क्षेत्र में आता है। टीम अन्ना को शुक्रवार को कमला मार्केट के थाना प्रभारी की ओर से एक पत्र मिला, जिसमें आठ बिंदुओं पर स्पष्टीकरण मांगा गया है। पत्र में कहा गया है कि उन्होंने 28 नवंबर को पुलिस उपायुक्त (मध्य क्षेत्र) विवेक किशोर को दिए आवेदन में इन बिंदुओं पर कोई जानकारी नहीं दी है।
थाना प्रभारी प्रमोद जोशी ने अपने पत्र में लिखा, ‘आपको सूचित किया जाता है कि आपने निम्नलिखित बिंदुओं’ पर स्पष्टीकरण नहीं दिया है। पुलिस ने टीम अन्ना से 27 दिसंबर, 2011 से 5 जनवरी, 2012 के बीच रामलीला मैदान में होने वाले समारोह में आने वाले लोगों की अनुमानित संख्या और हर दिन के कार्यक्रम का विवरण देने को कहा है।
टीम अन्ना से यह भी कहा गया है कि वह कार्यक्रम में भाग लेने वाले विशिष्ट और अति विशिष्ट लोगों के नाम और संख्या, स्वयंसेवकों की संख्या, भाषण का समय और भाषण देने वालों का नाम तथा बैठने की व्यवस्था के बारे में भी ब्यौरा उपलब्ध कराएं।
पुलिस ने विभिन्न कार्यक्रमों के दौरान मंच पर बैठने वाले लोगों के नाम और रामलीला मैदान के भीतर और बाहर खड़े किए जाने वाले वाहनों की संख्या के बारे में भी विवरण देने को कहा है।
हजारे ने इससे पूर्व धमकी दी थी कि अगर मजबूत लोकपाल विधेयक पारित नहीं किया जाता, तो वह 27 दिसंबर से रामलीला मैदान पर अनिश्चितकालीन अनशन पर बैठ जाएंगे। उन्होंने यह चेतावनी भी दी थी कि जिन पांच राज्यों में विधानसभा चुनाव होने वाले हैं, वह वहां कांग्रेस के खिलाफ प्रचार करेंगे।
टीम अन्ना ने इससे पूर्व दिल्ली नगर निगम का रुख किया था, क्योंकि 30 हजार की क्षमता वाले इस मैदान का जिम्मा एमसीडी के हवाले है। निगम ने टीम अन्ना को बताया कि उन्हें 10 दिन के लिए खातिर मैदान के इस्तेमाल की इजाजत मिल सकती है, क्योंकि मैदान के इस्तेमाल के लिए पहले ही कुछ आवेदन आ चुके हैं। अगर अन्ना हजारे रामलीला मैदान में अनशन पर बैठते हैं तो इस वर्ष यह उनका इसी मैदान पर दूसरा और कुल मिलाकर चौथा अनशन होगा।

Applications are invited in the prescribed form from
Police/Central Paramilitary Forces/Armed Forces/Coast Guard Personnel
who have retired from the ranks of Constable/ASI/SI or equivalent rank
for filling up of 8 (eight) (Numbers may change) posts of Additional Police
Officers/personnel on a contractual basis in Energy PSs of Cuttack and
Bhubaneswar.
The applications should reach the Office of Commissioner of
Police, Bhubaneswar-Cuttack, Bidyut Marg, Bhubaneswar-751001 on or
before 16.12.2011. Incomplete application/applications received after the
last date of submission will be summarily rejected. The candidates should
give specific choice for posting to Cuttack or Bhubaneswar (Khurda) in order
of preference in the event of their selection in the selection test.
1. Eligibility: In order to be eligible to appear in the selection test for
the post of Additional Police Officers/personnel, the retired personnel
must:
(i) Be a permanent resident of Orissa.
(ii) Not be more than 62 years of age as on 15.12.2011.
(iii) Be able to speak, read and write Oriya.
(iv) Have unblemished service records.
(v) Not have been convicted in any criminal case nor awarded with
any major punishment in the departmental proceedings during
their service career.
(vi) Not have criminal case pending against them.
(vii) Not have more than one spouse living. The candidates are required to execute an agreement for reemployment on contract basis for not more than one year. The contract will
be renewed subject to satisfactory performance and need of their services.
No person shall be re-employed after attaining the age of 62 years.
2. Pay: The Additional Police Officers/Personnel on appointment will get
a consolidated monthly pay as mentioned below.
(i) Retired Sub-Inspector or equivalent rank- - Rs.7,000.00
(ii) Retired A.S.I. or equivalent rank - Rs.6,000.00
(iii) Retired Constable or equivalent rank - Rs.5,000.00
3. Allowances: The posts of Addl. Police Officers/Personnel shall carry
the following allowances:
(i) Kit Maintenance Allowance - Rs.75.00 per month
The expenditure towards pay and allowances will be borne by DISTCO
(CESU).
4. Date and Venue of Selection Test: The selection test will be held at
Reserve Police Lines, Bhubaneswar on 20.12.2011 at 7 AM. The test includes
verification of original documents, medical test, written test, physical test
and interview.
5. Medical Test: The candidates shall be put through a medical test. A
Medical Board shall test the physical fitness of the candidates and the
decision of the Board is binding. Persons with physical deformities are not
eligible for appointment. Only those who are found medically fit will be
allowed to participate in further tests.
6. Physical Test: The candidates should be physically fit and mentally
alert. He/She should be physically capable of discharging field duty by
putting in hard labour of at least 8(eight) hours in a day during day or night.
They will be put to a physical test for testing their physical capabilities for
discharging field duties. They have to cover a distance of 5 (five) kilometres on foot within a period of 1 (one) hour and (20) twenty minutes. Those who
fail to cover the above distance within the prescribed time will be
disqualified.
7. Interview: The candidates who qualify in the medical test, physical
test will appear before the Selection Board for interview. The Selection
Board shall test the suitability of the candidates for appointment as
Additional Police Officers/Personnel.
Note: Candidates shall be required to appear and clear the Medical
test, Physical test and Interview for consideration of his/her suitability for
appointment as Additional Police Officer.
The re-employed persons shall have to wear the uniform and the
badge as prescribed by D.G. & I.G. of Police, Orissa. They shall be appointed
as Additional Police Officers/Personnel and shall be governed, among others
by the provision of Section 14 of Orissa Urban Police Act, 2003.
8. Submission of documents: The candidates are required to submit
copies of following documents alongwith their application form.
1. Two passport size self-attested colour photographs.
2. Self-attested copies of certificates in support of age and
qualification.
3. Self attested copy of discharge certificate.
4. Two character certificates attested by two different Group-B
