Chhatisgarh Police: Raipur: नक्सली हमले में कांस्टेबल सूर्या करतम और पुलिस ड्राइवर सूर्यप्रकाश शहीद, कांस्टेबल नंदा सिंह, राजाराम घायल..

छत्तीसगढ़ के सुकमा जिले में नक्सलियों ने बारूदी सुरंग में विस्फोट कर पुलिस के वाहन को उड़ा दिया. इस हमले में पुलिस के दो जवान शहीद हो गए तथा दो अन्य घायल हो गए. वहीं वाहन में सवार जिले के अतिरिक्त पुलिस अधीक्षक से संपर्क नहीं हो पाया है. राज्य के नक्सली मामलों के अतिरिक्त पुलिस महानिदेशक (एडीजी) रामनिवास ने बताया कि जिले के पोलमपल्ली क्षेत्र में नक्सलियों ने बारूदी सुरंग में विस्फोट कर पुलिस वाहन को उड़ा दिया है. इस हमले में पुलिस जवान सुर्या करतम और वाहन चालक सुर्यप्रकाश सोनवानी शहीद हो गए हैं तथा आरक्षक नंदा सिंह तथा प्रधान आरक्षक राजाराम घायल हो गए हैं. रामनिवास ने बताया कि सुकमा के अतिरिक्त पुलिस अधीक्षक (एएसपी) दर्शन सिंह मरावी पुलिस दल लेकर दोरनापाल से पोलमपल्ली क्षेत्र के लिए रवाना हुए थे. पुलिस दल जब वापस लौट रहा था तब पोलमपल्ली से लगभग तीन किलोमीटर दूर नक्सलियों ने बारूदी सुरंग में विस्फोट कर पुलिस वाहन सुमो को उड़ा दिया तथा गोलीबारी भी की. इस घटना में दो जवान शहीद हो गए तथा दो अन्य घायल हो गए. उन्होंने बताया कि घटना के बाद पुलिस दल ने भी जवाबी कार्रवाई की तथा घटना की सूचना मिलते ही अतिरिक्त बल घटनास्थल के लिए रवाना किया गया. वरिष्ठ पुलिस अधिकारी ने बताया कि पुलिस दल ने घटनास्थल से घायल जवानों को बाहर निकालने की कार्रवाई शुरू कर दी है. वहीं अतिरिक्त पुलिस अधीक्षक (एएसपी) मरावी से संपर्क नहीं हो पा रहा है. वरिष्ठ पुलिस अधिकारी भी घटनास्थल के लिए रवाना हो गए हैं.

KOCHI: Though officials claim that the fall in the number of drunk driving cases is due to the strict action taken by them, another side of the picture is that there is a severe shortage of breath analysers. And, those used now are outdated and often give wrong readings. The Motor Vehicles Department (MVD) has four breath analysers and six squads for checking, but only one equipment. The rest are outdated. There are instances where the breath analyser had mistakenly shown a sober person as inebriated. “In such instances, we take the people to nearby hospitals for blood test.
What we use now is a German-made breath analyser,” said T J Thomas, Regional Transport Officer. Officials said the breath analyser used by the police is also an outdated one. According to a senior police official, there is no dearth of breath analysers with the Police Department. “Each station is provided with one or two analysers. But most of them are outdated and the possibilities of getting a wrong reading is higher. The MVD has come up with new norms regarding the quality of the equipment used in the state,” a police official said.

PUNE: The Maharashtra Administrative Tribunal (MAT) on Tuesday ordered high-profile Pune police commissioner Meeran Borwankar to pay a Rs 25,000 fine within a week, and also initiated contempt proceedings against her for failure to implement the tribunal's directive to consider promoting a head constable to the post of assistant sub-inspector of police. This is the first time in the recent past that the MAT has taken a highranking IPS official to task. It has ordered Borwankar to deposit the Rs 25,000 fine from her own funds within a week. It has also issued a showcause notice to the commissioner for "contempt of court for wilfully disobeying their order, which was given on November 23, 2011". "We direct the Pune police commissioner to immediately comply with our order... (she) shall also deposit a sum of Rs 25,000 in this court towards compensatory costs," MAT chairman Dr S Radhakrishnan and vice-chairman A P Sinha observed in the two-page order. Last year, while disposing of an application filed by head constable Laxman Rathod on November 23, the MAT had asked the Pune police commissioner and the member secretary of the Caste Certificate Scrutiny Committee to consider promoting him to ASI and not deny him the promotion solely on the grounds of non-availability of the caste validity certificate. It is "astounding" that despite the judgment of the HC and the ad-interim relief of our tribunal-the Pune police commissioner and the member secretary were directed to consider Rathod's case for promotion-no steps were taken by the police commissioner to date, said the order. Rathod, who joined the Pune police as constable in 1981, has been knocking at the doors of justice after he was denied a promotion on several occasions. In August 2010, the Pune commissioner had submitted Rathod's application for a caste validity certificate to the committee, which failed to take cognisance of it. On September 2, 2011, he was informed by Borwankar-in a circular issued by the general administration department-that unless he produced the certificate, he could not be considered for a promotion. Rathod invoked the RTI Act to find out why he had been overlooked.

PANCHKULA: Though the 10-month-old infant, Nishant, who was kidnapped from Mansa Devi temple was recovered, the Panchkula police website has not been updated and the "missing" report is still displayed on the webpage. Resident of Sector 6, Reena Kaul, said, "They found the infant but it is surprising the website was never updated." Resident of Sector 12, Vikram Randhawa, said, "The people can in no way be informed of the goings-on if expired details show on the webpage. This is clear carelessness." When contacted, assistant commissioner of police Dheeraj Sethia said, "I shall conduct an inquiry and get the website updated." Nishant was picked up from the Mansa Devi shrine during navaratra celebrations, by a couple posing as good Samaritans. They asked the kid's mother Sarita to go and drink water while they look after the child. The couple fled with the child. The couple had exchanged their phone numbers with the mother, which were incorrect. The case was handed over the crime investigating agency and the infant's family had announced a reward of Rs 50,000.

PANAJI: In a bold move, the police department issued transfer orders for 690 police personnel to ensure free and fair elections in the state. More police transfers are expected this week, said sources. Most of the policemen transferred were either serving in their home district or at the same police station for more than 5 years. In a transfer order issued on Tuesday night, 84 PSIs were transferred. In another order issued by the police headquarters on Wednesday, 498 head constables and 108 assistant sub-inspectors were transferred. The transfer orders were issued after the Police Establishment Board decided that they should strictly follow the Election commission guidelines and ensure that the policemen posted in their home district should be transferred. Another matter that was discussed by the police top brass was the issue of some of policemen continuing to be posted at the same police station for more than 5 years due to their proximity with the local politicians. The police then wrote to the joint election commission, seeking approval for transfers of police officers from the rank of DySP to constables. The EC granted permission for transfers from the rank of DySP to head constables. "We are waiting approval for transfer of police constables. Once we receive the approval, we will issue transfer orders of the constables," said a senior police official. However, while effecting transfer of officers from their home district, the police faced a unique problem. "We found that there were not enough officers from South Goa to fill vacant positions in North Goa. Therefore, we took special permission from the Election commission to allow us to fill posts in North Goa police stations, even with officers whose home district is North Goa," the officer added.

Political interference in posting of police officers may be well-known but in what is unusual even by those standards, Maharashtra Home Minister R R Patil’s office changed postings of 23 of 28 officers who were joining the force after completing their probation. These changes not only overruled the recommendations of the Police Establishment Board (PEB), a high-level panel made of top state officers, many of them were also in violation of rules, information accessed by The Indian Express under the RTI Act shows. The postings were for officers directly recruited as deputy superintendents of police in the Maharashtra Police Service. Like every year, the annual postings proposal of the PEB was sent to the Home Department for approval on July 14, 2011. The proposals recommended postings for 28 officers who were to complete a 15-month probation that month, based on performance reviews, their place of probation and their hometowns. But Patil’s office changed the postings of 23 of those officers. As per service rules, the PEB — which comprises the DGP, the Mumbai Police Commissioner and Additional DGPs for Law and Order and Establishment — posts officers outside the police range in which they have done their probation. In the changes made by the home minister’s office, four officers were placed in the same districts in which they had done their probation. Five of the six officers posted to the Naxal districts of Gadchiroli, Gondhia and Chandrapur had their postings changed, to non-Naxal districts. Only three of those five positions were filled with other officers, including two who had been posted in the same district earlier during probation. This also meant Aheri in Gadchiroli got only one of the two DySPs posted by the PEB while Warora in Chandrapur did not get its new DySP. There is dismay in official circles over such changes, with officers pointing out that first five years of service are critical as they define and mould the candidate. During the initial years, the PEB generally tries to give each candidate a flavour of policing different regions and demographics of the state. The postings are also based on regions which are considered to be training grounds, along with the teaching capability of the superintendent of police of the range where the probationer has to take his or her first independent posting. Each decision is backed by the weekly report of the officer during his or her 15 months’ probation, which comes after nine months’ training in the state police academy. The names of the officers with probation history and corresponding remarks by the PEB are then sent to the Home Department for approval. It is only after the Home Minister approves that officers get the posting concerned.

पटना। अखिल भारतीय पुलिस खेलकूद प्रतियोगिता का आगाज बुधवार को पटना में होगा। मिथिलेश स्टेडियम में मुख्यमंत्री नीतीश कुमार उद्घाटन करेंगे। झारखंड समेत 21 राज्यों, दो केंद्र शासित प्रदेश व 6 अर्धसैनिक बलों की कुल 29 टीमें हिस्सा लेंगी। वर्ष 1995 के बाद बिहार मेजबानी कर रहा है। एडीजी, लॉ एंड ऑर्डर व गेम्स पब्लिसिटी कमेटी के प्रमुख एसके भारद्वाज ने बताया कि कुल 1606 प्रतिभागी हिस्सा लेंगे। समापन पांच फरवरी को होगा जिसमें मुख्य अतिथि इंटेलिजेंस ब्यूरो के निदेशक एचएल संधू होंगे। कबड्डी समेत चार खेल प्रतियोगिता में बास्केटबॉल, हैंडबॉल, वॉलीबॉल और कबड्डी खेलों में टीमें भिड़ेंगी। बिहार, झारखंड, जम्मू और कश्मीर जैसे राज्य सभी खेलों में हिस्सा लेंगे। दिल्ली की टीम सिर्फ वॉलीबॉल में भाग लेगी। बिहार की टीम में पेशेवर खिलाड़ी नहीं एडीजी भारद्वाज ने बताया कि बिहार छोड़कर दूसरी टीमों में ऐसे प्रतिभागी हैं जिन्हें खिलाड़ी के रूप में पुलिस या दूसरे बलों में बहाल किया गया है। जबकि बिहार की टीम में ऐसे पुलिसकर्मी हैं जो बहाल होने के बाद खिलाड़ी के रूप में सामने आए। उनका किसी रूप में खेल से जुड़ाव रहा है। डीजीपी ने बताया कि लंबे समय से बहाली नहीं हुई है।
जम्मू व कश्मीर सबसे बड़ी टीम जम्मू और कश्मीर से सबसे ज्यादा 90 प्रतिभागी हिस्सा ले रहे हैं। जबकि बिहार और झारखंड में प्रत्येक से 67 प्रतिभागी भाग ले रहे हैं। सबसे कम 17 प्रतिभागी दिल्ली के हैं।
