Bihar Police: Patna: नक्सल-प्रभावित जिलो में बनेंगे 82 थाने, बिहार पुलिस फोर्स का होगा आधुनिकीकरण. Bihar police to mordenized the force and build 82 more police stations in naxal affected areas.
बिहार के नक्सल प्रभावित जिलों में 170 करोड रुपये की लागत से केंद्र की पुलिस आधुनिकीकरण योजना के तहत 82 पुलिस थानों के भवनों का निर्माण किया जाएगा.
विधानसभा में जदयू सदस्य वीरेंद्र सिंह के प्रश्न के जवाब में संसदीय कार्य मंत्री बिजेंद्र प्रसाद यादव ने कहा कि अगले 16 महीनों में नक्सल प्रभावित जिलों में स्थित 82 पुलिस थानों की इमारतों का कार्य पूरा कर लिया जाएगा. 74 पुलिस थानों के भवन का निर्माण शुरू भी कर दिया गया है. इस पर 170 करोड रुपये की लागत आयेगी. केंद्र प्रायोजित पुलिस आधुनिकीकरण योजना के तहत थाना भवन का निर्माण होगा.
उन्होंने कहा कि निर्माणाधीन 74 थानों के भवनों को अगले 10 से 14 महीने में पूरा कर लिया जाएगा. केंद्र सरकार ने नक्सल प्रभावित जिलों के 85 थानों के निर्माण के लिए 170 करोड रुपये दिये हैं.

AHMEDABAD: The state home department and Reserve Bank of India (RBI) have found an innovative solution for ATM thefts in the state. Soon, you would find ATM machines placed inside police stations and chowkis across Gujarat.
During a discussion on the subject last week, the home department offered banks a corner in police stations to set up new ATMs.
"We have told RBI that in return for the space provided to the banks in police stations, the banks should help equip the police stations with CCTV cameras, water coolers, furniture and other facilities. It is a win-win situation," said S K Nanda, additional chief secretary, home.
This exercise, he felt, would also break barriers between police and public, which shies away from police stations, apart from giving customers a sense of safety during cash withdrawals.
Unguarded ATMs have been a favourite target for criminals.
Apart from attempts to break open ATMs and extricate the cash, there have been instances of entire ATMs being taken away at night.
The RBI has accepted the proposal and communicated this to banks which often try to cut costs by not providing round-the-clock guards at ATMs. If ATMs are installed at police stations, private security guards would not be needed.

चंडीगढ: रात में पुलिस की कार्य प्रणाली को सुधारने के लिए भले ही शहर में आए नए आई.जी. साहब ने रात को सरप्राइज चैकिंग शुरू की है। जिस कारण पुलिसकर्मियों ने रात के समय आई.जी. साहब का खौफ दिखाई देने लगा है लेकिन इसके उलट दिन के समय पुलिस की कार्यशैली को कैसे दुरूस्त किया जाए। इस पर कोई अधिकारी बोलने को तैयार नहीं है। जिस कारण दिन में शहर की सड़कों पर तैनात ट्रैफिक पुलिसकर्मी भी बेखौफ होकर मनमर्जी से काम कर रहे हैं।
पजांब केसरी की टीम ने जब दिन के समय सड़कों पर तैनात ट्रैफिक पुलिस की ड्यूटी पर नजर डाली तो पाया कि कई जगह वह ड्यूटी छोड़ आराम से गाड़ी में आराम फरमा रहे थे। वही दूसरी और एक टैम्पो में बैठी महिला पुलिस आराम फरमा रही थी। तीसरी तरफ पिकाडली चौक पर ड्यूटी छोड़ ट्रैफिक पुलिस कर्मी मार्कीट में लोगों से गप्पे लड़ा रहा था।

A Police Inspector, accused of extorting money from shopkeepers and local residents, has been dismissed from service.
"Police Inspector Sanjeev Kokil has been dismissed from service," Director General of Police Sanjeev Dayal told PTI today.
However, he declined to divulge further details.
In January 2011, the shopkeepers and residents of Musafirkhana area near Chhatrapati Shivaji Terminus Railway station had complained to Dayal, the then Police Commissioner, that Kokil harassed them and extorted money from them taking advantage of his position.
The shopkeepers had also given phone transcripts and other evidence against Kokil, who was heading MRA Marg police station, police said.
The complainants said the police officer demanded protection money to shield their stalls and shops from being razed. An inquiry was ordered and Kokil was transferred to Amravati district, police said.
The inquiry suggested the allegations against Kokil were true. The officer had also not reported on duty to Amravati, police said.
Kokil, however, maintained he had done no wrong and had only acted against "goons".
"I did my best at the job. Just because I had thrown out goons from the roads of Musafirkhana, they complained against me and I was removed from the force which I served for 32 years."

लखनऊ।। उत्तर प्रदेश प्रान्तीय पुलिस सेवा (पीपीएस) के अधिकारियों के संगठन ने राज्य की पुलिस व्यवस्था की बदहाली पर गंभीर चिंता जाहिर करते हुए इसे 'भ्रष्ट, नपुंसक और बदतमीज अधिकारियों' को पुरस्कृत करने का नतीजा करार दिया है। यूपीपीपीएस एसोसिएशन के अध्यक्ष जुगल किशोर ने कहा कि जब तक भ्रष्ट, नपुंसक और बदतमीज अधिकारी शीर्ष पर रहेंगे और पुरस्कृत होते रहेंगे तब तक स्थिति में कोई सुधार नहीं होगा। ऐसे अफसर सिर्फ सत्ता की चाकरी ईमानदारी से करते हैं।
किशोर ने कहा कि तंत्र की विफलता के लिए किसी एक वर्ग को दोषी नहीं ठहराया जा सकता। पुलिस अगर घटनाओं को जाति और धर्म के चश्मे से देखेगी तो न्याय नहीं कर पाएगी। उन्होंने कहा कि प्रतापगढ़ के कुंडा क्षेत्र में पुलिस उपाधीक्षक जिया-उल-हक की हत्या किए जाने के बाद हुई एसोसिएशन की बैठक में अधिकारियों ने आत्मावलोकन की जरूरत महसूस की। इस दौरान यह भी माना गया कि हाल के कुछ वर्षों में पुलिस बल के मूल्यों का पतन हुआ है।
किशोर ने कहा, ''हमारी अपनी कमजोरी हमको झुकने को मजबूर करती है। संविधान हमें गलत बात मानने को नहीं कहता।'' कुंडा में शहीद हुए पुलिस उपाधीक्षक को मरने के लिए छोड़कर भागने वाले पुलिसकर्मियों को कायर बताते हुए उन्होंने कहा कि ऐसे लोगों को कैसे संदेशपूर्ण सजा दी जाए, इस पर विचार होना चाहिये।
After the murder of a DSP, Uttar Pradesh Provincial Police Service association has expressed grave concern over the state of policing and called for a change within the force.
"Things will not improve as long as there is a tendency to honour corrupt, casteist officials who claim to be most honest but act as servants of those in power and are given the responsibility of leading the force," senior police officer and UPPPS president Jugal Kishore told PTI here.
Police would not be able to serve the cause of justice so long as they saw things from a casteist, communal angle, noted Kishore.
"There is a need to take a resolve to work impartially and see that justice is done," he said.
Kishore said that there have been calls for change within the force itself and mentioned a UPPPS meeting held after the killing of their colleague DSP Zia-ul-Haq in Pratapgarh where participating officers spoke about a need to introspect over the erosion of values that the force had been a witness to in the recent past.
Kishore added that the association had also sought time with the Chief Minister to apprise him of these problems.
"At times we bow before those in power out of some compulsion and weakness, whereas the constitution does not ask us to agree to something that is wrong or against the law," Kishore observed.
While referring to the killing of DSP Zia-ul-Haq, Kishore said that he was for stern action against the policemen who had deserted their officer when he was attacked.
The DSP was killed by a mob in Pratapgarh district on Saturday when he had rushed there after a village head was shot dead over a land dispute.

Concerned over the rising hi-tech, cyber crime cases, the East Singhbhum district police have decided to strengthen its mechanism for controlling cyber crime in the steel city. The crime has shot up this year, going by the increasing number of petitions and complaints that the police are receiving.
Revealing about the move, SSP Akhilesh Kumar Jha said that the all the police officers and policemen have to be computer savvy so that a criminal can be located and nabbed without making any further delay. The senior SP said that they have already set up cyber cell at the Sakchi police station premises, just beside the police control room.
“The officials of Technical Special Cell (TSC) knows how detect call record against a mobile number and how to track the caller by carrying out mobile phone surveillance within seconds. But what we need is to strengthen the cell,” said Jha.
The senior SP said when the cell is functioning effectively, what they need is to spread its wings to various police stations and police offices, including the police control room so that after tracking the location of a caller from the TSC, the police action team on the other end must be ready to act instantly.
He pointed out that for making the police stations cyber savvy, they must get the police stations equipped with computers and the necessary accessories.
“When the police officials get well-conversant with the computer, then they will be able to find out the case history of any criminal at a click of a mouse sitting at any corner of the state. When we get the dossier of any criminal without making further delay, then it be an easy for find out the whereabouts of the criminal in question,” said the SSP.
Recently a 15-day crash-course on criminal and crime tracking network system (CCTNS) was also conducted. The policemen learnt how to handle a computer for speedy detection of crime. But for most of the policemen, computer is an altogether new thing to get on to, the training programme has become a challenge. The cops learn the basic operating systems like Excel, Power Point etc from a professional.
He pointed out once a sizable number of policemen and police officials are trained to handle computer, then they would feed data about the criminals will be computerised.
Very recently the district police took 10 days to arrest a youth from Patna for allegedly making vulgar comment to a girl working at a Sakchi-based private courier company office. Though the victim had lodged the complaint a month ago, the police took so much time to nail the culprit.
On earlier occasions also the district police successfully detected several grievous crimes by means of the TSC, but took a long time for this as the police stations have nether the computers nor the trained personnel.
The senior SP, while emphasing the need of revamping the mechanism for tracking cyber crime in the city, said that he would make even the constables — the lowest ranked policeman — rained on how to detect a criminal involved in the cyber crime.

The High Court today said instead of installing LCD television sets and other gadgets for video conferencing, the government can use Skype.
"Almost all lower courts have computer facilities. All that you (government) have to do is install data connection and then Skype in them. In the long run this will be cheaper than installing LCD sets in each and every court," Justice Khanwilkar said.
The court added that installing Skype will be less expensive and the government will not incur any additional costs.
The court has directed the government to take advice from the Information Technology secretary on the issue and posted the matter for further hearing on March 14.
"Skype is compatible with 3G mobile connections these days. Then it can be easily used with broadband net connections," the court said.
Through Skype, one can make internet video and audio calls for free.
