Mumbai Police: ये लेडी दबंग तो क्रिमिनल्स के भी मुंह खुलवा देती है. But she knows how to make criminals talk, says Pooja Bhula of Police Inspector, Shalini Sharma.
In classic small-heeled pumps, fitted narrow trousers, a colourful scarf, plain shirt, long hair, tall frame and a confident stride, Police Inspector Shalini Sharma--Extradition Cell, of Mumbai’s Crime Investigative Unit (CIU)—carries herself like one of Charlie’s Angels. CIU officers don’t wear uniforms. She is as alert as she is friendly—interrogating gangsters, terrorists, paedophiles and the like, for a living.
Two months ago, the Crime Branch arrested Theva Satish Kumar, of the Liberation Tigers of Tamil Eelam (LTTE), based on an Interpol alert issued by the Sri Lankan government. What was Shalini’s role? “We verified the intelligence received, and alerted police stations, immigration and other teams.”
Following an arrest, the person is presented in court and taken into custody for questioning. “The interrogation went on for 24 hours! He was lying and I knew it.
The stamp on his passport was fake.” As per media reports, Kumar first said he came by air, but later revealed he arrived via sea. He would have been caught, boarding a flight from Sri Lanka.
“I don’t use third degree. I make them speak-up without breaking laws. Criminals don’t expect decency of this sort, so at first, they think I will go soft on them. But, with 23 years of experience, I know how to make people comfortable, I know how to make them talk,” is her unique approach.
From Scotland Yard to Interpol
No wonder she was chosen for a $10,000 scholarship to learn Hostage Negotiation and Crisis Management from Scotland Yard. “In 2008, we didn’t have negotiators to look into lacunae during terror attacks. So the Rotary Club and Mumbai Police took the initiative. 12 candidates, initially selected based on age and police experience, were narrowed to six, three ,and finally one.”
In her brief tenure as chief counsellor, Shalini thwarted a suicide attempt. “In interviews, Rotary gauged our international exposure and ability to handle sensitive matters. Officers tested our knowledge, language, and presentation skills. Working in the Extradition Cell since 2004 helped, as I was in regular contact with consulates. Confidence and interest matter too.” Her training lasted two weeks.
She acquainted herself with the British Transport Police, London Police and New Scotland Yard Police, London, and wanted other officers to be trained too.
“Crisis management isn’t a one-person job. I convinced my seniors to get two officers from Scotland Yard to Mumbai. Eventually, 17 officers were trained. With the remaining scholarship money, I got permission to familiarise myself with Interpol in Lyon, France.”
Traffic Department in 1993
Shalini has handled portfolios ranging from law and order to the computerisation of a commissionerate. But her face lights up at the mention of the Thane Traffic Police Department. “I joined as traffic officer and had a team of 15 women constables. We were the first batch of women to get this role. The experience was thrilling. I rode a Bullet, chased trucks and looked into traffic engineering. The public appreciated my work and demanded speed breakers and reflectors. Others were upset, because I didn’t let anyone off without a fine.”
Fitness and Family
The former Indian University level volleyball player’s fitness quotient hasn’t decreased. She watches her diet, gyms from 9pm-10pm when possible, or swims and takes brisk walks. “I’ve had clashes with my husband and sometimes feel my sons are neglected. But whoever joins the police is prepared for stress, physical demands, and difficulties it may cause to family life.”
Plans for future
She has a diploma in cyber crime and intends to learn forensic investigation and acquire weapons training.
Police plan your precautions
Be conscious of time and place
You have to be conscious of your time and place of travel. Late at night and early in the morning, you’ll find fewer people, so it will be difficult to get help. Keep track of whether your destination or the places you’ll cross are in the news for eve-teasing, chain snatching, rape or any such crimes.
Stay alert, act now
If a vehicle suddenly stops near you, think why? If something seems amiss whilst travelling, change your taxi, auto or train bogie. If you’re walking, look who’s around you, change your route if required and contact authorities.
Being stalked? Inform the police
If you find eve-teasers near your college, bus stop or routes you take regularly, inform the police, to prevent a mishap. Acid attacks are premeditated.
Perpetrators generally know the victims and their routines. Random strangers on the road don’t suddenly fling acid at passersby. It could be a stalker, a rejected lover, or someone you’ve had a fallout with. Don’t hide or neglect such instances, at least inform your friends.
Stay fit
Fitness is very, very important. You have to be agile in times of need.
Learn basic self-defence
We are not living in a jungle, so there’s no need to go deep into martial arts.
But, the basics of Judo and Karate are good enough to tackle attackers or buy time to run. These days, the police also teaches self defence in several schools.
Project confidence
You have to make yourself mentally strong, project fitness and confidence to deter attacks.
Carry an extra battery and pepper spray
Communicability is important at all times, especially if you’re travelling in remote areas or at odd hours. Always keep your mobile handy and carry an extra battery. There is no harm in carrying pepper spray too. Note down taxi and auto numbers, when travelling alone at night.
Shout!!!
You may have objects to defend yourself and might know everything, but nothing beats presence of mind. If you’re in a situation where you can’t defend yourself, don’t be self-conscious, just SHOUT, so that people can come to
your rescue.

While the constitution of the State Security Commission (SSC) by the State Government on Saturday ushers in much-needed police reforms, the government’s silence on the other directives of the Supreme Court is disconcerting.
Andhra Pradesh has now implemented only two of the seven binding directives of the apex court, delivered in the Prakash Singh case on police reforms.
The only other directive implemented by the State is that of setting up a Police Establishment Board (PEB) — which decides transfers, postings and promotions of officers of and below the rank of DSPs and transfers above the rank of DSPs.
Other SC directives
The other directives in State Government’s purview include a fixed two-year tenure to the chief of the police force; a minimum tenure of two years for SPs and SHOs; separation of investigation and law-and-order functions; setting up a Police Complaints Authority (PCA) at the State and district levels. The seventh directive — on setting a National Security Commission — is the responsibility of the Central government.
The State government has chosen to maintain a studied silence on the other directives though the Supreme Court had recently asked all the States to file affidavits on its implementation.
DGP’s case
Interestingly, the government order (dated 29-09-2012) appointing DGP V. Dinesh Reddy does not make a specific mention about him having a fixed tenure of two years.
Incidentally, when Tamil Nadu appointed K. Ramanujam as DGP, the State order too did not make a mention. However, a week later another GO was issued which specified that Mr. Ramanujam would have a fixed tenure of two years, irrespective of his date of superannuation.
What makes Mr. Dinesh Reddy’s case interesting is that he would be attaining the age of superannuation on September 18, 2013 (date of birth September 18, 1953), and if the government goes by the apex court’s orders, he should be retiring only on September 29, 2014.
Mr. Reddy was originally appointed DGP on June 30, 2011, but his appointment was set aside by the Central Administrative Tribunal (CAT) following a petition filed by another IPS officer challenging the order.
Later, on the direction of the Andhra Pradesh High Court, the government chose him again as the DGP from a list of empanelled officers selected by the UPSC and issued the current orders on September 29, 2012.
During the interregnum, he was the in-charge/officiating DGP.

UP Police: Locknow: एडीजी अरुण कुमार बोले, कुंडा डीएसपी को मारने वालों के खिलाफ सख्त कार्रवाई होगी.
प्रतापगढ़ : प्रदेश शासन के अपर पुलिस महानिदेशक कानून व्यवस्था अरुण कुमार ने कुंडा मामले में कहा कि पुलिस सख्त और निष्पक्ष कार्रवाई करेगी। सीओ को शहीद बताते हुए उन्होंने कहा कि दोषी पाए जाने वाले लोग चाहे जितने ताकतवर हों, वे बच नहीं सकेंगे।
पुलिस लाइन में रविवार को सीओ जियाउल हक को अंतिम विदाई देने पहुंचे एडीजी ने पत्रकारों से बातचीत में कहा कि परिजनों ने पुलिस से जो उम्मीद जताई है, उस पर पुलिस खरी उतरेगी। घटनास्थल पर पुलिस तथ्य जुटा रही है। जांच पड़ताल जो नाम सामने आएंगे उन पर कार्रवाई से पुलिस नहीं हिचकेगी। बिना दबाव के कार्रवाई होगी। एडीजी ने कहा कि सीओ की हत्या गंभीर घटना है। इस पर शासन की सीधी नजर है।
एडीजी जब पुलिस लाइन पहुंचे तो सबसे पहले सीओ की पत्नी परवीन आजाद से मिले। उनसे घटना के बाबत बातचीत की। सीओ की पत्नी ने उनसे साफ कहा कि उनकी पति की मौत यूं ही नहीं हुई है। उनकी हत्या की गई है। इस पर एडीजी ने उनको भी न्याय दिलाने का आश्वासन दिया। इस दौरान मौजूद आइजी आलोक शर्मा ने स्थानीय पुलिस के साथ ही प्रशासन के अधिकारियों से घटना के बाबत जानकारी ली और त्वरित कार्रवाई के आदेश दिए। इस दौरान कमिश्नर देवेश चतुर्वेदी, डीएम विद्या भूषण, एसपी अमेठी अलंकृता, एसपी सुलतानपुर किरन एस., एसडीएम संजय खत्री, कई सीओ और अन्य पुलिसकर्मी मौजूद रहे।
LUCKNOW: The Uttar Pradesh government on Monday evening recommended a Central Bureau of Investigation (CBI) investigation into the murder of circle officer (CO) Kunda Zia Ul Haq who was shot dead in Pratapgarh on Saturday night when he went to Balipur village to investigate the murder of a gram pradhan. The announcement came shortly after chief minister Akhilesh Yadav and his cabinet colleague Mohammed Azam Khan flew down to Deoria to meet the bereaved family and after the slain officer's widow Parveen Azad refused to allow the burial of her husband's body before an audience with the CM. Earlier in the morning, Akhilesh summoned his cabinet minister for food and civil supplies Raghuraj Pratap Singh to his official residence and sought his resignation from the post. The resignation was forwarded duly to Governor B L Joshi and he accepted it.
Shortly after the CM left Deoria, mortal remains of the police officer were buried at the local graveyard after the final prayers (Namaz-e- Janaza), led by Shahi Imam of the Delhi Jama Mazjid Mulana Ahmed Bukhari, was offered. Though Bukhari had reached Deoria in the afternoon, he was held back on the district borders and allowed to visit the family only after the CM met the slain CO's family. The CM sought Raja Bhaiya's resignation after his name figured in the FIR lodged in connection with the murder of deputy superintendent of police (DySP) Zia Ul Haq on the complaint of Parveen Azad on Sunday. Apart from Raja Bhaiya, three of his known associates were also named as accused. Two of them, who were arrested on Sunday, were sent to jail on Monday.
Shortly after his resignation, Raja Bhaiya called up on a number of ministers in Akhilesh cabinet and MLAs mostly of a particular caste and held closed doors meetings with them.
This was seen as an attempt of Raja Bhaiya to garner support on caste lines in order to mount pressure on the government to soften its stand on the CO issue.
Highly placed sources in SP said party president Mulayam Singh Yadav-in Delhi to attend parliament session-was keeping close watch on the developments. Sources said Mulayam was contemplating dispatching a team of his trusted aides among SP parliamentarians to Lucknow for crisis management.
During the hour-long meeting with the family members of the cop, Akhilesh Yadav assured them all-out help of the government to bring the killers of Zia Ul Haq to book and soon. He conceded to all their demands including a government job to the CO's younger brother and one to his widow. He also handed over cheques worth Rs 25 lakh each to Zia's widow and father as ex gratia relief. He assured the family that all those named as accused in the FIR will be arrested and sent to jail when Parveen expressed her fears that state police may go slow in the case as it involved Raja Bhaiya. The CM agreed to recommend a CBI probe into the case.
Pleading her case before the CM, Parveen broke down several times saying how her husband was anticipating something grievous. "He always apprehended being suspended but never ever thought things will reach such a point," she told the CM. Later, talking to TOI, Parveen confirmed she had appraised the CM of the circumstances in which her husband was killed. "My husband was probing the communal riots that took place in Pratapgarh a few months ago. He had shortlisted 140 persons involved actively in those riots and was under pressure to let off some of them. He had to submit his inquiry report on March 12, and was about to complete it," she told

बिहार के नक्सल प्रभावित जिलों में 170 करोड रुपये की लागत से केंद्र की पुलिस आधुनिकीकरण योजना के तहत 82 पुलिस थानों के भवनों का निर्माण किया जाएगा.
विधानसभा में जदयू सदस्य वीरेंद्र सिंह के प्रश्न के जवाब में संसदीय कार्य मंत्री बिजेंद्र प्रसाद यादव ने कहा कि अगले 16 महीनों में नक्सल प्रभावित जिलों में स्थित 82 पुलिस थानों की इमारतों का कार्य पूरा कर लिया जाएगा. 74 पुलिस थानों के भवन का निर्माण शुरू भी कर दिया गया है. इस पर 170 करोड रुपये की लागत आयेगी. केंद्र प्रायोजित पुलिस आधुनिकीकरण योजना के तहत थाना भवन का निर्माण होगा.
उन्होंने कहा कि निर्माणाधीन 74 थानों के भवनों को अगले 10 से 14 महीने में पूरा कर लिया जाएगा. केंद्र सरकार ने नक्सल प्रभावित जिलों के 85 थानों के निर्माण के लिए 170 करोड रुपये दिये हैं.

AHMEDABAD: The state home department and Reserve Bank of India (RBI) have found an innovative solution for ATM thefts in the state. Soon, you would find ATM machines placed inside police stations and chowkis across Gujarat.
During a discussion on the subject last week, the home department offered banks a corner in police stations to set up new ATMs.
"We have told RBI that in return for the space provided to the banks in police stations, the banks should help equip the police stations with CCTV cameras, water coolers, furniture and other facilities. It is a win-win situation," said S K Nanda, additional chief secretary, home.
This exercise, he felt, would also break barriers between police and public, which shies away from police stations, apart from giving customers a sense of safety during cash withdrawals.
Unguarded ATMs have been a favourite target for criminals.
Apart from attempts to break open ATMs and extricate the cash, there have been instances of entire ATMs being taken away at night.
The RBI has accepted the proposal and communicated this to banks which often try to cut costs by not providing round-the-clock guards at ATMs. If ATMs are installed at police stations, private security guards would not be needed.

चंडीगढ: रात में पुलिस की कार्य प्रणाली को सुधारने के लिए भले ही शहर में आए नए आई.जी. साहब ने रात को सरप्राइज चैकिंग शुरू की है। जिस कारण पुलिसकर्मियों ने रात के समय आई.जी. साहब का खौफ दिखाई देने लगा है लेकिन इसके उलट दिन के समय पुलिस की कार्यशैली को कैसे दुरूस्त किया जाए। इस पर कोई अधिकारी बोलने को तैयार नहीं है। जिस कारण दिन में शहर की सड़कों पर तैनात ट्रैफिक पुलिसकर्मी भी बेखौफ होकर मनमर्जी से काम कर रहे हैं।
पजांब केसरी की टीम ने जब दिन के समय सड़कों पर तैनात ट्रैफिक पुलिस की ड्यूटी पर नजर डाली तो पाया कि कई जगह वह ड्यूटी छोड़ आराम से गाड़ी में आराम फरमा रहे थे। वही दूसरी और एक टैम्पो में बैठी महिला पुलिस आराम फरमा रही थी। तीसरी तरफ पिकाडली चौक पर ड्यूटी छोड़ ट्रैफिक पुलिस कर्मी मार्कीट में लोगों से गप्पे लड़ा रहा था।
