Are all the females in the department are given leave as per their requirement?...Are the working conditions in police stations good for females?... Do they have a separate room to stay at night in case of a night shift?" The answers were: "The working condition in police stations is viable....Separate rooms for women have been made available in as many police stations as possible." On the question about transport back home at night, the police answered: "We take care of their travelling when they have a latenight shift. Generally, we try to put them in such shifts that they do not have to leave office very late." When questioned, joint commissioner of police (HQ) Deepender Pathak told MAIL T ODAY, "Delhi Police does pay attention to the females in the department. They are given all the benefits of the job, equal to male employees." While this is what the Delhi Police claims, the reality is very different. Talking to women police personnel at various police station revealed that the women claim they are overworked and underpaid. "I leave home every morning at 8 and cannot say when my day is going to end," said Rabiya (name changed), posted at Lajpat Nagar police station. Rabiya struggles to satisfy all the female complainants who come to the police station. She does patrol duty near colleges with other male colleagues, returns to the police station and works on legal documents. "I could have managed all the work had the working conditions been better. We do not have a separate room if we are staying late for work . Also, we do not get dropped home at odd hours. Everything has to be managed on our own," said Rabiya. Another policewoman, attached to a police station in South Delhi, said on condition of anonymity, "My chain was snatched in front of the police station. Despite registering a case, a senior officer of the department told me, 'I will get you a new chain, forget the incident.'" A female inspector who served at the Kamla Market police station for a long time told MAIL TODAY, "Our job is anyways tough, and when the working conditions are not good it gets even tougher. I struggled day in and day out to manage my police station for a long time. Finally, when it took a toll on my health, I had to shift from there." Females working in the department complain they do not get enough leave. "Those who have a child under 18 years of age can avail child- care leave for two years to raise the child. कांग्रेस विधायक शालेह मोहम्मद और जिला प्रमुख अब्दुला फकीर के पिता गाजी फकीर की हिस्ट्रीशीट मामले में जैसलमेर से हटाए गए पुलिस अधीक्षक पंकज चौधरी ने सोमवार को एक बड़ा खुलासा करते हुए कहा कि ये पूरा परिवार ही राष्ट्रविरोधी गतिविधियों को लिप्त रहा है। उन्होंने कहा कि कुछ समय पूर्व सरहद पर पकड़े गए आईएसआई एजेंट सुमेर खान विधायक शालेह मोहम्मद के पेट्रोल पम्प पर ही काम करता था। गाजी फकीर परिवार के पेट्रोल पम्प पर काम करने वाले व्यक्ति के बारे में पूरे परिवार को जानकारी नहीं हो ऐसा हो नहीं सकता,इस परिवार ने आईएसएस एजेंट की मदद की। उन्होंने कहा कि वैसे भी गाजी फकीर पर तस्करी, पाक से सटी जैसलमेर की सीमा में अवैध घुसपैठ, अवैध हथियार रखने सहित राष्ट्र विरोधी हरकतों में शामिल होने के पुलिस के पास कई सबूत है। उन्होंने कहा कि 26 साल पूर्व उसकी हिस्ट्रीशीट बंद करना गलत था। जैसलमेर में पत्रकारों से बातचीत में उन्होंने कहा कि ट्रांसफर सरकार की पॉलिसी का हिस्सा है। हालांकि हिस्ट्रीशीट खोलने से जोड़ कर भी देखा जा सकता है। उन्होंने कहा कि हिस्ट्रीशीट री-ओपन नहीं करने का दबाव था, लेकिन उन्होंने नियमानुसार कार्य किया है। गौरतलब है कि गाजी फकीर की हिस्ट्रीशीट 31 जुलाई 1965 को खोली गई थी। तब से गाजी का नाम कोतवाली थाने के हिस्ट्रीशीटरों में दर्ज था। जैसलमेर के पूर्व एसपी अंशुमान भोमिया का तबादला 31 मई 11 को हुआ और ममता विश्नोई ने 18 मई 11 को कार्यभार ग्रहण किया। इस बीच पचास दिन तक जैसलमेर में एसपी पद खाली रहा। तब एएसपी गणपतलाल ने मामला विश्नोई के ज्वाइन करने से पांच दिन पहले 12 मई 11 को गाजी फकीर की हिस्ट्रीशीट बंद कर दी जबकि आरपीआर नियम कहता है कि हिस्ट्रीशीट का फैसला सिर्फ एसपी ही कर सकता है। गाजी फकीर का पाकिस्तान सीमा पर सटे जैसलमेर एवं बाड़मेर जिलों में पिछले 50 साल से जबरदस्त वर्चस्व है। वे पाकिस्तान के पीर-पगारों के अनुयायी और भारत में उनके प्रतिनिधि के तौर पर कई सालों से काम कर रहे है। वे पीर-पगारों से मिलने पाकिस्तान जाते रहे है। उनका संदेश अपने समाज में प्रचारित करते है। आपराधिक रिकॉर्ड के कारण गाजी फकीर की हिस्ट्रीशीट 31 जुलाई, 1965 की खोली गई थी। गाजी फकीर की हिस्ट्रीशीट बंद करने का आधार उनकी उम्र और आचरण को बनाया गया है। उनकी उम्र 70 वर्ष से ज्यादा हो चुकी है। और काफी समय से किसी आपराधिक गतिविधियों में उनकी भूमिका सामने नहीं आई है। इधर एसपी पंकज चौधरी ने रिलीव होने से पहले विधायक शालेह मोहम्मद के खिलाफ पुलिस कार्रवाई में दखल देने, लपकों को छुड़ाने और अभद्र व्यवहार करने का मुकदमा दर्ज करवा दिया है। मामला 17 मई का है। ऑपरेशन वेलकम टीम बासनपीर के पास सैलानियों की गाड़ी का पीछा कर रहे लपकों को पकड़ने गई थी। लपके भागू का गांव फांटा के पास पेट्रोल पंप पर रुक गए। पुलिस ने इन्हें पकड़कर वाहन में बिठाना चाहा तो शालेह मोहम्मद ने पुलिसकर्मी पप्पूराम मीना को पकड़ लिया और गाली गलौच करते हुए धमकियां दी। इधर कांग्रेस विधायक और जिला प्रमुख के पिता की हिस्ट्रीशीट खोलने के बाद हटाए गए जैसलमेर के पुलिस अधीक्षक पंकज चौधरी का मामला भाजपा संसद में उठाएगी। राज्य के भाजपा सांसदों को प्रदेश नेतृत्व की ओर से गाजी फकीर की 48 साल पुरानी हिस्ट्रीशीट से सम्बन्धी दस्तावेज मुहैया कराए गए है, जिससे वे अध्ययन कर सके। पूर्व मुख्यमंत्री वसुंधरा राजे और राष्ट्रीय सचिव भूपेन्द्र यादव इस मामले को लेकर केन्द्रीय नेताओं के सम्पर्क में हैं। भाजपा सांसद अर्जुन मेघवाल ने बताया कि वे इस मामले को संसद में उठाएंगे, उन्होंने सोमवार को भी शून्यकाल के लिए स्थगन प्रस्ताव दिया था, लेकिन सदन स्थगित होने के कारण मामला नहीं उठा सके। अन्य सांसद भी इस मामले को अलग-अलग दिन संसद में उठाएंगे। भाजपा इस मुद्दे को आगामी विधानसभा चुनाव तक हवा देना चाहती है। पार्टी इस मामले को लेकर जैसलमेर एवं बाड़मेर जिलों में धरने-प्रदर्शन का कार्यक्रम बना रही है। साभार- दै जागरण.

जर्मन पुलिस थोड़ी अमेरिकी होने जा रही है. जर्मनी के पांच प्रांतों में पुलिस साइरन में जाने पहचाने टाट्युटाटा के साथ अमेरिकी आवाज येल्प भी जोड़ी जा रही है. पुलिस राज्यों का मामला है, इसलिए फैसला राज्य सरकारें कर रही हैं. जर्मनी में पुलिस. फायर ब्रिगेड और एम्बुलेंस का अपना अलग अलग साइरन है. इन आवाजों से समझा जा सकता है कि आपके पीछे कौन आ रहा है ताकि आप फटाफट सड़क पर उनके जाने लिए जगह बना दें. जर्मनी की सड़कों पर आने वाले दिनों में हॉलीवुड की झलक मिलेगी, जब पीछे अचानक पुलिस की गाड़ी होगी. पुलिस की गाड़ी में नीली बत्ती और मार्टिन साइरन के साथ साथ अमेरिका जैसा एक नया सिग्नल टोन शामिल किया जा रहा है. पुलिस की तैनाती फिलहाल इसे जर्मनी के 16 में से सिर्फ 6 प्रांतों में लागू किया जा रहा है. इसकी वजह यह है कि पुलिस के कामों से जुड़े सब लोग साइरन की अलग अलग आवाजों और पुलिस की गाड़ी के अलग अलग रंगों को स्वीकार नहीं कर रहे हैं. हेस्से प्रांत में दस साल से ही नई तकनीक का इस्तेमाल हो रहा है. प्रांतीय गृह मंत्रालय के मार्क कोलबेषर कहते हैं कि पहले पुलिस को हाइवे पर किसी गाड़ी को रोकने के लिए उसके आगे जाना पड़ता था जो सुरक्षा के हिसाब से अच्छा नहीं था. समस्या पर दूसरे प्रांतों को साथ विचार किया गया, लेकिन सहमति न हो पाने के कारण हेस्से ने अकेले ही इसे लागू करने का फैसला किया. साइरन में नया सिग्नल शामिल करने का मकसद फिल्म जैसा एक्शन का माहौल तैयार करना नहीं है, यह बात इसे लागू करने के लिए जारी अध्यदेश से भी साफ होती है. अगस्त महीने से लागू यह अध्यादेश जर्मनी भर में नए परिवर्तनों का कानूनी आधार होगा. पुलिस की गाड़ी में लगी लाल बत्ती सरकारी भाषा में रुकने का ऑप्टिकल संकेत है. उसकी रोशनी सिर्फ आगे की ओर फेंकी जा सकेगी. नए अध्यादेश के अनुसार इसके साथ एक आकुस्टिक सिग्नल जोड़ा जा सकता है, जिसे स्टॉप साइरन कहा जा रहा है. अमेरिकी साइरन से यह इस हिसाब से अलग होगा कि अमेरिका साइरन पुलिस की तैनाती का साइरन है, जबकि जर्मनी में फसके लिए नीली बत्ती और टाट्युटाटा का इस्तेमाल होता रहेगा. अलग अलग रंग पुलिस की गाड़ी में नए सिग्नल के साथ यह स्पष्ट किया जाएगा कि पुलिस का संकेत उनके ही लिए है. जर्मनी के उत्तरी प्रदेश श्लेसविष होलश्टाइन प्रांतीय पुलिस के प्रवक्ता लोथर गारमन कहते हैं, "नए साइरन का मतलब है, पुलिस-रुकिए." इस साइरन के लग जाने से पुलिस को किसी ड्राइवर को रोकने के लिए उसकी गाड़ी को ओवरटेक नहीं करना होगा. हेस्से का अनुभव अच्छा रहा है और यही कारण है कि दस साल बाद कुछ दूसरे प्रांत भी इसे लागू कर रहे हैं. पुलिस की गाड़ियों को नई तकनीक से लैस करना ज्यादा मुश्किल नहीं होगा. इन गाड़ियों में जिस इलेक्ट्रॉनिक उपकरण का इस समय इस्तेमाल हो रहा है, उसमें नए साउंड को शामिल करने की संभावना है. गाड़ियों की छत पर लगे मोनीटर पर स्टॉप, पुलिस या प्लीज फॉलो के अलावा 430 प्रकार के अंतरराष्ट्रीय टेक्स्ट को दिखाया जा सकता है, ताकि जर्मन न जानने वाला भी पुलिस के संकेत को समझ सके. सॉफ्टवेयर में अमेरिकी येल्प को भी एक्टीवेट किया जा सकता है. रेड प्लैश लाइट नया लगाना होगा. शामिल की जाने वाली तकनीक के अनुसार खर्च आएगा प्रति गाड़ी 1000 से 3500 यूरो. महिला पुलिसकर्मी श्लेसविष होलश्टाइन में शुरू में हाइवे पुलिस की 20 गाड़ियों को नए साइरन से लैस किया जाएगा. बाद में प्रांत की सभी 700 पुलिस गाड़ियों में नई तकनीक लगा दी जाएगी. हेस्से प्रांत में पहले से ही नई तकनीक लागू कर दी गई है. इन दोनों प्रांतों के अलावा बाडेन वुर्टेमबर्ग, राइनलैंड पलेटिनेट, थ्युरिंजिया और बर्लिन ने नए साइरन को लागू करने का फैसला किया है, जबकि जर्मनी के सबसे बड़े प्रांत नॉर्थ राइन वेस्टफेलिया ने कहा है कि इसकी कोई जरूरत नहीं है. पुलिस के पास अपनी ओर ध्यान दिलाने के दूसरे साधन भी हैं. फिलहाल इसे लागू करने वाले प्रांतों के अनुभवों पर नजर रखी जा रही है. विशेषज्ञों का ध्यान इस बात पर भी है कि देश की सड़कों पर पुलिस की गाड़ियों में अलग अलग लाइट और अलग अलग साइरन लोगों के लिए मुस्किलें पैदा कर सकते हैं. इस बीच पुलिस की वर्दियों और गाड़ियों के रंग में भी समानता नहीं रही है. पुलिस ट्रेड यूनियन का कहना है कि नागरिकों का अधिकार है कि वे देश भर में एक समान दिखने वाले पुलिसकर्मियों को देखें. साभार- डॉयचे वेले.

MP Police: Bhopal: police use smart technology: भोपाल पुलिस हुई स्मार्ट, हाथों से देख लेंगी गाड़ियों का हिसाब-किताब.

भोपाल. भोपाल पुलिस को पर्सनल डिजिटल असिस्टेंट (स्मार्ट फोन) दिए गए हैं। क्राइम एंड क्रिमिनल ट्रैकिंग नेटवर्क सिस्टम (सीसीटीएनएस) प्रोजेक्ट के तहत मिले स्मार्ट फोन में व्हीकल सर्चिंग एप्लीकेशन नाम का एक सॉफ्टवेयर अपलोड किया गया है, जो एमपी ट्रांसपोर्ट की ई-सेवा और क्राइम पोर्टल के सर्वर से सीधे जुड़ा रहेगा। इसकी मदद से पुलिस चौराहों पर ही गाड़ी का रिकॉर्ड देख सकेगी। इसका फायदा यह होगा कि चैकिंग के दौरान पुलिस स्मार्ट फोन की मदद से वाहन चोरी का है या नहीं, इसका भी पता लगा लेगी। अब तक वाहन चैकिंग के दौरान पुलिस को लैपटॉप पर एमपी ट्रांसपोर्ट की ई-सेवा की मदद लेनी पड़ती थी। किसी भी वाहन की जानकारी हासिल करने के लिए पुलिस उसका चैचिस नंबर और इंजन नंबर ई-सेवा पर फीड करती थी। इस परेशानी से बचने के लिए ही आईजी उपेंद्र जैन ने ‘व्हीकल सर्चिंग एप्लीकेशन’ तैयार करवाई है। यह एप्लीकेशन के इंटरनेट के माध्यम से चलेगी। उन्होंने बताया कि फिलहाल शहर के 500 पुलिसकर्मियों को स्मार्ट फोन दिए गए हैं। सभी में यह एप्लीकेशन डाउनलोड है। क्या है क्राइम पोर्टल आईजी जैन ने दो साल पहले क्राइम पोर्टल नामक एक सॉफ्टवेयर तैयार करवाया था, जो इंटरनेट के माध्यम से सर्वर से जुड़ा रहता है। इसमें भोपाल जोन के सभी बदमाशों की जानकारी अपलोड की गई है। वहीं भोपाल, इंदौर और होशंगाबाद जोन से चोरी हुए सभी तरह के वाहनों की जानकारी भी इसमें फीड की जा चुकी है। भोपाल पुलिस तीन महीने से इसी सॉफ्टवेयर पर काम कर रही है। साभार-दैभा.

इंडस्ट्रियल हब में महिलाओं को सुरक्षित माहौल देने के लिए पुलिस प्लानिंग तैयार करने में जुटी हुई है। इसके तहत पुलिस महिलाओं से पता करेगी लगाएगी कि वे खुद को कितना सुरक्षित महसूस करती हैं। वहीं, लोकल लेवल पर उन्हें होने वाली समस्याओं के बारे में भी जाना जाएगा। इसके लिए महिला सुरक्षा कमिटी के माध्यम से सर्वे कराए जाएंगे। इस संबंध में पुलिस व प्रशासनिक अधिकारियों ने सोमवार को एक मीटिंग भी की थी। जानकारी के मुताबिक, इस कवायद के पहले चरण में पुलिस ने सोमवार को प्रशासनिक अधिकारियों के साथ मीटिंग करके उनके सुझाव लिए थे। अधिकारियों ने कंपनियों में महिला सुरक्षा कमिटी का गठन करने, कार्य स्थलों पर यौन शोषण की घटनाओं को रोकने के लिए अलग सेल बनाने, महिलाओं को प्रशिक्षण देने, महिला पीसीआर की संख्या बढ़ाने के सुझाव दिए हैं। अब इस प्लैनिंग में पुलिस महिलाओं से पता लगाएगी कि वे कहां खुद को सेफ और कहां अनसेफ महसूस करती हैं। पुलिस कमिश्नर ए. एस. चावला ने बताया कि जागरूकता के चलते महिलाओं की शिकायत पर पुलिस ने काफी मनचलों के खिलाफ कार्रवाई की है। अब लोकल लेवल पर महिलाएं खुद को कितना सेफ महसूस करती हैं, जानने की कोशिश की जाएगी। इसके लिए जल्द ही सेफ सिटी फॉर विमिन ऑपरेशन शुरू किया जाएगा। साभार- नभाटा.

Mumbai Police: Police Health: मुंबई पुलिस के २०० जवानों, अधिकारियों का फ्री मेडिकल चेकअप.

MUMBAI: Asian Heart Institute (AHI) organized a free cardiac health check-up camp for Mumbai police at Bandra-Kurla Complex (BKC) police station last week. Over 200 policemen including police officers and male and female constables from seven police stations in zone 8 got their health check-up done in the medical camp. "We often forget to thank people who do so much for us, as a part of their duty. This is Asian Hearts way of saying thank you," said Dr Ramakanta Panda, VC and cardio-vascular thoracic surgeon, AHI. Doctors checked these policemen and women for blood sugar, ECG, body mass index (BMI) and other such essential tests to evaluate their vital health parameters. Police personnel were then provided with free consultation by doctors and dieticians. The camp intends to cover over 1000 police personnel. "All police officers work at least 14 hours a day and many of them show little concern about their health. We are delighted with this initiative taken by Asian Heart Institute providing us with a free health check-up camp.
