लखनऊ। कैमरे के सामने उत्तर प्रदेश के एक डीआईजी डीडी मिश्रा ने माया शासन पर सवाल उठा दिए। आनन फानन में यूपी सरकार ने इस अधिकारी को मानसिक रूप से बीमार करार दे दिया। लेकिन ताजा खबर ये है कि डीआईजी के आरोपों की वजह से सरकार ने एडीजी फायर हरिश्चंद्र सिंह को उनके पद से हटा दिया है। यही नहीं सरकार मिश्रा के आरोपों की जांच भी करा रही है। सरकार ने एंटी करप्शन विभाग के डीजी अतुल कुमार से इन आरोपों की जांच कराने की ठानी है।

उत्तर प्रदेश के प्रमुख सचिव गृह फतेह बहादुर ने कहा कि जो आरोप मिश्रा ने लगाए हैं उनकी जांच होगी। डीआईजी डीडी मिश्रा इस वक्त अस्पताल में हैं। शुक्रवार को आईबीएन 7 पर मिश्रा के बयान चलने के फौरन बाद ही उनके दफ्तर को पुलिस ने घेर लिया था। सरकार ने उनकी डॉक्टरी जांच कराई थी। डॉक्टरों ने उन्हें डिप्रेशन का शिकार बताया और फिर उन्हें अस्पताल में भर्ती करा दिया गया। वहीं, डीआईजी मिश्रा के समर्थन में आए एक और आईपीएस ने सरकार की भूमिका पर सवाल उठाए हैं। मिश्रा 1992 बैच के आईपीएस अफसर हैं। उनकी छवि बेहद कड़क और ईमानदार अफसर की रही है। उनका कैरियर बेदाग रहा है। लेकिन चित्रकूट में एक प्रभावशाली नेता से तनातनी के बाद उन पर एक आरोप लगा था। इसी वजह से एसपी से डीआईजी पद पर उनका प्रमोशन रुका रहा। मिश्रा को फिलहाल कड़ी सुरक्षा के बीच अस्पताल में रखा गया है। परिवार वालों के अलावा किसी को उनसे नहीं मिलने दिया जा रहा। मिश्रा के करीबी दोस्तों की मानें तो हाल ही में उनके एक सीनियर अफसर ने उनके साथ दुर्व्यवहार किया था जिसे लेकर भी वो काफी गुस्से में थे। मिश्रा के साथ काम करने वाले अफसरों को ये कतई यकीन नहीं कि वो बीमार है।

NOIDA: Two battalions of the Special Range Security have been recently sanctioned to exclusively guard the sprawling Ambedkar Park, but Noida Police, by its own admission, is grossly understaffed. According to the figures provided by the Noida police department - which manages a population of 6.24 lakh - barely 1,800 police personnel, including those posted with the traffic department, maintain the law and order in this satellite township. While an ideal policing situation in a civilized urban area is one policeman for every 100 citizens, in Noida, the ratio is 1 cop for every 667 people in the city - and it is worse when the whole of Gautam Budh Nagar district is considered.

To further add to their woes, the police force not only has to tackle criminals but also has added responsibilities like providing VIP security. "Our primary job is to maintain law and order and curb crime. However, there are many other divergent responsibilities, too, that we have to look after," said Anant Dev, superintendent of police. "At least two VIPs visit Noida every month, resulting in only 50% or less personnel maintaining law and order duties. Moreover, a major chunk of our force also remains deployed in the areas that have been witnessing farmers' agitation like the recent one," he said. According to officials, a proposal for around 4,000 additional cops was made around three years ago, but no addition has been made as yet. Noida needs more than 5,000 policemen, but only about 700 sub-inspectors and constables are available. The police, finding themselves more than overworked and having little manoeuvering space, are resorting to several innovative steps. The SP explained: "There are more than 11,000 private security guards deployed across the city to guard various institutions and homes. We are motivating them to be our eyes and ears after duly verifying the antecedents of every incident." Furthermore, on their enterprising menu is making better use of technology and working closely with the residents to curb crime. In addition, the integrated control room is being upgraded and GPS system installed in the city's 42 PCR vans last year is being restored.

KOLKATA: Kolkata Police's taking over the road traffic management on the Rajarhat's main arterial road may not solve the law and order problems at Rajarhat and Salt Lake Sector V. For the police stations that remain with the West Bengal Police are lacking in infrastructure.

Also, there is some discontent within Bengal Police. "Why are they not taking over traffic management of VIP Road or Jessore Road which are more congested? Lack of coordination is bound to happen in Rajarhat as they will look after traffic management only," said an officer. North 24-Parganas police recently submitted a letter to the DGP, a source said. Sector V and Rajarhat New Town police stations do not have the infrastructure to meet the demands of policing. Manpower is inadequate in both police stations. The three police stations in Salt Lake and one in Sector V. In case of a law and order problem, forces are sent from three other police stations.

MANGALORE: Policing in the youngest unit in the state, Mangalore City Police, will get more compact with internal reorganization as the government has granted sanction for 332 posts. The internal shuffle would see the creation of a new sub-division in Mangalore City South, renaming of Mangalore sub-division as Mangalore central sub-division and Panambur sub-division as Mangalore North sub-division. The existing Mangalore and Panambur sub-divisions are headed by assistant commissioners of police (ACP). The city police will utilise the sanctioned post of ACP (headquarters) as ACP of Mangalore City South division till they get a sanction for this post. At the same time, the city will also get an ACP for traffic, who would head two traffic police stations in traffic east and west and north and south police stations that have been proposed.

What is particularly noteworthy about this sanction, said Seemanth Kumar Singh, city police chief is that 100 of them would be police constables. The induction of the constables, Seemanth said, would bring about a much-needed impetus to the more demanding needs of city policing and also reduce the workload on existing police constables. The city police would also get six police inspectors and eight PSIs as per the new sanction. The sanction will not entail a financial implication for the government as the posts have been reappropriated from different parts of the state, Seemanth told TOI here on Wednesday. "This will also go a long way in addressing the staff shortage that we face on the clerical side and beef up our magisterial section. The latter section plays an important role in a police set-up that confers magisterial powers on the police commissioner," Seemanth noted. Another advantage of the internal reorganization planned, he said, is that each of the ACPs would have supervision work of a maximum of five police stations. Mangalore city South ACP would deal with Mangalore Rural, Ullal, Konaje and South PS, Mangalore City Central ACP with North, Gandhinagar, East, Urwa and Womens PS and Mangalore City North ACP with Kavoor, Bajpe, Panambur, Mulki and Moodbidri police stations. The ACP (traffic) would initially take care of two traffic police stations and two more once the newly proposed police stations come through, he said. This would only partially fulfil staffing needs of Mangalore city police which presently has nearly 750 police personnel of various ranks. Initial proposals were sent to add a further 805 policemen with separate proposals for wireless, city armed reserve and magisterial staff. These are being sanctioned in phases.

GURGAON: Millennium City is a top hit among party hoppers in NCR when it comes to celebrate New Year. However, with more parties in Gurgaon, more cases of drunk driving are also registered here. While Delhi recorded a decline of more than 20% in cases of drunk driving, party revelers went wild on Gurgaon roads. Traffic cops in the city recorded a whopping 50% increase in the number of drunk driving from last year. Despite prior warnings of zero-tolerance against such violators by cops, as many as 366 drunk drivers were caught during the last week of December.

As part of its initiative to raise awareness, cops had deployed citizen volunteers near pubs and liquor shops in the city. However, efforts of these volunteers went in vain with rash driving cases being reported from all parts of the city. Policemen armed with alcometers (breathalyzers) were out at all major traffic junctions to nab tipsy revelers behind the steering wheel. When asked, DCP (traffic) Bharti Arora said: Drunk driving cases go up during festive seasons. To keep tabs on untoward incidents we had launched this drive. More cops and volunteers were deployed in the east zone, which has high number of pubs and bars. Records of 2010 show a steady increase in drunken driving cases in Gurgaon. While 6930 people were challaned for the offence in 2009, the number jumped to 7,360 in 2010. The city police issued 1.5 lakh challans for traffic violations in 2010. However, the madness on the roads could not be stopped by challans alone.

CHANDIGARH: When a cop on duty is knocked down by rash or errant drivers, a case is registered swiftly, but little happens after that. However, the recent conviction of a Noida-based engineer who hit a traffic cop with his vehicle and his being sentenced to 3 years' jail has brought into focus 11 cops who were at the receiving end of motorists' wrath in the Tricity. It has also renewed their hopes of getting justice. A majority of these case files are gathering dust in record rooms or courts. The are five instances of Chandigarh policemen being targeted on duty at traffic nakas, four of Panchkula cops and two of Mohali police personnel.

In two instances, the cases were filed as untraced after cops failed to identify any of the accused. In July 7, 2009, constable Satish Kumar, deployed on traffic duty at Sector 10 roundabout in Panchkula, was knocked down by a helmetless motorcyclist. A case was registered at Sector 5 police station, but marked untraced after cops failed to identify the accused. In Chandigarh, head constable (HC) Prit Pal Singh of UT police was attacked with blunt weapons at Sector-34 roundabout on January 21, 2010. But, police sent an untraced report. The most serious one occurred in September 2007 when head constable Karanbir Singh was run over by Jitender Pal Singh of Mohali, who was driving a gypsy, near Sector 39. He suffered multiple fractures in his left leg and is unable to carry out any taxing job even today. Karanbir told TOI, ''I was discharged from hospital after one-year medical treatment and am not able to undertake any hectic activity. I attend the court hearings regularly, but sometimes the investigative officer fails to come, and the case is put off to the next date.'' The trauma that constable Anil Kumar went through is no less. On May 2, 2010, this PS-31 cop was dragged for half a kilometre by an SUV being driven by a tipsy Ashok of Ramdarbar. He fractured his right arm. Though, the accused, Ashok, was arrested, delay in his medical examination failed to confirm presence of alcohol in his blood. 'Our priority' Assuring action, officiating SSP (UT) Hardeep Singh Doon said, ''These cases are on our priority list and an untraced report was filed only in one case.'' When asked about the reason for delay, Doon said investigation of these cases would be reviewed.

The police officials with an aim to check increasing cases of drunken driving, have cracked a whip against tipsy drivers acting tough against them from February 19. Interestingly, traffic police officials would also offering assistance to those who are willing to quit drunken driving by taking them to social organisations working in the same regard. After acknowledging that 397 out of 877 road mishap deaths were occurred in allahabad region in 2010 due to drunken driving, the cops have also come with a new slogan dont drive when your are drunk . This seems to be the latest mantra taken up by traffic and thana police and special squads have been formed to check the cases of heavy vehicle drivers on highways. Police officials ,however ,claim that after consuming liquor , the judgement power of the drivers gets impaired a threat to road safety. Due to its effects, driver tends to take more risks, becomes more aggressive and takes a longer reaction time. It has been well established that the relative probability of causing crash increases with the rising blood alcohol levels.

Last year, a total 877 persons were killed in road mishaps and more than 945 others sustained injuries in the region. While traffic police authorities claim , drunken driving is customary in commercial vehicle drivers , private car owners and youngsters are also major players in the game. Small liquor shops along the national and state highways are of prime concern to control drunken driving and to make the matter more worse, the gamble of destiny is that, traffic cops are not well equipped with the necessary equipments required to introduce checks on driving at every check point. Experts claim that the country has laws to check the drunken driving but its effective implementation is still to be worked upon. The Motor Vehicle act -1939 has a clause which states that driving by a drunk person shall be punishable at the first offence with imprisonment for a term which may extend to six months or with a fine which many extend to Rs 2,000 or both. As per law, drinking and driving was not allowed to be mixed up, but its amendment in 1994 ,an amount upto 30mg per 100 ml of blood has been permitted to a driver. Talking to TOI , Superintendent of police , traffic , Uday Shankar Jaiswal said we have constituted teams equipped with breath analyzers who would be carrying out surprise checks to check the cases of tipsy driving. The teams have been instructed to conduct medical test of driver and he was found guilty, he would not only challaned but his name would be enrolled in drunken driving registers. He added that a tipsy driver is a potential killer as he cannot perform his tasks without risks and endangers road safety. Drunken driving, an illegal act should be governed by strict laws which entail not only levying hefty fines or revocation of license , but also prosecution, same as a criminal offense. Through the department has no data of persons being penalised on the charges of drunken driving ,the department had issued over 13,000 challans to the defaulters on same cause.
