मौजूदा समय में वसंत विहार सामूहिक दुष्कर्म की घटना को लेकर दिल्ली पुलिस पर व सुरक्षा व्यवस्था को लेकर जितने सवाल उठे हैं। उससे काफी बदलाव की जरूरत है। बदलाव तभी आएगा जब दिल्ली पुलिस को सशक्त बनाया जाए। पुलिस को संसाधन मुहैया कराने होंगे। अब तक अंग्रेजों के बनाए कानून का पालन हो रहा है। इसमें बदलाव किया जाए। उन्होंने कहा कि सरकार इसे क्यों नहीं बदलना चाह रही है? आजादी के बाद जब जनसंख्या बढ़ने लगी। देश का विकास होना शुरू हुआ। तब भारतीय पुलिस व्यवस्था में सुधार लाने के लिए भी भारतीय पुलिस आयोग बनाया गया। आयोग को जिम्मेदारी दी गई कि वे हर दस सालों पर अपनी रिपोर्ट सौंपे जिसमें वे अपने सुझाव पेश करें कि भारतीय पुलिस व्यवस्था में क्या-क्या सुधार की जरूरत है। 1981 में पहली बार आयोग ने भारतीय पुलिस व्यवस्था में सुधार संबंधी रिपोर्ट सरकार को सौंपी। दूसरी रिपोर्ट भी उसके दस साल बाद सौंपी गई। लेकिन आज तक एक भी कमीशन की रिपोर्ट को लागू नहीं किया गया। तब पुलिस के सिस्टम में कैसे सुधार की उम्मीद की जा सकती है? जहां तक दिल्ली पुलिस की बात है तो सन् 1978 में दिल्ली पुलिस एक्ट आया था। सभी को पता है कि पुलिस सरकार का फेस होती है। उसपर कितना भी आरोप लगाया जाए उसे विरोध करने का अधिकार नहीं है। जब दिल्ली पुलिस एक्ट बनाया गया था तब दिल्ली पुलिस की संख्या 60 हजार के करीब थी। उस समय दिल्ली में यातायात की समस्या नहीं थी, जिससे यातायात में मुश्किल से एक हजार पुलिस कर्मी तैनात होंगे। आज दिल्ली की जनसंख्या करीब पौने दो करोड़ हो गई और दिल्ली पुलिस की संख्या 80 हजार है। जिसमें एक्टिव पुलिसिंग में मात्र 15 हजार पुलिस कर्मी तैनात है। ऐसे में किस तरह की सुरक्षा व्यवस्था की उम्मीद की जा सकती है। सरकार नहीं चाहती है कि सिस्टम बदले। अगर पुलिस सशक्त हो जाएगी तब नेताओं की नहीं चलेगी इसलिए कमीशन को भी लागू नहीं किया जा रहा है। -अजयराज शर्मा, पूर्व पुलिस कमिश्नर

Patna: Days after a liquor trader was assaulted, Superintendent of Police of Bihar's Sheikpura district Babu Ram has been removed and policemen of Barbigha police station transferred. The action on the policemen was taken following instructions from Chief Minister Nitish Kumar to the Director General of Police Abhayanand at a meeting at which Principal Secretary (Home) Amir Subhani was also present, a statement said on Monday. A high-level inquiry by a joint team of a secretary level officer in the home department and a police official in the rank of ADG was also ordered into the assault on the liquor trader allegedly at the residence-cum-office of the SP on January 25. The inquiry followed the statement by the victim at the Patna Medical College Hospital. The report would be submitted on Tuesday based on which suitable action would be taken. The Chief Minister also directed the officials to lodge an FIR on the basis of the statement of the victim. RJD president Lalu Prasad and party MP Ram Kripal Yadav visited the PMCH on Sunday night and met the victim. They criticised the state government and said it reflected a poor law and order situation. The Sheikhpura incident came close on the heels of the removal of Saran range DIG for demanding Rs. ten crore as extortion from a liquor trader.

MUMBAI: Deputy chief minister Ajit Pawar has signalled a change in the manner in which the state government funded purchase of police uniforms. During a meeting last week, Pawar, who also handles the finance portfolio, announced that the money for such purchases will now be directly deposited in the policeman's account. Cloth for the uniforms is currently purchased by the prisons department and the textile corporation, and made available to policemen.

राजस्थान की सरकार और पुलिस प्रशासन के लिए यह बड़ी शर्मनाक स्थिति थी कि जिस आइपीएस अफसर का नाम राष्ट्रपति पुलिस पदक के लिए भेजा गया हो, वही थानों से वसूली करते हुए दिन-दहाड़े दबोच लिया जाए. पूरे तंत्र की इस तरह से फजीहत कराने वाले अजमेर के पुलिस अधीक्षक राजेश मीणा का नाम तो दिल्ली भेजी गई सूची में से आनन-फानन में हटा दिया गया पर पिछले हफ्ते उसकी गिरफ्तारी ने कई सवाल खड़े कर दिए. भ्रष्टाचार निरोधक ब्यूरो (एसीबी) के दल ने मीणा को उसके सरकारी निवास पर ही जिले के थानों से महीना लेकर आए दलाल जोधपुर निवासी रामदेव ठठेरा के साथ पकड़ा. पर एक और आइपीएस अजमेर का ही अतिरिक्त पुलिस अधीक्षक (शहर) लोकेश सोनवाल मौके से निकल भागा और तभी से फरार है. मीणा के गिरफ्तार होते ही जिले में चैन स्नेचिंग, जुआ, सट्टेबाजी और लूटखसोट जैसे अपराधों में अचानक कमी आ गई. इन अपराधों से जुड़े लोगों से हर महीने बड़ी वसूली होती थी. आइजी (अजमेर रेंज) अनिल पालीवाल ने प्रेस कॉन्फ्रेंस कर कहा कि एक हफ्ते में कंट्रोल रूम को किसी बड़े अपराध की खबर नहीं मिली है. एसीबी के मुताबिक, मीणा की जोधपुर में तैनाती के दिनों में उसकी पहचान बर्तन व्यापारी रामदेव ठठेरा से हुई थी. बाद में ठठेरा मीणा का नजदीकी बन गया और उसके लिए वसूली करने लगा. इसी क्रम में 2 जनवरी को वह अजमेर के विभिन्न थानों से वसूली करके लाया था. सभी थाने वाले उसे जानते थे और रकम चुपचाप दे देते थे. एसीबी तीन महीने से मीणा और ठठेरा के फोन कॉल पर नजर रखे हुए थी. 3 जनवरी की दोपहर रुपयों से भरे बैग के साथ उसे मीणा के आवास पर पकड़ा गया. उसके बैग से 3 लाख रु. और उसके घर पर 2 लाख रु. से ज्यादा बरामद हुए. मीणा के आवास पर आने से पूर्व ठठेरा सोनवाल के यहां गया था. मामला खुलते ही वह तो निकल लिया. ब्यूरो की तलाशी में उसका घर उपहार की महंगी चीजों से अटा मिला. मीणा के घर से मिले कागजों में पुलिस थानों से महीना ली जाने वाली रकम का खुलासा हो गया. जांच में पता चला कि मीणा ने छह महीने में ही 800 सिपाहियों के तबादले किए और बाद में 400 के निरस्त कर दिए. जिले के क्लाक टावर, क्रिश्चियनगंज जैसे थानों पर सीआइ लगाने के लिए ऊंची रकम लेने की बात सामने आई. थानों से मोटी रकम लेने के बाद उन्हें खुला हाथ दे दिया जाता था. जेल भेजे जाते ही मीणा ने तबीयत खराब होने की शिकायत की और रेफर होकर जयपुर पहुंच गया. जिस अंदाज में मीणा एसएमएस अस्पताल पहुंचा और जिस पैमाने पर एमआरआइ समेत ढेरों टेस्ट की सिफारिश की गई, उसे देखते हुए मीणा के साथ डॉक्टरों की मिलीभगत की जांच भी एसीबी को करनी चाहिए. अगर वह इतनी गंभीर बीमारियों से ग्रस्त था तो इतने सालों तक इलाज क्यों नहीं करवाया? हालांकि अब उसे डिस्चार्ज कर सेंट्रल जेल भेज दिया गया है पर उसका दावा है कि जांच में वह बेदाग निकलेगा.

हरियाणा मंत्रिमंडल ने खेल कोटे के तहत राज्य के पांच उत्कृष्ट खिलाड़ियों को पुलिस उप अधीक्षक (डीएसपी) तथा दो पैरालिंपिक खिलाड़ियों को सहायक प्रशिक्षक के पद पर नियुक्त करने के प्रस्ताव को बुधवार को मंजूरी दे दी। मुख्यमत्री भूपेन्द्र सिंह हुड्‍डा की अध्यक्षता में हुई बैठक में इस प्रस्ताव को मंजूरी दी गई। पुलिस उप अधीक्षक पद पर नियुक्ति पाने वाले खिलाड़ियों में मुक्केबाज विकास कृष्ण तथा पर मजीत समोटा, डिस्कस थ्रोअर कृष्णा पूनिया, पहलवान रवीन्द्र सिंह सांगवान और टेनिस खिलाड़ी सनम कृष्णसिंह शामिल हैं। खिलाड़ियों को पुलिस महानिदेशक तथा खेल विभाग द्वारा मुख्यमंत्री की अध्यक्षता में गठित समिति की सिफारिशों के आधार पर नियुक्ति प्रदान की गई है। इन खिलाड़ियों ने वर्ष 2010 में एशियन तथा राष्ट्रमंडल खेलों में पदक जीते थे। (वार्ता)

Two senior officials of the UT Administration were awarded the President's Police Medal on the eve of Republic Day on Friday. Deputy Inspector General (DIG) of UT Police Alok Kumar was honoured for his meritorious services, and Inspector General (IG) of the Central Reserve Police Force (CRPF) Kulbir Singh was awarded for his distinguished services. Kumar had joined the UT Police as the Headquarters SSP in May, 2010 and was later promoted as DIG of UT Police. During the 16 years of his service, he held important positions like Assistant Superintendent of Police (ASP), Central, and ASP (Traffic) in the Chandigarh Police, SP of Saiha District in Mizoram, Additional DCP West, Additional DCP, DCP of the Central District and DCP Special Branch of the Delhi Police. He was posted as the additional DCP of the Central District during an explosion in Jama Masjid, Delhi. As the DCP Central, Delhi, he took swift measures to bury the Holy Quran after it was burnt by protesters in a clash at Ghata Masjid, Darya Ganj. In Chandigarh, DIG Alok Kumar has worked for the modernisation of the police force, welfare of police personnel and infrastructure development. He has been instrumental in the launch of the Crime and Criminal Tracking Network & Systems (CCTNS) project. He also initiated various welfare and correctional programmes for the inmates and employees of the prison. IG Kulbir Singh, who is at present posted in the North-West Sector, Chandigarh, spent most of his time in service in the insurgency infested areas of Nagaland, Manipur, Mizoram and Assam. During his 36 years of service, he served for eight years in militancy prone areas of Jammu and Kashmir. He also served as SP operations in the Punjab Police on deputation. Singh was instrumental in killing four militants and capturing two AK-47 rifles in an encounter in Anantnag, Kashmir, in 1990. Earlier, Singh has been decorated with the Police Medal for Meritorious Service by the President and also Police Special (Duty) medal for Nagaland, Assam, Punjab, Manipur and Jammu & Kashmir Commendations Disc and letters in 2007, 2008, 2009 and 2010.
