Delhi Police : Delhi Traffic Police will soon have its own engineering wing,

The Delhi Traffic Police will soon have its own engineering wing, which will be responsible for the design and placement of traffic signals and other crucial road signs.

The decision was taken during a meeting of the DDA’s planning wing, Unified Traffic and Transportation Infrastructure Centre (UTTIPEC), following which, instructions to set up this wing was given by L-G Tejendra Khanna.


“While the traffic police decides on the placement of signals, it is the PWD which marks zebra crossings, puts up signage and other road infrastructure. Till now, this was not in tandem with the signals. For years, pedestrians had to suffer due to this,” said Ashok Bhattacharjee, director of UTTIPEC.

The traffic police had recently readjusted the timing of 37 signal locations, keeping pedestrian’s comfort in mind. But, even at these locations there was a lack of essential road markings such as zebra crossing, stop lines and proper road signage.

Punjab Police : Punjab police personnel to train in the US

CHANDIGARH: As part of police reforms in Punjab, a team of state police may soon go to New York for training with their counterparts in the US, a senior official said on Sunday.

Punjab government will soon sign an MoU to this effect with John Jay College of Criminal Justice , City University of New York , Principal Secretary Home D S Bains, said today.

The proposal for the two-way interaction between the police forces of New York state and Punjab was put forward by a visiting team the American college.


Under the plan, a team of high-ranking police officers from Punjab would get one-week training in New York and a team of five officers with expertise in different areas would visit Punjab in the first phase.

"The main aim of this joint venture would be to motivate our police force to perform better," said Bains.

Maria Haberfeld, who led the US team, said that during her visit to Police Training Colleges Phillaur and Jahan Khelan training institution, she was impressed with the quality of training being imparted but the facilities could be improved.

She suggested that new topics like manpower management, resource management, leadership development, and better deployment of the force could be introduced in the police training syllabus to enhance the skill and performance of the police force.

NAGPUR: If a few of senior officers have taken away the sophisticated vehicles meant for QRT, there are also allegations of misuse of official cars and jeeps too. The 'another group' alleges that these officers allow their families and friends to use the vehicles at the expense of the department.

A source from the police department said that several officers engage their official vehicles to send their children to school and bring them back home.


"In this admission season most of the officers are not only engaging official vehicles but also manpower to collect college forms, prospectus and finding out the seat availabilities across different institutions," said the source.

A senior officer said that several police station in-charges would not allow their second inspectors to use the official jeep but use it for their family members. "Some of the officers even allow their family members to use the official vehicle and constables for buying vegetables and purchase groceries," said the source.

channai Police: Police seek help from fire dept for Marina beach patrol

HENNAI: City police have sought the help of the fire and rescue services department to provide a stand-by rescue team at Marina Beach to save people from drowning.

"We have a tie-up with Coast Guard security personnel but that is not sufficient. It takes them at least 20 minutes to reach the beach after they get the information. If a rescue team from the fire and rescue services is ready, they can be roped in immediately," a police officer said.

The request has been sent to the fire services director through the city police commissioner JK Tripathy. "We are hoping to get a positive reply soon. The rescue team will be stationed at Anna Square police station or Marina police station. The team will have a rubber boat and a motor-fitted boat. They can go into the sea and search for victims," the officer added.


Drowning cases off the Marina are a problem that the city police are battling. "Despite all our precautions and rescue teams, two people drowned in June and July. Police personnel with the help of fishermen and volunteers rescued two people who were washed away near Anna Square four days ago," said Triplicane assistant commissioner of police S Senthilkumaran. Anna Square police station is in charge of the coastline of 1.5km from the Cooum River estuary to Kannagi Statue. "We have deployed 15 policemen to patrol the beach. Many tourists and people from other states don't understand our language but they do listen to us eventually. College students are the ones who flout rules," said Anna Square police inspector Mohammad Nasar.

"We have two permanent volunteers at the police station who help us with rescue operations. Some fishermen also come to the aid of the police. We have prevented more than 100 tourists and youngsters from venturing into the sea," the inspector added.

Mumbai Police : Very soon nothing will remain french for Mumbai Police

With more foriegners being arrested for various crimes, the Mumbai Police has decided to approach the Home department with a proposal for a Special Linguist Cell. Till now, the Special Branch used to coordinate with embassies concerned for translators as and when required. “There is a need for translators now, but we are still working on the modalities,” said Deven Bharti, Additional Commissioner of Police (Crime).


“Police officers from across divisions have sought our help in the past. Often students from our campus have helped with the translation,” says Dr Satishkumar S. Pandey, senior Professor and Linguist at Mumbai University. “When the Crime Branch officials met me about setting up a dedicated cell, I directed them to approach the university formally. The communication is taking shape and our attempt is to ensure an official channel to coordinate whenever there is a need for translators,” added Pandey.

Bangalore Police : Your friendly neighbourhood cop will now take complaints at your door

To aid those who hesitate to approach the police with a complaint, Bangalore police has decided to arrive at the doorstep.

A new beat system was launched in north-east division on Sunday, as a first step to making the police more approachable.Constables will be on beat duty on day and night shifts, and the new system hopes to incorporate the support of citizens too to help prevent crime.

The beat system, which had gone out of favour for a decade, is now being revived. Policemen from respective jurisdictional police stations will be made in-charge of streets.

“The policeman on duty will be responsible for maintaining law and order in his area. The police will have a network, and all the people in the area will be part of the system to better maintain law and order,” said city police commissioner BG Jyothi Prakash Mirji, adding that the new system would increase the responsibility of the police.


Members of the public in each locality would be expected to get in touch with the beat constable about any suspicious activity.
“When crime in each street is controlled, then the whole city will be peaceful,” said Mirji. He said that the residents would be involved in the vigilance maintained by the police.

Members of the public suggested that the night beat constable be armed with a rifle, as there were cases when the culprits assaulted policemen.

Police also hope that the beat constable would be able to resolve family disputes.

The city police commissionerasserted that members of the public should inform higher authorities if they face harassment at the hands of policemen or if they find the cops unwilling toregister complaints.

“My phone will be switched on 24 hours. We will take necessary steps to ensure that incidents of harassment do not get repeated. But the public should also treat policemen as human beings,” said Mirji.

channai Police: City & suburban police offices in for merger

CHENNAI: The government has decided to merge the city and suburban police commissionerates into one unit headed by one commissioner but functioning as two geographical zones under additional commissioners.

Accepting a proposal from the police department, chief minister J Jayalalithaa, who is also the home minister, is likely to announce the merger either at the Independence Day parade on August 15 or during the state assembly's budget session that starts August 4.


The merger has been proposed to improve coordination and communication between the police in city and the rapidly growing suburbs. But the decision may mean that suburbanites may have to travel to the Egmore commissioner office to lodge complaints while earlier they had one in St Thomas Mount.

The police department had come up with two proposals. Plan A suggested a complete merger of city and suburb. But the united commissionerate will be divided into two zones – with the dividing line running east-west along Chepauk and Poonamallee. Plan B recommended that the St Thomas Mount police district, currently under suburban limits be included in city. The government has reportedly favoured Plan A. "This decision not only revives the Greater Chennai police commissionerate concept but also facilitate better policing, good administration and coordination," a senior police officer told TOI.

Many in the police community have welcomed the proposal. "Peripheral areas are growing very fast. More and more the lifestyle, mindset and traffic flow patterns of the suburbs are becoming similar to the city. I feel that the policing was better under the one-commissioner system until 2008. If the merger happens, crime prevention and detection will improve," former DGP V Vaikunth told TOI. During his service, Vaikunth, in 1995, did a study on the Madras metropolitan policing system. Based on his report, the then AIADMK government had extracted St Thomas Mount, Ambattur and Madhavaram police districts from Chengai East and merged them with city.


The merger proposal has been criticized by a few officers, especially those in the suburb. They say that it would be difficult to police and administer faraway places from the city. Also, residents from the suburbs will have to travel a long distance to come to the commissioner's office and file complaints. "Instead of just the commissioner being of IG rank, every police district must be headed by additional commissioners of IG rank. Two deputy commissioners along with two assistant commissioners should be provided to take care of the district. This means that people can go to the additional commissioner with complaints," Vaikunth told TOI.

Supporting the merger idea, former DGP WI Dawaram said: "Chennai harbour, airport and other major office premises should be come under city police limit," he told TOI.
