लखनऊ।। उत्तर प्रदेश प्रान्तीय पुलिस सेवा (पीपीएस) के अधिकारियों के संगठन ने राज्य की पुलिस व्यवस्था की बदहाली पर गंभीर चिंता जाहिर करते हुए इसे 'भ्रष्ट, नपुंसक और बदतमीज अधिकारियों' को पुरस्कृत करने का नतीजा करार दिया है। यूपीपीपीएस एसोसिएशन के अध्यक्ष जुगल किशोर ने कहा कि जब तक भ्रष्ट, नपुंसक और बदतमीज अधिकारी शीर्ष पर रहेंगे और पुरस्कृत होते रहेंगे तब तक स्थिति में कोई सुधार नहीं होगा। ऐसे अफसर सिर्फ सत्ता की चाकरी ईमानदारी से करते हैं। किशोर ने कहा कि तंत्र की विफलता के लिए किसी एक वर्ग को दोषी नहीं ठहराया जा सकता। पुलिस अगर घटनाओं को जाति और धर्म के चश्मे से देखेगी तो न्याय नहीं कर पाएगी। उन्होंने कहा कि प्रतापगढ़ के कुंडा क्षेत्र में पुलिस उपाधीक्षक जिया-उल-हक की हत्या किए जाने के बाद हुई एसोसिएशन की बैठक में अधिकारियों ने आत्मावलोकन की जरूरत महसूस की। इस दौरान यह भी माना गया कि हाल के कुछ वर्षों में पुलिस बल के मूल्यों का पतन हुआ है। किशोर ने कहा, ''हमारी अपनी कमजोरी हमको झुकने को मजबूर करती है। संविधान हमें गलत बात मानने को नहीं कहता।'' कुंडा में शहीद हुए पुलिस उपाधीक्षक को मरने के लिए छोड़कर भागने वाले पुलिसकर्मियों को कायर बताते हुए उन्होंने कहा कि ऐसे लोगों को कैसे संदेशपूर्ण सजा दी जाए, इस पर विचार होना चाहिये। After the murder of a DSP, Uttar Pradesh Provincial Police Service association has expressed grave concern over the state of policing and called for a change within the force. Police would not be able to serve the cause of justice so long as they saw things from a casteist, communal angle, noted Kishore. "There is a need to take a resolve to work impartially and see that justice is done," he said. Kishore said that there have been calls for change within the force itself and mentioned a UPPPS meeting held after the killing of their colleague DSP Zia-ul-Haq in Pratapgarh where participating officers spoke about a need to introspect over the erosion of values that the force had been a witness to in the recent past. Kishore added that the association had also sought time with the Chief Minister to apprise him of these problems. "At times we bow before those in power out of some compulsion and weakness, whereas the constitution does not ask us to agree to something that is wrong or against the law," Kishore observed. While referring to the killing of DSP Zia-ul-Haq, Kishore said that he was for stern action against the policemen who had deserted their officer when he was attacked. The DSP was killed by a mob in Pratapgarh district on Saturday when he had rushed there after a village head was shot dead over a land dispute.

Concerned over the rising hi-tech, cyber crime cases, the East Singhbhum district police have decided to strengthen its mechanism for controlling cyber crime in the steel city. The crime has shot up this year, going by the increasing number of petitions and complaints that the police are receiving. Revealing about the move, SSP Akhilesh Kumar Jha said that the all the police officers and policemen have to be computer savvy so that a criminal can be located and nabbed without making any further delay. The senior SP said that they have already set up cyber cell at the Sakchi police station premises, just beside the police control room. “The officials of Technical Special Cell (TSC) knows how detect call record against a mobile number and how to track the caller by carrying out mobile phone surveillance within seconds. But what we need is to strengthen the cell,” said Jha. The senior SP said when the cell is functioning effectively, what they need is to spread its wings to various police stations and police offices, including the police control room so that after tracking the location of a caller from the TSC, the police action team on the other end must be ready to act instantly. He pointed out that for making the police stations cyber savvy, they must get the police stations equipped with computers and the necessary accessories. “When the police officials get well-conversant with the computer, then they will be able to find out the case history of any criminal at a click of a mouse sitting at any corner of the state. When we get the dossier of any criminal without making further delay, then it be an easy for find out the whereabouts of the criminal in question,” said the SSP. Recently a 15-day crash-course on criminal and crime tracking network system (CCTNS) was also conducted. The policemen learnt how to handle a computer for speedy detection of crime. But for most of the policemen, computer is an altogether new thing to get on to, the training programme has become a challenge. The cops learn the basic operating systems like Excel, Power Point etc from a professional. He pointed out once a sizable number of policemen and police officials are trained to handle computer, then they would feed data about the criminals will be computerised. Very recently the district police took 10 days to arrest a youth from Patna for allegedly making vulgar comment to a girl working at a Sakchi-based private courier company office. Though the victim had lodged the complaint a month ago, the police took so much time to nail the culprit. On earlier occasions also the district police successfully detected several grievous crimes by means of the TSC, but took a long time for this as the police stations have nether the computers nor the trained personnel. The senior SP, while emphasing the need of revamping the mechanism for tracking cyber crime in the city, said that he would make even the constables — the lowest ranked policeman — rained on how to detect a criminal involved in the cyber crime.

The High Court today said instead of installing LCD television sets and other gadgets for video conferencing, the government can use Skype. "Almost all lower courts have computer facilities. All that you (government) have to do is install data connection and then Skype in them. In the long run this will be cheaper than installing LCD sets in each and every court," Justice Khanwilkar said. The court added that installing Skype will be less expensive and the government will not incur any additional costs. The court has directed the government to take advice from the Information Technology secretary on the issue and posted the matter for further hearing on March 14. "Skype is compatible with 3G mobile connections these days. Then it can be easily used with broadband net connections," the court said. Through Skype, one can make internet video and audio calls for free.

शिवपुरी। मध्य प्रदेश के शिवपुरी जिले में फिरौती के लिए अपहृत मासूम का शव मिलने के बाद सोमवार रात से शुरू हुई तोड़फोड़ और आगजनी का दौर जारी है। भीड़ ने मंगलवार सुबह एक पुलिस अधिकारी के वाहन को आग के हवाले कर दिया। शहर के कारोबारी कमल गोयल के नौ साल के बेटे उत्सव गोयल का फिरौती के लिए किए गए अपहरण और बाद में उसकी हत्या के बाद से शिवपुरी में भीड़ हिंसक हो गई है। मंगलवार की सुबह भीड़ ने जलमंदिर क्षेत्र में एक पुलिस अधिकारी के वाहन को आग लगा दी। लोगों में पुलिस के रवैये को लेकर नाराजगी बनी हुई है। शहर में बढ़ते तनाव को देखते हुए आसपास के जिलों से पुलिस बल बुला लिया गया है और भीड़ को काबू में करने की कोशिश की जा रही है। पुलिस ने मासूम के अपहरण और हत्या के आरोप में निजी स्कूल के वाहन चालक को हिरासत में ले लिया है। उत्सव का अपहरण शनिवार को कर लिया गया था, जब वह ट्यूशन पढ़ने जा रहा था। अपहरणकर्ताओं ने फिरौती भी मांगी थी। सोमवार को उत्सव का शव मिला, जिसके बाद लोगों का गुस्सा भड़क उठा। भीड़ ने पुलिस कोतवाली पर हमला बोलने के बाद वाहनों को आग लगा दी और कई एटीएम तथा चौराहों पर जमकर तोड़फोड़ की। इसके अतिरिक्त माधव चौक पर लगी एक प्रतिमा को भी बुरी तरह क्षतिग्रस्त कर दिया गया। Shivpuri: Tension gripped Shivpuri town on Monday as police fired in air to disperse a mob that went berserk after word spread about the body of an abducted boy lying in nearby Amola forest, police said. As the news spread in the evening that Utsav was murdered by his captors and his body was lying in Amola forest, an agitated mob vandalised Kotwali police station, torched several deserted vehicles, including a police van, parked on the police station campus. Three ATMs were also damaged by the mob, they said. The sources said police fired two rounds in air, and added that there are no reports of injuries and the situation is tense but under control.

फर्रुखाबाद: पुलिस अधीक्षक कार्यालय से लेकर थानों में पुलिस कर्मी मूलभूत सुविधाओं को तरस रहे हैं। पुलिस कर्मियों की जिंदगी ठसाठस भरी बैरकों में एक चारपाई एवं बाक्स तक सिमटी है। सिपाहियों की संख्या पूर्व की अपेक्षा बढ़ी पर सुविधाओं का अभाव है। रंग रोगन का बजट तो मिला पर भवन व शौचालय मरम्मत न होने से जर्जर हो रहे हैं। महिला पुलिस कर्मियों के लिए थानों में शौचालय मयस्सर नहीं हैं। एसपी कार्यालय व थानों में पुताई को शासन ने 2 लाख 65 हजार का बजट उपलब्ध कराया है, लेकिन शौचालयों की उचित मरम्मत न होने से स्थिति दयनीय है। जन सूचना अधिकार के तहत मिली जानकारी में विभाग का कहना है कि शौचालयों की स्थिति 'ठीक' है, लेकिन वास्तविक स्थिति का आकलन तो पुलिस कार्यालय से ही हो जाता है, जहां जनपद के आला अधिकारी बैठते हैं। महिलाओं के लिए अलग से शौचालय की व्यवस्था कार्यालयों व थानों में नहीं है, इससे सभी को बहुत समस्या होती है। अधिकारी स्तर पर सुविधाएं हैं, लेकिन निचले स्तर पर सुविधाओं का अभाव है। इससे महिला सिपाहियों का कार्य प्रभावित होता है। पुरुष सिपाही तो वैकल्पिक व्यवस्था ढूंढ लेते हैं। पुलिस कार्यालय में तीन शौचालय हैं पर उनके दरवाजे टूटे हैं। यही हाल कोतवाली फतेहगढ़ का भी है। ऐसे में पुलिस कर्मचारियों को दिक्कतें उठानी पड़ती हैं। बैरकों में पर्याप्त स्थान नहीं है। 30 सिपाहियों के रहने के स्थान पर 10 पंखे लगे है। ब्रिटिश कालीन आवास जर्जर हो गए है। अपर पुलिस अधीक्षक ओपी सिंह ने बताया कि थानों व पुलिस कार्यालय में रंग रोगन का काम चल रहा है। इसके बाद शौचालयों की मरम्मत कराई जाएगी।

AHMEDABAD: It was 2011 when Ahmedabad Traffic Police (ATP) officials had launched a Facebook page on lines of metros such as Delhi, Mumbai, Hyderabad and Bangalore to connect with the younger generation and provide the commuters live updates on the traffic condition on major roads. The erstwhile officers also claimed that the citizens can approach the page, post the photograph of the offender and the action will be taken. After a disastrous run of the page as the users bombarded the page with the complaints and photographs and no subsequent reply or action from the men in white, the page had remained dormant for more than a year. Cut to 2013. With the change of leadership, the senior officials have again revived the project and have promised to take the action promptly. The group has already got 3,200 likes so far. Talking about the project, Dinesh Parmar, deputy commissioner of police (traffic), said that the department was lacking the manpower that can update the page and interact with the users. "Now we have solved that problem with tech-savvy constables deployed for the job. We are also looking at the smartphone-using generation to get the updates and provide the same in return," he said. He added that rather than working in isolation, they have started branding the page with activities. A recent activity at Bapunagar for traffic awareness was organized by a youth group in collaboration with the ATP that was publicized by the page. But will the initiative work again with the experience of the first run? "We are not skeptic at the moment. So far we have got good response when we posted the recent Sabarmati Marathon route on the page and even some of the reader responses telling us about specific stretches and specific problems. We are working closely on the issues," said Parmar.

मंडी गोबिंदगढ़ : जिला फतेहगढ़ साहिब के ट्रैफिक पुलिस कर्मचारी अब एक नई पोशाक में दिखाई देंगे। जिले में बनाए गए ट्रैफिक मार्शलों के सुझाव पर जिले के सभी ट्रैफिक पुलिस कर्मियों को जल्दी ही मास्क उपलब्ध होंगे। जिला पुलिस प्रमुख हरदयाल सिंह मान ने बताया कि ट्रैफिक पुलिस कर्मचारी सारा दिन वाहनों से उठने वाली धूल फाकते है तथा वाहनों से निकलने वाला जहरीला धुआं भी उनकी सेहत के लिए हानिकारक होता है। इसलिए जल्दी ही जिला ट्रैफिक पुलिस को मास्क दिए जा रहे हैं। इससे पुलिसवालों को काफी सुविधा होगी। इस संबंध में जिला ट्रैफिक मार्शल विनय अग्रवाल का कहना है कि पिछले 15 दिनों से वह अपने साथी मार्शलों के साथ शहर के विभिन्न इलाकों में लोगों को ट्रैफिक पर जागरूक करने के लिए पुलिस कर्मियों के साथ खड़े होते है। इस दौरान टै्रफिक मार्शलों ने महसूस किया कि ऐसे हालातों में काम करना किसी भी मनुष्य के लिए घातक है, जिससे पुलिस कर्मी घातक बीमारियों का शिकार हो सकते है। उनकी इस कठिनाई को दूर करने के उद्देश्य से मार्शलों ने एसएसपी को सुझाव दिया था, जबकि टै्रफिक मार्शल गुलशन छाबड़ा ने पुलिस कर्मियों का एक निश्चित समय के बाद मेडिकल चेकअप करवाने का भी सुझाव दिया। गौर हो कि जिले का स्टील टाउन मंडी गोबिंदगढ़ औद्योगिक शहर होने के कारण पंजाब के सबसे प्रदूषित शहरों में से एक है। वाहनों से निकलने वाले धुंए के साथ निकलने वाले रसायन सांस व कैंसर जैसे घातक रोगों के कारण बन रहे हैं।
