Orissa: Kendrapada: शराब विरोधी प्रदर्शन के दौरान पुलिसकर्मियों पर हमला, 13 पुलिसकर्मी सहित थाना प्रभारी घायल

ओडिशा के केंद्रपाड़ा जिले में शराब विरोधी प्रदर्शन के दौरान पुलिसकर्मियों पर हमले के आरोप में छह लोगों को गिरफ्तार किया गया है। पुलिस ने सोमवार को बताया कि राजधानी भुवनेश्वर से लगभग 160 किलोमीटर दूर नामातारा गांव में एक हजार से अधिक स्थानीय लोगों ने शराब विरोध रैली निकाली। इस दौरान उन्होंने शराब की एक दुकान में तोड़फोड़ की। जब पुलिस ने लोगों को रोकने की कोशिश की तो गांव वालों ने उन पर पथराव और हमला किया। प्रदर्शनकारियों ने एक पुलिस वाहन में भी आग लगा दी और एक अग्निशमन वाहन को नष्ट कर दिया। पुलिस अधीक्षक सतीश कुमार गजभिए ने बताया, ''प्रदर्शनकारियों को तितर-बितर करने के लिए पुलिस ने मजबूरन लाठीचार्ज किया और हवा में गोलियां चलाई।'' उन्होंने कहा कि इस घटना में थाना प्रभारी सहित 13 पुलसिकर्मी घायल हो गए। इसमें नौ ग्रामीण भी घायल हुए हैं। उन्होंने कहा, ''यहां स्थिति तनावग्रस्त लेकिन नियंत्रण में हैं। हमने पुलिसकर्मियों पर हमला करने के आरोप में छह गांववालों को गिरफ्तार किया है।'' - See more at: http://www.livehindustan.com/news/desh/national/article1-Orissa-Police-arrest-39-39-473321.html#sthash.mnYeAzbb.dpuf

Describing the attack on 41-year-old Prabha Arun Kumar as a "sad event", the Ministry of External Affairs Ministry spokesperson Syed Akbaruddin said the assurance was given by Baird during a telephonic conversation with Sanjay Sudhir, Consul General of India in Sydney. External Affairs Minister Sushma Swaraj said she was pained to know about the murder and that she was in constant touch with India's Consulate in Sydney which is providing all help. "I am pained to know abt murder of Prabha Arun Kumar in Sydney. Our Consulate is in touch with her Company there and we promise all help," she said in a tweet. Akbaruddin told reporters that Sudhir, the victim's husband Arun Kumar, and a representative of her employer Mindtree, an IT firm, had a meeting with the NSW police during which they were informed about a special detective squad being formed to probe the attack. Asked whether the attack had a racist angle, the spokesperson said one should wait for the outcome of police investigations. "One should not impute motive, Police are probing the matter. Let was wait for the outcome," he said. Akbaruddin the External Affairs Minister is herself monitoring the situation. The NSW police launched a probe following the stabbing of 41-year-old Prabha Arun Kumar, who was on the phone with her husband in India, when the "horrific" attack happened on Saturday in Westmead, a suburb of Sydney. Prabha worked for IT firm Mindtree in 'The Rocks' and had reportedly been working a double shift the day of her death. Prabha's distraught husband Arun Kumar and their 9-year-old daughter had reached Australia from Bangalore to formally identify her body, media reports said. Prabha's husband was on the phone with her when she was brutally stabbed in the park. "She was talking with her husband Arun Kumar in India when she said 'he stabbed me, darling' before the line went dead," an Austrlian media report said. Detective Superintendent Willing said her husband was now telling detectives about the conversation Prabha was having with him before she was killed. "We have some detail in terms of their conversation," he said adding that, "He's understandably extremely distressed." PTI

कटक- बक्सी बाजार स्थित पुलिस मुख्यालय में आज 1977 बैच के आईपीएस अधिकारी प्रकाश मिश्र ने विधिवत रूप से पुलिस महानिदेशक का दायित्व ग्रहण किया है। सर्वप्रथम डीजीपी श्री मिश्र को एक भव्य परेड में सलामी देकर अभिवादन दिया गया। इस अंवसर पर अतिरिक्त डीजीपी संजीव मारिक से राज्य के करीबन सभी आईपीएस अधिकारियों की उपस्थिति में उन्होंने डीजीपी का दायित्व लिया। इस अवसर पर मीडिया से बातचीत करते हुए उन्होंने कहा कि राज्य में बढ़ रहे माओवादी व नक्सल हिंसा पर प्राथमिकता देंगे। इसके अलावा पुलिस दिन प्रतिदिन लोगों का विश्वास खोती जा रही है, उसमें सुधार लाने का प्रयास करेंगे। उन्होंने कहा कि पुलिस के व्यवहार से लोग प्रभावित हो रहे हैं। कमिश्नरेट व्यवस्था में कुछ ऐसे पुलिस अधिकारी हैं जो काफी दिनों से एक ही जगह पर सीट जमाए बैठे हैं, उनके कार्यो की समीक्षा की जाएगी और आवश्यकता होने पर फेर बदल भी हो सकता है। इसके अलावा पुलिस आधुनिकीकरण, अपराध नियंत्रण आदि पर महत्व दिया जाएगा। राज्य में कानून व्यवस्था को नियंत्रण करने के लिए श्री मिश्र ने अधिक महत्व देने का भरोसा दिलाया एवं कहा कि जल्द ही इसका प्रतिफलन लोगों को देखने को मिलेगा। द नवनियुक्त पुलिस महानिदेशक प्रकाश मिश्र ने मुख्य सचिव बिजय कुमार पटनायक से मुलाकात की। इस दौरान पुलिस महानिदेशक ने मुख्य सचिव से माओवादियों पर नियंत्रण की रणनीति पर चर्चा की। मुख्य शासन सचिव बिजय कुमार पटनायक से मुलाकात के बाद डीजीपी प्रकाश मिश्र ने बताया कि फिलहाल माओवादियों के खिलाफ रात में ऑपरेशन चलाने का कोई निर्णय नहीं लिया गया है। सूत्रों के अनुसार मुख्य सचिव व डीजीपी में मुलाकात के दौरान राज्य की कानून व्यवस्था, औद्योगिक इलाकों में शांति, माओवादी समस्या और पुलिस आधुनिकीकरण पर विस्तार से चर्चा हुई। पुलिस महानिदेशक प्रकाश मिश्र ने पहले ही स्पष्ट कर दिया था कि माओवादी समस्या से निपटना उनकी प्राथमिकता होगी। उन्होंने इसके लिए सभी अधिकारियों से मिल-बैठकर विचार-विमर्श के जरिए रास्ता निकालने की बात कही है। डीजीपी ने कहा कि खुफिया विभाग को मजबूत बनाया जाएगा। पड़ोसी राज्य आंध्र प्रदेश, छत्तीसगढ़ तथा झारखंड से संचालित होने वाली माओवादी गतिविधियों पर अधिक ध्यान दिया जाएगा।

गुजरात में पुलिस बलों की मंजूरी की प्रक्रिया अभी भी 1960 की जनगणना के आधार पर तय किए गए मापदंडों के आधार होती है जो अब पूरी तरह पुराने पड़ चुके हैं. इसीलिए प्रदेश सरकार इनमें संशोधन करने जा रही है. पुलिस सूत्रों ने बताया कि प्रदेश सरकार अब मौजूदा जनसांख्यिकी परिदृश्य को आधार बनाकर पुलिस बलों की मंजूरी के नए मापदंड तैयार करने की कोशिश कर रही है. राज्य के पुलिस महानिदेशक (डीजीपी) अमिताभ पाठक ने बताया, "हमारे राज्य के गठन के समय ही पहली बार पुलिस बल की मंजूरी की योजना तैयार की गयी थी और निश्चित रूप से इसमें संशोधन की जरूरत है. इसमें कोई शक नहीं. हम पुलिस बल की मंजूरी संबंधी मापदंडों में संशोधन की प्रक्रिया में हैं.’’ उन्होंने बताया, "हालांकि मंजूरी वाली संख्या 92, 545 में से कई पद भरे नहीं गए हैं.’’ राज्य के पुलिस महानिरीक्षक कार्यालय ने एक आरटीआई के जवाब में बताया है कि राज्य में इस समय अनुमोदित पुलिस बल की संख्या 92, 545 है जिनमें सिविल और जिला सशस्त्र पुलिस भी शामिल है. इसमें आगे कहा गया है, "अनुमोदित पुलिस बल की मौजूदा संख्या 1960 की जनगणना के आंकड़ों पर आधारित है.’’ साभार- सहारा समय।

The Commission, headed by former Delhi High Court Judge Usha Mehra, was formed by the Home Ministry to identify the lapses on the part of Delhi Police, other agencies or persons for the gangrape incident on December 16 last year. In its report, the Commission had recommended that for better policing in the national capital, Delhi Police should have one-third of its total force of women. BHUBANESWAR: With a view to doing away with archaic laws, the Odisha government on Monday decided to bring in a new legislation in place of the Police Act, 1861, and the Odisha State Armed Police Act, 1946. At a meeting of the state cabinet, chaired by chief minister Naveen Patnaik, it was decided to repeal the two laws and have a new law to match the sea change policing has undergone during the past century, official source said. The proposed law envisages a minimum tenure of two years from the state director-general of police, district superintendents of police and officers in charge of police stations, sources said. Presently, police officers have no fixed tenures in office, exposing them to different kinds of pressure and also harming continuity of work. It also proposes separate of crime detection and law and order wings through creation of a crime investigation unit and a criminal investigation organization. It further envisages setting up of a Police Establishment Board (PEB) headed by the DGP and a Police Complaints Authority (PCA) with the Lokpal as chairperson, sources said. The PCA and PEB are already in place in the state, sources added. "The multi-dimensional service role of police today as well as their need for training and upgradation to meet challenges like organized crime, economic offences, extremism, cyber crime and smuggling necessitates an overhaul of the legal provisions," a source said. The decision to replace the old acts was taken keeping in mind a Supreme Court order in 2006 and the Soli Sorabjee committee recommendations. courtsy- TOI जागरण संवाददाता, भुवनेश्वर : सन् 1861 से यानी कि 151 साल से चले आ रहे पुलिस कानून में संशोधन कर नया कानून बनाने का निर्णय ओडिशा सरकार ने लिया है। इस संबंध में प्रस्तावित विधेयक को कैबिनेट ने अपनी मंजूरी भी दे दी है। गत सोमवार की शाम मुख्यमंत्री नवीन पटनायक की अध्यक्षता में आयोजित कैबिनेट बैठक में कुल 15 नए प्रस्तावों को मंजूर किया गया। इसमें मुख्य रूप से ओडिशा पुलिस एक्ट 1861 एवं ओडिशा राज्य सशस्त्र पुलिस एक्ट 1946 में बदलाव कर नया पुलिस कानून बनाने का प्रस्ताव है। नए संशोधन के अनुसार राज्य के लिए एक ही पुलिस फोर्स होगी। राज्य की भौगोलिक स्थिति को आधार मानकर इन्हें विभिन्न पुलिस रेंज में विभक्त किया जाएगा। हर रेंज में एक या फिर दो पुलिस जिला होगा। प्रत्येक पुलिस जिला को सब डिवीजन में विभक्त किया जाएगा। प्रत्येक पुलिस डिवीजन में एक या उससे अधिक थाना होगा। लोगों को सही ढंग से पुलिस सेवा मुहैया कराने के लिए वर्गीकृत अपराध संचालन के लिए विशेष सेल बनाया जाएगा। डीजी पुलिस, एसपी, थाना अधिकारियों का कार्यकाल कम से कम दो साल का होगा। कानून बनने के छह महीने के अंदर राज्य सुरक्षा कानून बनाया जाएगा। अपराध जांच यूनिट अलग-अलग होगी। शहरों या फिर अधिक अपराध वाले क्षेत्र में यह यूनिट काम करेगी। पुलिस अधिकारियों के खिलाफ जो आपत्ति या शिकायत आएगी उसकी सुनवाई के लिए एक पुलिस शिकायत अधिकारी का गठन किया जाएगा। लोकपाल इसके अध्यक्ष होंगे। इसके अलावा गवर्मेंट सर्विस रूल 1959 में भी संशोधन किया गया है। इसमें भिन्नक्षमों को सुरक्षा व अधिकार देने के लिए कानून में व्यवस्था की गई है। नौकरी करने वाले अब ओडिशा डाउरी प्रोवीजन रूल 2000 के आधार पर सत्यपाठ दाखिल करेंगे, सत्यपाठ में भूल होने या उल्लंघन करने पर सरकार उनके खिलाफ सख्त कार्रवाई की जाएगी। भिन्नक्षमों की सुरक्षा के लिए अनुभवी या फिर वरिष्ठ सामाजिक व्यक्ति को कमिश्नर के रूप में नियोजित किया जाएगा। ओडिशा परीक्षा नियंत्रक कानून 1988 में संशोधन किया जाएगा। स्वास्थ्य विभाग के 436 एलआर एवं टीआर पदवी बनायी जाएगी। नौकरी करने वाले दहेज नहीं ले रहे हैं, इसके लिए उन्हें अब शादी करने से पहले एफिडेविट देना होगा। ओडिशा जमीन व चकबन्दी कानून (1958) में संशोधन करने जैसे 15 प्रस्ताव पर कैबिनेट अपनी मुहर लगाई है।
