मौजूदा समय में वसंत विहार सामूहिक दुष्कर्म की घटना को लेकर दिल्ली पुलिस पर व सुरक्षा व्यवस्था को लेकर जितने सवाल उठे हैं। उससे काफी बदलाव की जरूरत है। बदलाव तभी आएगा जब दिल्ली पुलिस को सशक्त बनाया जाए। पुलिस को संसाधन मुहैया कराने होंगे। अब तक अंग्रेजों के बनाए कानून का पालन हो रहा है। इसमें बदलाव किया जाए। उन्होंने कहा कि सरकार इसे क्यों नहीं बदलना चाह रही है? आजादी के बाद जब जनसंख्या बढ़ने लगी। देश का विकास होना शुरू हुआ। तब भारतीय पुलिस व्यवस्था में सुधार लाने के लिए भी भारतीय पुलिस आयोग बनाया गया। आयोग को जिम्मेदारी दी गई कि वे हर दस सालों पर अपनी रिपोर्ट सौंपे जिसमें वे अपने सुझाव पेश करें कि भारतीय पुलिस व्यवस्था में क्या-क्या सुधार की जरूरत है। 1981 में पहली बार आयोग ने भारतीय पुलिस व्यवस्था में सुधार संबंधी रिपोर्ट सरकार को सौंपी। दूसरी रिपोर्ट भी उसके दस साल बाद सौंपी गई। लेकिन आज तक एक भी कमीशन की रिपोर्ट को लागू नहीं किया गया। तब पुलिस के सिस्टम में कैसे सुधार की उम्मीद की जा सकती है? जहां तक दिल्ली पुलिस की बात है तो सन् 1978 में दिल्ली पुलिस एक्ट आया था। सभी को पता है कि पुलिस सरकार का फेस होती है। उसपर कितना भी आरोप लगाया जाए उसे विरोध करने का अधिकार नहीं है। जब दिल्ली पुलिस एक्ट बनाया गया था तब दिल्ली पुलिस की संख्या 60 हजार के करीब थी। उस समय दिल्ली में यातायात की समस्या नहीं थी, जिससे यातायात में मुश्किल से एक हजार पुलिस कर्मी तैनात होंगे। आज दिल्ली की जनसंख्या करीब पौने दो करोड़ हो गई और दिल्ली पुलिस की संख्या 80 हजार है। जिसमें एक्टिव पुलिसिंग में मात्र 15 हजार पुलिस कर्मी तैनात है। ऐसे में किस तरह की सुरक्षा व्यवस्था की उम्मीद की जा सकती है। सरकार नहीं चाहती है कि सिस्टम बदले। अगर पुलिस सशक्त हो जाएगी तब नेताओं की नहीं चलेगी इसलिए कमीशन को भी लागू नहीं किया जा रहा है। -अजयराज शर्मा, पूर्व पुलिस कमिश्नर

Patna: Days after a liquor trader was assaulted, Superintendent of Police of Bihar's Sheikpura district Babu Ram has been removed and policemen of Barbigha police station transferred. The inquiry followed the statement by the victim at the Patna Medical College Hospital. The report would be submitted on Tuesday based on which suitable action would be taken. The Chief Minister also directed the officials to lodge an FIR on the basis of the statement of the victim. RJD president Lalu Prasad and party MP Ram Kripal Yadav visited the PMCH on Sunday night and met the victim. They criticised the state government and said it reflected a poor law and order situation. The Sheikhpura incident came close on the heels of the removal of Saran range DIG for demanding Rs. ten crore as extortion from a liquor trader.

Cloth for the uniforms is currently purchased by the prisons department and the textile corporation, and made available to policemen.

राजस्थान की सरकार और पुलिस प्रशासन के लिए यह बड़ी शर्मनाक स्थिति थी कि जिस आइपीएस अफसर का नाम राष्ट्रपति पुलिस पदक के लिए भेजा गया हो, वही थानों से वसूली करते हुए दिन-दहाड़े दबोच लिया जाए. पूरे तंत्र की इस तरह से फजीहत कराने वाले अजमेर के पुलिस अधीक्षक राजेश मीणा का नाम तो दिल्ली भेजी गई सूची में से आनन-फानन में हटा दिया गया पर पिछले हफ्ते उसकी गिरफ्तारी ने कई सवाल खड़े कर दिए. भ्रष्टाचार निरोधक ब्यूरो (एसीबी) के दल ने मीणा को उसके सरकारी निवास पर ही जिले के थानों से महीना लेकर आए दलाल जोधपुर निवासी रामदेव ठठेरा के साथ पकड़ा. पर एक और आइपीएस अजमेर का ही अतिरिक्त पुलिस अधीक्षक (शहर) लोकेश सोनवाल मौके से निकल भागा और तभी से फरार है. मीणा के गिरफ्तार होते ही जिले में चैन स्नेचिंग, जुआ, सट्टेबाजी और लूटखसोट जैसे अपराधों में अचानक कमी आ गई. इन अपराधों से जुड़े लोगों से हर महीने बड़ी वसूली होती थी. आइजी (अजमेर रेंज) अनिल पालीवाल ने प्रेस कॉन्फ्रेंस कर कहा कि एक हफ्ते में कंट्रोल रूम को किसी बड़े अपराध की खबर नहीं मिली है. एसीबी के मुताबिक, मीणा की जोधपुर में तैनाती के दिनों में उसकी पहचान बर्तन व्यापारी रामदेव ठठेरा से हुई थी. बाद में ठठेरा मीणा का नजदीकी बन गया और उसके लिए वसूली करने लगा. इसी क्रम में 2 जनवरी को वह अजमेर के विभिन्न थानों से वसूली करके लाया था. सभी थाने वाले उसे जानते थे और रकम चुपचाप दे देते थे. एसीबी तीन महीने से मीणा और ठठेरा के फोन कॉल पर नजर रखे हुए थी. 3 जनवरी की दोपहर रुपयों से भरे बैग के साथ उसे मीणा के आवास पर पकड़ा गया. उसके बैग से 3 लाख रु. और उसके घर पर 2 लाख रु. से ज्यादा बरामद हुए. मीणा के आवास पर आने से पूर्व ठठेरा सोनवाल के यहां गया था. मामला खुलते ही वह तो निकल लिया. ब्यूरो की तलाशी में उसका घर उपहार की महंगी चीजों से अटा मिला. मीणा के घर से मिले कागजों में पुलिस थानों से महीना ली जाने वाली रकम का खुलासा हो गया. जांच में पता चला कि मीणा ने छह महीने में ही 800 सिपाहियों के तबादले किए और बाद में 400 के निरस्त कर दिए. जिले के क्लाक टावर, क्रिश्चियनगंज जैसे थानों पर सीआइ लगाने के लिए ऊंची रकम लेने की बात सामने आई. थानों से मोटी रकम लेने के बाद उन्हें खुला हाथ दे दिया जाता था. जेल भेजे जाते ही मीणा ने तबीयत खराब होने की शिकायत की और रेफर होकर जयपुर पहुंच गया. जिस अंदाज में मीणा एसएमएस अस्पताल पहुंचा और जिस पैमाने पर एमआरआइ समेत ढेरों टेस्ट की सिफारिश की गई, उसे देखते हुए मीणा के साथ डॉक्टरों की मिलीभगत की जांच भी एसीबी को करनी चाहिए. अगर वह इतनी गंभीर बीमारियों से ग्रस्त था तो इतने सालों तक इलाज क्यों नहीं करवाया? हालांकि अब उसे डिस्चार्ज कर सेंट्रल जेल भेज दिया गया है पर उसका दावा है कि जांच में वह बेदाग निकलेगा.

Two senior officials of the UT Administration were awarded the President's Police Medal on the eve of Republic Day on Friday. Deputy Inspector General (DIG) of UT Police Alok Kumar was honoured for his meritorious services, and Inspector General (IG) of the Central Reserve Police Force (CRPF) Kulbir Singh was awarded for his distinguished services. Kumar had joined the UT Police as the Headquarters SSP in May, 2010 and was later promoted as DIG of UT Police. During the 16 years of his service, he held important positions like Assistant Superintendent of Police (ASP), Central, and ASP (Traffic) in the Chandigarh Police, SP of Saiha District in Mizoram, Additional DCP West, Additional DCP, DCP of the Central District and DCP Special Branch of the Delhi Police. He was posted as the additional DCP of the Central District during an explosion in Jama Masjid, Delhi. As the DCP Central, Delhi, he took swift measures to bury the Holy Quran after it was burnt by protesters in a clash at Ghata Masjid, Darya Ganj. In Chandigarh, DIG Alok Kumar has worked for the modernisation of the police force, welfare of police personnel and infrastructure development. He has been instrumental in the launch of the Crime and Criminal Tracking Network & Systems (CCTNS) project. He also initiated various welfare and correctional programmes for the inmates and employees of the prison. IG Kulbir Singh, who is at present posted in the North-West Sector, Chandigarh, spent most of his time in service in the insurgency infested areas of Nagaland, Manipur, Mizoram and Assam. During his 36 years of service, he served for eight years in militancy prone areas of Jammu and Kashmir. He also served as SP operations in the Punjab Police on deputation. Singh was instrumental in killing four militants and capturing two AK-47 rifles in an encounter in Anantnag, Kashmir, in 1990. Earlier, Singh has been decorated with the Police Medal for Meritorious Service by the President and also Police Special (Duty) medal for Nagaland, Assam, Punjab, Manipur and Jammu & Kashmir Commendations Disc and letters in 2007, 2008, 2009 and 2010.

GURGAON: Central Reserve Police Force (CRPF) won 32 police medals for gallantry on the eve of Republic Day. This is the highest number of medals won amongst all police forces in the country, said a CRPF official. It also tops the overall tally by winning 95 medals which also include six President's police medal for distinguished service and 57 police medal for meritorious service besides 32 police medal for gallantry (PMG). Bihar and Maharashtra Police followed by winning 12 PMGs each. The PMG awardees include N Manoranjan Singh, assistant commandant of 201 CoBRA battalion, who was killed during a search operation on September 16, 2009 in village Singhanmadgu in Dantewada, Chhattisgarh. The CoBRA team unearthed an illegal arms factory and destroyed it. While returning they were surrounded, waylaid and ambushed by heavily armed naxalites. Singh helped his party to move out safely from the ambush zone. Further upon seeing the rear troops still trapped in ambush, he rushed to rescue them. He fought valiantly and broke the ambush of naxals and rescued his colleagues, but in the course sacrificed his own life for the sake of the country. Rakesh Kumar Chaurasia, assistant commandant, sub inspector Sushil Kumar Verma, head constable Lalit Kumar, constable Uday Kumar Yadav and constable Manohar Lal Chandra also were also killed in this incident. The volume of the gallantry medal is a reflection of the sacrifices being made by CRPF personnel in different areas of conflict, viz. LWE areas, J & K and North-Eastern area, fighting against anti-national elements. The awardees of President's police medal for distinguished service include inspector generals Vivek Sahay, Zulfiquar Hasan, Gurinder Jeet Singh, Kulbeer Singh, Umed Singh, and K Arkesh.

अलीगढ़ : आरएएफ 104 बटालियन के कमांडेंट भूपेंद्र कुमार को राष्ट्रपति की ओर से मेरिटोरियस सर्विस के लिए पुलिस पदक से सम्मानित किया जाएगा। अलीगढ़ के थाना पिसावा के गांव चीती के रहने वाले भूपेंद्र कुमार पुत्र स्व. शंकरलाल वाष्र्णेय को यह सम्मान उनकी उपलब्धियों के लिए दिया जाएगा। सिविल इंजीनियरिंग में बीएससी और बिल्डिंग इंजीनियरिंग में एमएससी करने के बाद 1992 में इन्होंने केंद्रीय रिजर्व पुलिस बल में बतौर सहायक कमांडेंट सर्विस ज्वाइन की। शुरुआती दौर में इनकी तैनाती त्रिपुरा, छत्तीसगढ़ के दंतेवाड़ा, मेघालय के शिलांग आदि जगहों पर हुई। साल 2008 में इन्होंने छत्तीसगढ़ में विशेष अभियान के दौरान दो नक्सलियों को मार गिराया था। इसके लिए इन्हें केंद्रीय रिजर्व पुलिस बल के महानिदेशक की ओर से डीजी डिस्क एवं आंतरिक सुरक्षा पदक से सम्मानित किया गया था।

गया: नव प्रोन्नत भारतीय पुलिस सेवा के अधिकारी अख्तर हुसैन को राष्ट्रपति ने विशिष्ट सेवा मेडल के लिए चयनित किया है। श्री अख्तर बिहार पुलिस सेवा के अधिकारी रहे है। पिछले साल श्री अख्तर सहित बिहार पुलिस सेवा के 22 अधिकारियों को आईपीएस कैडर में शामिल किया गया है। यहां यह बता दे कि अविभाजित झारखंड के साहेबगंज के मूल निवासी श्री अख्तर ने मैट्रिक साहेबगंज के पूर्व रेलवे उच्च विद्यालय से की। इंटर से बीएससी भौतिकी(प्रतिष्ठा) साहेबगंज कालेज एवं एमएससी भौतिकी की डिग्री भागलपुर से प्राप्त की। वे 1985-88 तक सहायक वैज्ञानिक के पद पर इंडियन स्पेस रिसर्च आर्गनाइजेशन, अहमदाबाद में कार्य किया। श्री अख्तर का चयन 1988 में बिहार प्रशासनिक सेवा एवं 1989 में बिहार पुलिस सेवा के लिए हुआ।

GUWAHATI, Jan 25 – Five Assam Police personnel have been chosen for the Police’s Medal for Gallantry which include SDPO Pranjit Bora, SI Pranjit Lahkar, SP Anurag Agarwala (Now DIG), SDPO Subhashish Baruah, and Constable Greatson Marak. Bhaskar Jyoti Mahanta, ADGP and NM Haque, commandant, 1st APBN, were selected for the President's Police Medal for Distinguished Service. PUNE: Special inspector general of police, state criminal investigation department, D Kanakaratnam is among the 13 police officials in the city, who have been selected for the President's police medal for distinguished service. The other 12 police personnel from Pune, who have been selected for the President's police medal for meritorious service, are superintendent of police (wireless) Ishwar Kamble; deputy commissioner of police (headquarters) Jayant Naiknaware; superintendent of police (motor transport) Kishor Joshi; assistant commissioners Prakash Gharge (Khadki division) and Kalidas Suryavanshi (CID); inspectors Ram Pathare (Swargate police station) and Mahendra Rokade (government railway police); sub-inspector Rahim Karim Shaikh (wireless); constables Hiraman Bagul (Kothrud police station); Sidharth Lokhande (crime branch), and Mahadev Kadam and Deepak Gaherwar (SRPF group-2). Ashok Kumar Rai, divisional security commissioner of the Railway Protection Force, has also been selected for the police medal for his meritorious service of 23 years. Kanakaratnam, an IPS officer from the 1987 batch, had received the President's police medal for meritorious service in 2006 also. He was also honoured with special services medal by the state government and the Union government. He served in many highly sensitive areas of the state. He had effectively controlled underworld activities, when he was serving as deputy commissioner of police in Thane. Ishwar Kamble had played an important role during the 26/11 terror attacks in Mumbai, which had helped the police officials receive uninterrupted live updates from the scene of crime. Due to good communication the terrorist Ajmal Kasab was caught alive. Kishor Joshi joined the motor transport department as sub-inspector in 1983. He was promoted as superintendent in 2003. He has been awarded the director general police insignia for his service in the state police department. Jayant Naiknaware joined the police force in 1992. He was promoted as the DCP in 2004. He also worked as DCP in the state excise department and as assistant director of Intelligence bureau. Prakash Gharge joined the police force in 1981 and was promoted as the ACP in 2011. He has received 325 rewards during his career in the police force. Kalidas Suryavanshi joined the police force in 1983 and became the ACP in 2007. He has been awarded the director general of police insignia in 2010. He has received 162 rewards during his career. Ram Pathare has received 259 rewards during his 27 years of service. He has served in Nashik, Satara, Mumbai and in the CID. Mahendra Rokade has received 265 rewards during his 28 years of service. While serving as inspector of the GRP in Pune, Rokade has solved train dacoity cases and also seized narcotic substances. Rahim Karim Shaikh has joined the police force in 1979. He has been awarded the director general police insignia in 1995. Hiraman Bagul served the police force for 35 years and has received 231 rewards. Sidharth Lokhande has received 190 rewards during his 33 years of service. He has also been awarded the director general of police insignia in 2011. Mahadev Kadam has joined the state reserve police force (SRPF) in 1978 and served in Gadchiroli, Assam, Gujrath and Uttar Pradesh. He has received 70 awards including the director general of police insignia. Deepak Gaherwar has joined the SRPF in 1980 and has received 122 rewards and the director general of police insignia.

नई दिल्ली : गणतंत्र दिवस की पूर्व संध्या पर दिल्ली पुलिस के 23 अधिकारी व कर्मियों को विशिष्ठ तथा सराहनीय सेवा के लिए राष्ट्रपति पुलिस पदक से सम्मानित किया गया है। उत्तर-पश्चिम जिला स्थित भारत नगर थाने में तैनात दिवंगत कांस्टेबल नरेश कुमार को बहादुरी के लिए मरणोपरांत पुलिस पदक (गैलंट्री मैडल) से नवाजा गया है। नरेश कुमार 17 मई 2012 की देर रात अशोक विहार इलाके में एक होमगार्ड के साथ गश्त कर रहे थे। तभी उन्होंने देखा कि टैंपो पर कुछ बदमाश जा रहे हैं। पीछे से तीन पुलिस वाहन उनका पीछा कर रहे थे। नरेश कुमार भी बहादुरी दिखाते हुए मोटरसाइकिल से बदमाशों का पीछा करने लगे। पीछा करने के दौरान ही बदमाश टैंपो से कांस्टेबल की मोटरसाइकिल में टक्कर मारते हुए भाग निकले। इस हादसे में नरेश कुमार की मौत हो गई थी। वहीं संयुक्त पुलिस आयुक्त अशोक कुमार सिंह (पी.एंड आइ.), अतिरिक्त पुलिस आयुक्त अशोक चांद, एसीपी आशा ठाकुर को विशिष्ठ सेवा पदक दिया गया है। विशिष्ट सेवा मेडल पाने वाले अतिरिक्त पुलिस आयुक्त अशोक चांद जांबाज अधिकारी हैं। उन्होंने अपने कार्यकाल में पार्सल बम मामला सुलझाने सहित स्पेशल सेल में तैनाती के दौरान कई आतंकियों व गिरोह के सरगनाओं को मुठभेड़ में मार गिराया। यही नहीं चांद ने लाल किला आतंकी हमला, संसद हमला सहित अन्य हमले की वारदात को सुलझाने में अहम भूमिका निभाई। स्पेशल टीम का नेतृत्व करते हुए उन्होंने इंडियन मुजाहिदीन के 11 आतंकियों को गिरफ्तार करने तथा जामा मस्जिद हमला व गोलीबारी, जर्मन बेकरी बम विस्फोट मामले को सुलझाने में भी पेशेवर निपुणता का परिचय दिया। उधर संयुक्त पुलिस आयुक्त मुकेश कुमार मीणा, संयुक्त पुलिस आयुक्त नुजहत हसन, अतिरिक्त आयुक्त पुलिस जीसी द्विवेदी, पुलिस उपायुक्त बीए गुप्ता, अतिरिक्त पुलिस उपायुक्त ज्ञानेंद्र सिंह अवाना, महेश बत्रा, इंस्पेक्टर मदन गोपाल, पंचम सिंह, एसआइ फूल चंद, एसआइ बलबीर सिंह, सतीश चंद्र, कृष्णा कुमारी, एएसआइ विजय प्रकाश ध्यानी, हेड कांस्टेबल सुरेश कुमार तिवारी, शकील अहमद खान, ओमप्रकाश सिंह तथा विनोद कुमार को सराहनीय सेवाओं के लिए राष्ट्रपति के पुलिस पदक से सम्मानित किया गया है। यही नहीं वर्तमान में आइजीपी पुदुचेरी के पद पर तैनात आइपीएस रणवीर सिंह कृष्णैया और एसएसपी पुदुचेरी आइपीएस आरए संजीव को भी उनकी सराहनीय सेवाओं के लिए राष्ट्रपति के पुलिस पदक से सम्मानित किया गया है। वहीं, सिविल डिफेंस में बेहतर सेवाओं के लिए भी तीन अधिकारियों का पदक के लिए चयन किया गया है। निष्काम सेवाभाव से समाज की उत्कृष्ट सेवा के लिए सीनियर चीफ वार्डन राजेंद्र कपूर, आइसीडी (इंस्ट्रक्टर) प्रमोद गुप्ता और महेश चंद शर्मा को राष्ट्रपति पदक से सम्मानित किया जाएगा।

नई दिल्ली: राष्ट्रपति ने गणतंत्र दिवस की पूर्व संध्या पर 875 पुलिसकर्मियों और अर्द्धसैनिक बलों के जवानों को बहादुरी और विशिष्ट सेवाओं के लिए सम्मानित किया। पुरस्कार पाने वाले जवानों की संख्या में सीआरपीएफ के जवान सबसे अधिक संख्या में रहे। गृह मंत्रालय के एक बयान के अनुसार कांस्टेबल दलेर सिंह (मरणोपरांत) को बहादुरी के लिए राष्ट्रपति पुलिस मेडल से सम्मानित किया गया। 115 जवानों को पुलिस मेडल से सम्मानित किया गया। विशिष्ट सेवाओं के लिए राष्ट्रपति पुलिस मेडल 88 अधिकारियों को दिया गया। साथ ही 671 जवानों को सराहनीय सेवाओं के लिए पुलिस मेडल दिया गया। नक्सलविरोधी अभियानों में लगी सीआरपीएफ अर्द्धसैनिक बल के 95 जवानों को मेडल प्रदान किए गए। सीआरपीएफ को 32 बहादुरी मेडल भी दिए गए।

Women constables will man the front desks at all police stations in the city from Monday to promote a gentle image of the police force. This is being implemented to usher in a level of comfort, especially for women complainants who may seek some moral support from the same gender at the police stations. This is one of the initiatives taken by the city police to make the force more people-friendly and comforting. From Monday, each police station will see a police sub-inspector (male/female) and a lady constable deployed in the stations from 6 am to 10 pm. They will respond to the complainants by registering FIRs immediately. Additional commissioner of police (law and order), T Suneel Kumar, said, “We have received a lot of complaints by people who visit police stations to file complaints, alleging that they find it difficult to file complaints and that police personnel do not treat them properly. Now, in order to ensure that no person is harassed in the police stations while registering complaints, we are deploying a sub-inspector (SI) and a lady constable at the police stations from 6 am to 10 pm. The woman constable will sit at the reception, to receive people and redress their grievances besides to help them register FIRs by taking the complainants to the SI.” He said that from now, if any woman visits a police station to file complaints, the lady constable will take care of the entire process, from listening to her grievances to seeing her off in a comforting manner after filing the complaint. “The SI is made to be at the station because most of the below SI-rank officers like assistant sub-inspector (ASI) head constable (HC) deployed there are not aware of the IPC sections to register the case. They always call the police inspector to know what sections to put and it becomes a slow process,” said Suneel Kumar. Every police station has at least four SIs. It will be up to the police inspector to decide who among them would be deployed at the front desk with a lady constable. The SI deployed for this work will not move out of the station as he would remain dedicated to ensuring that the complainants are received in a comforting manner while filing the complaints.

In the backdrop of the alleged mismanagement of the Dec 16 gang-rape case by Delhi Police, Chief Minister Sheila Dikshit Monday pushed for a complete change in the training of police personnel. "There is need for change in the training of police personnel. They should be soft spoken and must instill confidence in people," Dikshit said. She said she has proposed the suggestion to Delhi Lieutenant Governor Tejinder Khanna, under whom Delhi Police come. Dikshit also hoped that the women helpline 181 would become operational soon in other parts of the country.

मध्यप्रदेश के सभी थाने अगले छह माह में ‘क्राइम एण्ड क्रिमिनल ट्रैकिंग नैटवर्किग एण्ड सिस्टम’ के जरिए आपस में जुड़ जाएंगे. प्रदेश के पुलिस महानिदेशक नंदन दुबे ने टीटी नगर पुलिस थाने के एक समारोह में सीसीटीएनएस की शुरूआत करते हुए कहा कि इस प्रणाली की भोपाल के टीटी नगर, कोतवाली और इंदौर के पलासिया एवं एमजी रोड पुलिस थाने को जोड़ा गया है. अगले छह माह में प्रदेश के सभी थाने इस प्रणाली से जोड़ दिए जाएंगे. यह काम केन्द्रीय गृह मंत्रालय के सहयोग से किया जा रहा है. उन्होंने कहा कि यह परियोजना पुलिस की कार्यप्रणाली में सूचना प्रौद्योगिकी के व्यापक, प्रभावी एवं सुलभ उपयोग के जरिए जनसामान्य को पारदर्शी एवं त्वरित पुलिस सेवा उपलब्ध कराने की दिशा में महत्वाकांक्षी प्रयास है. थाना स्तर से पुलिस मुख्यालय तक के सभी कार्यालयों को कम्प्यूटरीकृत किया जाना है. इससे प्रदेश में कानून व्यवस्था, अपराध नियंतण्र एवं प्रभावी पर्यवेक्षण सुनिश्चित किया जा सकेगा. पुलिस महानिदेशक ने कहा कि इस प्रणाली के जरिए शिकायत दर्ज अपराध एवं उसकी प्रगति को जानने की प्रक्रिया सरल हो जाएगी. इस समारोह में अतिरिक्त पुलिस महानिदेशक एम आर कृष्णा, अतिरिक्त पुलिस महानिदेशक आर के गर्ग, अतिरिक्त पुलिस महानिदेशक विजय यादव एवं पुलिस महानिरीक्षक संजय झा सहित अन्य वरिष्ठ पुलिस अधिकारी मौजूद थे.

भिण्ड: मध्यप्रदेश में भिण्ड शहर के पुलिस नियंत्रण कक्ष प्रभारी एएसआई एम. एल. शर्मा को एक विधवा आरक्षक के साथ छेड़छाड़ और अश्लील हरकत करने के आरोप में आज निलंबित कर गिरफ्तार कर लिया गया है। अतिरिक्त पुलिस अधीक्षक तरुण नायक ने बताया कि पुलिस नियंत्रण कक्ष में पदस्थ विधवा आरक्षक मालती कोरी ने लिखित शिकायत की थी कि शर्मा पांच माह से उसके साथ यौन उत्पीड़न छेड़छाड़ और अश्लील हरकतें कर रहा था। दिन में ड्यूटी के दौरान उत्पीड़ित करने के बाद रात्रि में मोबाईल फोन पर भी अश्लील बातें करता था। कई बार समझाने के बाद भी उसकी आदतों में सुधार नहीं आया। पिछली17 जनवरी को शर्मा ने सभी हदें पार कर दीं और उसे स्टाफ के अन्य कर्मचारियों के सामने ही पकड़ लिया। तब नियंत्रण कक्ष स्टाफ और सीएसपी कार्यालय के स्टाफ ने महिला आरक्षक को बचाया। जॉच में दोषी पाए जाने पर शर्मा को निलंबित करने के बाद पुलिस ने उसके खिलाफ छेड़छाड़ मोबाइल फोन पर अश्लील बातें करने और अनुसूचित जाति अत्याचार निवारण अधिनियम के तहत मामला दर्ज कर गिरफ्तार कर लिया। बाद में न्यायालय ने उसे जेल भेज दिया।

काबुल : अफगानिस्तान में भारी हथियारों से लैस तालिबान आतंकवादियों ने सोमवार को राजधानी काबुल में आत्मघाती हमला कर चार मंजिला यातायात पुलिस मुख्यालय पर कब्जा कर लिया। पुलिस के साथ मुठभेड़ के बाद गोलीबारी खत्म हुई। मुठभेड़ में तीन पुलिसकर्मियों की मौत हो गई और 22 घायल हो गए। सभी हमलावर भी मारे गए। समाचार एजेंसी सिन्हुआ के मुताबिक अफगानिस्तान की राजधानी काबुल में तालिबान ने आत्मघाती हमले के बाद यातायात पुलिस कार्यालय पर कब्जा कर लिया। हमले में कम से कम दो आतंकवादी शामिल थे। देहमाजांग चौराहे पर स्थित इमारत पर हमला सुबह 5.50 बजे हुआ। आतंकवादियों ने पुलिस और कमांडो से मुकाबले के लिए राकॅट चालित ग्रेनेड तथा भारी हथियारों का इस्तेमाल किया। परिसर के मुख्यद्वार पर विस्फोटकों से लैस कम से कम दो आतंकवादियों ने खुद को उड़ा लिया, उसी दौरान अन्य बंदूकधारी इमारत में प्रवेश करने में कामयाब हो गए। उन्होंने निकटवर्ती अफगान सीमा पुलिस एवं सिविल ऑर्डर पुलिस केंद्रों को निशाना बनाना शुरू कर दिया। काबुल के पुलिस प्रमुख ने बताया कि यातायात पुलिस कार्यालय पर कब्जा करने वाले तालिबान बंदूकधारियों के खिलाफ अभियान सोमवार को दोपहर बाद खत्म हुआ। इसमें सभी आतंकवादी मारे गए। पुलिस प्रमुख मोहम्मद अयूब सालांगी ने संवाददाताओं को बताया, ‘अभियान खत्म हो गया। मुठभेड़ में सभी आतंकवादी मारे गए।’ एक पुलिस अधिकारी ने बताया, ‘आज के तालिबान हमले में मुठभेड़ और विस्फोटों के कारण यातायात पुलिस के कम से कम तीन अधिकारियों की मौत हो गई और 18 नागरिकों सहित अन्य 22 लोग घायल हो गए।’ हमला सुबह लगभग 5.50 बजे शुरू हुआ और दोपहर बाद 2.15 बजे खत्म हुआ। तालिबान आतंकवादियों ने इस हमले की जिम्मेदारी ली है। एक प्रत्यक्षदर्शी ने बताया कि विशेष अभियान पुलिस बल एवं अफगान कमांडो मुठभेड़ शुरू होते ही घटनास्थल पर पहुंच गए। यह ताजा हमला देशभर में सैन्य एवं असैन्य परिसरों को निशाना बनाने के लिए किए जा रहे सिलसिलेवार बम विस्फोटों की एक कड़ी है। इससे पहले 16 जनवरी को तालिबान ने काबुल स्थित अफगान खुफिया एजेंसी के परिसर में आत्मघाती हमला किया था जिसमें एक सुरक्षा अधिकारी की मौत हो गई थी और 33 नागरिक जख्मी हो गए थे। (एजेंसी)

मुंबई। मुंबई पुलिस ने सुपरस्टार शाहरुख खान को दी सुरक्षा को वापस ले लिया है। गौरतलब है कि वर्ष दो हजार आठ से शाहरुख को सुरक्षा दी गई थी क्योंकि इंडियन मुजाहिदीन ने एक न्यूज चैनल को ईमेल भेजकर उन पर हमला करने की धमकी दी थी। तब से आठ कांस्टेबल दो शिफ्ट में शाहरुख की सुरक्षा में लगे हुए थे। पुलिस द्वारा हाल ही में इस बात की समीक्षा की गई और ये महसूस हुआ कि शाहरुख खान को अब सुरक्षा की जरूरत नहीं है। उल्लेखनीय है कि शाहरुख खान और उनके बेटे आर्यन को लश्कर-ए-तैय्यबा ने भी धमकी दी थी। शाहरुख खान अपने निजी गार्ड भी रखते हैं और हमेशा सुरक्षा के घेरे में चलना पसंद करते हैं। शाहरुख के अलावा फिल्म इंडस्ट्री के कई लोगों को धमकियां मिलती रहती है और समय-समय पर उन्हें पुलिस द्वारा सुरक्षा दी जाती है।

पटियाला। पंजाब पुलिस के एक दारोगा को निगरानी विभाग ने रंगे हाथों रिश्वत लेते गिरफ्तार किया। पटियाला के नाभा कोतवाली में तैनात एएसआई बलविंदर सिंह पर आरोप है कि उसने जमीन के मुकदमे में घूस मांगी थी। इसके बाद पीड़ित ने विजिलेंस डिपार्टमेंट में इसकी शिकायत कर दी। फिर विभाग के अफसरों ने एएसआई बलविंदर को बतौर घूस 10 हजार रुपये लेते रंगे हाथ गिरफ्तार कर लिया। बलविंदर सिंह पटियाला जिले की नाभा कोतवाली में एएसआई के पद पर तैनात है। बलविंदर सिंह पर आरोप है कि एएसआई बलविंदर मकान के एक मुकदमे के आरोपी अंग्रेज सिंह के बदले उसकी पत्नी को ही थाने उठा लाया। इसके बाद 15 हजार रुपये घूस लेकर अंग्रेज सिंह की पत्नी को छोड़ा। इसके बाद एएसआई बलविंदर सिंह ने आरोपी अंग्रेज सिंह से 10 हजार रूपये और मांगे> वक्त पर अंग्रेज सिंह 10 हजार रुपये लेकर होटल पहुंचे होटल सिटी हार्ट में एएसआई बलविंदर सिंह पहले से मौजूद था। जैसे ही अंग्रेज सिंह ने घूस के पैसे एएसआई बलविंदर सिंह को दिए वहां मौजूद विजिलेंस के अफसरों ने रंगे हाथ एएसआई बलविंदर सिंह को गिरफ्तार कर लिया। इस मामले में फजीहत के बाद पटियाला के एसएसपी ने नाभा कोतवाली के एसएचओ को लाइन हाजिर कर दिया है। जबकि मामले की जांच पटियाला के एसपी की अगुवाई में बनाई गई टीम को सौंप दी गई है।

New Delhi: Strongly disapproving of police protection given to "all and sundry," including MPs and MLAs facing no security threat, the Supreme Court on Thursday asked the Centre and all states to furnish names of the people given the security and the expenditure borne by states on it. A bench headed by Justice G S Singhvi said only those who are holding important constitutional posts or are facing threat to their lives be given the police protection. "Security can be given to the head of state, the Prime Minister, Vice President, Speaker, Chief Justice of India, the heads of constitutional authority and similar counterparts in the states. But why all and sundry is given red beacon and security. Even mukhia, sarpanch move with red beacon," the bench said. It asked all the state and Union territories to furnish all the information regarding the persons enjoying police protection and the cost borne by the government on their security. "Let the states file reply giving the names and the designation of the persons to whom security personal have been provided and the number of the security persons provided to them," the bench said. Total cost borne by the state for providing security be also provided within three weeks, the bench said. "Why should the government not take a decision to scrap and make it specific who can use red lights?," the bench said adding that family members of some persons who are living in villages are having dozen security personnel to protect them. The bench was hearing a petition filed by UP resident on misuse of red beacon in the state. The Centre, however, submitted that security should not be confined only to few dignitaries and protection should be given on the basis of threat perception to an individuals.

राष्ट्रीय राजधानी के थानों में अधिक महिला स्टाफ तैनात करने की सरकार की घोषणा के बाद केन्द्रीय औद्योगिक सुरक्षा बल-सीआईएसएफ ने तय किया है कि दिल्ली मेट्रो में भी महिला जवानों की संख्या बढायी जाएगी। सीआईएसएफ के प्रमुख राजीव ने बताया कि हमने अपने महिला कर्मियों की संख्या बढाने का फैसला किया है । दिल्ली मेट्रो में कुल तैनात जवानों में से 25 फीसदी महिलाएं होंगी। महिला जवानों की ड्यूटी मैट्रो ट्रेनों में गश्त पर होगी। उन्हें जांच और विशेष निरीक्षण कायोंü में भी लगाया जाएगा। चरणबद्ध ढंग से महिला जवानों की संख्या संतोषजनक स्तर तक पहुंचायी जाएगी। इस समय दिल्ली मेट्रो नेटवर्क पर सीआईएसएफ के 5000 जवान तैनात हैं और इनमें से करीब 800 महिलाएं हैं। गृह मंत्री सुशील कुमार शिन्दे ने इस महीने की शुरूआत में कहा था कि राजधानी के 166 थानों में से हर एक थाने पर दो महिला सब इंस्पेक्टर और दस महिला कांस्टेबल तैनात की जाएंगी। राजीव के मुताबिक सीआईएसएफ ने दिल्ली मेट्रो के अधिकारियों से कहा है कि स्टेशनों पर सुरक्षा और बेहतर नियंत्रण के लिए मेट्रो स्टेशनों के चुनिन्दा नियंत्रण कक्षों तक उसके जवानों को पंहुच मिले। पहले चरण के तहत मेट्रो के कुछ स्टेशनों में और सीसीटीवी लगाये जाएंगे। -खास खबर.

The Traffic Police Day was organised by the Children’s Movement for Civic Awareness (CMCA) in collaboration with the city police. A role to play CMCA programme coordinator Susmitha Alva said: “We conduct this programme every year. These men stand on the roads day in and day out to manage the traffic. Apart from thanking them, we want citizens to know that they (citizens) can also play an active role in reducing traffic in the city.” Police Commissioner B.G. Jyothi Prakash Mirji, Additional Commissioner of Police (Traffic) M.A. Saleem and CMCA chairperson Yellapa Reddy were present. As many as 83 CMCA member schools (both government and private) will organise the Traffic Police Day in their respective localities by the end of the month. Admitting that the protests after the gangrape incident were a “wake up” call, Chief Minister Sheila Dikshit has taken on the Delhi Police for lack of faith the people have in it due to its “insensitive” approach. She also suggested that Prime Minister Manmohan Singh’s address to the nation on the December 16 incident could have come a little earlier instead of a week after the “horrendous” crime. Dikshit acknowledged that people “shy away” from helping others who are in distress because they feel that they will be “harassed” by the police, and asked the force to change its attitude and style of functioning. She felt that the force personnel should behave as “gentleman” police at the need of hour. “It worries me. Yes. It worries me that police force is not as sensitive or responsive as it ought to be or well behaved as it ought to be... The systems need to be changed and judicial system needs to be changed and bureaucratic system needs to be changed but it has to be thought out. But please remember it is not going to happen tomorrow,” she told Karan Thapar on Devil’s Advocate programme on CNN-IBN. “Fault lies with police. I don’t know. I have not minced my words (in saying) where the failure of this has come (from). In fact, I have not overtly but covertly criticised this. It is not my job to appoint a Police Commissioner or take him away. It is the job of the Home Ministry and I am sure they will do something,” she said in reply to a question on who was at fault for the incident. Ms. Dikshit said such mass protests were a challenge to politicians, bureaucracy, judiciary, police and to everybody, while “fully sympathising” with the anger and anguish of the people. Calling the gangrape of the paramedical student as “horrendous”, she said the Supreme Court’s observation that women in Delhi are not safe was “telling” and says it all. The Chief Minister rejected suggestions that the government did not act swiftly to control the situation, saying it had moved fast in setting up fast-track courts and appointing the Justice J.S. Verma Committee. In this context, Ms. Dikshit said the Prime Minister addressed the nation, while Congress president Sonia Gandhi and Rahul Gandhi met the protesters. She also noted that Mr. Singh and Ms. Gandhi received the body of the girl, who died in a Singapore hospital on December 29, at the Delhi airport. To a question on whether Mr. Singh’s address came late, she said, “Maybe it was one week too late. He should have perhaps done it earlier.” ”...It (the government) moved...to get some other things like we got this 181 line or whatever it may be a small effort, that rang the bell for everyone to wake up,” she said. Ms. Dikshit also asked why only politicians were being targeted and why not any other organisations, in an apparent reference to the Delhi Police. “Why are you putting it all on the politicians? Why not on many other things... The society, the way we are bringing up children, the way we are teaching children and the way our schools are running. Why is it only the politicians?” she asked. Pitching for a change in the system, she said the police needs to have more faith in the people and if they have faith as a police force in the people, people will have faith in it. Asked whether she addressed the issues with Home Minister Sushilkumar Shinde and Police Commissioner Neeraj Kumar, she said she had met them and explained the issues and had even written letters to them. Asked whether the Home Minister and the police understand the issues, she said: “Yes Yes. I hope they do. My understanding is amongst all these people, whether it is the Home Minister or the Police Commissioner or Lt. Governor or Secretary, Home. “They are not the people who are in touch daily with the people I am because I happen to be the Chief Minister.” Ms. Dikshit also said during her meeting with the Prime Minister, she told him that there should be an immediate change in the mode of police training if one wants to bring the confidence back into the policing system. The Chief Minister also felt a lot of the VVIP security has to be removed, saying, “I can tell you about myself, I don’t need that kind of security. Why?” Asked whether she broached the topic with Shinde, she replied in the affirmative and quoted him as saying that there will be a review of VVIP security so that it can go to the people. On the apex court’s observation about safety of women in Delhi, she said, “Now you see the judiciary and no less than the Supreme Court had to come out with this comment. This comment is telling, I mean it says it all. “Something I may not be able to say or somebody else may be saying and the Supreme Court is saying. This is about the third or fourth time that they have said something like this.” The Chief Minister said no one has any “magic wand” to bring back safety and that it will take time. She also said the family values where the boy is treated as a “king and the girl as a curse” needs to be changed first. Ms. Dikshit also said her government would launch an awareness campaign called ‘Aawaz uthao, chintan karo’ (Raise your voice and introspect). आंध्र प्रदेश के एक वरिष्ठ आईपीएस अधिकारी राजीव त्रिवेदी ने लगभग 700 किलोमीटर की दूरी तक साइकिल सवारी करके एक नया रिकॉर्ड स्थापित किया है. 51 वर्षीय अतरिक्त पुलिस महानिदेशक त्रिवेदी ने विशाखापटनम से हैदराबाद तक की यह दूरी आठ दिन में पूरी की. इस यात्रा में लगभग पंद्रह अन्य लोग भी शामिल थे जिनमें सुरक्षा दलों के सदस्य और कुछ आम लोग भी थे. त्रिवेदी की यह साइकिल यात्रा, देश के इतिहास में हुई पहली ट्रायथलन (triathlon) का भाग थी जिसमें त्रिवेदी ने साइकिल सवारी के साथ तैराकी और दौड़ में भी अपनी योग्यता का प्रदर्शन किया. भारतीय पुलिस की 150वीं वर्षगांठ के अवसर पर हुई इस ट्रायथलन में पहले त्रिवेदी ने भीमुनीपटनम से विशाखापटनम त़क समुद्र में 25 किलोमीटर तक तैराकी की. उसके बाद उन्होंने विशाखापटनम से हैदराबाद के लिए साइकिल पर यात्रा की जो हैदराबाद में समाप्त हुई. पार्टी के लिए समय है, कसरत के लिए नहीं... "सॉफ्टवेयर इंजीनियर मेनन उन लोगों के लिए एक सबक हैं जो यह कह कर एक्सरसाइज़ नहीं करते कि उनके पास समय नहीं है लेकिन वही लोग पार्टियों में बहुत सारा समय बिताते हैं"." राजीव त्रिवेदी, आईपीएस अधिकारी अपनी फिटनेस के लिए मशहूर आईपीएस अधिकारी राजीव त्रिवेदी इससे पहले भी लंबी दूरी तक तैराकी के कई रिकॉर्ड स्थापित कर चुके हैं. उन्होंने 25 मार्च 2011 को श्रीलंका और तमिलनाडू के बीच पाक स्टरेट की 30 किलोमीटर की दूरी 12 घंटे और 31 मिनट में तैर कर तय की थी और वो ऐसा करने वाले सबसे बड़ी उम्र के पहले व्यक्ति बन गए थे. इससे दस वर्ष पहले वो 32 किलोमीटर लंबे इंग्लिश चैनल को भी तैर कर पार कर चुके हैं जिसमें उन्हें 13 घंटे लगे थे और नित नए खतरों का सामना करना पड़ा. उसी वर्ष उन्होंने स्पेन में करिफा से लेकर मोरक्को के तट तक स्ट्रेट ऑफ़ जिब्राल्टर की 20 किलोमीटर की दूरी आठ घंटे में तैर कर तय की थी और इसमें उन्हें शार्क मछलियों से भी बचना पड़ा था . त्रिवेदी का कहना है की इस तरह की कठनाई से भरे अभियान से न केवल उन्हें शारीरिक रूप से मज़बूत बनने में सहायता मिलती है बल्कि वो मानसिक रूप से भी मज़बूत हुए हैं. उनका कहना था, "इस ट्रायथलन का मकसद यह संदेश लोगों तक पहुँचना था कि स्वस्थ और फिट रहना कितना ज़रूरी और महत्वपूर्ण है". राजीव त्रिवेदी इस बात पर बहुत खुश थे कि उनके इस अभियान में उनके साथ माइक्रोसॉफ्ट के एक सॉफ्टवेर इंजिनियर सुनील मेनोन भी थे. उन्होंने कहा, "मेनन उन लोगों के लिए एक सबक हैं जो यह कह कर एक्सरसाइज़ नहीं करते कि उनके पास समय नहीं है लेकिन वही लोग पार्टियों में बहुत सारा समय बिताते हैं".

अमृतसर : उपमुख्यमंत्री सुखबीर सिंह बादल द्वारा प्रदेश की पुलिस को सौ करोड़ की राशि से हाइटेक करने की की गई घोषणा के बाद गुरु नगरी की पीसीआर के लिए 85 नए मोटरसाइकिल मिल गए हैं। वीरवार रात ये मोटरसाइकिल अमृतसर सिटी के पुलिस कर्मी मोहाली से लेकर सड़क के रास्ते अमृतसर पहुंचे। शुक्रवार सुबह पुलिस कमिश्नर राम सिंह हरी झंडी देकर इन मोटरसाइकिलों को गुरु नगरी की 'सेवा' के लिए रवाना करेंगे। इस समय केवल पीसीआर में 25 मोटरसाइकिल ही मौजूद हैं। इन मोटरसाइकिलों की संख्या कम होने के कारण ड्यूटी का बोझ पुलिस थानों पर बढ़ गया। जो ड्यूटी पीसीआर के मोटरसाइकिल सवार कर्मी करते थे, वही ड्यूटी संबंधित थानों के एसएचओ और चौकी इंचार्ज करने लगे। पुलिस कमिश्नर राम सिंह ने पंजाब पुलिस के हेडक्वार्टर में एक पत्र भेजकर सौ नए मोटरसाइकिलों की मांग की थी। पंजाब पुलिस हेडक्वार्टर में 85 नए मोटरसाइकिल देने की मंजूरी दी है। वीरवार सुबह अमृतसर सिटी पुलिस के 85 पुलिस कर्मियों को नए मोटरसाइकिल लेने के लिए मोहाली भेजा गया। दोपहर के समय इन मोटरसाइकिलों को लेकर पुलिस कर्मी अमृतसर के लिए चले। वीरवार रात को सभी मोटरसाइकिल अमृतसर की पुलिस लाइन में पहुंच गए। आधुनिक किस्म के पल्सर मोटरसाइकिलों को पुलिस विभाग के योग्य बनाने के लिए उन्हें पुलिस विभाग के कारीगरों ने अपने ढंग से भी तैयार किया है। इन मोटरसाइकिलों को वीरवार रात ही अमृतसर पुलिस की एमटीओ ब्रांच ने जांचा और जांचने के बाद अपनी रिपोर्ट पुलिस कमिश्नर को भेजा है। शुक्रवार को पुलिस कमिश्नर राम सिंह मोटरसाइकिलों को हरी झंडी दिखाकर ड्यूटी के लिए रवाना करेंगे। युवा ब्रिगेड के हाथ में होगी कमान पीसीआर के नए मोटरसाइकिल संबंधित थानों के अंतर्गत ही ड्यूटी करेंगे। इन मोटरसाइकिलों पर जिला पुलिस के पुराने पुलिस कर्मियों को तैनात नहीं किया जाएगा। हाल ही में भर्ती हुए उन पुलिस कर्मियों को इन मोटरसाइकिलों पर तैनात किया जा रहा है, जो अपनी ट्रेनिंग पूरी करके अमृतसर में तैनात हुए हैं। वीरवार को इन पुलिस कर्मियों की सूची तैयार कर उन्हें पुलिस थानों और चौकियों से पुलिस लाइन में बुलाया गया है। बहादुरगढ़ से लाए जा रहे हैं हथियार नए पीसीआर मोटरसाइकिलों पर तैनात पुलिस कर्मियों को रिवाल्वर और एके-56 राइफलों से लैस किया जा रहा है। अमृतसर पुलिस के पास इतने रिवाल्वर और असलाह नहीं है। इसलिए बहादुरगढ़ से और असलाह मंगवाया जा रहा है। पुलिस विभाग के आ‌र्म्ड शुक्रवार को अपनी टीम के साथ बहादुरगढ़ से रिवाल्वर, माउजर और अन्य असलाह लेने के लिए जा रहे हैं।

NEW DELHI: Perhaps, if a Delhi Police programme launched in 2005 to prevent rapes had worked as it was intended, the sexual assault on the 23-year-old woman who died last week might not have happened. Seven years ago, the Delhi Police, responding to two sickening rapes on the streets of the Capital that stirred the public, launched a programme called Parivartan (Hindi for 'change') to prevent violence against women. As police initiatives went, Parivartan, which aimed to reduce the incidence of rape by 25% each year, was more refined than the usual crackdown on miscreants. Correctly identifying rape as a social problem, Parivartan had taken a two-pronged approach. On the one hand, it sought to make the police force more sensitive towards violence against women. On the other, it reached out to communities, seeking to challenge the social reasons for such attacks. Parivartan made a promising start, using pantomimes and workshops to create awareness in schools, localities and police stations, sending women cops to patrol neighbourhoods and encouraging women to form a monitoring system in their locality. The cop who started Parivartan, Sagar Preet Hooda, says the number of rape cases in the districts covered by the programme fell every year between 2006 and 2010. However, in 2010, with the programme having expanded from one district of the capital to three (of a total of 11 districts), Parivartan petered out after Hooda moved to a new role. According to Sudhir Yadav, special commissioner of police, traffic, and the person in charge of the women's safety helpline, Parivartan has been scaled up and is currently running in nine districts. However, numbers on each of the programme's specific initiatives and accounts of several people running them belie his claim that the programme is working better than ever. "It (Parivartan) was not institutionalised," says Rajat Mitra, a clinical psychologist with a specialisation in sexual crimes who worked on Parivartan. "It was a fantastic effort, but it ran into problems like budgetary constraints - all five years, it was run with minimal resources. It was not supported by the top brass who kept directing police energies elsewhere." The Programme Parivartan was launched in the backdrop of a steep rise in rape incidents in the Capital - according to Delhi Police data, from 381 cases in 2001 to 658 by 2005. About 29% of these cases were from north-west Delhi. In over 95% of the cases, a person known to the victim was the attacker.

Punjab Police:Jalandhar: जालंधर पुलिस का नया प्रयोग, गर्ल्स स्कूल-कॉलेजों के बाहर होर्डिंग्स पर होगे एसपी साहब, थानेदार के नंबर

जालंधर : छेड़खानी के मामलों पर शिकंजा कसने के लिए पुलिस अब एक नया प्रयास करने जा रही है। पुलिस अब शहर के स्कूल-कालेजों के बाहर होर्डिग्स लगाने जा रही है। इन होर्डिग्स पर बीट इंचार्ज, एसएचओ और एसीपी के नंबर लिखे जाएंगे। ऐसे में छेड़खानी की घटना पर किसी भी लड़की के लिए पुलिस को फोन करना आसान होगा। जालंधर पुलिस ने बीट सिस्टम का लाभ छेड़खानी की घटनाओं में उठाने की योजना बनाई है। पुलिस ने शहर को 107 टुकड़ों में बांट कर जो बीट सिस्टम बनाया है। उस सिस्टम के अधीन छेड़खानी के मामले रोकने का प्रयास भी किया जा रहा है। सभी बीट इंचार्ज अपने इलाके में आते स्कूल और कालेजों की सूची बना रहे हैं। इस सूची के बाद सबडिवीजन स्तर पर एसीपी की जिम्मेवारी होगी कि वह अपने इलाके के स्कूल-कालेजों के बाहर पुलिस सहायता नंबरों का विवरण उपलब्ध करवाए। एसीपी रविंदर पाल सिंह संधू ने बताया कि स्कूल-कालेजों के बाहर बीट इंचार्ज, संबधित थाना, कंट्रोल रूम और हैल्पलाइन के नंबर प्रकाशित किए जाएंगे। ऐसे में यदि किसी से भी छेड़खानी होती है या मनचले स्कूल-कालेजों के बाहर लड़कियों को परेशान करते हैं तो उनके लिए पुलिस को सूचना देना आसान हो जाएगा। इसके अलावा बीट सिस्टम के चलते पुलिस का समय पर पहुंचना भी आसान हो जाए। उन्होंने कहा कि इस प्रयास के अच्छे नतीजे सामने आएंगे।

NEW DELHI: Each time there is a major crime in any metro or terror attack in the country's mainland, there is a renewed nationwide war cry on reforming India's archaic police system. However, all these seem to fall on the government's deaf ears, leaving recommendations on much needed-reform — as suggested by various expert panels as well as the Supreme Court — gathering dust. Neither the Centre nor states have been pro-active to improve the quality of policing. Official records show that only 14 states have either enacted the new Police Act or amended their existing laws to incorporate SC's suggestions. States like Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Andhra Pradesh, Tamil Nadu, Odisha and West Bengal have been laggards. The apex court in its September, 2006, judgment had come out with seven key suggestions, including prescribing minimum tenure of two years for state police chief and officers on operational duties, separating investigation and law and order functions of police and several other measures to insulate police personnel from political interference in discharging their day-to-day duties. Even the Model Police Act - submitted by an expert committee a month later - could not be translated into legislation, with the home ministry failing to put it before Parliament. The Act, incorporates several suggestions including creation of state police board (for deciding on promotion and transfers of cops), ensure fixed tenure of police chief and other key functionaries, earmarking dedicated personnel for crime investigation and improved service condition of policemen. Retired IPS officer Prakash Singh, on whose petition the SC had come out with its judgment in 2006, on Monday said, "Reforms are not happening due to states' cussedness. Chief Ministers treat police department as their 'zamindari' (fiefdom). They are against reforms because they don't want to give police autonomy". Singh said the Union home ministry too did not act in the manner it was expected to, but the states were more to blame for the status quo. Police being a state subject under Indian Constitution, it was the responsibility of states to legislate on issues concerning law and order in the federal set up, he added. Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Kerala, Meghalaya, Mizoram, Punjab, Rajasthan, Sikkim, Tripura and Uttarakhand, however, have initiated marginal reforms. Though these states have enacted the new Police Act, most of them retain the powers of politicians (chief ministers) to have a say in appointment of police chief and other top posts. The laws are mainly focused on setting up of police complaints authority (to look into complaints against police officers) which is only one of the seven key directives of the Supreme Court. Measures like setting up of state security commission (to check political or bureaucratic pressure on police); merit-based selection of state police chief from among three senior most cops; giving them security of tenure; separate the investigation and law and order functions of the police and setting up of police establishment board (deciding all transfers, promotions, postings and other service related matters) are yet to see the light of day. Besides, the apex court had also directed setting up of a National Security Commission at Union level for selection of chiefs of central police organizations, including the seven paramilitary forces.

In Jaipur, police decided to train girls and women in self-defence techniques in a special drive. In a bid to develop a sense of security among girls, Jaipur police have decided to conduct a special self-defence training programme for women and girls. Under the initiative 'Apni Suraksha Apne Hath', camps will be organised at various colleges from January 7 to January 25 in which participating women and girls will be trained in basic self-defence techniques. “Initially, an expert will train squads of women police and those trained cops will further impart the skills to girls and women in different institutions,” Jaipur Police Commissioner B L Soni said. Karate coach Dinesh Dabi said inquiries for learning self-defence were pouring in these days continuously with maximum of queries being from girls and working women. “Women and girls are inquiring about special and short-term packages for learning self defence these days,” he said. “For creating awareness about the art, we are holding practice display of useful tricks and techniques which are vital for girls if used at the time of unexpected situation,” he said. His girl students are displaying the art at places frequented by girls and women. Jaipur authorities also set up a helpline for women where victims of sexual harassment, eve-teasings and other such offences can report their complaints by telephone, SMS or email, Collector T Ravikant said. “Women and girls can seek our assistance by calling or sending SMS to the helpline (christeneed Garima) number 789109111 or sending email to garima.helpline@gmail.com,” said Additional Collector Rakesh Sharma, who is in charge of the helpline. “We have engaged our female employees as well as volunteers from social organisations to run the helpline smoothly,” Sharma added.
