महिला की सुरक्षा के लिए बिहार में सभी प्रमुख स्थलों पर सादी वर्दी में महिला पुलिसकर्मियों को तैनात करने के आदेश दिए है. इसके तहत एसपी संबंधित विभागों से समन्वय स्थापित कर रेलवे स्टेशनों, बस स्टैंड, बाजार, मॉल, सिनेमा हॉल आदि प्रमुख सार्वजनिक स्थलों पर सीसीटीवी कैमरे लगवाने की पहल करेंगे. इसके अलावा इन जगहों पर सादी वर्दी में महिला पुलिसकर्मियों की तैनाती के भी आदेश दिए गए हैं. दिल्ली में हुए गैंगरेप की घटना के बाद महिलाओं की सुरक्षा को लेकर सख्त कदम उठाने की कवायद शुरू हो गयी है. बिहार पुलिस ने भी जिलों में तैनात अपने सभी एसपी को उच्चतम न्यायालय द्वारा महिलाओं की सुरक्षा को लेकर जारी किए गए गाइडलाइन का पालन सुनिश्चित करने को कहा है. आईजी (कमजोर वर्ग) अरविंद पांडेय ने बताया कि महिलाओं के विरुद्ध होनेवाली घटनाओं पर अंकुश लगाने के लिए पुलिस अधीक्षकों को उच्चतम न्यायालय के दिशा-निर्देशों का पालन सख्ती से करने का निर्देश दिया गया है. इसके तहत एसपी संबंधित विभागों से समन्वय स्थापित कर रेलवे स्टेशनों, बस स्टैंड, बाजार, मॉल, सिनेमा हॉल आदि प्रमुख सार्वजनिक स्थलों पर सीसीटीवी कैमरे लगवाने की पहल करेंगे. इसके अलावा इन जगहों पर सादी वर्दी में महिला पुलिसकर्मियों की तैनाती के भी आदेश दिए गए हैं. ताकि वे घटनाओं पर अंकुश लगाने के साथ असामाजिक तत्वों के खिलाफ तत्काल कार्रवाई कर सकें. सार्वजनिक ट्रांसपोर्ट सिस्टम जैसे बस व ऑटो में किसी महिला के साथ छेड़खानी की घटना होने पर उसके ड्राइवर और कंडक्टर को स्थानीय पुलिस को सूचना देनी है. जरूरी होने पर वे पास के थाने में गाड़ी ले जाएं. यदि वे ऐसा नहीं करते हैं तो ड्राइवर की लाइसेंस और गाड़ी का परमिट रद्द करने की कार्रवाई की जाएगी. आईजी के मुताबिक इसके अलावा संबंधित संस्थान के प्रभारी को भी उनके दायित्वों का निर्वहन करना होगा. स्कूल आदि जगहों पर छेड़खानी या कोई दूसरी घटना होती है तो उसके प्रभारी तत्काल पुलिस को सूचना दें. संभव हो तो वह उसे रोकने के लिए हस्तक्षेप भी करें. यह उनका दायित्व बनता है और ऐसा नहीं करने पर सीआरपीसी के प्रावधानों के तहत उनके खिलाफ कानूनी कार्रवाई की जा सकती है

गाजीपुर : मानवाधिकार ने पुलिस की परेशानी बढ़ा दी है। इनामी बदमाश राधे उर्फ राधेश्याम के मामले में मुठभेड़ में शामिल पुलिस कर्मियों पर पांच लाख रुपये मुआवजा देने का आदेश दिया है। साथ ही पुलिस अधीक्षक से मामले की जांच कराने को कहा है। वर्ष 2008 में उच्चतम न्यायालय के अधिवक्ता गहमर के अलख सिंह पुत्र बलवंत सिंह की हत्या कर दी गई थी। जिसमें नंदगंज थाने के महमूदपुर पाली के इनामी राधे उर्फ राधेश्याम का नाम प्रकाश में आया था। बीते 23 जून 2010 को जिले की पुलिस ने उसे मुठभेड़ में मार गिराया था। पुलिस टीम में एसओजी प्रभारी वीके मिश्र, बहरियाबाद के तत्कालीन थानाध्यक्ष संजय यादव व नंदगंज रणजीत राय शामिल थे। बाद में राधे के परिजनों ने मानवाधिकार के यहां शिकायत की थी कि राधे को पुलिस ने घर से उठाकर मारा। वह नितांत गरीब है। मानवाधिकार ने सुनवाई के बाद मामले की पुन: जांच कर पुलिस टीम को पांच लाख रुपये देने को कहा है। मामले की जांच एएसपी नगर मानसिंह चौहान कर रहे है। इस बाबत पूछे जाने पर श्री चौहान ने बताया कि मानवाधिकार आयोग का पत्र मिला है। मामले की जांच पूर्व में भी एक बार हो चुकी है। राधे उर्फ राधेश्याम शातिर अपराधी था। सुपारी पर घटनाओं को अंजाम देता था। मामले की जांच की जा रही है।

सामूहिक बलात्कार की वारदात के बाद दिल्ली सहित देश भर में फूटे गुस्से और जोरदार प्रदर्शनों के बीच संसद की एक समिति ने गुरुवार को दिल्ली के पुलिस आयुक्त नीरज कुमार से जवाब-तलब किया। समिति ने अधिकारी स्तर पर रिक्त पद और गश्त के लिए वाहनों की कमी जैसे कमियों की ओर इशारा किया। गृह संबंधी संसद की स्थायी समिति के समक्ष पुलिस आयुक्त पेश हुए और समिति ने उनसे दिल्ली में महिलाओं पर हो रहे अत्याचार पर सवाल किया। गृह सचिव आर के सिंह को भी समिति ने तलब किया था, लेकिन वह नहीं आ सके। नीरज कुमार ने वारदात को सिलसिलेवार ढंग से बताया और समिति से कहा कि पुलिस नियंत्रण कक्ष वैनें ने अपराध की सूचना मिलते ही तत्काल हरकत में आयीं। समझा जाता है कि उन्होंने समिति से कहा है कि पुलिस की जांच से आरोपियों को जल्द से जल्द पकडा जा सका। पुलिस आयुक्त से सवाल किये जाते समय कांग्रेस सदस्य संदीप दीक्षित ने कहा कि कमरों में बैठे अधिकारियों और जमीन पर काम कर रहे अधिकारियों के बीच कोई तालमेल नहीं है। दीक्षित ने ही बर्बर बलात्कार की शिकार छात्रा को न्याय दिलाने के लिए इंडिया गेट पर प्रदर्शन कर रहे लोगों पर पुलिस कार्रवाई के लिए नीरज कुमार के इस्तीफे की मांग की थी। समझा जाता है कि दीक्षित ने कहा कि थाना प्रभारी से निचले स्तर के अधिकारी अपने वरिष्ठों के आदेश को कम ही मानते हैं और अक्‍सर अपने आप कार्रवाई कर देते हैं। संदीप दिल्ली की मुख्यमंत्री शीला दीक्षित के बेटे हैं, जो दिल्ली पुलिस को राज्य के नियंत्रण लाने की मांग कर रही हैं।

नई दिल्ली : दिल्ली पुलिस ने कांस्टेबल सुभाष चंद तोमर की मौत के मामले में पुलिस के दावे पर सवाल उठाने वाले एक युवक और उसकी दोस्त को जांच में शामिल होने के लिए कहा है। पुलिस ने इस संबंध में योगेंद्र और उसकी दोस्त पाओलिन को नोटिस भेजा है। राम मनोहर लोहिया अस्पताल के चिकित्सा अधीक्षक डा.टीएससिद्धू को भी इस जांच का हिस्सा बनने के लिए कहा गया है। उन्होंने ही कहा था कि तोमर को बाहरी या अंदरुनी चोटें नहीं आई थीं। रविवार को हुए हिंसक प्रदर्शन में घायल कांस्टेबल तोमर की मौत के कारण को लेकर तब विवाद हो गया था जब सरकारी अस्पताल द्वारा कहा गया था कि तोमर के शरीर पर कोई बाहरी या अंदरुनी चोट के निशान नहीं थे। जबकि बाद में आई पोस्ट मार्टम रिपोर्ट में इसके विपरीत तथ्य सामने आए। अस्पताल में चिकित्सकों द्वारा किए गए पोस्टमार्टम की रिपोर्ट के एक हिस्से को कल दिल्ली पुलिस ने जारी किया था। रिपोर्ट पढ़ते हुए अतिरिक्त पुलिस आयुक्त केसी द्विवेदी ने बताया कि किसी बाहरी प्रहार के कारण गर्दन और सीने पर आयी अनेक चोटों के चलते दिल का दौरा पड़ा और इससे जुड़ी अन्य जटिलताएं पैदा हुईं। वहीं, दोनों चश्मदीदों का दावा है कि जब इंडिया गेट के पास कांस्टेबल तोमर जमीन पर गिरे और उन दोनों ने उन्हें बचाने का प्रयास किया तो उन्‍हें उनके शरीर पर कोई चोट नहीं दिखी। राम मनोहर लोहिया अस्पताल के चिकित्सा अधीक्षक डा. टीएस सिद्धू ने कहा था कि कटने के कुछ निशान और छिले होने के निशानों के अलावा उनके शरीर पर कोई बाहरी चोट के निशान नहीं थे। हमारे रिकार्ड के अनुसार कोई गंभीर अंदरुनी चोट नहीं है लेकिन असल बात पोस्ट मार्टम के बाद ही सामने आएगी। योगेंद्र और उनकी दोस्त पाओलिन ने पुलिस के उस दावे पर सवाल उठाए थे, जिसमें कहा गया था कि कांस्टेबल की पिटाई की गयी थी जिससे उनकी मौत हो गई। दोनों का कहना था कि तोमर स्वयं ही गिर गए थे। गौर हो कि दिल्लीय पुलिस के कांस्टेबल सुभाष चंद तोमर की मौत के कारणों पर भी सवाल उठने लगे हैं। इंडिया गेट पर प्रदर्शन के दौरान कांस्टेीबल की मौत का दावा दिल्लीम पुलिस की ओर से किया गया था, वहीं मौके पर मौजूद एक चश्मकदीद ने बुधवार को दावा किया कि कांस्टेलबल को प्रदर्शनकारियों ने नहीं पीटा था बल्कि पैदल चलते समय वह गश खाकर गिर पड़े थे। वहीं, राम मनोहर लोहिया अस्प्ताल के डॉक्टीर पीएस सिद्धू ने कहा कि कांस्टेकबल सुभाष चंद तोमर के शरीर पर गंभीर चोट के निशान नहीं थे। जब कांस्टेहबल को अस्प ताल लाया गया था, उस समय शरीर के अदंरुनी और बाहरी हिस्सेर में भी कोई बड़ा जख्मं नहीं था। डॉक्टकर ने यह भी कहा कि शरीर में कोई फ्रैक्च‍र नहीं था, हालांकि, तोमर के घुटने और छाती पर कुछ जख्म थे। पत्रकारिता के छात्र योगेंद्र ने पुलिस के उस तर्क पर सवाल उठाए हैं जिसमें बताया गया था कि कांस्टेबल सुभाष चंद तोमर की प्रदर्शनकारियों ने पिटाई की जिसके चलते उनकी मौत हो गई। योगेंद्र का कहना है कि तोमर स्वयं ही गिर गए। राम मनोहर अस्पताल के चिकित्सकों ने कहा कि जब कांस्टेबल तोमर को अस्पताल लाया गया तो उनके शरीर पर चोटों के निशान नहीं थे। उनको हृदयाघात आया था। चश्मदीद योगेंद्र ने कहा कि वह अपनी एक मित्र पाओलिन के साथ इंडिया गेट पर था। उसने बताया कि मैनें एक पुलिसकर्मी को देखा जो प्रदर्शनकारियों की ओर भाग रहा था और अचानक गिर गया। हम उसकी ओर बढ़े, उसके पास कुछ पुलिसकर्मी भी खड़े थे। अचानक से वह पुलिसकर्मी अन्य प्रदर्शनकारियों की ओर बढ़ गए। योगेंद्र ने कहा कि मैं एक पीसीआर वैन की ओर बढ़ा, जिससे उसे अस्पताल ले जाया गया। मैं भी उनके साथ उसी वाहन में बैठकर गया। उनके शरीर पर चोटों के निशान नहीं थे। न ही उन्हें भीड़ द्वारा कुचला गया था न ही उन पर हमला किया गया। पुलिस के दावे झूठे हैं। मैं यह सुनकर हैरान हूं कि उनकी मौत के सिलसिले में आठ लोगों को गिरफ्तार किया गया है।

नईदिल्ली।। सिपाहीसुभाषतोमर की मौत के मामले में यमुना विहार में रहने वाले प्रत्यक्षदर्शी योगेंद्र ने खुलासा करते हुए दिल्ली पुलिस की विश्वसनीयता पर सवालिया निशान लगा दिया। टीवी चैनल को चश्मदीद योगेंद्र ने बताया कि सिपाही तोमर उनके सामने ही भागते हुए आए थे और गिर पड़े। योगेंद्र का दावा है कि सुभाष की पिटाई किसी प्रदर्शनकारी ने नहीं की थी। यह खुलासा उन्होंने मंगलवार रात एक टीवी चैनल से किया। योगेंद्र के साथ अन्य लोगों ने सिपाही की मौके पर मदद भी की। दर्द दूर करने के लिए उनकी छाती मली, जूते उतारकर उनके तलवे सहलाए। फिर पुलिस की मदद से अस्पताल लेकर गए। इस मामले में पुलिस कमिश्नर नीरज कुमार ने मंगलवार शाम को मीडिया से कहा था कि सिपाही सुभाष चंद तोमर की मौत का कारण गले, छाती और पेट पर इंटरनल इंजरी थी। इस मामले में हत्या का मुकदमा दर्ज किया गया और 8 लोगों को गिरफ्तार भी किया गया। दूसरी तरफ राम मनोहर लोहिया अस्पताल, जहां सिपाही की मौत हुई, वहां के मेडिकल सुपरिटेंडेंट डॉ. टी.एस. सिद्धू का कहना है कि सदमे से सिपाही को हार्ट अटैक आया था। शरीर पर गंभीर चोट के कोई निशान नहीं थे। अस्पताल सूत्र तो यहां तक बताते हैं कि सिपाही को हृदय संबधी बीमारी थी। ऐसे में अब सवाल यह है कि जब इतना बड़ा प्रदर्शन चल रहा था तो हृदय रोगी की वहां ड्यूटी क्यों लगाई गई? इस मामले में आम आदमी पार्टी के अरविंद केजरीवाल पहले ही आरोप लगा चुके हैं कि पुलिस बेकसूरों को फंसाने की साजिश कर रही है। आप का कहना है कि आंदोलन को हिंसक बनाने की कोशिश कर रहे लोगों को पकड़ने में नाकाम रही पुलिस अब तथ्यों के साथ खिलवाड़ कर रही है। कमिश्नर ने यह भी कहा कि तोमर की पत्नी को पेंशन नहीं बल्कि उस वक्त तक सैलरी दी जाएगी जब तक सिपाही सुभाष चंद रिटायर होते। उन्होंने कहा कि उनकी पत्नी तीन बच्चों में से जिसे भी नौकरी पर रखने की बात कहेंगी। उसी बच्चे को उसकी योग्यता के मुताबिक दिल्ली पुलिस में नौकरी दे दी जाएगी। इस बीच, सुभाष का मंगलवार को राजकीय सम्मान के साथ अंतिम संस्कार निगम बोध घाट पर किया गया। वहां गृह राज्यमंत्री और गृह सचिव के अलावा दिल्ली की मुख्यमंत्री शीला दीक्षित भी पहुंची थीं। सुभाष तोमर के जिले से सांसद व केंद्रीय मंत्री अजित सिंह भी अंतिम संस्कार में पहुंचे। पुलिस कमिश्नर और अन्य स्पेशल पुलिस कमिश्नर ने सुभाष की अर्थी को कंधा भी दिया।

A female police officer shot and killed an American civilian adviser at Kabul police headquarters on Monday, according to Afghan police officials. A spokesman for the American-led NATO force in Afghanistan, Col Thomas W Collins, confirmed that the attack took place but said the name and nationality of the victim were being withheld in line with military policy. Colonel Collins described the attacker as “a suspected member of the Afghan Uniformed Police” and said the suspect was in Afghan custody. Insider shootings, often referred to as green-on-blue attacks, have greatly increased in the past year, with 61 American and other coalition members killed, not counting the incident Monday, compared to 35 deaths the previous year, according to NATO figures. This was the first such attack by a woman and came after a lull in insider shootings, after the military instituted a series of precautions meant to reduce them. The most recent incident was on November 11, when a British soldier was killed in Helmand Province. A source at Kabul police headquarters, where the shooting occurred about 10 am, said the suspect was a woman named Nargis who worked in the Legal and Gender Equality Department of the Interior Ministry. She had previously been a regular police officer. The source said the attacker had used a pistol and shot the adviser, an engineer working in construction, in the head at close range. He said the suspect was arrested at the scene by Afghan officers. Although the police source did not specify a motive, he said that it was not terrorist related and the suspect had no insurgent connections. In unrelated incidents reported on Monday, a coalition member was killed in an insurgent attack in eastern Afghanistan, while in northern Afghanistan, an Afghan Local Police commander killed five fellow police officers in a shooting incident at a checkpost. The latter incident took place in Jowzhan Province, at the village of Turaghali Afghania. Dur Mohammad, commander at the checkpost, shot and killed five officers under his command, according to Gen Abdul Aziz Ghairat, the provincial police chief. He said the commander fled after the shooting. General Ghairat did not offer a motive but noted that Mohammad had previously had connections with the Taliban in the area. The Afghan Local Police programme, which seeks to bring armed elements including some former insurgents under government control, has been controversial because of a series of incidents in which they have changed sides, sometimes repeatedly.

नई दिल्ली। अब तक लोगों का गुस्सा शांत करने में नाकाम रही पुलिस का आरोप है कि इंडिया गेट पर चल रहे प्रदर्शन को हाईजैक कर लिया गया है। पुलिस के मुताबिक कुछ लोगों ने राजनीतिक हितों को साधने के लिए प्रदर्शन को उग्र बना दिया है। इन आरोपों के बीच दिल्ली पुलिस के कमिश्नर नीरज कुमार ही दिल्ली सरकार के निशाने पर आ गए हैं। आज शाम शीला दीक्षित ने गृह मंत्री सुशील कुमार शिंदे से मुलाकात की। इस मुलाकात के बाद नीरज कुमार को हटाए जाने की अटकलें तेज हो गई हैं। वहीं कांग्रेस सांसद संदीप दीक्षित ने भी नीरज कुमार को हटाने की मांग कर दी है। दरअसल इंडिया गेट पर कल तक शांतिपूर्ण तरीके से चल रहा प्रदर्शन अचानक उग्र हो गया। हजारों की संख्या में नाराज प्रदर्शनकारियों ने पुलिस बैरिकेड तोड़ डाले और 26 जनवरी की तैयारी के लिए लगाए गए लकड़ी के खंबों को उखाड़कर जला दिया। सरकारी गाड़ियों में भी तोड़फोड़ की गई। जवाबी कार्रवाई में पुलिस ने कई बार लाठीचार्ज का सहारा लिया और आंसू गैस के गोले छोड़े। आम लोगों के साथ-साथ प्रदर्शन कवर कर रहे पत्रकारों को भी चोट आई। सरकार का दावा है कि कुछ राजनीतिक लोगों ने भीड़ को उकसाया जिसकी वजह से प्रदर्शन हिंसक हो गया। दिल्ली पुलिस ने ऐलान किया कि रेप मामलों को जल्दी निपटाने के लिए दिल्ली में पांच फास्ट ट्रैक कोर्ट का गठन कर दिया गया है। इस बीच अपने समर्थकों के साथ इंडिया गेट बढ़ रहे बाबा रामदेव को भी पुलिस ने लाठीचार्ज कर रोक दिया। पुलिस का दावा है कि हिंसक प्रदर्शन को रोकने के लिए ही बल का प्रयोग किया गया है। दिन भर जब दिल्ली पुलिस प्रदर्शनकारियों पर लाठियां भांज रही थी, सरकार में सिर्फ बैठकों का दौर चलता रहा। लेकिन न तो किसी नेता और ना ही सरकार के किसी नुमाइंदे ने इंडिया गेट पर पहुंच कर प्रदर्शनकारियों से बात करने की हिम्मत दिखाई। शाम को दिल्ली सरकार ने कैबिनेट की बैठक बुलाकर कानून-व्यवस्था का जायजा लिया। इसके बाद शीला दीक्षित गृह मंत्री सुशील कुमार शिंदे से मुलाकात करने पहुंचीं। शिंदे से मुलाकात के बाद शीला दीक्षित ने दोषी आला पुलिसवालों के खिलाफ कार्रवाई की मांग की। शीला ने गैंगरेप के दोषियों को फांसी दिए जाने की मांग भी की। शीला ने कहा कि वीआईपी रास्तों से पुलिस हटाकर लोगों की सुरक्षा में लगाई जानी चाहिए। शीला के इस बयान के बाद दिल्ली पुलिस के कमिश्नर नीजर कुमार को हटाने जाने की अटकलें तेज हो गई हैं। उधर लोकसभा में विपक्ष की नेता सुषमा स्वराज ने शाम में ट्विट किया कि हिंसा से कोई हल निकलने वाला नहीं है, मैंने गृहमंत्री शिंदे से बात की है और इस मसले पर सर्वदलीय बैठक बुलाने की मांग की है। दिल्ली में हुए गैंगरेप के बाद लगातार छठे दिन चल रहे प्रदर्शन ने सरकार की राजनीतिक और प्रशासनिक कुशलता पर सवाल खड़े कर दिए हैं। क्या पुलिस की लाठी और विपक्ष पर आरोप लगाने से आम आदमी का गुस्सा शांत हो जाएगा। क्या सिर्फ कार्रवाई का भरोसा दिलाने से लोग घर वापिस चले जाएंगे। क्या राहुल गांधी और कांग्रेस के बड़े नेताओं को प्रदर्शनकारियों से सीधी बातचीत नहीं करनी चाहिए। आखिर कब तक देश के युवाओं और छात्रों को पुलिस की लाठी का सामना करने छोड़ दिया जाएगा।

नई दिल्ली : इंडिया गेट पर रविवार को निहत्थे छात्र-छात्राओं पर लाठीचार्ज को पुलिस आयुक्त नीरज कुमार ने बिल्कुल जायज ठहराया है। सोमवार को पुलिस मुख्यालय में मीडिया से बातचीत में उन्होंने कहा कि अगर शांतिपूर्वक तरीके से विरोध प्रदर्शन कर रहे किसी निर्दोष आदमी को चोट पहुंची है तो उन्हें खेद है, लेकिन पुलिस कार्रवाई के लिए उन्हें कोई खेद नहीं है। सवालों के जवाब में पुलिस आयुक्त ने कहा कि 'अगर हम केवल पुलिस पर प्रहार करेंगे, प्रतिदिन सिस्टम पर प्रहार करेंगे तो कुछ भी हासिल होने वाला नहीं है। अगर पुलिस कमिश्नर की बर्खास्तगी से महिलाओं की सुरक्षा बेहतर हो सकती है तो ऐसा रोज करिए। नीरज कुमार ने कहा कि 23 वर्षीय युवती के साथ चलती बस में हुई सामूहिक दुष्कर्म की वारदात बहुत ही बर्बर है। जनता की प्रतिक्रिया स्वाभाविक है। उन्होंने बताया कि इंडिया गेट पर प्रदर्शन को असामाजिक तत्वों ने हाईजैक कर लिया था। यही वजह रही कि पुलिस को कार्रवाई करनी पड़ी। क्या यह संभव था कि उन हालात और भीड़ में वास्तविक प्रदर्शनकारियों और असामाजिक तत्वों को अलग किया जा सके? उन्हें लगता है कि मीडिया की वजह से भी प्रदर्शनकारी भड़क रहे थे। पुलिस आयुक्त ने कहा कि वह इस्तीफा देने के दबाव में नहीं हैं। वह उस समय तक काम करते रहेंगे जब तक सरकार को उन पर भरोसा है।

नई दिल्ली: दिल्ली के उपराज्यपाल तेजेंदर खन्ना ने अपना अमेरिकी दौरा बीच में छोड़ दिल्ली आने के बाद दिल्ली की कानून व्यवस्था का जायजा लिया। उपराज्यपाल तेजिंदर खन्ना ने महिलाओं की सुरक्षा में सुधार की योजना तय करने के लिए वरिष्ठ पुलिस अधिकारियों और महिला समूहों के साथ बातचीत की। उन्होंने बताया, ‘‘हमने दो सहायक पुलिस आयुक्तों मोहन सिंह देवास (यातायात) और यागराम (पीसीआर) को निलंबित कर दिया है। मैंने पुलिस आयुक्त को पुलिस उपायुक्तों प्रेमनाथ (यातायात) और सतबीर कटारिया (पीसीआर) से स्पष्टीकरण मांगने का निर्देश दिया है तथा आगे की कार्रवाई इसके बाद की जाएगी।’’

मुंबई। मुंबई के पुलिस स्‍टेशनों में पुलिसकर्मियों की कमी के कारण एक पब से हिरासत में लिए गए सैकड़ों लड़के-लड़कियां भाग निकले। घटना रमाबाई अंबेडकर थाने की है। शुरूआती जानकारी के अनुसार, मुंबई पुलिस ने कोलाबा के एक मशहूर पब पर छापा मार कर तीन सौ लड़के-लड़कियों को हिरासत में लिया था। इन्‍हे रमाबाई अंबेडकर थाने में रखा गया था। ताकि सुबह मजिस्‍टेट के सामने पेश किया जाए। लेकिन थाने में कम स्‍टाफ के कारण पुलिसकर्मी इतने अधिक लोगों को संभाल नहीं पाई और सभी के सभी पुलिस को चकमा देकर भाग निकले। मुंबई पुलिस ने 12 बजे के बाद भी कोलाबा में पब खुले होने पर छापा मारा था। courtsy-db.

A junior police officer has been arrested for demanding and accepting a bribe of Rs 2,000 bribe from a local resident, police said today. S R Wagh, a Sub-Inspector attached to Thane Police Commissionerate, was trapped by Mumbai unit of Anti-Corruption Bureau (ACB) while accepting tbe bribe and arrested yesterday, they said. He has been booked under relevant sections of the Prevention of Corruption Act, 1988. According to police, on October 22, Wagh demanded a sum of Rs 1.50 lakh from Rajkumar Chavani, a resident of Amberanth, for favouring his wife who faces a criminal case. Chavani's wife Barkha, booked under the Copyrights Act and also IPC Section 379 (theft), was recently released on bail by a Kalyan Court. The Sub-Inspector demanded the bribe for not harassing Barkha while on bail and also speed up the work of submitting chargesheet in the criminal face, according to a complaint lodged by Rajkumar with ACB. Rajkumar agreed to pay the amount and at the same time tipped off the ACB, which laid a trap and caught Wagh while accepting the first installment at a spot in Shivaji Nagar area of Ambernath, police said. courtsy- DC.

एक हिस्ट्री शीटर की मेहमान नवाजी राजस्थान के पुलिस महा निदेशक के लिए मुश्किल का सबब बन गई है। जानलेवा हमले जैसे 17 मामलों के आरोपी के साथ डीजीपी की यात्रा और नाश्ता पार्टी पर बीजेपी तो सरकार को घेर ही रही है। पुलिस के अपराधीकरण का सवाल उठाते हुए कई लोग भी सड़क पर उतर आये हैं। राजस्थान के पुलिस महानिदेशक हरीश मीणा हाल ही कोटा में एक हिस्ट्री शीटर की मेहमान नवाजी का आनंद लेकर लौटे हैं। निजी दौरे पर कोटा गये महानिदेशक महोदय ने न केवल कोटा में 17 मामलों के आरोपी सत्येन्द्र मीणा की मेहमाननवाजी का आनंद लिया बल्कि एनएसयू आई के नेता मीणा के साथ डीजीपी ने बूंदी से कोटा तक यात्रा भी की। सत्येन्द्र मीणा कोटा के कुन्हाड़ी थाने के हिस्ट्री शीटर हैं और सत्येन्द्र पर कुल 17 मुकदमे दर्ज हैं। एक अपराधी के साथ पुलिस महानिदेशक का यह लगाव बीजेपी को तो बुरा लग ही रहा है। लोगों ने भी सड़क पर उतर विरोध जताना शुरू कर दिया है। विरोध के स्वर उठते देख डीजीपी ने इस मुद्दे पर चुप्पी साध ली है। वहीं कांग्रेस भी बचाव की मुद्रा में आ गई है। कांग्रेस की दलील है कि यह यात्रा निजी थी, इसलिए इसपर बवाल बेमानी है। डीजीपी हरीश मीणा ने एक हिस्ट्रीशीटर की मेहमान नवाजी उस वक्त ली है, जब सीआरपीएफ के महानिदेशक पद से विजय कुमार कि सेवानिवृति के बाद हरीश मीणा को इस पद का प्रमुख दावेदार माना जा रहा है और बुधवार से राजस्थान विधान सभा का सत्र शुरू होने वाला है। यानि मीणा के लिए मुश्किल सदन में भी खडी हो सकती है और सीआरपीएफ के लिए होने वाले डीजीपी चयन में भी।

पटना | बिहार पुलिस मेन्स एसोसिएशन के आह्वान पर राज्य के पुलिसकर्मियों के सामूहिक अवकाश पर जाने का निर्णय मुख्यमंत्री नीतीश कुमार और पुलिस महानिदेशक अभयानंद के आश्वासन के बाद 30 नवंबर तक के लिए स्थगित कर दिया गया है। एसोसिएशन की बैठक में यह निर्णय लिया गया। एसोसिएशन के आह्वन पर अपनी 15 सूत्री मांगों को लेकर करीब 65,000 पुलिसकर्मी बुधवार की मध्य रात्रि से सामूहिक अवकाश पर जाने वाले थे। बिहार पुलिस एसोसिएशन के अध्यक्ष जितेन्द्र कुमार सिंह ने बुधवार को बताया कि मुख्यमंत्री और पुलिस महानिदेशक के आश्वासन के बाद हड़ताल के पांचवें चरण के तहत सामूहिक अवकाश पर जाने के निर्णय को नवंबर तक स्थगित रखा गया है। उन्होंने बताया कि उन्हें आश्वस्त किया गया है कि उनकी मांगों को नियमों के अनुरूप जल्द पूरा किया जाएगा। उल्लेखनीय है कि 15 सूत्री मांगों लेकर पूर्व निर्धारित कार्यक्रम के अनुसार राज्य भर के करीब 65 हजार पुलिसकर्मी 10 अक्टूबर की रात 12 बजे से पांच दिनों के लिए सामूहिक अवकाश पर जाने वाले थे। गौरतलब है कि एसोसिएशन की मांगों पर विचार करने के लिए गृह विभाग के प्रस्ताव पर वित्त विभाग ने एक तीन सदस्यीय समिति का भी गठन किया है। इसका गठन राज्य के मुख्य सचिव नवीन कुमार की अध्यक्षता में किया गया। पुलिस एसोसिएशन ने इसके पूर्व अपनी मांगों के समर्थन में 10 सितम्बर को काला बिल्ला लगाकर काम किया था और उसके बाद सभी जिला मुख्यालयों पर धरना दिया था। साभार-देशबंधु

लखनऊ. वो दिन दूर नहीं जब थाने और पुलिस के कामकाज में कागज़ों की दौड़ खत्म हो जायेगी। ना मोटी मोटी फाइलें होंगी और ना ही होगा कागज़ों का पुलिंदा। जी हां, भारत सरकार की खास योजना के तहत 2014 तक थाने पूरी तरह कंप्यूटरीकृत हो जायेंगे। एफआईआर आनलाइन दर्ज होगी और एक क्लिक पर ही केस डायरी, दस्तावेज और सारे रिकार्ड स्क्रीन पर होंगे। अब होगी पेपर की बचत। यह प्रयास उत्तर प्रदेश पुलिस ने पर्यावरण सरक्षण के लिए शुरू किया है। अब उत्तर प्रदेश पुलिस इको फ्रेंडली पुलिस होगी। यूपी के डीजीपी एसी शर्मा का कहना है की भारत सरकार की एक खास योजना सीसीटीएनएस यानि क्राइम एंड क्रिमिनल ट्रैकिंग नेटवर्क सिस्टम के ज़रिये वर्चुअल पुलिसिंग की ओर तेज़ी से क़दम बढाये जा रहे हैं। पायलट प्रोजेक्ट के पहले चरण का काम राजधानी लखनऊ के साथ गाजीपुर और मुरादाबाद में तेज़ी पर है। जिसमें थानों के सारे रिकार्ड और दस्तावेज फाइलों और कागज़ों की जगह कंप्यूटर में होंगे। यानि थानों पर सारा का सारा काम बिना पेपर के कंप्यूटर पर होगा। जिसके बाद सभी थानों को कंप्यूटर के ज़रिये आनलाइन जोड़ दिया जायेगा। ऐसा करने से पेपर की खपत कम होगी और पर्यावरण का भी सरक्षण होगा। शर्मा के मुताबिक, भारत सरकार की ये महत्वाकांक्षी परियोजना 2014 तक पूरी तरह लागू हो जायेगी। इसके बाद पुलिस थानों में महज़ नाम मात्र के लिये ही पेपर पर काम होगा। उम्मीद की जा रही है प्रोजेक्ट के दूसरे चरण में सभी थाने आनलाइन हो जायेंगे। जिसके बाद आर्थिक अपराध शाखा और सीआईडी जैसे विभागों को तीसरे और चौथे चरण में आऩलाइऩ किया जायेगा। चारों चरणों का काम पूरा होने पर प्रदेश भर के पुलिस स्टेशन डेटा और इन्फार्मेशन ऑनलाइन शेयर कर सकेंगे। अधिकारियों की मानें तो ये अपराध रोकने, अपराधी को ट्रेस करने के अलावा बेहतर पुलिसिंग के लिये बेहद उपयोगी होगा। पुलिस थानों में कंप्यूटर पर काम करने के लिये प्रदेश के सभी जिलों में 62,500 पुलिस कर्मियों को ट्रेनिंग भी दी जाएगी। साथ ही पुलिस स्टेशन में 3 हजार कंप्यूटर डेटा ऑपरेटरों की भी तैनाती की योजना है। बड़े बजट की इस परियोजना के लिये केन्द्र के जरिये मुहैया कराये गये धन से थानों पर एयरकंडीशन सीसीटीएनएस रूम भी बनेंगे। थाने पेपरलेस होने के साथ साथ हाईफाई भी होंगे।

भोपाल। राज्य सरकार ने रायसेन और बड़वानी पुलिस अधीक्षक का तबादला कर दिया है। गृह विभाग ने आज दो भारतीय पुलिस सेवा और तीन राज्य पुलिस सेवा के अफसरों की नई पदस्थापना आदेश जारी किए हैं। मंत्रालय सूत्रों के अनुसार एसपी रायसेन आईपी कुलश्रेष्ठ को सहायक पुलिस महानिरीक्षक पीएचक्यू, एसपी बड़वानी आरएस मीणा को कमांडेंट सशस्त्र बल इंदौर, आरसी बुररा एसपी नारकोटिक्स इंदौर को एसपी बड़वानी, शशिकांत शुक्ला एसपी मुख्यमंत्री सुरक्षा को एसपी रायसेन और शैलेंद्र चौहान एसपी एटीएस को एसपी मुख्यमंत्री सुरक्षा में पदस्थ किया है।

AHMEDABAD: A woman police sub-inspector named in a complaint with Gandhinagar police for threat and coercion by a woman was suspended by state director general of police. An inquiry was constituted in the incident. Shilpa Chaudhary, the probationer sub-inspector with Naroda police station, has also been shifted out of the city by the order. According to officials of Pethapur police station in Gandhinagar district, Preeti Vaghela, wife of Mayursinh Vaghela, had filed a complaint on September 9 against Chaudhary and her relatives for forcing her to divorce her husband. Vaghela and Chaudhary had secretly married each other, she mentioned in the complaint. Investigators said that the duo met while preparing for the state police recruitment board exams for sub-inspectors a year ago. While Chaudhary cleared the exam, Vaghela failed to make the mark. However, the duo remained in touch and even kept on meeting after Vaghela's marriage to Preeti. When caught, Vaghela remained adamant and stated his wish to remain with Chaudhary after which Preeti filed the police complaint. NEW DELHI: Six years after the Supreme Court directed the separation of investigation and law and order functions of the police; the Union ministry of home affairs (MHA) has decided to approach the finance ministry to provide Central funds to the states to implement what will mark a big boost to law enforcement. The splitting of the two police functions is considered to be crucial for the administration of justice. Saddled with law and order functions, the police are often unable to pay adequate attention to crime investigation. The inadequate, and often shoddy, probe helps the resourceful criminals, besides leading police to take short cuts to show results: a trend that can result in framing of innocents. But the implementation of the crucial order has been snagged by the Constitution — a mandated division of labour between Centre and states, and with an acute resource crunch facing the latter. "Law and order" being the responsibility of states, the responsibility of implementation can be said to rest with them. However, states are reluctant to implement because of scarcity of resources. The MHA's pitch to the finance ministry for funds to help out the cash-strapped states can help tackle the problem. The approach to the finance ministry comes when terrorism and the growing number of organized crimes have underscored the need for specialized investigating skills which are absent from the repertoire of the police personnel. The MHA, which is still fine-tuning the proposal, will convey the same to states once it obtains the financial ministry's nod. The MHA will be seeking Central funds to bear a part of the additional burden on states for implementation of this crucial police reform, at least for the first few years. 'Probe quality poor' An indication of the upcoming proposal was given by Union home secretary RK Singh while addressing a function organized by the LNJN National Institute of Criminology and Forensic Science here on Saturday. While pointing out the "disconnects" in criminal justice system, Singh sought immediate remedies to help the states improve the quality of investigation and prosecution. Insisting that funds were needed to incentivize the delivery of justice in states, Singh said he was hopeful that the finance ministry would be able to generate the resources. "Where would the Centre find funds for the incentives? When I go to the finance ministry and ask for funds, I am told that police is a state subject. We need to find the money somewhere. I will be able to persuade my colleagues in the finance ministry to do that," he sought to assure the gathering that comprised police and judicial officers, besides forensic scientists. Earlier, Singh pointed to the deficiencies in investigation and prosecution of criminal cases in the states. He said several police stations lacked the basic resources for a scientific and professional investigation, which was impairing delivery of justice. "The quality of investigation leaves much to be desired ... Most police stations do not have the equipment to even pick up fingerprints ... Scientific investigation is a far cry. Unless we take step to professionalize criminal investigation, we will not be able to deliver justice," he said. Also lamenting the prosecution system, Singh said its separation from investigation in 1973 had "not produced very good results". Accountability of officers in investigation and prosecution existed in the 1950s and 1960s because courts began trial immediately after the charge sheet, he said. "If the case resulted in conviction or acquittal, it was a clear commentary on the quality of investigation. (Under the earlier system,) if there were numerous acquittals in cases investigated by an officer, then there would be censure or black mark and they would not get promoted. There was accountability," he added. Singh also commented on the limited capabilities of forensic laboratories across the country. He said these labs often took two to three years to report back to the investigating officer, by which time the person would have been transferred. "There are huge vacancies in (in labortatories). Nobody takes interest in the states," he said. Noting that quick remedies were needed to address the deficiencies in the criminal justice system, Singh said the accused often walked free as the delays often made the people lose interest in pursuing the case.

सुरेंद्र नगर। गुजरात के राजकोट में फायरिंग करने वाले पुलिस अधिकारी इन्स्पेक्टर के पी जडेजा को सस्पेंड कर दिया गया है। मामले को शांत कराने गए मोदी सरकार के दो मंत्रियों, शिक्षा मंत्री रमण वोहरा और सोशल जस्टिस मंत्री फकीर भाई वाघेला का गुस्साई भीड़ ने घेराव किया। गौरतलब है कि कल पुलिस फायरिंग में तीन लोगों की मौत हो गई थी। इसके बाद से नाराज लोग डेड बॉडी को लेकर प्रदर्शन कर रहे थे। लोगों की मांग थी कि उन्हें न्याय मिले। 22 सितंबर की रात तक पूरे थानगांव इलाके में मेले की चहल पहल थी लेकिन 22 सितंबर की देर रात मेले में आए इलाके के कुछ दबंगों और दलित समुदाय के लोगों की आपस में भिड़ंत हो गई। इलाके के लोगों का आरोप है कि पुलिस को हंगामें की खबर मिल गई थी लेकिन पुलिस वालों ने मौके पर पहुंचने में देरी की और तब तक ये झड़प खूनी शक्ल अख्तियार कर चुकी थी। पुलिस का कहना है कि हालात बेकाबू होता देखकर उसे फायरिंग करनी पड़ी। इस फायरिंग में दलित समुदाय के एक छात्र पंकज की मौत हो गई लेकिन इस मौत के बाद इलाके में तनाव और बढ़ गया। रविवार दोपहर एक बार फिर से नाराज भीड़ ने पथराव शुरु कर दिया। पुलिस ने दोबारा फायरिंग शुरु की और दोबारा दलित समुदाय के ही दो लोगों को जान से हाथ धोना पड़ा। फायरिंग में एक ही समुदाय के तीन लोगों की मौत के बाद से इलाके में पुलिस के खिलाफ खासी नाराजगी है। दलित समुदाय के लोगों ने ऐलान कर दिया कि जब तक फायरिंग के कसूरवार पुलिसकर्मियों पर कार्रवाई नहीं होती वो मृतकों का दाह संस्कार नहीं करेंगे। उधर, पुलिस वालों का कहना है कि उन पर लगाए जा रहे आरोप बेमानी हैं। पहले दिन की घटना के बाद दूसरे दिन कुछ लोगों ने उकसाने वाली कार्रवाई की। शांति बहाल करने में लगे पुलिस वालों पर जानबूझ कर पथराव किए गए। पुलिस ने पहले लाठी और आंसू गैस का सहारा लिया, लेकिन जब हालात काबू से बाहर जाते दिखे तो मजबूरी में फायरिंग करनी पड़ी। पुलिस की सफाई अपनी जगह, लेकिन इस घटना ने कई तीखे सवाल खड़े कर दिए हैं। आखिर वक्त रहते झड़प को दबाने की कोशिश क्यों नहीं की गई? तत्काल इलाके के अराजक तत्वों की धर-पकड़ क्यों नहीं की गई? पूरे इलाके में तनाव को पनपने का मौका क्यों दिया गया? और सबसे अहम सवाल पुलिस की गोली से एक ही समुदाय के लोग क्यों मरे?

Mumbai: The man who stood up to US Secret Service Agents and refused to take orders from them when US President Barack Obama visited India in November 2010, will be serving as Director General of Police (DGP) of the state for the next three years. No-nonsense officer Sanjeev Dayal, from 1977-batch IPS cadre, who has been known for his impeccable image, took over from predecessor K Subramanyam, who retired on Tuesday. The officer, hailing from Delhi, was a former commissioner of police of Mumbai and is well known for his integrity and strictness. In his 35 years of service as an IPS officer, Dayal has held several key positions across the state, along with stints with the Intelligence Bureau (IB) and Special Protection Group (SPG). He was DGP of the Anti-Corruption Bureau before he took over as the state’s top cop. “Dayal is the right choice for the post, as he has lots of experience. As Dayal now has a three-year tenure to serve, he can bring around big changes in the force,” said a police officer. Speaking about the task at hand, Dayal said, “I am thankful to the government for considering me for the post of DGP. I will try my best to improve the service delivery and the upholding of the law.” Dayal’s experience and seniority were the reasons the government chose him for the post and other contenders included R P Khilnani, DG (civil defence), P N Dixit, managing director, Police Housing and Welfare Corporation, and Sridevi Goel, ADG (State Reserve Police Force). ncidentally, all belong to the 1977 batch. The Obama episode Dayal’s strictness was reflected even with the US president’s convoy when Obama visited India in November 2010, while Dayal was the commissioner of police. Dayal had refused to allow US Secret Service agents to dictate terms to Mumbai police and held up Cadillac One, in which Obama and Michelle were seated. The convoy was allowed to proceed 11 minutes later, only after US snipers were evacuated from unauthorised vantage points along the route.

लुधियाना। भामियां रोड स्थित जैन कालोनी टी-प्वाइंट पर नाकाबंदी के दौरान पुलिस ने शराब की तस्करी करने के आरोपियों को रोकने की कोशिश की, तो आरोपियों ने पुलिस पर जमकर फायरिंग कर दी। इस दौरान पुलिस कर्मियों ने भी अपने बचाव में चार फायर हवा में कर दिए। आरोपियों ने अपनी दोनों कारें छोड़ मौके से भागने की कोशिश की। इसी दौरान पुलिस ने गिरोह के तीन आरोपियों को मौके पर ही गिरफ्तार कर लिया, लेकिन गिरोह का सरगना मौके से फरार हो गया। पुलिस ने गिरफ्तार आरोपियों के कब्जे से दो कारें व 90 पेटी शराब बरामद कर ली। पुलिस ने आरोपियों के खिलाफ हत्या के प्रयास व शराब तस्करी का मामला दर्ज कर पूछताछ करनी शुरू कर दी है। एडीसीपी-4 सुशील कुमार ने बताया कि एंटी लिकर स्मगलिंग स्टाफ के इंचार्ज हरबंस सिंह ने पुलिस पार्टी समेत भामियां रोड स्थित जैल कालोनी टी-प्वाइंट पर नाकाबंदी की हुई थी। इसी दौरान एक इनोवा और इंडिगो कार आ रही थी। पुलिस पार्टी ने जब दोनों कारों को रोकने की कोशिश की, तो कार में से मोहल्ला हरगोबिंदपुरा निवासी जगजीत सिंह सन्नी निकल कर बाहर आया। जगजीत सिंह के हाथ में पिस्तौल थी और उसने अपने साथियों के साथ मिलकर पुलिस पर फायरिंग करनी शुरू कर दी। आरोपियों ने पुलिस पर पांच फायर किए। पुलिस ने भी जवाब में हवा में चार फायर किए। इस दौरान जगजीत सिंह दोनों कारों को छोड़ अपने साथियों के साथ मौके से फरार होने कोशिश करने लगा। पुलिस ने आरोपियों का पीछा कर जगजीत सिंह के तीन साथियों को गिरफ्तार कर लिया, जबकि गिरोह का सरगना जगजीत सिंह मौके से फरार हो गया। पुलिस को गिरफ्तार आरोपियों की पहचान इंद्रा कालोनी निवासी संजीव कुमार, माछीवाड़ा निवासी गगनदीप सिंह उर्फ गगन और सोनू श्रीवास्तव के रूप में हुई है। पुलिस ने गिरफ्तार आरोपियों के कब्जे से दो कारें व 90 पेटियां शराब बरामद की है। पुलिस ने आरोपियों के खिलाफ हत्या के प्रयास व शराब तस्करी का मामला दर्ज कर दिया है। पुलिस फरार आरोपी जगजीत सिंह की तलाश में छापेमारी करने में जुटी हुई है। हत्या व लूट के मामले दर्ज हैं गिरोह के सरगना पर एडीसीपी सुशील कुमार ने बताया कि गिरोह के सरगना जगजीत सिंह उर्फ सन्नी पर पहले भी कई संगीन आपराधिक मामले दर्ज हैं। उन्होंने कहा कि जगजीत सिंह उर्फ सन्नी पर हत्या, हत्या के प्रयास व लूटपाट जैसे 11 मामले दर्ज हैं। इसके अलावा गिरफ्तार आरोपी संजीव कुमार पर भी हत्या के प्रयास समेत दो मामले दर्ज हैं।

Gujarat Police: Police official today apologised before a Parliamentary committee

A senior Gujarat Police official today apologised before a Parliamentary committee following a privilege notice by a Lok Sabha member that she was allegedly manhandled while on way to attend a government function in the state. Dahod SP Nipuna Torawane, who appeared before the Lok Sabha Privileges Committee along with district collector J M Luni and area DSP P J Sarang, is learnt to have apologised for the May 1 incident in which Congress MP Prabha Kishor Taviad was allegedly manhandled. The Committee took oral evidence of Taviad and sought the version of the three district officials about the incident. "After going through the verbatim proceedings, we will decide on the future course of action... Prima facie, the DSP is guilty. But the committee has to take a decision in the next meeting," said a member after today's meeting. The Privileges Committee had decided to summon the SP, collector and the Deputy SP of Dahod district following complaint by Taviad that she was manhandled while on way to attend the Gujarat Divas celebrations on May 1. Taviad had alleged in the Lok Sabha that she was manhandled by the state administration during the Gujarat Divas celebrations. Another Congress MP Girija Vyas had also raised the issue on her behalf in the House claiming that police had dragged Taviad to a jeep as soon as she ventured out of her house for Gujarat Divas celebrations and was mistreated by them. The Committee, meanwhile, could not discuss the privilege notice issued against activist Arvind Kejriwal for his alleged remarks against parliamentarians. In their notices given in March, Congress MPs Jagdambika Pal and Sajjan Singh Verma had claimed that Kejriwal demeaned the institution of Parliament and its members by reportedly making derogatory remarks against them.

भोपाल। गोविंदपुरा इलाके में सोमवार रात मोपेड सवार एक बदमाश ने एक प्राइवेट स्कूल की प्रिंसिपल से पांच तोला सोने के गहने व 30 हजार रुपए लूट लिए। वारदात के बाद महिला ने बदमाश का पीछा भी किया, लेकिन वो फरार हो गया। महिला प्रदेश के एक रिटायर्ड पुलिस अफसर की बहू हैं। लूटे गए माल की अनुमानित कीमत पौने दो लाख रुपए है। पुलिस के मुताबिक बागसेवनिया के रजत विहार इलाके में रहने वालीं सुमन पति सुरेंद्र यादव महर्षि विद्या मंदिर की प्रिंसिपल हैं। सुमन के ससुर मोहनलाल यादव रिटायर्ड पुलिस अफसर हैं। सुमन का मायका अयोध्या नगर में है। सोमवार रात करीब 8:45 बजे सुमन स्कूटी से अयोध्या नगर से रजत विहार लौट रही थीं, तभी गोविंदपुरा में हेमा स्कूल के पास एक बदमाश ने उनका बैग झपट लिया। बैग में पांच तोला सोने के गहने और 30 हजार रुपए रखे थे। सुमन ने बदमाश का पीछा भी किया, लेकिन वह फरार हो गया। हेमा स्कूल के पास ये तीसरी लूट की वारदात है।

दो जिलों के एकमात्र महिला पुलिस थाना की कमान एसीपी की बजाय अब एडीसीपी के हाथों में सौंप दी गई है। पुलिस कमिश्नर आरपी मित्तल ने एक आदेश जारी करके एडीसीपी हेड क्वार्टर हरिंदरजीत सिंह को महिला पुलिस थाने की कमान सौंप दी है। पंजाब सरकार के आदेश पर अमृतसर सिटी और अमृतसर देहाती पुलिस का महिला पुलिस थाना लाहौरी गेट स्थित थाना डी डिवीजन की इमारत में खोला गया है। एसीपी सेंट्रल के हाथों में इस थाने की कमान थी। वह सप्ताह में एक बार थाने का दौरा कर पुलिस कारगुजारी की समीक्षा करते थे। पुलिस कमिश्नर आरपी मित्तल ने एक आदेश जारी कर एडीसीपी हेड क्वार्टर हरिंदरजीत सिंह को महिला पुलिस थाने की निगरानी सौंपी है। पुलिस कमिश्नर का आदेश पाते ही एडीसीपी हेड क्वार्टर ने महिला पुलिस थाने के स्टाफ के साथ बैठक की। शुक्रवार की शाम हुई बैठक में थाना की एसएचओ कंवलदीप कौर के अलावा 13 पुलिसकर्मी शामिल हुए। एडीसीपी हेड क्वार्टर ने आदेश दिया कि पुलिस कमिश्नर द्वारा थाने में भेजे जाने वाले सभी मामलों की गहन जांच की जाए। यह प्रयास किया जाए कि शिकायतकर्ता और दूसरे पक्ष को समझा कर मामले का निपटारा किया जाए। आरोपियों को अपनी सफाई देने का मौका दिया जाए। आरोपियों को बुलाने के लिए कम से कम तीन बार नोटिस भेजा जाए। मामले में अगर कोई आरोपी पाया जाता है, तभी दहेज प्रताड़ना का केस दर्ज किया जाए। किसी भी केस में महिला आरोपी की गिरफ्तारी के समय महिला पुलिसकर्मी मौजूद हो। इस दौरान महिला पुलिस थाने के स्टाफ ने शिकायत की है कि उनके पास पहले से ही स्टाफ कम है। एडीसीपी ने थाना के एसएचओ को कहा कि पुलिस कमिश्नर के आदेश के बिना थाने के स्टाफ को किसी भी ड्यूटी पर न भेजा जाए।

THIRUVANANTHAPURAM: Moving with the times, Kerala police are getting ready to use social networking sites for a social cause- to trace the missing persons. Already, Kerala police have held discussions with Facebook service providers for the customisation of the account to suit the purpose. The account is expected to go live from next month. The unique suggestion came at a meeting of senior police officers with the Chief Minister last month. After Facebook, other social networking sites such as Twitter will also be enlisted. The figure of missing persons in the state is as high as 3,500� in a year and among them around 350 are yet to be traced. Kerala is one of the states with the highest number of missing persons reported on an annual basis. Only a few states like Delhi come ahead� of the state. “In the FB account,� there would be details and photos of� the missing persons which would be opened to all FB users of the country. But if any information is received,� it� would be shown only to the police. Since it is a wide network,� it would be of great help to trace the missing persons,” sources said. The police have already held talks with the FB service providers. The computer wing of the state Crime Records Bureau is looking into the technical aspect. An FB account is a testing platform. If it works successfully, such accounts would be opened on other social networking sites like Twitter. “Seventy per cent of the Facebook users come under the age group of 14 to 26. They are a very eager and enthusiastic group. We hope that their response would match our expectation which would help us to create some links about the missing persons,” Manoj Abraham, IG Police Headquarters, told Express. According to him, the attempt is the first of its kind in the country. The name of the FB account has not been decided yet. The police are looking for a catchy name which should not create any aversion to� the FB users to become ‘followers’ of it. Extra care would be taken to avoid hacking of the account and SCRB would be in the monitoring role, said a police official.

A Delhi court has expressed anguish over the "non-professional and casual" manner of the city police in chargesheeting a man, allegedly involved in gangrape-cum-murder of a minor girl, for a milder offence of attempt to rape. "The chargesheet has been filed in a most non-professional and casual manner by invoking lesser offences. I am anguished to note that till date the investigating agency has not even bothered to further probe the aspect of cause of death of the girl," said Additional Sessions Judge (ASJ) Kamini Lau. The judge was upset that despite medical records suggesting that the 15-year-old girl was raped, the police chargesheeted the accused only for the offence of attempt to rape and causing grievous hurt to her. The court framed charges against Delhi resident Hitesh for allegedly raping the girl with the help of his associate Monu in a moving car on March 19, 2010 in Bawana area in Northwest Delhi after kidnapping her. His accomplice Monu is absconding. The court said as the girl had resisted the rape attempt in the car, the accused hit her hard on her backbone, leading to immediate paralysis waist downward. The judge noted that after raping the girl, the accused "deliberately" drove their car into a ditch, making it look like an accident. They had already jumped out of the car but the victim, who was inside, suffered further injuries and eventually died last year after a long treatment. The court has put Hitesh on trial for offences of murder, kidnapping, gangrape, destruction of evidence and various other penal provisions of the IPC. Police said the incident took place when the girl was returning from her grandparents' house in March 2010. On her way home, she was accosted by the accused men and dragged inside their car. The ASJ added, "For the young girl aged 15 years, her life virtually came to an end within a matter of minutes as soon as she was forcibly lifted by the accused and raped in the moving car, which thereafter was driven into a ditch in an attempt to finish her. The trauma and pain which the girl must have undergone cannot be imagined." The court also noted that a magistrate had to go to the hospital to record her statement.

According to the woman's complaint, an assistant commissioner of police offered her sweets, eating which she fell unconscious; the officer then shot a video of her in a compromising state and started blackmailing her. The victim complained that the ACP, who has now been posted in a comparatively less important branch, has been blackmailing her with the video, asking her for sexual favours. Some senior police officials remained tight-lipped about the increasing crime against women by the men in khaki. "An inquiry and verification is going on and until we receive a report, I cannot comment," said Rajnish Seth, joint commissioner of police (law and order). Other officers, however, said they were taking efforts to curb such crimes. "When somebody commits a crime, we take action, irrespective of his post or department. We go by the law and will not tolerate misbehaviour with women," said a senior officer.

Following a writ petition filed by a software professional alleging that Syam Sundar, an IPS officer of the 2005 batch and presently working as urban SP of Guntur, is romantically involved with his estranged wife, the AP high court has ordered the authorities to probe the matter. After admitting the write plea of Kotha Karthik, Justice R Subhash Reddy, in his order on Thursday, asked the authorities to probe whether the several calls the SP had made to Karthik's estranged wife Yadlapalli Gopipriya at odd hours between January 1 and March 20, 2012, were in connection with the investigation in the dowry harassment case. "We pleaded with the court that the SP's clandestine relationship be brought out. Let the CID probe the entire matter," Karthik's counsel B Purushottam Reddy said.

But they walked free on bail within two and a half hours. In contrast, Ambikesh, who was arrested for forwarding a chain mail that lampooned chief minister Mamata Banerjee, spent 16 hours in police custody and was forced to go to court when he could have easily been bailed at the police station itself.

Also, while Ambikesh filed his complaint around 8pm on Friday, the four alleged attackers were nabbed only around Saturday noon. Police had shown much more alacrity in arresting Ambikesh and his 74-year-old neighbour Subrata Sengupta, whose ID he used to forward the chain mail, as soon as they were dragged to East Jadavpur police station by Trinamool supporters around midnight on Thursday. These obvious discrepancies led to cries of discrimination by the teacher's family and friends.

HYDERABAD: Director general of police (DGP) Dinesh Reddy on Friday filed an appeal in the AP high court urging it to suspend the recent ruling of a single judge who ordered a probe against him besides directing the registry of the court to launch a criminal contempt case against the state police chief and chief of the CID wing S V Ramanamurthy. It may be recalled that the single judge had heard three petitions filed by senior IPS officer Umesh Kumar against Dinesh Reddy and ordered a probe against both of them apart from launching a criminal case against the two officers on charges of suppression of information. "Umesh is an accused in a forgery case and is also facing allegations of corruption, whereas there are no such allegations of corruption against me", Dinesh Reddy said in his petition. "In his anxiety to get out of the cases, Umesh may have tried to project it as a case of rivalry between him and me, but the single judge should not have allowed this design", the DGP pleaded. "By treating it as a spat between two of us, the single judge had failed to see the real picture," he contended. "I have expressed my readiness for a probe regarding the alleged property transactions of my wife and the state issued a memo in this regard and, hence, there is no need for ordering a probe," he said. Denying the charge that the CID chief was acting at his behest, Dinesh Reddy, in his appeal, said that he (CID chief) was corresponding with the state and was routing the copies to the state through the DGP office. Dinesh Reddy further said he had no control over the CID chief whatsoever. Reddy also contended that there was no suppression of any material or distortion of facts before the court. He sought the suspension of the order of single judge saying that the order was contrary to the material available on record.

ड्यूटी से घर वापस लौट रहे एक पुलिस कर्मी की शुक्रवार देर रात कोटकपूरा रेलवे ओवरब्रिज पर सड़क हादसे में मौत हो गई। मृतक का पोस्टमार्टम करवाने के बाद शव को पुलिस ने परिजनों के हवाले कर दिया गया। मृतक की पहचान अर्शदीप तिवारी पुत्र जगदीप तिवारी वासी लाजपत नगर, गली नंबर 3, कोटकपूरा के रूप में हुई है। जानकारी के अनुसार अर्शदीप तिवारी वर्तमान समय में एसएसपी कार्यालय फरीदकोट में बतौर कंप्यूटर आपरेटर के रूप में कार्यरत था। अर्शदीप के एक रिश्तेदार ने बताया कि अभी उसकी कुल सर्विस दस साल ही हुई थी, वह अपने पीछे पत्‍‌नी मनदीप तिवारी व दो छोटी बेटियों को छोड़ गया है। जिला जेल में तैनात एक पुलिस मुलाजिम की वीरवार रात को सड़क हादसे में मौत हो गई। जानकारी के अनुसार जिला जेल में तैनात मुलाजिम हरमेश सिंह वीरवार रात को ड्यूटी खत्म होने के बाद घर लौट रहा था कि अज्ञात वाहन ने उन्हें टक्कर मार दी। घायल अवस्था में उन्हें सिविल अस्पताल रूपनगर में दाखिल करवाया गया, लेकिन हालत गंभीर होने के कारण प्राथमिक उपचार के बाद पीजीआई चंडीगढ़ रैफर कर दिया गया, जहां उनकी मौत हो गई। पुलिस ने केस दर्ज करने के बाद अगली कारवाई शुरू कर दी है। बताया जाता है कि हरमेश सिंह का गांव भंगाला (रूपनगर) का निवासी था और उसकी चार बेटियां व एक बेटा था। शुक्रवार बाद दोपहर उसका पैतृक गांव भंगाला में अंतिम संस्कार कर दिया गया।

मेरठ : छठी वाहिनी पीएसी के एक जवान पर मेरठ की पुलिस लाइंस को ही अपनी रंगरलियां मनाने का अड्डा बनाने का आरोप है। वहां रहने वाले अन्य पुलिसकर्मियों के परिवार ने उसका विरोध किया, लेकिन हवस के जुनून में उसने किसी की नहीं सुनी। मजबूरन लोगों ने इसकी शिकायत अधिकरियों से की। शुक्रवार को पुलिस ने उसे उसकी प्रेमिका के साथ आपत्तिजनक हालत में रंगे हाथों गिरफ्तार कर लिया। पुलिस का कहना है कि जवान के खिलाफ कानूनी कार्रवाई करने की तैयारी की जा रही है। लोकेश छठी वाहिनी पीएसी में जवान के पद पर तैनात है। पुलिस लाइन में रहने वाले परिवारों के अनुसार पुलिस में ही तैनात एक महिलाकर्मी को आई-23 क्वार्टर अलॉट किया गया है। लेकिन अधिकांश समय इस क्वॉर्टर पर ताला लटका रहता है। आरोप है कि इस क्वॉर्टर में अक्सर लोकेश एक जवान लड़की के साथ आता जाता है। ताला खोलकर यहां घंटों रहता है और फिर वापस चला जाता है। आसपास रह रहे अन्य पुलिस कर्मियों के परिजनों को आरोपी जवान की गतिविधियां संदिग्ध लगीं। उन्होंने लोकेश को समझाने की कोशिश की। उन्होंने लोकेश से कहा कि वह इस तरह की हरकतें कर यहां का माहौल खराब न करे। लेकिन पीएसी के इस जवान के कानों पर जंू नहीं रेंगी और यह सिलसिला चलता रहा। इस पर पुलिसकर्मियों के परिजनों ने इसकी शिकायत आरआई पीपी कर्णवाल से की। उन्होंने पुलिस लाइन के इन कर्मियों से कहा कि इस बार जब यह जवान आए तो उन्हें बताएं। शुक्रवार को जैसे ही लोकेश अपने साथ लड़की लेकर यहां आया और ताला खोलकर अंदर गया, लोगों ने वरिष्ठ अधिकारी को मोबाइल पर इसकी सूचना दे दी। सूचना मिलते ही आरआई ने थाना सिविल लाइन पुलिस को मामले की जानकारी दी। इसके बाद पुलिस ने पुलिस लाइन पहुुंचकर क्वॉर्टर में छापा मारा तो यहां लोकेश और साथ आई लड़की को आपत्तिजनक हालत में पाया गया। पुलिस पीएसी के जवान लोकेश को थाना सिविल लाइन ओर लड़की को महिला थाने ले गई। दोनों से पूछताछ की गई तो उन्होंने बताया कि वह आपस में प्रेम करते हैं। पुलिस ने दोनों को हिरासत में ले लिया। पकड़े जाने के बाद पीएसी का जवान पुलिस और आरआई से माफी मांगता रहा, लेकिन पुलिस आरोपी के खिलाफ कानूनी कार्रवाई करने की तैयारी कर रही है।

BOKARO: The setting up of two model police stations in the steel city is getting delayed as the police department is finding it difficult to acquire land from Bokaro Steel Plant (BSL) for its construction. The police officials have expressed discontent against BSL after getting unsatisfactory response from them. The department plans to upgrade the Harla and Marphari police stations and require land in this regard. The model police stations will be equipped with separate cells for men and women, barrack, residential quarters for police officers, computer room, etc. SP Kuldeep Dwivedi has asked the BSL management to provide land for the two stations but the firm is yet to give a positive response to the police department. The BSL management has informed the SP that sale and lease of company land has been suspended since May, 2011 as per central government directives. The chairman of Steel Authority of India Limited (SAIL) has issued a direction to the BSL management that the authorities have to seek permission from Cabinet for sale or lease of land. "The BSL management cannot allot land to the district police department before getting a no objection certificate (NOC) from central government," said a BSL officer.

गुरुवार की रात कार में सवार बदमाशों ने पुलिस पार्टी पर जानलेवा हमला किया। बदमाशों की ओर से की गई ताबड़तोड़ फायरिंग में एसओ और एक सिपाही गंभीर रूप से घायल हो गए। पुलिस टीम की ओर से की गई जवाबी फायरिंग में एक बदमाश भी घायल हो गया। पुलिस ने एक बदमाश को गिरफ्तार कर दिल्ली से लूटी गई स्विफ्ट कार बरामद कर ली है। घटना की सूचना पाकर एसएसपी सहित पुलिस के तमाम आला अधिकारी मौके पर पहुंचे। जानकारी के अनुसार पुलिस जिला मुख्यालय को थाना मगोर्रा के कस्बा सौंख स्थित एक ढाबे पर बदमाशों के पहुंचने की सूचना मुखबिर से मिली थी। इस पर एसओ महावन अवधेश त्रिपाठी एसओजी टीम के साथ बदमाशों की धरपकड़ के लिए रवाना हो गए। गुरुवार की रात करीब 10.30 बजे पुलिसकर्मी कस्बा सौंख के कुम्हेर रोड स्थित ब्रजवासी ढाबे पर भोजन कर रहे थे। इसी बीच एक स्विफ्ट डिजायर कार वहां आकर रुकी और उसमें से उतरे 2 युवकों ने ढाबे के मालिक से 20 रोटियां और सब्जी पैक करने को कहा। पुलिसकर्मियों को कुछ शक हुआ तो उन्होंने कार की घेराबंदी कर उसे अपने कब्जे में लेने का प्रयास किया। इस पर कार में सवार बदमाशों ने पुलिस पर सीधी फायरिंग कर दी। इसके जवाब में पुलिस ने भी गोलीबारी की। गोलियों की तड़तड़ाहट सुनकर ढाबे पर खाना खा रहे ग्राहकों में भगदड़ मच गई। वहां मौजूद लोगों ने किसी तरह छिपकर जान बचाई। इसी बीच कार को ढाबे पर ही छोड़कर बदमाश जंगल की ओर भाग निकले, लेकिन पुलिस ने पीछा कर एक बदमाश को दबोच लिया। बदमाशों की गोली से एसओ अवधेश त्रिपाठी और सिपाही सर्वेश दुबे गंभीर रूप से घायल हो गए। दोनों घायलों को पुलिस जीप से ही स्वर्णजयंती अस्पताल भिजवाया गया। घटना की सूचना पाकर एसएसपी धर्मवीर, एसपी देहात पी.के. तिवारी बड़ी संख्या में पुलिस फोर्स लेकर घटनास्थल पर पहुंचे। पूरी रात जंगल में पुलिस कॉम्बिंग भी हुई, लेकिन इसमें पुलिसकर्मियों को कोई सफलता नहीं मिली। एसएसपी धर्मवीर ने बताया कि पकड़ा गया बदमाश राजस्थान के भरतपुर का रहने वाले देवेंद्र है। बदमाशों से बरामद स्विफ्ट कार 2 अप्रैल को दिल्ली निवासी भगवान शुक्ला से लूटी गई थी। बदमाशों ने उनके बेटे प्रशांत को भी गोली मारकर घायल कर दिया था। एसएसपी के अनुसार पकड़े गए बदमाश से पूछताछ जारी है। पुलिस को पूछताछ से कई संगीन वारदात के खुलासे की भी संभावना है।

नई दिल्ली/रांची/भोपाल/रायपुर. अजीबोगरीब उपायों के बूते लोगों की समस्याएं हल करने का दावा करने वाले निर्मल बाबा खुद मुसीबत में हैं। बेशुमार दौलत होने का खुलासा होने के बाद देशभर में उनके खिलाफ गुस्सा दिखने लगा है। शनिवार को कुछ और शहरों के लोग शिकायत लेकर थाने पहुंचे। रायपुर और भोपाल पुलिस बाबा से पूछताछ की तैयारी में है। दोनों शहरों के थानों में बाबा के खिलाफ शुक्रवार को शिकायत दर्ज कराई गई थी। भोपाल सीएसपी राजेश सिंह भदौरिया ने बताया कि बाबा से जल्द ही पूछताछ की जाएगी। टीवी चैनलों के मुताबिक बाबा भक्तों से मिले पैसे होटल कारोबार में लगा रहे थे। दिल्ली में उन्होंने अक्षरा होटल खरीदा था। टीवी चैनलों के मुताबिक बाबा भक्तों से मिले पैसे होटल कारोबार में लगा रहे थे। दिल्ली में उन्होंने अक्षरा होटल खरीदा था। खुलासा होने के बाद बाबा के भक्त घट गए और खाते में पैसा आना कम हो गया। औसतन रोज 4500 लोग बाबा के खाते में पैसा जमा कराते थे। लेकिन शुक्रवार को 1800 लोगों ने ही पैसे जमा कराए। अब खुद भक्तों के भरोसे टीवी वालों को फोन करके बताओ मेरी शक्ति के बारे मेंनिर्मल बाबा बचाव की मुद्रा में हैं। जिन भक्तों के संकट दूर करने का वे दावा करते थे, शनिवार को उन्हीं भक्तों से खुद का संकट दूर करने का निवेदन करने लगे। बाबा ने ट्वीट करके अपने अनुयायियों से कहा कि वे टीवी चैनलों को फोन करके मेरी शक्तियों और अपने अनुभव के बारे में बताएं। बाबा ने भक्तों से शांति और संयम बरतने की अपील करते हुए कहा कि मैंने कुछ गलत नहीं किया। मैं सभी नियम कायदों का पालन करता हूं, मैं टैक्स भरता हूं तो फिर मेरा काम गैरकानूनी कैसे हो सकता है। ईंट-भट्टों का धंधा नहीं चला तो निर्मलजीत बने बाबा निर्मल बाबा यानी निर्मलजीत सिंह। ये झारखंड के पूर्व विधानसभा अध्यक्ष इंदर¨सह नामधारी के साले हैं। नामधारी बताते हैं कि ७क् के दशक में निर्मल के पिता की हत्या कर दी गई थी। उसके बाद मां ने निर्मल को झारखंड के डाल्टनगंज भेज दिया। वहां उन्होंने कपड़े की दुकान खोली। कुछ सालों में वह बंद हो गई। फिर निर्मल ब्रिक्स नाम से ईंट भट्टों का धंधा करने लगे। वह भी नहीं चला। तो अंत में निर्मल बाबा बनकर कृपा के कारोबार में आ गए। समागम में प्रति व्यक्ति से 2000 रुपए फीस लेते हैं बाबा की कमाई का सबसे बड़ा जरिया है समागम के नाम पर ली जाने वाली फीस। बाबा प्रति व्यक्ति से 2000 रुपए लेते हैं। व्यक्तिगत रूप से मिलने वालों से 10 हजार रु. तक लिए जाते थे। एक समागम में करीब 5 हजार लोग रहते हैं। एक महीने में 5 से 7 ऐसे कार्यक्रम होते हैं। इन समागमों का करीब 36 चैनलों पर प्रसारण होता है। एवज में बाबा 17 लाख रुपए चुकाते हैं। इंटरव्यू में बोले- मेरा सालाना टर्नओवर 238 करोड़ रुपए बाबा ने टीवी इंटरव्यू में माना कि उनका सालाना टर्न ओवर 238 करोड़ रुपए है। निर्मल बाबा दो तरह के खातों का संचालन करते हैं। एक खुद के नाम और दूसरा निर्मल दरबार के नाम से। निर्मल दरबार के खातों में भक्तों द्वारा रुपया जमा कराए जाने के बाद बाबा उसे अपने खाते में ट्रांसफर करवा लेते हैं। खाते में सुषमा नरुला का नाम नॉमिनी के रूप में है। वह बाबा की पत्नी है। उनके भक्तों में आम आदमी ही नहीं, बड़े-बड़े अधिकारी, राजनेता, इंजीनियर भी शामिल हैं। अजीब तरह के टिप्स निर्मल बाबा समागम में लोगों को काले पर्स में पैसे रखने, अलमारी में 10 के नोटों की गड्डी रखने, गोलगप्पे खाने और पूजा के स्थान पर मृत बुजुर्गो की उल्टी तस्वीर रखने के सुझाव देते हैं। आय का 10वां हिस्सा दो नोटों के ढेर पर बैठे बाबा का जोर दसवंद पर रहता था। दसवंद यानी आय का दसवां हिस्सा। बाबा भक्तों से कहते हैं कि वे अपनी आय का दसवां हिस्सा उन्हें दान में दें। इससे उनकी समस्याएं खत्म होंगी। खूब निवेश किया >नौ जनवरी को 20 करोड़ रु. का फिक्स्ड डिपॉजिट किया। > 11 जनवरी को पांच करोड़ रु. का फिक्स्ड डिपॉजिट किया। >बैंक में जमा रकम से सूद के 85.77 लाख रुपए मिले। >दिल्ली के ग्रेटर कैलाश में बाबा ने अक्षरा होटल खरीदा। >होटल पर अभी निर्मल बुटिक होटल का बोर्ड लगा है। >निर्मल बाबा होटल की चेन भी खोलना चाहते थे। आयकर विभाग की नजर मीडिया रिपोर्ट के मुताबिक आयकर विभाग और फाइनेंशियल इंटेलिजेंस यूनिट आमदनी और निवेश पर जल्द जांच शुरू करने वाली है। छिपे खातों में 4 माह में 123 करोड़ जमा चैनलों के मुताबिक बाबा का एक खाता निर्मलजीत सिंह नरूला के नाम पर भी है। इसका अकाउंट नंबर (1546000102129694) विज्ञापनों में नहीं दिखाया जाता। इस खाते में ४ जनवरी से 13 अप्रैल 2012 के बीच 123 करोड़ रुपए जमा हुए थे। इस दौरान 105.56 करोड़ रुपए निकाले भी गए। निकासी 16 बार हुई है। 13 अप्रैल शाम तक खाते में 17.47 करोड़ थे।

Bangalore: Karnataka government on Saturday decided to appoint AR Infant as Director General of Police following the High Court's verdict which had struck down the appointment of Shankar Bidari as state DGP and IG. "Chief Minister DV Sadananda Gowda had a meeting with senior officers and we decided to give charge to AR Infant as DGP of Karnataka", Home Minister R Asoka told reporters here. However, the government would move the Supreme Court against the High Court verdict, as it has to protect the interests of the state, he said. "Since the appointment of the DGP comes under the state government, we have told our Advocate General to appeal in Supreme Court", Asoka said. The High Court had yesterday dismissed the writ petitions filed by the state government and Bidari challenging the Central Administrative Tribunal order as "without merit and substance" and held his empanelment by UPSC and consequent appointment as "void and illegal." The court had also directed the state government to relieve Bidari forthwith and appoint AR Infant in his place

NOIDA Police: नोयडा पुलिस नहीं कर सकेगी बोलेरो की सवारी, राज बदला तो कांट्रेक्ट भी बदल सकता है...

पुलिस की 40 पीसीआर गाड़ियां अप्रैल से गायब हो सकती हैं। नोएडा व ग्रेटर नोएडा प्राधिकरण ने 40 बोलेरो किराये पर लेकर पुलिस को सुरक्षा के लिए दे रखा है। सुरक्षा के लिहाज से उम्मीदों पर खरा नहीं उतरने पर प्राधिकरण पुलिस से पीसीआर वापस लेकर उनका अनुबंध समाप्त करने पर विचार कर रहा है। 31 मार्च को यह अनुबंध समाप्त हो रहा है। प्रदेश में सत्ता परिवर्तन होने के बाद प्राधिकरण नया अनुबंध करने के मूड में नहीं है। पीसीआर में लगी सारी गाड़ियां बसपा के एक विधायक की है। जिस ट्रांसपोर्ट कंपनी से बोलेरो किराया पर लिया गया है, वह ट्रांसपोर्ट बसपा विधायक के भाई के नाम पर है। सितंबर, 2009 में तत्कालीन मुख्यमंत्री मायावती ने नोएडा में मेट्रो रेल का उद्घाटन करने के दौरान सुरक्षा के लिए पुलिस पीसीआर वाहन उपलब्ध कराने की घोषणा की थी। नोएडा व ग्रेटर नोएडा को पीसीआर वाहन का खर्च उठाने का निर्देश दिया था। मुख्यमंत्री के निर्देश पर नोएडा व ग्रेटर नोएडा प्राधिकरण ने एक ट्रांसपोर्ट कंपनी से 40 बोलेरो किराये पर ली थी। इसमें 20 बोलेरो नोएडा व 20 ग्रेटर नोएडा पुलिस को दिसंबर 2009 में सौंपा दी थी। इस दौरान प्राधिकरण ने एक बोलेरो 80 हजार रुपये प्रति माह किराये पर ली थी।

इसके तहत ट्रांसपोर्ट कंपनी से एक साल का अनुबंध हुआ था। पुलिस ने सुरक्षा के लिए बोलेरो को पीसीआर के रूप में इस्तेमाल किया। पीसीआर पर पुलिस का चालक न होकर ट्रांसपोर्ट कंपनी का चालक लगाया गया। पुलिस के पीसीआर पर निजी चालक होने पर महत्वपूर्ण सूचनाओं को लीक होने का आरोप उस दौरान लगा था। शहर में जगह-जगह पर पीसीआर तैनात होने के बाद भी आपराधिक घटनाओं में कमी नहीं आई। पीसीआर पुलिस पर लगातार अवैध वसूली करने का आरोप लगता रहा। बसपा विधायक के भाई की ट्रांसपोर्ट कंपनी की बोलेरो होने के कारण प्राधिकरण ने इन्हें हटाने के बजाय हर साल अनुबंध बढ़ा दिया। पिछले साल प्राधिकरण ने ट्रांसपोर्ट कंपनी से बोलेरो खरीदने का निर्णय भी लिया था, जिसे बाद में वापस ले लिया गया। ट्रांसपोर्ट कंपनी से प्राधिकरण का अनुबंध 31 मार्च को समाप्त हो रहा है। ऐसे में प्रदेश में सत्ता परिवर्तन होने के बाद प्राधिकरण आरोप-प्रत्यारोप से बचने के लिए ट्रांसपोर्ट कंपनी से अनुबंध समाप्त करने पर विचार कर रहा है। वर्तमान में पुलिस के पास कुल 72 पीसीआर है, जिसमें 40 पीसीआर निजी हैं। अनुबंध समाप्त होने के बाद पुलिस के पास पीसीआर गाड़ी का भी टोटा हो जाएगा।

HYDERABAD: Four IPS officers of the 1979 batch were empanelled on Monday to become director generals of police (DGP). This includes Tarini Das, Aruna Bahuguna, B Prasada Rao and Anwar Huda. The empanelment followed the meeting of the departmental promotion committee (DPC) earlier in the day. Of the four, Das would be immediately promoted as DGP with a clear vacancy available against the retirement of M Ratan. The others would be elevated in the next few months as some officers holding the rank of DGPs would retire.

However, IPS officers of the 1987 batch, due for promotion to the level of additional DGP, 1994 batch, due for elevation to the level of inspector general of police and 1998 batch, due for promotion to the level of deputy inspector generals of police will have to wait. This is because the DPC for their promotion was not held.

Over 5,000 posts in various ranks are lying vacant in the Assam police, the government said today. In a written reply Environment and Forest Minister Rockybul Hussain said in the assembly that against a sanctioned strength of 47,131 personnel, the police force in Assam currently has 42,069 personnel. Hussain was giving the reply on behalf of Chief Minister Tarun Gogoi, who also holds the Home portfolio. The existing vacancies are in various ranks including constable, driver, dispatch rider and women constable. The minister said that the process for filling up 2,596 vacancies is currently on. Assam Police has, in addition, 92 Indian Police Service (IPS) officials and 342 officers of the Assam Police Service ranks.
