पुलिस देगी मंदिरों एवं पर्यटन स्थल की जानकारी खंडवा , रविवार, 27 नवंबर 2011( 01:04 IST ) ओंकारेश्वर और महेश्वर में टूरिस्ट पुलिस चौकी खोलने की अनुमति केंद्र सरकार से प्राप्त हो गई है। विभिन्ना पाइंट पर तैनात पर्यटन विभाग की पुलिस न केवल पर्यटकों को सुरक्षा प्रदान करेगी वरन मंदिरों एवं पर्यटन स्थल की जानकारी भी उपलब्ध कराएगी।

यह बात पर्यटन विकास निगम के महाप्रबंधक आरएस तोमर ने पर्यटन कार्यशाला में दी। उन्होंने कहा विश्व के आधा प्रतिशत यानी करीब 50 लाख विदेशी पर्यटक प्रतिवर्ष मध्यप्रदेश आते हैं। अविकसित पर्यटन स्थलों का विकास कर पर्यटकों की संख्या 1 करोड़ तक पहुँचाने का लक्ष्य है। निजी क्षेत्र को भी पर्यटन स्थल से जोड़ने की कवायद की जा रही है। कार्यशाला में श्री तोमर ने कहा भारत के हृदय स्थल मध्यप्रदेश में पर्यटन की अपार संभावनाएँ हैं। इस प्रदेश का 33 प्रतिशत भू-भाग वनों से आच्छादित है। पर्यटन स्थलों पर गंदगी से निजात दिलाने और सड़कों व रेल काउंटर में विकास की जरूरत है।

दिनदहाड़े बैंकों में डाका डालने वाला डकैत आनंद शांडिल्य खुद ही चोरी का शिकार हो गया। खास बात है कि चोरी पुलिस हिरासत के दौरान हुई। उसने कोर्ट के सामने इसकी शिकायत की। नैनी जेल अधीक्षक सदानंद गौड़ा को भी नोटिस जारी किया गया है। आनंद का आरोप है कि पुलिसकर्मियों ने रुपए चुराए हैं। देना बैंक डकैती के आरोपी आनंद शांडिल्य के जेल वाहन से 2500 रुपए चोरी हो गए। एडवोकेट विकास यादव के अनुसार डकैत आनंद फिलहाल नैनी (इलाहाबाद) जेल में बंद है। शुक्रवार को वह पेशी पर आया था।

इलाहाबाद पुलिस उसे जेल वाहन से कोर्ट लेकर आई थी। शिवपुरी के पास पुलिस वाले आनंद को लेकर एक ढाबे पर खाना खाने के लिए उतरे। इस दौरान आनंद का बैग गाड़ी में रखा था, जिसमें 2500 रुपए थे। जब वापस गाड़ी आए, तो रुपए गायब मिले। आनंद ने पेशी इंचार्ज अरविंद भारती से इसकी शिकायत की। रुपए नहीं मिलने पर वकील के जरिए कोर्ट में आवेदन दिया। 6 डकैती व 4 हत्याओं का आरोपी है आनंद आनंद शांडिल्य पर म.प्र. के होशंगाबाद, इंदौर, टिमरनी व उ.प्र. में दो बैंक व पेट्रोल पंप डकैती के मामले दर्ज हैं। शांडिल्य पर उ.प्र. में मंत्री नंदकिशोर गुप्ता सहित चार लोगों की हत्या का भी आरोप है। उसके खिलाफ उज्जैन में मारपीट का केस दर्ज है।

Delhi Police: मुश्किल में सुपर कॉप मेडम, किरण बेदी के खिलाफ FIR दर्ज

दिल्ली पुलिस ने पूर्व पुलिस अधिकारी और सामाजिक कार्यकर्ता अन्ना हजारे की प्रमुख सहयोगी, किरण बेदी के खिलाफ विदेशी कंपनियों और संस्थाओं के साथ मिलकर धोखाधड़ी तथा गबन करने के आरोप में रविवार को प्राथमिकी दर्ज की।

पुलिस उपायुक्त अशोक चंद ने आईएएनएस से कहा, ''हमने उनके (किरण बेदी) खिलाफ भारतीय दंड संहिता की धारा 406, 420 और 120 (बी) के तहत मामला दर्ज किया है।'' दिल्ली की एक अदालत ने देविंदर चौहान की शिकायत पर बेदी के खिलाफ मामला दर्ज करने का दिल्ली पुलिस को शनिवार को निर्देश दिया था। चौहान ने आरोप लगाया था कि बेदी ने गैर सरकारी संगठन 'इंडिया विजन फाउंडेशन' के बैनर तले जवानों के परिजनों को मुफ्त कंप्यूटर प्रशिक्षण दिलाने के बहाने विभिन्न अर्धसैन्य बलों व राज्य पुलिस के संगठनों के साथ धोखाधड़ी की। बेदी ने कहा है कि वह इस घटना से चकित नहीं हैं और इससे अधिक काम करने का उनका संकल्प और मजबूत ही हुआ है। बेदी ने ट्विटर पर लिखा है, ''मुझे पता चला है कि मेरे खिलाफ प्राथमिकी दर्ज कराई गई है। मुझे बिल्कुल हैरानी नहीं हुई। इसने अधिक काम करने के मेरे संकल्प को और मजबूत ही किया है।'' ज्ञात हो कि बेदी पिछले महीने उस समय विवादों में आ गई थीं, जब इस बात का खुलासा हुआ था कि उन्होंने कथित रूप से विभिन्न सामाजिक और शैक्षणिक संस्थाओं के कार्यक्रमों में हिस्सा लेने के लिए उनसे बढ़ा-चढ़ाकर यात्रा खर्च वसूला था।

Police Policy: Study policing for the future

As we move closer to the third anniversary of the 26/11 terror strike on Mumbai, attention will again be directed to the failure of the police to effectively counter the threat posed by terrorists. The current debate on policing in India is focused either on the big-ticket initiatives like the NATGRID and NCTC or on the "bread and butter issues" of recruitment and training of the police. Implementing the recommendations of various Police Commissions on police reforms -- lying unimplemented despite directions of the Supreme Court -- is an essential but not a sufficient condition towards meeting the future challenges. These recommendations, even if implemented, will have only a palliative effect in the absence of prospective planning.

Future tense: The Bureau of Police Research and Development needs to continually research the way in which the policing environment is changing in the country As it takes time to respond to any new situation -- to plan, recruit, procure equipment, train, develop infrastructure and at times, to amend legislation -- there is an urgent need to continually research the subject of future policing in this country. These prospective challenges for the police are related to change in environment, progress in technology, and organisational robustness. Policing environment is incessantly changing, with an intrusive media, higher educational standards, demographic changes, rapid urbanisation, rabid politicisation of socio-political movements, violent expression of public discontent, and myriad internal security threats emerging in recent years. Let us look at the challenges posed by the rapid urbanisation taking place in the country. By 2017, World Bank estimates that 500 million Indians, nearly 38 percent of India's population, will be living in cities. 74 percent of Tamil Nadu and 61 percent of Maharashtra will be living in cities by 2026. Unless the manning, equipping, training and doctrine of policing is attuned to these migratory trends, persisting with the old colonial rural policing model will further exacerbate social tensions caused by urban migration.

Technology-assisted crimes are believed to have cost the world economy more than $2 trillion last year, far in excess of the Indian GDP of $1.6 trillion. 26/11 terror attacks in Mumbai were a telling example of terrorists using modern technology with deadly effect. A few such sporadic incidents apart, India is yet to be really hit by the tsunami of technology-assisted crimes. But this is liable to change in the future as technology occupies a greater space in our daily lives. However, the knowledge of technology in Indian Police remains abysmally poor with no institutionalised mechanisms to study technological developments and their impact on policing. Organisational challenges in the police emanate from unclear objectives, colonial militaristic command structure, antiquated weapons and equipment, semi-literate and ill trained people -- matriculate constables and head constables comprise 90 percent of the police force -- and outdated processes. The police manuals used by the state police forces today were drafted more than 100 years ago to deal with problems of that era. To be fair, the grossly inadequate number of policemen -- with only 133 policemen for a lakh of population compared to over 350 in developed countries -- has left police with little time and consideration for improvement. But that cannot be an excuse for ignoring the question of future challenges.

All modern police forces are applying the discipline of Futures Research to foster excellence in policing. FBI Academy first offered a course in "Futuristics in Law Enforcement" in 1982 and it now operates with the Society of Police Futurists International to bring academics and practitioners together to anticipate and prepare for the evolution of law enforcement into the future. Though the Bureau of Police Research and Development was established in India with a charter for future research, there has been no systematic study so far of the prospective challenges that shall confront the Indian police. A changing world presents challenges and opportunity. Thinking proactively about the future by applying the discipline of Futures Research is the only way for the Indian police to face those challenges and seize the opportunity.

Maharastra Police: Mumbai: Maharashtra ATS faces acute shortage of staff

Mumbai: Maharashtra's Anti-Terrorism Squad ATS is grappling with a severe manpower crunch with 283 posts of the total 732 lying vacant, two-and-a-half years after a panel set up to probe state police's response to the Mumbai attacks recommended streamlining the force. Of the sanctioned strength of 732 personnel for the ATS, which was formed in 2004 to counter terrorism and probe terror cases, 283 posts or 38.66 percent of the required manpower are lying vacant as on September 1, 2011, ATS sources told a news agency. Although Maharashtra has borne the brunt of terrorism with six deadly attacks since 1993, including the 26/11 strikes, the state's terror watchdog has only 10 sub inspectors, the cutting edge of the force as they are first to investigate a case as against the sanctioned strength of 90.

The cumulative strength of constables in ATS stands at 354 as against approved 495. The constables are eyes and ears on the ground to gather intelligence inputs, the sources said. The strength of middle-level officers is no better. There are only two superintendents of police for the four sanctioned posts, three assistant commissioners of police for the 10 required and 38 Inspectors instead of required strength of 50, the sources added. In the aftermath of the brutal terror attack on November 26, 2008, the Ram Pradhan Committee in its report submitted in April 2009 had noted that the structure of ATS and its operations was in "somewhat confused state". On November 26, 2008, Ajmal Amir Kasab and nine aides had landed here by sea and gone on a shooting spree at various places, including the Taj Mahal Hotel, Nariman House, Oberoi Hotel and CST railway station, killing 166 people. "Government should reiterate that normally all terrorist attack cases in Mumbai as well as in the rest of Maharashtra should be investigated by ATS alone unless otherwise decided, but the force seems ill-equipped to fulfil the duty recommended by the committee", the Committee report had said. ATS chief Rakesh Maria, an additional DGP in rank, was unavailable for comment. Maharashtra DGP K Subramaniam said that the ATS is not the only agency facing the shortfall. "We have been trying to fill up vacancies by expediting the recruitment process. As and when we get extra hands, we will ensure that top investigative wings such as ATS and other important wings get priority," the DGP said. The top cop also attributed the backlog to the Maharashtra Public Service Commission (MPSC) scam. "The recruitment of PSIs (police sub-inspectors) is put on hold for sometime due to the scam," Subramaniam said. The exams for the recruitment of PSIs had to be cancelled after the answer papers of about 400 candidates were found to be replaced in 2002. Former IPS officer and lawyer YP Singh said intelligence gathering will be adversely affected if the vacancies are not filled, especially those of the lower-rung officials. "Terror attacks can be prevented by gathering intelligence inputs. Senior officials don't gather inputs, but it is the lower rung men. Moreover, ATS has been considered as a side posting by the lower rung cops in the state," Singh said. "PSIs and constables think that there is no public recognition and won't be having executive powers in the ATS. Many do not want to be transferred to this anti-terror unit," he added. Since its inception, ATS has been delegated to be the nodal agency for exchange of intelligence with Intelligence Bureau (IB) and Research and Analysis Wing (RAW), apart from tracking and neutralising terror modules.

KATHMANDU: The Nepal Police Headquarters has transferred some 450 police inspectors on Friday. The transfer of police inspectors had not been done for a long time due to the frequent change in the government.

The transfer of the police inspectors was done as per the decision of the Police Headquarters on Thursday, said Nepal Police Spokesperson, Deputy Inspector General (DIG) Binod Singh. According to DIG Singh, there are 1,160 posts of police inspector in the Nepal Police. Work experience, training, work efficiency and academic qualification of the police inspectors were the main criteria of the transfers, he said.

PATNA: The state cabinet on Thursday approved establishment of one women police station each in all the 38 revenue districts and two police districts - Bagaha and Naugachia. Creation of 647 posts for running these police stations for also got the cabinet nod. These women police stations will investigate the cases relating to crime against women under the provisions of different acts and laws created to safeguard women. There will altogether be 21 posts of inspectors, 121 sub-inspectors, 101 ASIs, 80 havildars and 324 constables for manning the 40 women police stations.

The cabinet gave approval for appointment on contract for five years (2011-12 to 2015-16) of ex- servicemen on the post of 16,300 Special Auxiliary Police (SAP) jawans, 150 junior commissioned officers and 500 cooks. Giving this information, principal secretary, cabinet secretariat, Ravi Kant, said that contract of SAP personnel would be renewed every year. He said the cabinet authorized the chief minister to appoint the chairman and members of Bihar Public Service Commission. It also approved an expenditure of Rs 34.76 lakh for the development of Urdu language and literature by Bihar Urdu Akademi. It also approved a grant of Rs 17 lakh to Bihar Lalit Kala Akademy for the development of visual art.

At a time when Chief Minister Nitish Kumar has embarked on Sewa Yatra to know the pulse of the people, the shifting of Patna Central Superintendent of Police Shivdeep Waman Lande, who had launched offensive against hoarders, massage parlours running sex rackets, eve-teasers, rash drivers, has led to much criticism of the state government. The RJD, LJP and the Congress were unanimous in criticising Lande’s transfer from Patna.

It was Lande, who had conducted raids at Patna passport office and exposed how Pune businessman Hasan Ali had got a fake passport. Lande, also in charge of traffic, would often punish rash drivers. He preferred reprimanding them in public. Lande was among the three IPS officers transferred on Tuesday. He will now be Araria SP. His replacement at Patna has not been announced. Police headquarters said Lande was transferred because he was the only IPS officer among the seven 2006 batch officers in Bihar who had never taken full-fledged charge of a district. IG, headquarters, Jitendra Singh Gangwar said, “It was part of a routine transfer. Even 2008 batch IPS officers have served districts. It was time Lande did as much.”

Nainital: Former Asian Champion Nagisetty Usha clinched one of the two gold medals for Andhra Pradesh, but it was All India Police who walked away with the overall honours in the Monnet Federation Cup Women's Boxing Championship on Sunday. The All India Police team bagged two gold medals, two silver and and equal number of bronze medals, while Andhra Pradesh took home the runners-up trophy with two gold and four bronze medals. Hosts Uttarakhand claimed the third spot with a gold medal, four silver and two bronze medals. The day started with the finals of the light flyweight category in which Krishna Thapa of Madhya Pradesh, a silver medalist at the 12th Nationals Championships, lost to Mamta of Manipur. Mamta, who bagged a bronze medal at the Senior Nationals in October this year, proved to be the better boxer on the day and won 29:11 on points. Her superior footwork and hard-hitting punches allowed the 20-year-old to maintain a steady lead throughout the eight minutes of play.

In the flyweight division, Andhra boxer Sonia Lather Singh continued her sublime form as she doused Vinita Mahar of Uttarakhand in a barrage of punches. Singh, a National Championship silver medalist, was in complete control of the bout with her aggressive style of play. She was leading by an 18-point margin in the fourth round when the referee decided to spare Mahar any further agony. Singh went on to claim her second consecutive Federation Cup gold medal in style. The lightweight category witnessed an enthralling competition between Usha and 2009 National Champion Preeti Beniwal of the All India Police team. Both the boxers started strongly, but Preeti managed to secure a two-point advantage after the first two rounds of play (5-3). "It was not an easy bout to win, Preeti fought well. I was looking to conserve my energy and go all out in the last two rounds. My strategy paid off in the end and I am very happy with my performance," said an elated Nagisetty after the gold-medal winning bout. In another close encounter, defending champion in the light welter-weight class and National Games silver medalist Suman of AIP defeated Monica Saun representing Uttarakhand. नूरपुर थाने के एएसआइ व दो हेडकास्टेबल के खिलाफ रिमांड के दौरान आरोपी को यातनाएं देने पर केस दर्ज कर लिया गया है। एसपी ने मामले की जांच का जिम्मा डीएसपी को सौंपा है। थाना नूरपुर के तहत कुट्ट बरड़ा गांव की अनीता देवी ने सितंबर को एसपी सहित वरिष्ठ अधिकारियों को ज्ञापन प्रेषित कर आरोप लगाया था कि उनके पति गणेश उर्फ बाबा को रिमांड के दौरान कई तरह की शारीरिक यातनाएं दी गई हैं। इस शिकायत पर एसपी दिलजीत ठाकुर ने कड़ा संज्ञान लिया है। बुधवार सायं नूरपुर थाने में जाकर उन्होंने मामले की जांच की। इस दौरान उन्होंने एएसआइ और दो हेडकांस्टेबल के खिलाफ मामला दर्ज करने का आदेश दिया।

गणेश उर्फ बाबा पर सात सितंबर को बरड़ा गांव में सैनिक की पत्नी का गला रेतकर उससे बलात्कार करने का प्रयास और लूटपाट करने के आरोप था। बाद में उसे काबू कर लिया गया था। इस बीच 22 सितंबर को उसकी पत्नी ने पुलिस कर्मचारियों पर रिमांड के दौरान उसे शारीरिक यातनाएं देने का आरोप जड़ा था। आरोपी अभी तक न्यायिक हिरासत में है। एसपी दिलजीत ठाकुर ने बताया कि आरोपी गणेश की पत्नी की शिकायत पर नूरपुर थाने के एएसआइ और दो हेडकांस्टेबल के खिलाफ मामला दर्ज कर लिया गया है। इस केस की जांच का जिम्मा डीएसपी को सौंपा गया है।

जम्मू। भ्रष्टाचार को लेकर राज्य सरकार के खिलाफ मंगलवार को रैली निकालने सड़कों पर उतरे पीडीपी कार्यकर्ताओं तथा पुलिस में जमकर धक्का-मुक्की हुई। रैली का नेतृत्व पीडीपी की प्रधान महबूबा मुफ्ती कर रही थी। रैली से पहले उन्होंने कार्यकर्ताओं में जोश फूंकने के लिए उन्हें संबोधित किया। फिर गवर्नमेंट वूमेन कालेज गांधी नगर के सामने सरकार का पुतला भी फूंका तथा जमकर नारेबाजी की। रैली में सैकड़ों की तादाद में लोगों ने हिस्सा लिया।

बड़ी संख्या में महिलाओं ने बच्चों समेत महंगाई, भ्रष्टाचार और विकास कार्य न होने को लेकर सरकार के खिलाफ आवाज बुलंद करते हुए नारेबाजी की। पुलिस और कार्यकर्ताओं के बीच कई मिनट तक रुक-रुक कर हुई झड़प के चलते करीब एक घंटे तक ट्रैफिक जाम लगा। लोगों ने अपने वाहन टेढ़े-मेढ़े करके इधर-उधर खड़े कर दिये। सतवारी तथा एयरपोर्ट की तरफ जाने वाले लोगों ने गांधी नगर के रास्ते से गुजरना ही बेहतर समझा। गांधी नगर स्थित पीडीपी के कार्यालय से चार सौ से पांच सौ कार्यकर्ताओं का काफिला विक्रम चौक की तरफ बारह बजकर बीस मिनट पर आगे बढ़ा। बड़ी गिनती में महिलाओं ने हिस्सा लिया। पुलिस ने भी रैली को रोकने के लिए पुख्ता इंतजाम किये हुए थे। पचास के करीब महिला पुलिस कर्मी भी शामिल थी। पुुलिस ने पीडीपी कार्यालय के सामने मेन रोड पर प्रदर्शनकारियों को रोकने का प्रयास किया लेकिन जनसैलाब को रोकना मुश्किल था। थोड़ी दूर जाकर कार्यकर्ताओं को रोक दिया गया। महिलाओं ने दस मिनट तक वहीं बैठकर सरकार के खिलाफ नारेबाजी की।

भोपाल ! मध्य प्रदेश की राजधानी भोपाल में मोबाइल चोरी के आरोप में पकडे ग़ए आरोपी की पुलिस हिरासत में मौत हो गई। इस मामले में चार पुलिसकर्मियों को निलंबित कर दिया गया है और न्यायिक जांच की जा रही है।

पुलिस से मिली जानकारी के अनुसार सोमवार को छोला मंदिर थाना पुलिस ने अंसार अहमद नाम के युवक को मोबाइल चोरी के आरोप में गिरफ्तार किया था। पुलिस हिरासत में ही अंसार ने जहरीला पदार्थ खा लिया था। उसका चिकित्सालय में इलाज चल रहा था, जहां उसकी बुधवार को मौत हो गई है। अतिरिक्त पुलिस अधीक्षक प्रशांत खरे ने बताया है कि अंसार की मौत के मामले की न्यायाधीश द्वारा जांच की जा रही है, वही चार पुलिस कर्मियों को निलंबित कर दिया गया है। निलंबित पुलिस कर्मियों में एक प्रधान आरक्षक तथा दो आरक्षक है।

तिहाड़ जेल में नौकरी का ऑफर लेकर पहुंची कंपनियों ने उदारता दिखाते हुए साक्षात्कार के लिए आए सभी कैदियों को चयनित कर लिया है। छह महीने से एक साल के भीतर रिहा होने वाले इन पात्र कैदियों को अब रोजगार के लिए भटकना नहीं पड़ेगा। पहली बार 11 महिला कैदियों को भी नौकरी के लिए ऑफर मिला है। मंगलवार को तिहाड़ के जेल नंबर तीन में कैंपस प्लेसमेंट के लिए 13 कंपनियां आई हुई थीं। सभी जेल को मिलाकर 100 कैदियों ने साक्षात्कार दिए, जिनमें 11 महिला कैदी भी शामिल रहींक। प्लेसमेंट एजेंसियों ने सामान्य ज्ञान व विषय वस्तु से संबंधित कुछ सवाल किए, जिनका जवाब तैयारी के साथ आए कैदियों ने दिया। बहरहाल साक्षात्कार में उपस्थित सभी कैदियों को नौकरी के लिए ऑफर मिल गया है। तिहाड़ जेल के प्रवक्ता सुनील गुप्ता के अनुसार रॉकलैंड होटल, पर्यटन एवं प्रबंधन संस्थान, यूएनआईबीआईएलडी इंजीनियरिंग एवं विनिर्माण कंपनी, मिलेनियम बिल्डर्स, अग्रवाल पैकर्स और मूवर्स, प्रीडो सिक्यूरिटी एजेंसी, स्काई सिक्यूरिटी एजेंसी, द कैरियर कंस्लटेंट, एएसपी सीलिंग प्राइवेट लिमिटेड और वेदांता फाउंडेशन जैसी नामचीन कंपनियां पहुंची हुई थीं।

द कैरियर कंस्लटेंट ने तीन नंबर जेल में बंद संदीप चौहान (अपहरण के मामले में) को छह लाख रुपए सलाना पैकेज पर नौकरी के लिए ऑफर दिया है। गौरतलब है कि संदीप चौहान ने कंप्यूटर में डिप्लोमा किया हुआ है और उसे अंग्रेजी भाषा का अच्छा ज्ञान है। संदीप की सजा अवधि जल्द ही पूरा होने वाली हैक। इसी प्रकार 10 हजार से लेकर 25 हजार रुपए के बीच मासिक पैकज पर अन्य कैदियों को नौकरी की पेशकश की गई है। प्लेसमेंट एजेंसियों के सामने साक्षात्कार के लिए उपस्थित कैदियों के पास कंप्यूटर एप्लीकेशन, फ्रेंच लेंग्वेज, वेब डिजायनिंग, एकाउंटेंसी, टूरिज्म में डिप्लोमा की डिग्री है। कुछ महिला कैदियों के पास स्नातक की डिग्री है। गौरतलब है कि तिहाड़ जेल में इससे पहले 25 फरवरी और 27 जुलाई को कैंपस प्लेसमेंट हुआ था। दो दौर के कैंपस प्लेसमेंट में कुल 95 कैदियों को नौकरी मिली थी। पहली बार कैंपस प्लेसमेंट में एक कंपनी ने एक कैदी को 25 हजार रुपए मासिक पैकेज का ऑफर दिया था, जिसे पार करते हुए इस बार 50 हजार रुपए मासिक पैकेज तक का ऑफर मिला हुआ है। तिहाड़ जेल में कैदियों का साक्षात्कार लेने पहुंचीं 13 कंपनियां साक्षात्कार के लिए हाजिर हुए 100 कैदी, पहली बार 11 महिला कैदियों को भी मिला नौकरी का ऑफर, द कैरियर कंसलटेंट ने संदीप चौहान नामक कैदी को दिया छह लाख रुपये सलाना पैकेज का ऑफर।

नोएडा। एसएसपी ज्योति नरायण ने एक बार फिर पुलिस विभाग में बड़े पैमाने पर फेरबदल किया है। शहर में तानात कई चोकी प्रभारियों को देहात भेजा गया है तो वहीं दो थानों के एसएसआई भी बदले गए हैं। इसी के साथ पुलिस लाइन में तैनात 17 पुलिसकर्मियों को शहर के थानों में तैनात किया गया है।

वरिष्ठ पुलिल अधीक्षक कार्याल्य से मिली जानकारी के मुताबिक एसएसपी ज्योति नरायण ने बीती रात पुलिस विभाग में बड़े पैमाने पर तबादले किए हैं। बदले गए सब इंस्पेक्टरों में थाना सेक्टर-20 क्षेत्र की अट्टा चौकी के प्रभारी महेश राठौर को थाना रबुपुरा भेजा गया है। थाना सेक्टर-58 क्षेत्र की सेक्टर-60 चौकी के प्रभारी विविके शर्मा को चौकी प्रभारी नीमका थाना जेवर बनाया गया है। इसी तरह से सब इंस्पेक्टर सुनहेरी लाल को थाना सेक्टर-39 से चौकी प्रभारी सेक्टर-29, जारचा थाने की एनटीपीसी चौकी प्रभारी प्रदीप कुमार सिंह को दादरी रेलवे रोड चौकी इंचार्ज, थाना फेस-टू एसएसआई मिथलेश कुमार उपाध्याय को चौकी प्रभारी ओखला, थाना सेक्टर-49 एसएसआई सुरेंद्र पाल सिंह को फेस-टू एसएसआई, थाना सेक्टर-49 में तैनात दरोगा शिवदान सिंह को सेक्टर-60 चौकी प्रभारी, थाना सेक्टर-49 में तैनात सब इंस्पेक्टर श्रीनिवास को चौकी प्रभारी सेक्टर-37, थाना जेवर के क्षेत्र की थोरा चौकी प्रभारी जुगेंद्र सिंह को थाना जारचा एनटीपीसी चौकी प्रभारी बनाया गया है। वहीं पुलिस लाइन में तैनात नरेंद्र सिंह शर्मा को मेट्रो चौकी प्रभारी, चौकी प्रभारी सेक्टर-41 रहे बच्चू सिंह को चौकी प्रभारी एक्सप्रेस-वे, चौकी इंचार्ज सेक्टर-29 राजेन्द्र वर्मा को चौकी प्रभारी सेथली थाना जारचा बनाया गया है। साथही बार्डर स्कीम के तहत गैर जनपदों से यहां आए पुलिस लाइन में तैनात 17 पुलिसकर्मियों को भी एसएसपी ने नई तैनाती दे दी है। जिसमें सबसे ज्यादा पुलिसकर्मी शहर की कोतवाली सेक्टर-20 में तैनात किए गए हैं। एसएसपी द्वारा अचानक किए गए इन तबादलों से पुलिस विभाग में हलचल बनी हुई है। सुत्रों की माने तो कुछ दिनों में और पुलिसकर्मियों के भी तबादले किए जा सकते हैं।

भोपाल। कल्पना कीजिए कहीं बेकाबू भीड़ को तितर-बितर करने के लिए पुलिस आंसू गैस के गोले छोड़े और वे समय पर न फूटे तो क्या हो? मंगलवार को ऐसा ही हुआ, पुलिस द्वारा फेंके गए आंसू गैस के गोलों ने दगा दे दिया। वो तो गनीमत थी कि पुलिस के सामने नकली उपद्रवी थे। गड़बड़ सामने आने के बाद आईजी ने आंसू गैस के ऐसे गोलों को हटाने के निर्देश दिए हैं। दरअसल नेहरू नगर पुलिस लाइन में सालाना निरीक्षण और आईजी दरबार के दौरान मॉकड्रिल हुई थी। जैसे ही बलवे की मॉकड्रिल शुरू हुई, दंगाइयों पर खराब हो चुके आंसू गैस के गोले फेंके गए। लेकिन हर गोले से गैस निकलने में करीब २क् सेकंड का वक्त लगा, जबकि इन्हें केवल दो से तीन सेकंड का समय लगना चाहिए। उल्लेखनीय है कि 22 सितंबर को जैन मंदिर से अतिक्रमण हटाने का विरोध कर रहे प्रदर्शनकारियों पर फेंके गए आंसू गैस के गोले फूटे तक नहीं थे। इस मौके पर एसएसपी योगेश चौधरी समेत कई पुलिस अफसर मौजूद थे। मंगलवार सुबह आईजी विजय यादव ने एसएसपी योगेश चौधरी, एसपी अभय सिंह समेत दूसरे पुलिस अफसरों के साथ नेहरू नगर पुलिस लाइन का निरीक्षण किया। इस दौरान उन्होंने परेड में तैनात पुलिस अफसरों और कर्मचारियों की ड्रेस और किट चैक करने के बाद कानून व्यवस्था के दौरान तैयारियों का जायजा लिया। बलवे की मॉकड्रिल के दौरान दंगाइयों को काबू करने के लिए सीएसपी समर वर्मा, सीएसपी नवरत्न सिंह और एसडीओपी घनश्याम मालवीय ने उन पर आंसू गैस के गोले फेंके। गोले तो सही जगह पर गिरे, लेकिन इसमें से गैस निकलने में करीब बीस सेकंड तक लग गए, जबकि गैस निकलने का समय महज दो-तीन सेकंड होना चाहिए। क्यों रखे पुराने गोले आईजी विजय यादव के मुताबिक आंसू गैस के गोलों को तीन साल में हटाने का प्रावधान है, इसके बाद भी पुलिस लाइन में छह साल पुराने गोले रखे हुए हैं। उन्होंने बताया कि ऐसे गोलों को फौरन हटाने के निर्देश दिए गए हैं, साथ ही इस बात की भी जांच करवाई जा रही है कि अब तक ऐसे गोलों को हटाया क्यों नहीं गया। जानकार मानते हैं कि ऐसे में कोई भी दंगाई गोला उठाकर उसे पुलिस की ओर फेंक सकता है।

इंदौर. सूबेदार, उपनिरीक्षक एवं प्लाटून कमांडरों के विभिन्न पदों के लिए व्यावसायिक परीक्षा मंडल (व्यापमं) द्वारा आयोजित पीआरटी-2011 परीक्षा कानूनी प्रक्रिया में उलझ गई है। संशोधित परिणाम में फेल हुए आवेदक की याचिका पर हाई कोर्ट की इंदौर खंडपीठ ने आदेश दिया है कि याचिका का अंतिम फैसला आने तक यह भर्ती प्रक्रिया पूर्ण नहीं मानी जाएगी। व्यापमं की लापरवाही के कारण पहले चयनित और अब फेल की सूची में आए आवेदक आशुतोष ओझा ने हाई कोर्ट की शरण लेते हुए परीक्षा पर रोक लगाने की गुहार लगाई। याचिकाकर्ता ने वकील अनुराग बैजल के मार्फत न्यायमूर्ति एस.सी. शर्मा की कोर्ट में याचिका लगाई है। इसमें तर्क दिया है कि व्यापमं ने संशोधित परिणाम में नियमों का उल्लंघन किया है। श्री बैजल ने बताया कि व्यापमं ने पीआरटी-2011 के नियम 2.14 का हवाला देते हुए दो प्रश्नों में से एक को निरस्त और एक संशोधित किया है। जबकि इस नियम में प्रश्न को निरस्त करने का अधिकार तो व्यापमं को है लेकिन संशोधित करने का नहीं है। कोर्ट ने याचिकाकर्ता की दलील मानते हुए प्रमुख सचिव (गृह) और व्यापमं के कंट्रोलर को नोटिस जारी करने का कहा है। कोर्ट ने आदेश दिया कि याचिका पर अंतिम फैसला नहीं आ जाता तब तक भर्ती प्रक्रिया को पूर्ण नहीं माना जा सकता।

अंबाला। पुलिस ने अंबाला में एसएमएस के जरिए भी शिकायत दर्ज करने की सुविधा शुरू की है। डीसीपी अंबाला शशांक आनंद ने मंगलवार को इस नई सेवा का शुभांरभ किया । इस मामले में खासकर सीनियर सिटीजन्स को विशेष राहत देने के प्रयास किए हैं। शशांक आनंद के अनुसार आम जनता के साथ सीनियर सिटीजन्स के लिए अलग से नए मोबाइल नंबर की व्यवस्था की गई है, जिस पर सीधे संपर्क या फिर एसएमएस के जरिए कोई भी अपनी शिकायत भेज सकता है। एसएमएस मिलते ही कुछ मिनटों में पुलिस की ओर से शिकायत पर बेहतर रिस्पांस मिलेगा। इन सेवाओं के संचालन से लोगों को पुलिस थानों के साथ कार्यालयों के चक्कर नहीं काटने पड़ेगे। घर बैठे ही उनकी समस्याओं का स्थायी निवारण हो जाएगा। पुलिस उपायुक्त ने एसएमएस सेवा के लिए मोबाइल नंबर 97299-90190 सार्वजनिक करते हुए बताया यह नंबर पुलिस उपायुक्त कार्यालय में स्थित शिकायत शाखा में उपलब्ध रहेगा। किसी भी तरह की मुसीबत से कोई भी पीडि़त व्यक्ति इस नंबर पर एसएमएस भेजकर अपनी शिकायत दर्ज करवा सकता है।

सिनीयर सिटीजन्स के लिए अलग नंबर इसी तरह मोबाइल नंबर 97299-90180 सिनीयर सिटीजन्स के लिए चालू किया गया है। कोई भी सीनियर सिटीजन इस नंबर पर संपर्क या फिर एसएमएस के जरिए अपनी शिकायत दर्ज करवा सकेगा। ये न बर भी पुलिस उपायुक्त कार्यालय में स्थित वीकर सैल में रहेगा। उन्होंने कहा कि 24 घंटे यह मोबाइल सेवाएं उपलब्ध रहेंगी। इस न बर पर आने वाले एसएमएस पर पुलिस तुरंत कार्रवाई करेगी। सीनियर सिटीजन एसएमएस के साथ इस मोबाइल नंबर 97299-90180 पीडि़त इसी नंबर पर फोन भी कर सकता है अथवा उक्त नंबर पर बातचीत क रने की भी पूरी सुविधा उपलब्ध रहेगी। पुलिस उपायुक्त ने बताया कि डीजीपी हरियाणा की ओर से प्रदेश में यह पहली ऐसी सेवा होगी, जिसमें पीडि़त एसएमएस व संपर्क के जरिए शिकायत दर्ज करवा सकेगा। डीसीपी ने बताया कि एसएमएस सेवा का आम जनता के साथ उन विकलांग लोगों को भी अच्छा फायदा मिलेगा, जो कि सही ढंग से बातचीत नहीं कर पाते। घर बैठे ही ऐसे लोग अपनी शिकायत एमएसएस से रजिस्टर्ड करवा सकेंगे। एसएमएस मिलने के बाद संबंधित थाना अधिकारी को शिकायत पर तत्काल कार्रवाई के आदेश दिए जाएंगे। उन्होंने उम्मीद जताई कि नई सुविधा से जनता को भारी राहत मिलेगी। डीसीपी ने बताया कि इससे पहले महिलाओं की सुरक्षा के लिए महिला हैल्पलाइन शुरू की थी जिसके कारण महिलाओं को बेहद फायदा मिला है।

इलाहाबाद : रविवार को होने वाली टीईटी परीक्षा में भाग लेने आए अभ्यर्थियों की भीड़ को कंट्रोल करने की सबसे बड़ी जिम्मेदारी यातायात पुलिस को दी गई है। जंक्शन समेत भीड-भाड़ वाले प्रत्येक चौराहे पर यातायात पुलिसकर्मी तैनात रहेंगे। इसके लिए अतिरिक्त यातायात पुलिसकर्मियों को लगाया गया है।

टीईटी की परीक्षा में एक लाख से अधिक अभ्यर्थी भाग लेंगे। ऐसे में शहर की सड़कों पर दबाव बढ़ेगा और निश्चित तौर पर यातायात प्रभावित होगा। इसी के मद्देनजर शनिवार को ट्रैफिक लाइन में एसपी यातायात, सीओ यातायात समेत अन्य विभागीय अधिकारियों की बैठक हुई। इसमें रविवार को अभ्यर्थियों की भीड़ को नियंत्रित करने की योजना बनाई गई। यातायात निरीक्षक विपिन कुमार पांडेय ने बताया कि रविवार को जंक्शन समेत हर प्रमुख चौराहों के साथ ही भीड़-भाड़ वाले चौराहों पर यातायात पुलिसकर्मियों को तैनात किया जाएगा। इसमें एक टीएसआइ भी होंगे। उन्होंने बताया कि यातायात विभाग में रविवार को फोर्स बढ़ाई गई है। इसके अलावा सिविल पुलिस भी जगह-जगह अभ्यर्थियों की भीड़ नियंत्रित करने के लिए तैनात रहेगी।

इंदौर। सीमा सुरक्षा बल के एरोड्रम रोड स्थित केंद्रीय आयुध एवं युद्ध कौशल विद्यालय में इन दिनों बंगाल सशस्त्र पुलिस के 12 जवान ‘स्नाइपर’ ट्रेनिंग ले रहे हैं। इसमें से तीन जवान स्पेशल सिक्यूरिटी विंग में शामिल हैं, जो मुख्यमंत्री ममता बनर्जी के गार्डस के रूप में तैनात रहते हैं।

वैशाली. बिहार में वैशाली जिले के सदर थाना क्षेत्र के रामाशीष चौक के निकट गुरुवार को सड़क दुर्घटना में एक यातायात दारोगा की मौत हो गई। पुलिस सूत्रों ने बताया कि यातायात विभाग का दारोगा बबन राय (43) रामाशीष चौक पर ड्यूटी कर रहे थे। इसी दौरान एक निजी बस ने उन्हें कुचल दिया। घटना में राय की मौके पर ही मौत हो गई। उन्होंने बताया कि बस को पुलिस ने जब्त कर लिया है जबकि चालक फरार हो गया।

रांची. केन्द्र सरकार झारखंड को नक्सल विरोधी अभियान तेज करने के उद्देश्य से केन्द्रीय अर्धसैनिक बलों की सात बटालियनें मुहैया कराने पर सहमत हो गयी है। सूत्रों ने बताया कि राज्य सरकार ने अतिरिक्त बटालियनों की मांग की थी, जिस पर केन्द्रीय गृह मंत्रालय सहमत हो गया है।

सूत्रों के मुताबिक केन्द्रीय रिजर्व पुलिस बल (सीआरपीएफ) की पांच बटालियनें और कोबरा की दो बटालियनें जल्द ही राज्य पुलिस की मदद के लिए मुहैया करायी जाएंगी ताकि माओवादियों के खिलाफ अभियान तेज किया जा सके। सूत्रों ने कहा कि सात में से सीआरपीएफ की दो बटालियनें जल्द ही राज्य सरकार को मुहैया करा दी जाएंगी। झारखंड में दीर्घकालिक तैनाती के लिए केन्द्र ने छह बटालियनें केन्द्रीय अर्धसैनिक बलों की मुहैया करायी हैं लेकिन हाल ही में नक्सलियों की बढी़ हुई गतिविधियों के मद्देनजर राज्य सरकार ने अतिरिक्त बटालियनों की आवश्यकता महसूस की।

Mumbai Police: Suicide: मुंबई के माहिम इलाके में पुलिस सिपाही ने खुदकुशी की

मुंबई : माहिम में मंगलवार को पुलिस सिपाही राजेश भालेराव ने अपने घर में पंखे से लटककर खुदकुशी कर ली। राजेश ने अपनी पत्नी के नाम मराठी में एक सूइसाइड नोट छोड़ा है , जिसमें उसने लिखा कि तुमने मुझे जिंदगी में सब कुछ दिया , पर बदले में मैं तुम्हें कुछ नहीं दे पाया। पुलिस के अनुसार , भालेराव धारावी पुलिस स्टेशन से जुड़ा हुआ था और पिछले तीन महीने से ड्यूटी पर नहीं जा रहा था। वह इस दौरान बुरी तरह से डिप्रेशन में रहा। उसके पिता ने कुछ दिनों पहले उसकी काउंसलिंग भी करवाई थी।

भोपाल। शादी का झांसा देकर एक महिला आरक्षक के साथ ज्यादती करने का मामला सामने आया है। आरोपी और कोई नहीं, बल्कि पुलिस विभाग का ही एक आरक्षक है, जिस पर महिला आरक्षक ने ज्यादती का आरोप लगाया है। दोनों पहले से परिचित हैं तथा जबलपुर के रहने वाले है। महिला ने ज्यादती की शिकायत जबलपुर में दर्ज कराई थी। मंगलवार को शून्य पर कायमी कर केस डायरी श्यामला हिल्स थाने भेजी गई है। पुलिस ने मामले की जांच शुरू कर दी है।

श्यामला हिल्स पुलिस के मुताबिक पुलिस विभाग में पदस्थ 29 वर्षीय महिला आरक्षक प्रोफेसर कॉलोनी स्थित पुलिस लाइन में रहती है। उसका परिचय विभाग के ही आरक्षक जितेंद्र तिवारी से था। जितेंद्र वर्तमान में कटनी में पदस्थ है। जब वह भोपाल में था तब दोनों की आपस में बातचीत होती रहती थी। उसका प्रोफेसर कॉलोनी स्थित महिला आरक्षक के मकान में भी आना-जाना था। महिला आरक्षक ने आरोप लगाया है कि जितेंद्र ने उसे शादी का झांसा दिया और करीब 18 महीनों तक उसके साथ दुष्कर्म किया। विगत दिनों जब वह जबलपुर स्थित जितेंद्र के घर शादी की बात करने पहुंची तो उसने उसके साथ शादी करने से मना कर दिया। अपने साथ हुई ज्यादती के संबंध में महिला आरक्षक ने जबलपुर में शिकायत दर्ज कराई। घटनास्थल प्रोफेसर कॉलोनी का होने के चलते मंगलवार को केस डायरी श्यामला हिल्स थाने भेजी गई है। यहां पुलिस ने आरोपी आरक्षक के खिलाफ बलात्कार का मामला दर्ज कर जांच शुरू कर दी है।

इंदौर पुलिस लाइन में रहने वाले 385 पुलिस परिवार विभाग की मनमानी झेल रहे हैं। यहां मकानों की खस्ताहाल स्थिति को देखते हुए विभाग ने आरक्षक से लेकर सब-इंस्पेक्टर श्रेणी के पुलिसवालों को 400 से लेकर 600 रुपए किराए में मकान ढ़ूंढने को कह दिया। चूंकि शहर में इतने किराए में मकान मिलना संभव नहीं इसलिए मजबूरी में पुलिसकर्मियों ने मकान खाली नहीं किए। उनकी मजबूरी का फायदा उठाते हुए विभाग ने उनसे लिखवा लिया कि यदि जर्जर मकानों के कारण कोई दुर्घटना होती है तो इसके लिए जवाबदार वे खुद होंगे न कि विभाग। यह सब तब हो रहा है जबकि पुलिसकर्मियों की इस श्रेणी को मुफ्त आवास उपलब्ध करवाने का नियम है। इंदौर पुलिस के 3 हजार 591 कर्मचारी-अधिकारियों के पास सिर्फ 2 हजार 385 आवास उपलब्ध हैं। रिजर्व इंस्पेक्टर विक्रमसिंह रघुवंशी इस मामले में सफाई देते हुए कहते हैं कि हमने यहां रहने से कर्मचारियों को रोका था लेकिन उन्होंने ही जिद की। ऐसे में दुर्घटना होने पर वे खुद जिम्मेदार होंगे। दूसरी ओर मकान न होने की स्थिति में बाजार मूल्य के आधार पर किराया देने की फाइल पांच सालों से गृह विभाग में अटकी है जिसकी आड़ में अफसरों को टाला जा रहा है। विभाग में प्रधान आरक्षक भीम बहादुर कहते हैं 500 रुपए किराए में तो झोपड़ी भी नहीं मिलती। इससे ज्यादा किराया दिया तो परिवार को छह लोगों को कैसे पालेंगे। आरक्षक मांगीलाल जाटव के मुताबिक हमसे लिखवा लिया गया है कि दुर्घटना होने पर जिम्मेदारी हमारी होगी। परिवार के सात बच्चों को महंगे किराए के मकान में रखा तो मर-मरकर जीना होगा। इससे तो यहीं रहना बेहतर है।

Initially, in some police stations, there were at least 15 repeat offenders and there are many such cases in the city, hence licences of such riders will be cancelled, said MA Saleem, additional commissioner of police (traffic). “The recommendations have been sent to the RTO to cancel licences. The traffic police will seize licences and send it to the RTO or magistrate. It is up to them to cancel the licence permanently,” said Saleem. “We’re also planning to improve technology to find such offenders. The number of CCTV cameras and a server upgradation are some steps to identify offenders. For riders who violate traffic rules more than three times, their licences will be suspended with immediate effect,” he said. Prior traffic violations will also be taken into account even if the fine has been paid. BlackBerry handsets used by the traffic police can access the records of any vehicle. Hence, it will be easy for the police to identify violators.

BHUBANESWAR: The much-hyped hi-tech police control room that is expected to promptly help respond to emergency situations in the city came up on Wednesday, with chief minister Naveen Patnaik inaugurating the multi-channel telephonic control room, located inside the DCP's office here. "The key point of this `1.78 crore-control room is that it can facilitate fast dissemination of information among police personnel to improve their real time response to emergency situations," twin city police commissioner B K Sharma said. The control room is studded with three vital components: A computer-aided dispatch (CAD), automatic vehicle locator system (AVLS) and a geographic information system (GIS). The systems have been installed by US-based Inter-Act Public Safety Solutions, a leading provider of public safety software.

"While the CAD will guide the police in quickly responding to emergencies, the GIS will automatically trace the callers' location. The AVLS will track the movement of PCR vans so that the control room can identify and send the cops closest to the spot of crime," Sharma said. "The system will cut down on time and improve our response system," the police commissioner added. Nearly 69 police vehicles, comprising as many as 26 patrol vans have been linked with the GPS-enabled control room. There are 13 operators to receive distress calls from the public round-the-clock. As many as 30 calls can be received simultaneously on one telephone number (100). The control room received not less than four hundred calls till evening. "Most of the calls were false and did not warrant police intervention. However, we received around forty calls, relating to traffic problems in different locations," a police functionary at the control room said. The facility has of late been confined to Bhubaneswar alone. "We will soon expand the system to Cuttack," Sharma said. "Such systems have earlier been installed in Assam, Mumbai, Gujarat and Calcutta. Most of the gadgets were purchased from Singapore and Israel," said Paul A Tatro, president of Interact Public Safety Solutions, with whom the state government had signed a pact in April 2010. "Police have been trained to be conversant with the new system. Our company employees would regularly monitor the systems to avoid any technical glitches. Through biometric access control, we can prevent unauthorized access of the systems," Paul said. The control room has a well-equipped disaster centre to deal with crisis hours in the city, he informed. Naveen asked the police commissioner and other senior police officials to regularly monitor functioning of the control room for effective implementation of the system.

In 2009, Tamil Nadu received 3,080 distress calls while in 2010 it registered 6,351 such calls. That was nothing compared to the job the Delhi police had, getting a call every 25 seconds (over 19 lakh calls in 2010). With a 13,000-strong staff, the Chennai police seem to be doing better. They got around 1,200 distress calls in 2010. But officials say prank calls accounted for some 20% of them. Callers to '100' get a recorded message in Chennai warning them against playing pranks on the police distress line. This should be enough to deter most pranksters and make them hang up, but some seem to be determined to make mischief. Greater Chennai police commissioner J K Tripathy said they were cracking down on these non-serious callers. "In July alone, the police arrested six persons, including three juveniles, for making prank calls to the police control room," Tripathy told TOI. Recently, the state government sanctioned a new deputy commissioner of police (DCP) to man the city police control room that receives these calls. Ke Ve Kabilan, who was appointed to the post on Sunday, will also monitor the patrol vehicles that respond to these calls. Tamil Nadu ranks among the states in which the distress calls increased though others, such as West Bengal showed a decline. Mumbai, which has some 45,000 police personnel, logged over 13,000 calls in 2010 - an increase of over 40%.

By December, there will be a lesser number of potbellied, ill-dressed policemen on the streets as 600 young and smart recruits are currently undergoing training to join the force. Gautam Budh Nagar SSP Jyoti Narayan said that the freshly recruited personnel will join the city in the first week of December. The fresh faces are expected to strengthen policing in the area. "Initially, some of the new recruits will be deployed in the field while a few would be stationed at police stations, in the traffic police and police lines. The training of the recruited personnel is at its final stage."

The personnel are being given training in crime investigation, forensic analysis, cyber crime and economic offences, besides in law and other subjects, said a senior police officer. For the first time, the police officer said, women constables are being given specialized training in unarmed combat, motorcycle riding and rescue operations. Asked about training in the use of firearms, a senior official said that the constables have been taught about using .303 rifles, .38 revolvers, 9mm pistols, AK-47, SAF and SLR. Modern techniques for their training, like use of Fire Arms Training Simulators, were exhaustively used during their firing practice. For a long time, the Gautam Budh Nagar police force has been reeling under dearth of personnel. Absences of police personnel at the various key points in the city, especially sectors 71, 59, 62 and a major part of Greater Noida has resulted in an increase of criminal activities. Keeping law and order in mind, for a longtime the district cops had been demanding additional personnel. In this connection, four SSPs had sent proposals to the state government since 2008. So far, the district has around 1,000 constables, 150 sub-inspectors, 17 SHOs, seven DSPs, four ASPs, four SPs and one SSP against a population of seven lakh, including three lakh floating population.

KOLKATA: West Bengal chief minister Mamata Banerjee in an unusual intervention stormed a local police station late Sunday night and ensured the release of two of her party members who were allegedly arrested for rioting an hour earlier, Times Now reported. Mamata's party members were involved in a brawl between two local clubs- Sevak Sangha and Players Corner and the police. Eyewitnesses claimed that the members of Sevak Sangha were headed to Babughat for Jagadhhatri idol immersion and they burst banned (high decibel) firecrackers right in front of the Chittaranjan Cancer Research Institute. Apart from fire crackers, a DJ was playing music at high volume. Police asked them to stop music and then insisted that they move fast as the procession was causing huge traffic snarl. People in the procession refused to follow the police orders while flaunting their political connections.

Meanwhile, another group of youth (Players Corner) gathered at the spot. While Sevak Sangha group attacked the police at Bhowanipore police station, the Players Corner asked the cops to act against them. Both clubs claimed that among their patrons were the two brothers of the chief minister. And if eyewitnesses are to be believed, the vandals were dropping the names of "high-profile contacts" while attacking policemen, ransacking vehicles and staging a roadblock. The attack left at least a dozen cops injured, police refused to take action against the attackers. Not a single arrest was made in the incident that prompted chief minister Mamata Banerjee to rush to the spot to pacify the crowd. Worse still, four persons including two members of Mamata's party detained were released after a few hours. The procession was managed by Jagannath Sau, a close associate of Baban Banerjee, one of Mamata's brothers. Sau was present at the spot as was Baban Banerjee. The attacks were perpetrated by a local strongman, Kumar Saha and his henchmen. Kumar is very close to Jagannath Sau. When contacted, Kumar denied this allegation. "Neither me nor any of my supporters was there... Go through the television footage and check who was present in the front row of the mob," said Kumar.

लखनऊ। उत्‍तर प्रदेश की पुलिस अब हाईटेक होती जा रही है। कागजों पर लोगों की एफआईआर लिखने से कतरा रही पुलिस अब इंटरनेट के जरिए लोगों की शिकायतों को दूर करने की बात कर रही है। सिविल पुलिस के बाद अब जीआरपी भी फेसबुक पर आ गयी है। ट्रेनों में होने वाली आपराधिक घटनाओं पर लगाम लगाने के दावे के साथ जीआरपी ने मंगलवार को विभाग की वेबसाइट शुरू कर दी। जीआर पी अब फेसबुक के द्वारा लोगों की शिकायतें तो सुनेगी ही साथ ही सुझाव भी लेगी ताकि उसकी प्रणाली में सुधार हो सके। राज्य के अपर पुलिस महानिदेशक रेलवे ए.के. जैन ने कहा कि ट्रेनों में कई बार अपराधिक घटनाएं हो जाती है और पीडि़त दूरस्थ स्थान का रहने वाला होता है। ऐसी स्थिति में जीआरपी को तत्काल सूचना न मिल पाने के कारण फौरी कार्यवाही नहीं हो पाती लेकिन अब ऐसा नहीं होगा।

उन्होंने बताया कि इन सभी बातों को ध्यान में रखते हुए राजकीय रेलवे पुलिस ने अपनी वेबसाइट शुरु कर दी। उन्होंने बताया कि अब जीआरपी फेसबुक पर भी आ गयी है। लोग फेसबुक के माध्यम से शिकायत अथवा सुझाव दर्ज करा सकते हैं। जैन ने बताया कि कोई भी व्यक्ति इंटनेट के माध्यम से अपनी शिकायत दर्ज करा सकता है जिसपर तत्काल कार्रवाई होगी। उन्होंने कहा कि शिकायतकर्ता हिंदी व अंग्रेजी में मेल कर सकते हैं। इसके लिए ई-मेल पता, मोबाइल अथवा टेलीफोन नंबर अंकित किया जाना अनिवार्य है। उन्होंने कहा कि ट्रेन व स्टेशनों के आसपास होने वाली घटनाओं को रोकने व अपराधियों को पकडऩे के लिए जीआरपी ने कुछ क्षेत्रों को चिन्हित कर नई पुलिस चौकीयां स्थापित की हैं। जबकि ट्रेनों में चेनपुलिंग करने वालों के लिए सख्त कानून बनाया गया है और ऐसा करने वालों के खिलाफ कार्रवाई करने के साथ एमएचटी यात्रियों के आरक्षित डिब्बों में चढ़कर दूसरे यात्रियों की सीटों पर कब्जा करने वालों के खिलाफ अभियान चलाया जाएगा। उन्होंने उम्मीद जतायी कि इस कदम के बाद यात्रियों को काफी लाभ मिलेगा।

नई दिल्ली। 90 साल के बाद चौथी पीढ़ी भी पुलिस सेवा में आ जाए, तो किसी आश्चर्य से कम नहीं। अपने परदादा, दादा और पिता के पद चिह्नों पर चलते हुए कथक नृत्यांगना मनुस्मृति ने भी पुलिस सेवा को चुना है। मूलत: बिहार के औरंगाबाद की मनुस्मृति ने यह इतिहास शनिवार को हैदराबाद की नेशनल पुलिस अकदमी से पास आउट करके रचा। वर्तमान में आईपीएस पिता-पुत्री की यह अकेली जोड़ी है। मनु का भाई लॉ करने के बाद दूसरे कार्य में लग गया।

मनुस्मृति के पिता कमलेंद्र प्रसाद उत्तर प्रदेश कैडर के भारतीय पुलिस सेवा के 1981 बैच के अधिकारी हैं और इन दिनों दिल्ली में नेशनल इंस्टीटयूट ऑफ क्रिमिनोलॉजी एंड फोरेंसिंक साइंस के निदेशक हैं। मनुस्मृति के दादा अरविंद प्रसाद बिहार पुलिस से एएसपी के पद से सेवानिवृत्त हुए हैं। उसके परदादा हरिहर प्रसाद वर्मा 1921 में बिहार पुलिस में कांस्टेबल के पद पर भर्ती हुए और वर्ष 1954 में सहायक सब इंस्पेक्टर पद से सेवानिवृत हुए। हरिहर प्रसाद का देहांत वर्ष 1954 में हुआ। मनु स्मृति ने दिल्ली के सेंट स्टीफंस कॉलेज और लंदन स्कूल ऑफ इकोनॉमिक्स से पढ़ाई की। उसने कोलकाता के सीएसएसएस से एमफिल की।

Punjab Police: Jalandhar: पुलिस- बदमाशों की मुठभेड़ में जांबांज सब-इंस्पेक्टर शिवकुमार गंभीर रूप से घायल, चार कुख्यात बदमाशों को गिरफ्तार किया..

जालंधर: पुलिस और बदमाशों के बीच हुई मुठभेड़ में एक सब-इंस्पेक्टर गंभीर रूप से घायल हो गया. पुलिस ने चार कुख्यात बदमाशों को गिरफ्तार कर लिया. पुलिस और बदमाशों की ये मुठभेड़ पंजाब के जालंधर में होशियारपुर रोड पर हुई. मुठभेड़ उस वक्त हुई जब पुलिस ने एक स्कार्पियो गाड़ी को शक के आधार पर रोकने की कोशिश की.

बदमाशों ने गाड़ी रोकने के बजाए पुलिस पर फायरिंग शुरू कर दी. मुठभेड़ के दौरान शिवकुमार नाम का एक सब-इंस्पेक्टर गंभीर रूप से घायल हो गया. एक गोली सब इंस्पेक्टर शिवकुमार के सिर में जा लगी. इस मुठभेड़ में एक बदमाश भी गंभीर रूप से घायल हुआ है. दोनों घायलों को अस्पताल में भर्ती कराया है. पुलिस ने चार बदमाशों को गिरफ्तार कर लिया जबकि एक बदमाश फरार हो गया. पुलिस ने बदमाशों के पास दो देसी तमंचे और एक पिस्टल भी बरामद की है.

Delhi Police: पुलिस मख्यालय में बम की झूठ खबर से हड़कंप ..

नई दिल्ली: शनिवार रात एक फोन कॉल ने दिल्ली पुलिस को परेशान कर दिया. किसी ने 100 नंबर पर फोन कर दिल्ली पुलिस मुख्यालय में बम होने की खबर दी थी लेकिन बाद में ये खबर झूठी निकली. शनिवार की रात 100 नंबर पर किसी ने फोन कर कहा कि दिल्ली पुलिस मुख्यालय में बम फटने वाला है. इसके कुछ ही मिनट के अंदर कमला मार्केट, दरियागंज और आईपी एस्टेट के थाना इंचार्ज पुलिस हेडक्वार्टर पहुंच गए.

बम निरोधी दस्ता भी मौके पर पहुंच गया और बम की खोजबीन शुरू हो गई. करीब 45 मिनट तक पुलिस मुख्यालय में चारों ओर गहन छानबीन के बाद भी कहीं कुछ नहीं मिला, तब जाकर दिल्ली पुलिस ने राहत की सांस ली. अभी तक ये पता नहीं चला है कि आखिर फोन किसने किया था. दिल्ली पुलिस ने आईपी एस्टेट थाने में इस मामले में केस दर्ज कर लिया गया है.

Punjab Police: Ambala: पुलिस कमिश्नरी बन गई लेकिन अब नफरी बढ़ने का इंतजार

अंबाला, वरिष्ठ संवाददाता : अंबाला-पंचकूला पुलिस कमिश्नरी बन गई लेकिन अब नफरी बढ़ने का इंतजार है। नफरी की कमी के कारण ट्रैफिक पुलिस की दूसरी कामों में ड्यूटी लग जाती है जिस कारण भी यातायात व्यवस्थ बिगड़ जाती है। बिना संसाधनों के ही ट्रैफिक पुलिस ट्रैफिक व्यवस्था को दुरुस्त करने में जुटी है। ट्रैफिक पुलिसकर्मियों की संख्या जहां पचास फीसदी नहीं वहीं किराए की क्रेन पर वाहनों को उठाती है। जानकारी के अनुसार ट्रैफिक पुलिसकर्मियों की बात करें तो यह स्टैंथ 95 कर्मियों की है। अब कमिश्नरी बनने के बाद स्टैंथ ओर बढ़ने की उम्मीद है। लेकिन यहां पर करीब 33 पुलिसकर्मी है, बाकी इधर-उधर से गुजारा लेकर चलाना पड़ रहा है।

संसाधनों का टोटा, कैसे हो व्यवस्था दुरुस्त संसाधनों की बात करें तो टै्रफिक पुलिस के पास एक जिप्सी, एक मोटरसाइकिल, दो क्रेनें (एक खराब), दो एंबुलेंस हैं लेकिन आज युग में इससे काम नहीं चलता। ऐसे हालत में एक किराए की क्रेन पर पुलिस अपना काम चला रही है। छावनी के सदर बाजार में क्रेन खड़ी कर दी जाती है, यदि कोई वाहन पीली पट्टी के बाहर हो तो क्रेन की पर्ची काटी जारी है। एक क्रेन लाइन में खराब खड़ी है।

HP Police: Shimla: साइबर क्रिमनल्स की कारस्तानी, शिमला पुलिस का ही फर्जी फेसबुक अकाउंट बना डाला...

शिमला पहले जुब्बल की युवती फिर यूनिवर्सिटी की छात्रा। साइबर क्राइम के शातिरों ने अब शिमला पुलिस को भी निशाना बना दिया है। इन शातिरों ने शिमला ट्रैफिक पुलिस का ही फर्जी फेसबुक अकाउंट बना डाला है। शातिर पिछले कई महीनों से इस अकाउंट को चला रहा है। यही नहीं, इसने अकाउंट के जरिए अब तक 76 लोगों को अपना दोस्त भी बना रखा है। शिमला की ट्रैफिक पुलिस तो अपना अकाउंट नहीं बना सकी, लेकिन किसी शातिर ने पुलिस का अकाउंट जरूर चला रखा है। इस फेसबुक अकाउंट में शातिर ने अपनी जन्मतिथि 16 अक्टूबर 1997 डाल रखी है। जो लोग इस अकाउंट से जुड़े हैं, उन्हें इस अकाउंट से दीवाली आदि त्योहारों के मैसेज भी भेजे गए हैं।

पुलिस महकमा बेखबर है। यहां तक आलाधिकारियों को भी इसकी सूचना नहीं है। ट्रैफिक सिस्टम में सुधार के लिए लोगों के सुझाव लेने के लिए दिल्ली और पंजाब पुलिस ने अपने फेसबुक अकाउंट बना रखे हैं। इसके माध्यम से लोग इन शहरों की यातायात समस्या से ट्रैफिक पुलिस को अवगत करवाते हैं। डीएसपी ट्रैफिक पुनीत रघु का कहना है कि ट्रैफिक पुलिस का कोई अकाउंट अभी नहीं बना है। उन्होंने कहा कि इस जाली अकाउंट को जल्द ही बंद कर दिया जाएगा। पहले पासवर्ड भूल गई थी पुलिस ट्रैफिक पुलिस ने इस साल के शुरुआत में अपना फेसबुक अकाउंट बनाया था लेकिन पासवर्ड याद न रहने से यह अकाउंट पुलिस के लिए जी का जंजाल बन गया। अब इस अकाउंट को हैक कर नया अकाउंट बनाने की योजना बन रही थी लेकिन शातिरों ने पहले ही फर्जी अकाउंट बना डाला।

UP Police: Locnow: उत्तर प्रदेश पुलिस में सिटीजन चार्टर लागू

लखनऊ: उत्‍तर प्रदेश पुलिस से किसी शिकायत या पासपोर्ट वेरिफिकेश के लिए अब आपको बार-बार धक्के नहीं खाने पड़ेंगे क्योंकि पुलिस ने सिटिजन चार्टर लागू कर दिया है. चुनावी साल में जनता को लुभाने में जुटी हैं मायावती. ऐसे में भला यूपी पुलिस कैसे पीछे रहती. तभी तो सो राज्य के नए डीजीपी ने यूपी पुलिस में सिटिजन चार्टर लागू कर दिया है. अब उत्तर प्रदेश में पुलिस से जुड़ी 16 सेवाएं निर्धारित समय में मिल सकेंगी. यह सेवाएं हैं:

अब यूपी में अपराधों का रजिस्ट्रेशन तुरंत होगा. हथियारों के लाइसेंस की जांच में 20 दिन लगेंगे. पासपोर्ट वेरिफिकेश में 15 दिन लगेंगे. कैरेक्टर सर्टिफिकेट में 15 दिन लगेंगे. खोए-पाए वस्तुओं और गुमशुदा व्यक्ति के मामले में तुरंत कार्रवाई. आर्म्स रिन्यूअल के लिए ज्यादा से ज्यादा 15 दिन लगेंगे. फायर डिपार्टमेंट से एनओजी 15 दिन के भीतर मिलेगी. फायर डिपार्टमेंट से सार्वजनिक कार्यक्रम की इजाजत दो दिन में मिल जाएगी. हालांकि सिटिजन चार्टर लागू तो कर दिया गया है, लेकिन तय वक्त पर काम नहीं होने पर किसे जिम्मेदार ठहराया जाएगा यह साफ नहीं है. इसके साथ ही काम में देरी करने वाले अधिकारी पर क्या कार्रवाई होगी इस पर भी कुछ साफ-साफ नहीं कहा गया है. यूपी में पासपोर्ट और शस्त्र लाइसेंस लेने के लिए लोगों के पसीने छूट जाते हैं। थाने से लेकर पुलिस अधिकारियों तक के चक्कर काटने पड़ते हैं। आम लोगों को इस परेशानी से बचाने के लिए पुलिस ने सिटीजन चार्टर लागू कर दिया है। इसमें तय समय सीमा में ही अधिकारी को काम करना होगा। अब जांच के लिये एलआईयू घरों में नहीं जाएगी, यह काम अब पुलिस किया करेगी। हालांकि गाजियाबाद पुलिस ने अपने स्तर से यह व्यवस्था पहले ही लागू कर रखी है। पुलिस महानिदेशक बृजलाल ने किया साफ प्रदेश के पुलिस महानिदेशक बृजलाल और प्रमुख सचिव गृह फतेह बहादुर सिंह शुक्रवार को मेरठ और सहारनपुर मंडल के अधिकारियों की समीक्षा करने आए थे। बैठक के बाद पत्रकारों से बातचीत में डीजीपी ने बताया कि पुलिस से जुड़े तमाम कामों को लेकर लोगों को परेशान होना पड़ता है और थानों के चक्कर लगाने पड़ते हैं। इसको देखते हुए विभाग में सिटीजन चार्टर लागू दिया गया है। एलआईयू घरों में जाकर जांच नहीं करेगी पुलिस के काम जैसे पासपोर्ट, शस्त्र लाइसेंस, एनवीआर, सीवीआर आदि के काम समयबद्ध होंगे। सिर्फ एक एजेंसी पुलिस ही इसको करेगी, एलआईयू अब इस काम के लिये घरों में जाकर जांच नहीं करेगी। एलआईयू सिर्फ अपने रिकार्ड देखकर अपनी रिपोर्ट देगी। उन्होंने कहा कि लोगों को छोटा सा काम कराने के लिये थानों के चक्कर काटने पड़ते हैं। सिटीजन चार्टर की तरह ही पुलिस चार्टर भी लागू कर दिया गया है। अब पुलिस कर्मचारियों को अवकाश, टीए, डीए, जीपीएफ भुगतान और मेडिकल क्लेम आदि के लिये परेशान नहीं होना पड़ेगा। अब इनके काम भी समयबद्ध ही होंगे। इसके लिए हर जिले में नोडल अधिकारी बना दिये गए हैं। बारह नवंबर को इनकी बैठक भी बुलाई गई है। उन्होंने बताया कि 35 हजार सिपाही प्रशिक्षण के बाद भर्ती हो जाएंगे।

पणजी. टीम अन्ना के सदस्य अरविंद केजरीवाल ने आरोप लगाया कि सरकारी एजेंसियां अन्ना हजारे के सहयोगियों के फोन टेप कर रही हैं। गोवा थिंक फेस्ट कॉन्क्लेव में भाग लेने आए केजरीवाल ने कहा कि उनके और अन्ना के एक सहयोगी के बीच टेलीफोन पर हुई बातचीत को दिल्ली पुलिस ने रिकॉर्ड किया।

उन्होंने कहा कि अन्ना का एक संदेश उनके सहयोगी ने मुझे फोन पर पढ़कर सुनाया। अन्ना राजघाट पर जाकर 15 मिनट बैठना चाहते थे। वे इसका प्रचार नहीं चाहते थे। जैसे ही यह बातचीत खत्म हुई। 15 मिनट के अंदर दिल्ली पुलिस का फोन मेरे पास आया। मुझसे पूछा गया कि अन्नाजी की राजघाट की क्या योजना है। आप उन लोगों के फोन टेप कर सकते हो, जो राष्ट्रद्रोह की गतिविधियों में लिप्त हो। क्या अन्ना राष्ट्रद्रोही हैं? क्या मैं राष्ट्रद्रोही हूं?

हैदराबाद।। केंद्रीय गृह मंत्री पी. चिदंबरम ने शनिवार को कहा कि पुलिस को बदलते परिवेश में दुश्मनों से निपटने के लिए सुसज्जित होने की आवश्यकता है। सरदार बल्लभ भाई पटेल राष्ट्रीय पुलिस अकादमी में प्रशिक्षु पुलिस अधिकारियों को अपने संबोधन में गृहमंत्री ने कहा, 'पुलिस व्यवस्था नाटकीय तरीके से प्रतिदिन बदल रही है। आपके दुश्मन अनेक हैं। प्रतिदिन नए दुश्मन सामने आ रहे हैं।' भारतीय प्रशासनिक सेवा के 2010 के बैच में 134 पुलिस अधिकारी शामिल हैं। इसमें से 11 अधिकारी नेपाल, भूटान और मालदीव के हैं। अधिकारियों की रंगारंग परेड के बाद चिदंबरम ने कहा, 'दुश्मन प्रतिदिन ट्रेंड हो रहे हैं और चुस्त हैं। इसलिए आपको भी चुस्त रहना होगा। वे समाज के कुछ वर्गों के साथ गठजोड़ बना रहे हैं। आपको समाज के सभी वर्गों के साथ संबंध बनाना होगा।'

पुलिस अकादमी को विश्वस्तरीय बताते हुए उन्होंने कहा कि सरकार ने सुविधाओं और आधारभूत अवसंरचना के विकास के लिए पिछले दो सालों में 200 करोड़ रुपए दिए हैं। उन्होंने प्रशिक्षु अधिकारियों से कहा कि भारतीय प्रशासनिक सेवा का अधिकारी बनना दुर्लभ सम्मान है। भूटान और मालदीव के चार-चार और नेपाल के तीन अधिकारियों ने इस बैच में प्रशिक्षण लिया है। चिदंबरम ने कहा कि भारत इन पड़ोसियों के साथ काम करने के लिए तैयार है।

उत्तर प्रदेश फायर सर्विसेज के पुलिस उप महानिरीक्षक देवदत्त मिश्रा ने मायावती सरकार को सबसे भ्रष्ट सरकार बताया है। मिश्रा ने मायावती के अफसरों पर भी भ्रष्टाचार में डूबे रहने का आरोप लगाया है। डीआईजी ‌के आरोपों पर यूपी सरकार ने सफाई देते हुए उन्हें मानसिक रूप से परेशान बताया है। गृह विभाग के प्रमुख सचिव कुंवर फतेह बहादुर सिंह ने कहा कि मिश्रा को सरकार के खिलाफ नहीं बोलना चाहिए था। गृह प्रमुख सचिव ने कहा कि हालांकि मिश्रा की मानसिक स्थिति ठीक नहीं है और उनके घर वालों के अनुसार वह पिछले एक महीने से अवसाद में हैं इसके बावजूद उन्होंने जो आरोप लगाये हैं उसकी जांच पुलिस महानिदेशक (भ्रष्टाचार निरोधक) अतुल करेंगे। अतुल को जल्द ही रिपोर्ट देने को कहा गया है।

1992 बैच के भारतीय पुलिस सेवा के अधिकारी मिश्रा ने शुक्रवार को अपने कार्यालय में बैठकर दमकल गाडि़यों तथा अन्य उपकरणों की खरीद फरोख्त में व्यापक पैमाने पर भ्रष्टाचार के आरोप लगाए थे। उन्होंने कहा था कि मुख्यमंत्री मायावती से उन्हें जान का खतरा है। मिश्रा ने ग्राम्य विकास मंत्री दद्दू प्रसाद पर भी गम्भीर आरोप लगाए थे । दूसरी ओर सरकार ने डीआईजी के खिलाफ अनुशासनात्मक कार्रवाई के संकेत दिये है। फायर सर्विस मुख्यालय पर कल देर शाम करीब साढे़ तीन घंटे तक चले नाटकीय घटनाक्रम के बाद विभागीय अधिकारियों ने उन्हें छत्रपतिशाहूजी महाराज के ट्रामा सेन्टर मे भर्ती करा दिया था। विभागीय अधिकारियों के अनुसार वह हाईपर टेंशन से पीड़ित हैं । इस बीच मिश्रा की पुत्री ने पत्रकारों से कहा है उसके पिता करीब एक महीने से काफी व्यथित रहते थे लेकिन घर में वह कोई खास चर्चा नहीं करते थे। पुत्री ने कहा है कि राष्ट्रपिता महात्मा गांधी और प्रख्यात समाजसेवी अन्ना हजारे के प्रबल समर्थक उसके पिता ने भ्रष्टाचार के खिलाफ हमेशा लड़ाई लड़ी है ।
