BHUBANESWAR: With a view to doing away with archaic laws, the Odisha government on Monday decided to bring in a new legislation in place of the Police Act, 1861, and the Odisha State Armed Police Act, 1946. At a meeting of the state cabinet, chaired by chief minister Naveen Patnaik, it was decided to repeal the two laws and have a new law to match the sea change policing has undergone during the past century, official source said. The proposed law envisages a minimum tenure of two years from the state director-general of police, district superintendents of police and officers in charge of police stations, sources said. Presently, police officers have no fixed tenures in office, exposing them to different kinds of pressure and also harming continuity of work. It also proposes separate of crime detection and law and order wings through creation of a crime investigation unit and a criminal investigation organization. It further envisages setting up of a Police Establishment Board (PEB) headed by the DGP and a Police Complaints Authority (PCA) with the Lokpal as chairperson, sources said. The PCA and PEB are already in place in the state, sources added. "The multi-dimensional service role of police today as well as their need for training and upgradation to meet challenges like organized crime, economic offences, extremism, cyber crime and smuggling necessitates an overhaul of the legal provisions," a source said. The decision to replace the old acts was taken keeping in mind a Supreme Court order in 2006 and the Soli Sorabjee committee recommendations. courtsy- TOI जागरण संवाददाता, भुवनेश्वर : सन् 1861 से यानी कि 151 साल से चले आ रहे पुलिस कानून में संशोधन कर नया कानून बनाने का निर्णय ओडिशा सरकार ने लिया है। इस संबंध में प्रस्तावित विधेयक को कैबिनेट ने अपनी मंजूरी भी दे दी है। गत सोमवार की शाम मुख्यमंत्री नवीन पटनायक की अध्यक्षता में आयोजित कैबिनेट बैठक में कुल 15 नए प्रस्तावों को मंजूर किया गया। इसमें मुख्य रूप से ओडिशा पुलिस एक्ट 1861 एवं ओडिशा राज्य सशस्त्र पुलिस एक्ट 1946 में बदलाव कर नया पुलिस कानून बनाने का प्रस्ताव है। नए संशोधन के अनुसार राज्य के लिए एक ही पुलिस फोर्स होगी। राज्य की भौगोलिक स्थिति को आधार मानकर इन्हें विभिन्न पुलिस रेंज में विभक्त किया जाएगा। हर रेंज में एक या फिर दो पुलिस जिला होगा। प्रत्येक पुलिस जिला को सब डिवीजन में विभक्त किया जाएगा। प्रत्येक पुलिस डिवीजन में एक या उससे अधिक थाना होगा। लोगों को सही ढंग से पुलिस सेवा मुहैया कराने के लिए वर्गीकृत अपराध संचालन के लिए विशेष सेल बनाया जाएगा। डीजी पुलिस, एसपी, थाना अधिकारियों का कार्यकाल कम से कम दो साल का होगा। कानून बनने के छह महीने के अंदर राज्य सुरक्षा कानून बनाया जाएगा। अपराध जांच यूनिट अलग-अलग होगी। शहरों या फिर अधिक अपराध वाले क्षेत्र में यह यूनिट काम करेगी। पुलिस अधिकारियों के खिलाफ जो आपत्ति या शिकायत आएगी उसकी सुनवाई के लिए एक पुलिस शिकायत अधिकारी का गठन किया जाएगा। लोकपाल इसके अध्यक्ष होंगे। इसके अलावा गवर्मेंट सर्विस रूल 1959 में भी संशोधन किया गया है। इसमें भिन्नक्षमों को सुरक्षा व अधिकार देने के लिए कानून में व्यवस्था की गई है। नौकरी करने वाले अब ओडिशा डाउरी प्रोवीजन रूल 2000 के आधार पर सत्यपाठ दाखिल करेंगे, सत्यपाठ में भूल होने या उल्लंघन करने पर सरकार उनके खिलाफ सख्त कार्रवाई की जाएगी। भिन्नक्षमों की सुरक्षा के लिए अनुभवी या फिर वरिष्ठ सामाजिक व्यक्ति को कमिश्नर के रूप में नियोजित किया जाएगा। ओडिशा परीक्षा नियंत्रक कानून 1988 में संशोधन किया जाएगा। स्वास्थ्य विभाग के 436 एलआर एवं टीआर पदवी बनायी जाएगी। नौकरी करने वाले दहेज नहीं ले रहे हैं, इसके लिए उन्हें अब शादी करने से पहले एफिडेविट देना होगा। ओडिशा जमीन व चकबन्दी कानून (1958) में संशोधन करने जैसे 15 प्रस्ताव पर कैबिनेट अपनी मुहर लगाई है।
