Four months after Chief Minister Prithviraj Chavan visited the Mumbai Police control room following the 13/7 serial blasts and promised a revamp, the police have floated tenders for its upgradation. The move, said senior officers, aims at reducing the call drop rates.

The list of equipment sought by the Mumbai Police includes an Internet Protocol (IP)-based soft Electronic Private Automatic Branch Exchange (EPABX) system, headsets for call receivers, dispatchers and supervisors, database servers, CAD application server, voice recording and telephone recording workstations, call taker applications, dispatcher application and an integrated report software. The police have sought 30 headsets for 25 call receivers, 5 dispatchers and 5 supervisors. Additional Commissioner of Police (Central Region) Vineet Agarwal, who has been given the task of floating the tender, said call drop rates would reduce further after the overhaul of the control room. “The new IP-based EPABX system will help us serve people better as it will reduce call drop rates,” said Agarwal. An officer said the response time of the police would also increase after the new systems are in place.

“The response time of the police is seven minutes after the call is placed to the control room. However, in the current scenario, many callers disconnect the line because of the long wait. The call drop rate is about 35-40 per cent,” said another officer. Officers revealed the EPABX system must have the capacity to take in two Primary Rate Interface (PRI) lines of 30 channels each. A PRI line is a form of integrated services digital network line, which is a telecommunication standard that enables traditional phone lines to carry voice, data and video traffic, among others. The police also said that the EPABX system must have 30 IP phones with the requisite licenses and should also have voice recording systems and automatic call distribution.
