Rajasthan Police: आरएएस रिजल्ट घोषित, आने वाले है नए साहब लोग

अजमेर.आरपीएससी ने आरएएस मुख्य परीक्षा 2010 में चयनित अभ्यर्थियों का परिणाम घोषित कर दिया है। मेरिट में महिलाओं का दबदबा रहा और पहले तीन स्थानों में से दो पर कब्जा जमाया। मूलत: अलवर के मनोज कुमार (अब जयपुर निवासी) और सना सिद्दीकी ने क्रमश: पहला और दूसरा स्थान पाया। कोटा की मेघा भार्गव तीसरे स्थान पर रही। हालांकि मनोज और सना के 629-629 अंक हैं, लेकिन साक्षात्कार में अधिक अंक लाने के कारण मनोज को टॉपर माना गया।

आयोग द्वारा जारी मेरिट के मुताबिक मनोज कुमार पुत्र रामरख मूलत: अलवर के रहने वाले हैं, लेकिन वर्तमान में जयपुर में रह रहे हैं। इनका रोल नंबर 706199 है और इन्होंने 926 अंक प्राप्त किए हैं। इनके पास मुख्य परीक्षा के वैकल्पिक विषयों में इतिहास और लोक प्रशासन थे। द्वितीय स्थान पर जयपुर की सना सिद्दीकी पुत्री अलीमुद्दीन हैं।

गंगापोल निवासी सना ने भी 926 अंक अर्जित किए हैं। इनका रोल नंबर 700599 है। सना के वैकल्पिक विषय राजनीति विज्ञान और दर्शन शास्त्र थे। कोटा तलवंडी निवासी मेघा भार्गव पुत्री आरएन भार्गव ने 904 अंक प्राप्त किए हैं। इनका रोल नंबर 500059 है और इनके वैकल्पिक विषयों में लोक प्रशासन व दर्शन शास्त्र हैं। अजमेर निवासी सोविला माथुर पुत्री राजेंद्र माथुर ने 900 अंक प्राप्त किए हैं। उनके वैकल्पिक अर्थशास्त्र और दर्शन शास्त्र थे।

3 लाख 80 हजार अभ्यर्थियों में से हुआ चयन

आरपीएससी सचिव डॉ.केके पाठक के मुताबिक आरएएस की प्रारंभिक परीक्षा 29 सितंबर 2010 को हुई। इस परीक्षा के लिए 380701 अभ्यर्थियों का पंजीयन हुआ। इसमें से 282263 अभ्यर्थी परीक्षा में बैठे। मुख्य परीक्षा के लिए 13521 अभ्यर्थियों का चयन हुआ। 28 दिसंबर 2010 से 13 जनवरी तक यह परीक्षा हुई। इसमें 11812 अभ्यर्थी प्रविष्ट हुए। इस परीक्षा के लिए 27 जून से 29 अगस्त तक साक्षात्कार हुए। आयोग ने 2022 अभ्यर्थियों को बुलाया। 1970 अभ्यर्थी साक्षात्कार के लिए पहुंचे।

पटना. आईपीएस अधिकारी अभयानंद को लोग पुलिस के आला हाकिम से ज्यादा सुपर थर्टी के पुरोधा के रूप में ज्यादा जानते हैं। बुधवार की शाम वे बिहार के पुलिस महकमे की कमान संभाल लेंगे। लेकिन पढ़ाने से किनारा नहीं करेंगे। पटना में 'रहमानी सुपर थर्टी' समेत देश के आधा दर्जन जगहों पर उनके मेंटरशिप में सुपर थर्टी के केंद्र चल रहे हैं।

'दैनिक भास्कर' के साथ खास बातचीत में अभयानंद ने कहा, 'हर आदमी का व्यक्तिगत समय होता है। मैं उसका उपयोग पढ़ाने में करूंगा। मेरे पास दूसरा कोई निजी काम नहीं है। बच्चे बाहर सेटल्ड हैं। पत्नी डॉक्टरी पेशे में हैं।'

अभयानंद के पिता आईपीएस थे। रिटायर होने के बाद वकालत भी किया। बकौल नए डीजीपी उनके पिता जगदानंद ने उनसे कभी पुलिसिंग डिस्कस नहीं किया। घर में वे सिर्फ परिवार-समाज की बातें करते थे। गौरतलब है कि जगदानंद वर्ष 1985-86 में राज्य के डीजीपी रहे थे। पुरानी यादों को ताजा कर अभयानंद ने बताया कि जब आईपीएस की ट्रेनिंग के बाद उन्हें रांची के तत्कालीन एसएसपी ने कहीं रेड कंडक्ट करने के लिए कहा तो वे समझ नहीं सके।

इसके बारे में जब उन्होंने अपने पिता से पूछा तो दो टूक जवाब मिला, 'अपनी बुद्धि से आईपीएस बने हो, तो अपनी बुद्धि से समझो।' लेकिन वही पिता जब रिटायरमेंट के बाद वकालत करने लगे तो उन्होंने अभयानंद को एडीजी (मुख्यालय) रहते स्पीडी ट्रायल की गुत्थी सुलझाई।
पुलिस महकमे में काम आई फिजिक्स की पढाई

पटना के साइंस कॉलेज से फिजिक्स आनर्स अभयानंद को यह विषय पुलिस महकमे में काम आया। उनके शब्दों में, 'इससे लॉजिक बहुत स्ट्रांग हो जाता है। फिजिक्स के सिद्धांतों को प्रॉब्लम्स के जरिए ज्यादा बेहतर समझा जा सकता है। इसी तरह पुलिसिंग में भी कानून के सिद्धांतों को प्रैक्टिकल कर उन्हें प्रासंगिक बनाया जा सकता है।'

सिंहेश्वर स्थान से मिलती है आध्यात्मिक प्रेरणा

मधेपुरा जिले के सिंहेश्वर स्थान महादेव मंदिर से नए डीजीपी को आध्यात्मिक प्रेरणा मिलती है। वहीं पूजा करने के बाद उन्होंने यूपीएससी की परीक्षा और साक्षात्कार में सफलता पाई तो फिर प्रशिक्षण पूरी करने के बाद अनायास ही उनके पैर मंदिर तक चले गए। फिर तो शादी और बच्चे होने के बाद से लेकर अब डीजीपी की अधिसूचना जारी होने तक हर मुकाम पर उन्होंने मंदिर में मत्था टेका। सहरसा से अलग हो मधेपुरा के जिला बनने के बाद अभयानंद वहां के पहले एसपी बने थे।

पटना के साइंस कॉलेज से फिजिक्स आनर्स अभयानंद को यह विषय पुलिस महकमे में काम आया। उनके शब्दों में, 'इससे लॉजिक बहुत स्ट्रांग हो जाता है। फिजिक्स के सिद्धांतों को प्रॉब्लम्स के जरिए ज्यादा बेहतर समझा जा सकता है। इसी तरह पुलिसिंग में भी कानून के सिद्धांतों को प्रैक्टिकल कर उन्हें प्रासंगिक बनाया जा सकता है।'

एसएसपी ने कहा रेड मारो, समझ में नहीं आई बात

अभयानंद के पिता आईपीएस थे। रिटायर होने के बाद वकालत भी किया। बकौल नए डीजीपी उनके पिता जगदानंद ने उनसे कभी पुलिसिंग डिस्कस नहीं किया। घर में वे सिर्फ परिवार-समाज की बातें करते थे। पुरानी यादों को ताजा कर अभयानंद ने बताया कि जब आईपीएस की ट्रेनिंग के बाद उन्हें रांची के तत्कालीन एसएसपी ने कहीं रेड कंडक्ट करने के लिए कहा तो वे समझ नहीं सके।

इसके बारे में जब उन्होंने अपने पिता से पूछा तो दो टूक जवाब मिला, 'अपनी बुद्धि से आईपीएस बने हो, तो अपनी बुद्धि से समझो।' लेकिन वही पिता जब रिटायरमेंट के बाद वकालत करने लगे तो उन्होंने अभयानंद को एडीजी (मुख्यालय) रहते स्पीडी ट्रायल की गुत्थी सुलझाई। गौरतलब है कि जगदानंद वर्ष 1985-86 में राज्य के डीजीपी रहे थे।

सिंहेश्वर स्थान से मिलती है आध्यात्मिक प्रेरणा

मधेपुरा जिले के सिंहेश्वर स्थान महादेव मंदिर से नए डीजीपी को आध्यात्मिक प्रेरणा मिलती है। वहीं पूजा करने के बाद उन्होंने यूपीएससी की परीक्षा और साक्षात्कार में सफलता पाई तो फिर प्रशिक्षण पूरी करने के बाद अनायास ही उनके पैर मंदिर तक चले गए। फिर तो शादी और बच्चे होने के बाद से लेकर अब डीजीपी की अधिसूचना जारी होने तक हर मुकाम पर उन्होंने मंदिर में मत्था टेका। सहरसा से अलग हो मधेपुरा के जिला बनने के बाद अभयानंद वहां के पहले एसपी बने थे।

Punjab Police: Chandigarh Police: एक शिकायत से बढ़ा पुलिस की गाड़ियों का माइलेज

चंडीगढ़. पुलिस विभाग की 123 जिप्सियों और 183 मोटरसाइकिलों की माइलेज अचानक बढ़ गई है। जो जिप्सियां एक लीटर पेट्रोल में 9-10 किलोमीटर दौड़ रही थीं, वह अब 13 किलोमीटर दौड़ रही हैं। इसी तरह मोटरसाइकिल अब एक लीटर पेट्रोल में 34 किलोमीटर की जगह 40 किलोमीटर तक जा रही हैं।

ऐसा नहीं है कि पुलिस विभाग ने अपनी जिप्सियों और मोटरसाइकिलों की सर्विस या रिपेयर कराया हो। माइलेज में बढ़ोतरी हुई है सिर्फ एक शिकायत से। पुलिस अब इसकी जांच कर रही है, लेकिन यह सवाल अब भी बरकरार है कि इतने सालों तक एमटी सेक्शन की नजर इस पर क्यों नहीं पड़ी।

शिकायत- बेचा जा रहा है सरकारी गाड़ियों का तेल

पुलिस लाइन के एक कांस्टेबल ने होम सेक्रेटरी को शिकायत दी थी कि सरकारी गाड़ियों से पेट्रोल और डीजल निकालकर बेचा जा रहा है। सरकारी ड्राइवरों ने कागजों में गाड़ियों की माइलेज कम करवा रखी है। इसके साथ ही कांस्टेबल ने कुछ तथ्य भी पेश किए थे। इसके बाद होम सेक्रेटरी ने आईजी प्रदीप श्रीवास्तव को जांच के लिए लिखा। आईजी ने तत्कालीन एसपी ट्रैफिक दून की अध्यक्षता में एक कमेटी तैयार की। कमेटी में डीएसपी जगबीर सिंह और सीटीयू स्टाफ के कर्मियों को शामिल किया गया।

80 जिप्सियों, 50 मोटरसाइकिल ने दिया टेस्ट

पुलिस फाइल के अनुसार उनकी सरकारी जिप्सियां 9 से 10 किलोमीटर प्रति लीटर की माइलेज देती थीं। इन जिप्सियों में हमेशा 9 किलोमीटर प्रति लीटर के हिसाब से तेल डाला जाता था। जांच कर रही टीम ने पुलिस लाइन में करीब 80 जिप्सियों और 50 मोटरसाइकिलों को बुलाकर जांच करवाई। जांच से पहले इन जिप्सियों की न तो रिपेयर हुई और न ही कोई सर्विस।

टीम ने इन जिप्सियों में तेल डालकर उन्हें दौड़ाया तो सभी जिप्सियां एकाएक 13 किलोमीटर प्रति लीटर तक एवरेज देने लगीं। अब पिछले दो महीने से सभी सरकारी जिप्सियों में 12 किलोमीटर प्रति लीटर के हिसाब से पेट्रोल डाला जा रहा है। इसी तरह जांच टीम ने जब मोटरसाइकिलों को दौड़ाया तो अब तक 34 किलोमीटर प्रति लीटर की माइलेज देने वाली मोटरसाइकिलें सीधे 40 किलोमीटर प्रति लीटर की माइलेज देने लगीं।

बचने लगा 5 लाख का तेल

सूत्रों के मुताबिक एक शिकायत के आधार पर हुए इस खुलासे के बाद पुलिस के वाहनों की सिर्फ माइलेज ही नहीं बढ़ी, अब तेल बचना भी शुरू हो गया है। एमटी सेक्शन के रिकॉर्ड के मुताबिक अब करीब 4 से 5 लाख की कीमत का तेल हर महीने बच रहा है। चंडीगढ़ पुलिस के पास 400 सरकारी वाहन हैं, जो अब कम तेल में ज्यादा दूरी तय कर रही हैं। हालांकि पिछली गड़बड़ी का कोई हिसाब किताब नहीं है।

हां शिकायत आई थी और जांच की गई। जिप्सियों और मोटरसाइकिल की माइलेज में बढ़ोतरी पाई गई है। जिप्सियां अब 13 और मोटरसाइकिल 40 का माइलेज दे रही हैं। कुछ ड्राइवरों ने इस पर आपत्ति की थी, जांच चल रही है।

Himachal Police: Shimla Traffic: डीएसपी ट्रैफिक का कहना चालान के बाद भी बाज नहीं आते लोग

जागरण प्रतिनिधि, शिमला : शिमला शहर में जाम का बड़ा कारण व्यापारियों का लापरवाह रवैया भी है। कारोबारी शहर के व्यस्त मार्गो पर सामान की लोडिंग और अनलोडिंग करवाते हैं, जिससे लंबा ट्रैफिक जाम लगा रहता है।
आलम यह है कि पुलिस द्वारा उक्त गाड़ियों के चालान काटने के बाद भी यह अपनी हरकतों से बाज नहीं आते हैं और एक व्यक्ति की गलती का खामियाजा शहर के सैकड़ों लोगों को उठाना पड़ता है। लक्कड़ बाजार संजौली मार्ग पर भी लकड़ी बेचने का काम करने वाले व्यापारियों की मनमानी से यहां हर समय जाम की स्थिति बनी रहती है। यह मार्ग पहले ही काफी संकरा है, जबकि यहां से वाहनों की आवाजाही काफी अधिक है। इसके बावजूद उक्त कारोबारी सड़क के किनारे पिकअप गाड़ी खड़ी करके लकड़ी भरने का काम करवाता है। सोमवार को भी इसी तरह से दोपहर एक पिकअप गाड़ी में सामान भरा जा रहा था और पूरे मार्ग में हजारों लोग जाम में फंसे हुए थे। मगर फिर भी कारोबारी को सिर्फ अपने काम से ही मतलब था।

यह कोई एक मामला नहीं है, जब कोई कारोबारी सड़क के बाहर सामान उतारने और चढ़ाने के लिए ट्रैफिक व्यवस्था को नुकसान नहीं पहुंचता। शहर में जगह जगह पर सामान की लोडिंग-ओवरलोडिंग से शहर की यातायात-व्यवस्था बुरी तरह से प्रभावित होती है। इसी वजह से लोगों को सुबह और शाम लंबे ट्रैफिक जाम में फंसना पड़ता है। लोगों की मानें तो तंग सड़कों पर लोगों द्वारा अधिक अवैध रूप से पार्किंग की जाती है, जिससे यह स्थिति बनी हुई है। खलीनी में एक निजी स्कूल के बाहर भी दोनों तरफ वाहनों की कतारें लगी रहती हैं और इसी वजह से यहां हर रोज सैकड़ों स्कूली बच्चे जाम में फंसे रहते हैं। अभिभावकों की लंबे समय से शिकायत रहती है कि यहां पर वाहनों की अवैध पार्किंग को खत्म किया जाए, जिससे की लोगों को हर रोज सुबह बच्चे स्कूल छोड़ने में दिक्कतें न आए। इसके साथ ही सेंट एडवर्ड स्कूल के बाहर भी वाहनों की बेतरतीब पार्किंग से इस मार्ग पर वाहनों की आवाजाही बुरी तरह से प्रभावित होती है।
डीएसपी ट्रैफिक पुनीत रघु का कहना है कि ऐसे वाहनों के समय समय पर चालान किए जाते हैं। मगर इसके बावजूद कारोबारी अपनी हरकतों से बाज नहीं आते। उनके मुताबिक आगे भी ऐसे वाहन चालकों के खिलाफ कड़ी कार्रवाई अमल में लाई जाएगी।

Punjab Police: लुधियाना रिटेल केमिस्ट एसोसिएशन का आरोप, सादी वर्दी में पुलिसवाले वसूलकर ले गए हजारों, सवाल ये है कि तुमने दिए क्यों ? ?

रिटेल केमिस्ट एसोसिएशन लुधियाना के पदाधिकारियों ने सोमवार को कोचर मार्केट चौकी तथा सीआईए कार्यालय के सामने प्रदर्शन किया। उनका आरोप था कि गत 15 दिनों से वीआईपी कार में सवार पुलिसकर्मी केमिस्टों को मामला दर्ज करने का डरावा देकर, रुपये ऐंठ रहे हैं। अब तक वह कई केमिस्टों से हजारों रुपये बटोर चुके हैं। उन्होंने आरोपी पुलिस कर्मियों के खिलाफ केस दर्ज करने की मांग की है।

एसोसिएशन के प्रधान अमनदीप आहुजा ने बताया कि गत 14 अगस्त को जवाहर नगर कैंप स्थित आरके मेडिकल दुकान पर कार सवार 4-5 लोग आए। उनमें से 4 सादी वर्दी में तथा एक वर्दीधारी हेड कांस्टेबल था। उन लोगों ने आते ही दुकानदार को यह कह कर धमकाना शुरू कर दिया कि वह नकली दवाएं बेचता है। मामला दर्ज न करने के लिए वह उससे 25 हजार रुपये ले गए। उसके बाद जवाहर नगर स्थित बजाज मेडिकल से 50 हजार रुपये ले गए। कुछ दिनों बाद माडल ग्राम रोड स्थित अतुल मेडिकल हाल से 15 हजार रुपये, लाजपत नगर स्थित नवीन मेडिकल हाल से 20 हजार रुपये ले गए। इस बात का पता चलते ही सोमवार को एसोसिएशन ने दुकानें बंद कर विरोध प्रदर्शन शुरू कर दिया। वह लोग एडीसीपी-क्राइम से मिलने के लिए गए थे, मगर उनसे मुलाकात नहीं हो सकी। इस संबंध में डीसीपी आशीष चौधरी ने कहा यदि ऐसा हो रहा है तो मामला गंभीर है। इससे पहले यह मामला उनकी जानकारी में नहीं था। वह इसके बारे में जांच करवा कर आरोपियों के खिलाफ कड़ी कार्रवाई करवाएंगे।

Delhi Police: शराब पीकर उत्पात करते हब्शियों को रोका तो पुलिस पार्टी पर ही कर दिया हमला

नई दिल्ली, जागरण संवाददाता : ईस्ट ऑफ कैलाश में आठ-दस नाइजीरियाई युवकों ने देर रात शराब पीकर जमकर उत्पात मचाया। मना करने पर पुलिस को भी नहीं बख्शा। पीसीआर जिप्सी के शीशे तोड़ दिए। एएसआइ को जमीन पर गिराकर लात-घूसों से पीटा। हमलावरों ने उसका हाथ तोड़ दिया और वर्दी भी फाड़ दी। उत्पाती युवकों के सामने तीन पीसीआर जिप्सियों पर तैनात पुलिस कर्मी बेबस नजर आए। वे हमलावरों को काबू करने के बजाय भाग खड़े हुए। बाद में और पुलिस बल मौके पर पहुंचा व तीन आरोपियों को दबोच लिया। उनके आधा दर्जन से अधिक साथी फरार हो गए। अमर कालोनी थाना पुलिस ने मामला दर्ज कर तीनों को गिरफ्तार कर जेल भेज दिया है।

ईस्ट ऑफ कैलाश के अमृतपुरी ए ब्लाक में चौथी मंजिल पर जेन पॉल, शीटा पेरेज व एंडे सकाडी रहते हैं। तीनों नाइजीरिया के कागो के रहने वाले हैं। रविवार रात तीनों घर पर शराब पीकर आपस में झगड़ने लगे। शोर-शराबे से तंग आकर तीसरी मंजिल पर रहने वाले संजय सप्रा ने पुलिस कंट्रोल रूम को सूचना दे दी। पीसीआर जिप्सी मौके पर पहुंची तो तीनों युवक पुलिस कर्मियों से गाली-गलौज करने लगे। जेन पॉल ने पत्थर मारकर जिप्सी के शीशे तोड़ दिए। हमला होता देख एएसआइ जगत सिंह जिप्सी लेकर वहां से भागे और राजा धीर सिंह मार्ग पर आ गए। उन्होंने पुलिस कंट्रोल रूम को सूचना देकर और पुलिस कर्मी मौके पर भेजने की बात कही। कुछ ही देर में वहां दो और पीसीआर जिप्सी पहुंच गई। उसी समय पीछे से आठ-नौ नाइजीरियाई युवक भी हाथों में पत्थर लिए वहां पहुंच गए। उन्होंने एक जिप्सी को घेर कर उसमें बैठे एएसआइ सुमेर सिंह को पकड़ लिया और बाहर निकालकर जमीन पर लिटा लात-घूसों से पीटना शुरू कर दिया। इससे एएसआइ का दाहिना हाथ टूट गया। हमलावरों के हावी होने पर दो अन्य पीसीआर जिप्सियों पर तैनात पुलिसकर्मी वहां से हटने लगे। इतने में ही वहां थाने से अतिरिक्त पुलिसकर्मी पहुंच गए। पुलिसकर्मियों की संख्या बढ़ने पर हमलावर भागने लगे। पुलिस ने दौड़ाकर जेन पॉल, शीटी पेरेज व एंडे सकाडी को दबोच लिया।

MP Police: Bhopal: निजी बस संचालकों पर पुलिस की लगाम, ड्राइवरों, कंडक्टरों और क्लीनरों का सत्यापन करेगी मप्र पुलिस,

भोपाल, जागरण संवाददाता। मुख्यमंत्री शिवराज सिंह चौहान ने कहा है कि पुलिस द्वारा निजी बस के ड्राइवरों, कंडक्टरों और क्लीनरों का सत्यापन किया जाए। किसी भी स्थिति में आपराधिक पृष्ठभूमि और प्रवृत्ति वाले व्यक्तियों को बस संचालन में नहीं रहना चाहिए। उन्होंने पुलिस अधिकारियों को इस संबंध में प्रभावी कार्रवाई के निर्देश दिए।

मुख्यमंत्री रीवा, बैतूल और बुरहानपुर कलेक्टर तथा वरिष्ठ पुलिस अधिकारियों से वीडियो कांफ्रेंस कर रहे थे। वीडियो कांफ्रेंस में मुख्यमंत्री ने रीवा संभाग के आयुक्त जी.आर. मीणा, कलेक्टर रीवा एस.एन. रूपला, बैतूल कलेक्टर चन्द्रशेखर बोरकर और बुरहानपुर कलेक्टर रेणु पंत से चर्चा कर उनके क्षेत्रातंर्गत आगामी त्यौहारों की प्रशासनिक तैयारियों, कानून-व्यवस्था की स्थिति, फसलों की स्थिति, मानव और पशुओं में मौसमी बीमारियों की स्थिति, जन-सुनवाई व्यवस्था, सार्वजनिक वितरण प्रणाली और गणवेश, साइकिल वितरण, महात्मा गाधी नरेगा योजना, कलेक्टर द्वारा रात्रि विश्राम आदि के संबंध में चर्चा की।
मुख्यमंत्री ने कहा कि शासन द्वारा दी जाने वाली सुविधाओं, सहायता और सेवा देने के कार्य में किसी प्रकार का लेन-देन नहीं होने पाये। उन्होंने कहा कि रिश्वतखोरी की सूचना और गड़बड़ी पर कठोर कार्रवाई हो। रिश्वतखोर के साथ कोई दया-माया नहीं की जाय।
चौहान ने अधिकारियों से जिले में शासकीय कार्यक्त्रमों के तहत अधूरे निर्माण कायरें की जानकारी ली। उन्होंने छात्रों को जाति प्रमाण-पत्र प्राप्त करने में कोई दिक्कत नहीं हो, इसे सुनिश्चित करने के निर्देश दिए। उन्होंने मध्यान्ह भोजन योजना में खाना बनाने वाले को पारिश्रमिक भुगतान संबंधी व्यवस्थाओं की भी समीक्षा की।
मुख्यमंत्री को कलेक्टर बैतूल ने बताया कि वे क्षेत्र का सघन भ्रमण कर रहे हैं। गांवों पर उनका विशेष फोकस है। रीवा कलेक्टर ने बताया कि उन्होंने विकासखंड एवं तहसील मुख्यालयों में रात्रि विश्राम किया है। शीघ्र ही गांवों में भी रात्रि विश्राम करेंगे।

Delhi Police: Police Suicide: बिरादरी और प्रेम में परेशान पुलिस कांस्टेबल ने खुद को गोली मारी, हालत नाजुक

मयूर विहार । पूर्वी दिल्ली के मयूर विहार थाने में तैनात कांस्टेबल दिनेश मीणा (२६) ने शनिवार दोपहर खुद को गोली मार ली। घायल कांस्टेबल को लाल बहादुर शास्त्री अस्पताल ले जाया गया जहां से उसे मैक्स बालाजी अस्पताल में रेफर कर दिया गया। पुलिस को मौके से दो पन्नों का एक स्युसाइड नोट भी बरामद हुआ हैं, जिसमें उसने इस घटना के लिए खुद को जिम्मेदार ठहराया है। सूत्रों का कहना है कि दिनेश को घर जाने के लिए छुट्टी नहीं मिल रही थी, जिसके चलते वह तनाव में था। इसके साथ ही बताया यह भी जाता है कि दिनेश राजस्थान में किसी दूसरी बिरादरी की लड़की से प्रेम करता है। लेकिन परिजन इनकी शादी के खिलाफ है। फिलहाल पुलिस मामले की तफ्तीश कर रही है।

पुलिस के अनुसारदिनेश कुमार मीणा वर्ष २००९ में दिल्ली पुलिस के भर्ती हुआ था। एक जनवरी २०१० को उसकी पोस्टिंग मयूर विहार थाने में हुई थी। दिनेश के पिता दीपचंद व परिवार के अन्य सदस्य राजस्थान में रहते है। दिनेश थाने में ही तीसरी मंजिल पर रहता है। शनिवार दोपहर करीब पौने एक बजे उसने अपनी सर्विस रिवाल्वर से खुद को गोली मार ली। गोली दिनेश के सीने में लगी थी। गोली की आवाज सुनकर थाने में मौजूद स्टाफ में हड़कंप मच गया। पुलिसकर्मियों ने आनन-फानन में खून से लथपथ उसे एलबीएस अस्पताल में भर्ती करवाया जहां से उसे मैक्स बालाजी अस्पताल में रेफर कर दिया गया। डाक्टरों ने ऑपरेशन कर उसकी गोली तो निकाल दी है लेकिन देर रात तक उसकी हालत नाजुक बनी हुई थी। पुलिस अधिकारियों का कहना है कि दिनेश के होश में आने पर ही मामले की तस्वीर साफ हो पाएगी।

Bihar Police: भागलपुर झंडापुर पुलिस चौकी के प्रभारी अवर निरीक्षक घूस के दस हजार लेते गिरफ्तार

बिहार के भागलपुर जिला के नौगछिया अनुमंडल अंतर्गत झंडापुर पुलिस चौकी के प्रभारी अवर निरीक्षक कैलाश पासवान को मंगलवार सुबह निगरानी अन्वेषण ब्यूरो की टीम ने एक व्यक्ति से घूस के तौर पर दस हजार रुपए लेते हुये रंगे हाथ गिरफ्तार कर लिया।

अपर पुलिस महानिरीक्षक (निगरानी) पी के ठाकुर ने बताया कि पासवान को महेश प्रसाद सिंह नामक एक व्यक्ति से उनके पक्ष में डायरी लिखने के एवज में उनसे घूस के तौर पर दस हजार रुपए लेते हुए गिरफ्तार किया गया।
गिरफ्तार अभियुक्त को पटना स्थित ब्यूरो मुख्यालय लाया जा रहा है जहां उनसे गहन पूछताछ किये जाने के बाद उन्हें विशेष न्यायालय के सामने पेश किया जायेगा

HR Police: ये दुनिया का कौन-सा आश्चर्य होगा, माइक वन बोले 12 घंटे से ज्यादा डयूटी नहीं करेंगे पुलिस वाले

बहादुरगढ़। लॉ एंड ऑर्डर को मेनटेन रखने वाले पीसीआर एवं राइडर स्टाफ की भविष्य में रैंडम ड्यूटियां लगा करेंगी। कोई भी कर्मचारी अब लगातार 12 घंटे से अधिक वक्त की निरंतर ड्यूटी नहीं करेगा। ऐसा होने से जहां पुलिसकर्मीयों को शारीरिक व मानस्कि रूप से थकावट कम होगी वहीं उनकी कार्यकुशलता में भी इजाफा होगा।

अपनी कार्यप्रणाली में फेरबदल करने की जिला पुलिस अधीक्षक कार्यालय की ओर से इस नई पहल के सिलसिले में कड़े आदेश जारी कर दिए गए हैं और साथ ही पहले से पीसीआर एवं राइडर्स पर तैनात स्टाफ को भी पुलिस थानों में वापस बुला लिया गया है। इनकी जगह पर अब नए सिरे से थाने-चौकियों में से स्टाफ की ड्यूटियां लगाई जा रही हैं।

दो शिफ्टों में होगी स्टाफ की तैनाती

पुलिस अधीक्षक पी.आर. सिंह ने बताया कि यह आदेश तुरंत प्रभाव से लागू हो गए हैं। उन्होंने बताया कि जिला झज्जर में पीसीआर एवं राइडर्स पर अब दो शिफ्ट बनाकर स्टाफ की तैनाती की जा रही है। पहले जो कर्मचारी पीसीआर एवं राइडर्स पर तैनात किए गए थे उनको तुरंत प्रभाव से वापस थानों में पोस्टिंग दे दी गई है और उनकी जगह पीसीआर पर थाना वाइज एक-एक एनजीओ इंचार्ज, एक चालक एवं दो सशस्त्र पुलिस कर्मचारियों का स्टाफ पीसीआर पर नियुक्त किया जा रहा है।

इसी पैटर्न पर राइडर्स की भी ड्यूटियां तय हो रही हैं। उन्होंने बताया कि सभी पीसीआर एवं राइडर्स के लिए दो-दो शिफ्ट बनाई गई हैं। एक शिफ्ट सुबह 8 से लेकर शाम 8 बजे तक तैनात रहेगी जबकि दूसरी शिफ्ट रात के आठ से लेकर सुबह के आठ बजे तक तैनात रहेगी।

थाना एवं चौकी इंचार्ज की रहेगी जिम्मेवारी

एसपी श्री सिंह ने बताया कि सभी संबंधित थाना एवं चौकी इंचार्ज इसकी व्यवस्था करने के लिए जिम्मेवार होंगे और इस काम में जरा सी भी लापरवाही अगर कहीं मिली तो उसे हरगिज भी बर्दाश्त नहीं किया जाएगा। उन्होंने कहा कि शिफ्ट वाइज ड्यूटियां होने से कर्मचारियों से काम का दबाव भी कम होगा और उनको आराम का भी अवसर मिल पाएगा जिससे वे आराम के बाद फिर से पूरी तरह तरोताजा एवं चुस्त-दुरूस्त होकर अपने कर्तव्य का पालन सही ढंग से कर सकेंगे।

उन्होंने कहा कि अकसर देखने को मिलता था कि पीसीआर एवं राइडर्स पर अनेक कर्मचारियों की निरंतर ड्यूटी बनी रहती थी और लंबे समय से वे वहीं पर जमे थे। ऐसे कर्मचारियों को भी अब थाने-चौकियों में तैनाती दी गई है ताकि वाहन चालकों आदि से किसी भी किस्म की वसूली या सांठगांठ जैसी किसी भी संभावनाओं को भी सिरे से ही समाप्त किया जा सके।

नई दिल्ली। जब ट्रेन में सांसद की जेब कटने लगे तो आम आदमी का क्या हाल होगा। हैरतअंगेज तो यह है कि सांसद कह रहे हैं कि रिपोर्ट लिखाने गए तो पुलिस का व्यवहार सही नहीं था। इससे कोई भी सोच सकता है आम आदमी कैसे जीता है।

लोकसभा में नालंदा के जेडीयू सांसद कौशलेंद्र कुमार रविवार को दो अन्य सांसदों निर्दलीय ओम प्रकाश यादव और कांग्रेस के गोपाल सिंह शेखावत के साथ अजमेर शरीफ गए थे। सोमवार सुबह वह अहमदाबाद-हरिद्वार एक्सप्रेस से दिल्ली लौट रहे थे। पुरानी दिल्ली स्टेशन से पहले पुलबंगश के पास ट्रेन की रफ्तार कुछ कम थी। तीनों सांसद प्रथम श्रेणी डिब्बे के गेट पर खड़े थे।

तभी कुछ लड़के डिब्बे में घुसने की कोशिश करने लगे जिस पर कौशलेंद्र कुमार ने आपत्ति की। पलक झपकते ही एक लड़के ने कुमार के कुर्ते की जेब पर हाथ मारा और जेब में जो भी था उसे ले चंपत हो गया। कुमार के मुताबिक उस जेब में उनके पर्स के साथ लोकसभा सांसद का पहचान पत्र भी था। साथ ही पर्स में क्रेडिट कार्ड और करीब छह हजार रुपये थे।

उन्होंने इसकी शिकायत बोगी में तैनात रेलवे कर्मचारी से की। इसके बाद रेलवे पुलिस को लिखित शिकायत की। पुलिस ने सांसद की शिकायत पर सराय रोहिल्ला रेलवे स्टेशन जीआरपी में मामला दर्ज कर जांच शुरू कर दी है। कुमार, यादव और शेखावत ने आरोप लगाया कि यह रेलवे पुलिस और झपटमारों की मिलीभगत से हो रहा है और आम लोग इसके शिकार हो रहे हैं। इस पर रेल मंत्रालय को फौरन कार्रवाई करनी चाहिए। कौशलेंद्र कुमार के मुताबिक जब वे रिपोर्ट दर्ज कराने गए तो पुलिस ने उन्हें सहयोग नहीं कर रही थी।

Police Policy: Traffic Police: the Madras High Court Bench ruled, “FIR sufficient to suspend driving licence”

Mere registration of a First Information Report (FIR) by the police in a road accident case is sufficient to disqualify the driver involved from holding the driving licence for a specific period. It is not necessary on the part of Regional Transport Officer (RTO) concerned to wait until the guilt was proved in a court of law, the Madras High Court Bench here has ruled.

Justice S. Manikumar passed the ruling while dismissing a writ petition filed by S. Govindarasu of Thanjavur. The petitioner had claimed that the RTO had no authority to suspend his driving licence until he was found guilty by a court of law. He also contended that the FIR was only a document enabling the police authorities to investigate into a crime and so it does not have any evidentiary value.

Disagreeing with the petitioner, the judge said: “No doubt, FIR is a document which sets the criminal law in motion for proceeding against the offender under the penal laws or under the penal provision of the Motor Vehicles Act. Yet, the same can be taken note of by the licensing authority for exercising powers under the Motor Vehicles Act and place restrictions on driving.”

On the other contention of the petitioner that the RTOs must conduct a detailed enquiry before suspending the driving licences, the judge said that permitting such an enquiry might lead to a disastrous consequence whereby the RTO might give a contrary finding to that of a court of law.

“The licensing authority cannot be allowed to usurp the powers of the court to record a finding regarding the guilt,” he added.

Mr. Justice Manikumar also stated that the provisions of the Motor Vehicles Act do not contemplate a regular enquiry, as that of a departmental enquiry, before suspending a driving licence. The Act only provides for giving an opportunity to the licence holder to explain his stand.

Therefore, “when the legislature has prescribed a procedure for suspension, courts cannot add or import new procedures,” he said.

The judge differed with a Division Bench judgment in P. Sethuraman Vs. The Licensing Authority (2010) wherein the court quashed an RTO's order suspending the driving licence of an individual. He pointed out that the Division Bench had not dealt with Section 19 (2) of the Motor Vehicles Act which empowers the licensing authority to order surrender of the driving licence.

Stating that public interest is the predominant consideration while taking appropriate action against drivers accused of causing death due to their rash and negligent driving, the judge recalled that the Supreme Court in Gauri Shankar Gaur Vs. State of Uttar Pradesh (1994) had said: “The courts have a duty to construe the provisions of a statute to facilitate the day-to-day working of the statute to serve the public interest.”

It was a day of big wins at the IOB-CHA senior division hockey league, as IOB thrashed SAI ‘B' 8-1 while TN Police put nine across Chennai Port Trust without reply, at the Mayor Radhakrishnan Stadium on Monday.

TN Police opened the scoring fairly early on, with Mohan converting a penalty corner in the third minute. A few minutes later, Krishna Kumar was left with a tap-in as CPT's defence failed to cope with TN Police's slick passing. Sudharsan got his name on the score sheet in the 19th minute to put his side up 3-0.

Kandha Guru added another and with Sudharsan and Irudhaya Raj also finding the net, Police went into half-time leading 6-0.

Police made a few changes at half-time but continued to look going forward, with Gokul, who was impressive through the second period, adding to CPT's misery minutes after the restart. Kandha Guru and Krishna Kumar registered their second goals of the match to complete the 9-0 rout.

TN Police: Chennai Police: Chennai City Traffic Police has been dabbling with quite a few transparency initiatives

The Chennai City Traffic Police has been dabbling with quite a few transparency initiatives of late, ranging from the reactivation of a dormant Facebook account to the launch of an SMS facility that provides real-time traffic alerts. Yet, day-to-day policing continues to involve only minimal public participation.

There is also an apparent disconnect between public expectations, in certain localities, and enforcement measures undertaken by the police. For example, while noise pollution, vehicular emission and dazzling headlights affect a majority of road users, those offences account for less than two per cent of the total cases booked by CCTP every year.

Additional Commissioner of Police (Traffic) Sanjay Arora says that there is a need for an open debate on what exactly amounts to good policing. “Should citizens be allowed to set enforcement targets and evaluate outcomes? I am not sure about the answer to that question, but we are willing to explore the possibility of a performance appraisal mechanism,” he says.

Number of accidents

M.K. Subramanian, secretary, Automobile Association of South India, says that the number of accidents in each jurisdiction is one obvious performance index. “There must also be more focussed enforcement of specific offences, such as over-speeding, rash driving and wrongful overtaking, which directly contribute to accidents. Ultimately, the effectiveness of the traffic police comes down to the number of accidents that they are able to prevent.”

But should CCTP really prioritise the enforcement of certain types of offences over others? The Hyderabad traffic police department has taken an interesting approach to this problem. The Andhra Pradesh Motor Vehicle Act was amended last week to increase the fine on traffic offences that “endanger the lives of others”.

Jumping signals, for example, invites a fine of Rs.500. The minimum fine amount has also been raised to Rs.200 to bring in effective deterrence. The amendment states that fine amounts are as high as Rs.10,000 for a single violation in countries such as the U.S.

Mr.Subramanian says that the number of personnel diverted for VIP duty or for managing events must be posted in a public forum every day to evaluate the impact on enforcement. “Senior officers must also undertake regular surprise inspections in their personal vehicles. Since many constables just stand in the shade unmindful of what goes on in the road, the number of man-hours deployed has become an unreliable performance indicator,” he adds.

Road behaviour

Ravi Damodaran of the Citizens for Safe Roads (CSR) Campaign says that while the traffic police keep reporting an increase in the number of cases booked and fines collected, road behaviour has only become worse. “Looking at such statistics in isolation is an extremely myopic view of a department's performance. There has to be a social audit to see whether violations have come down.”

He also suggests a participatory approach to evolve neighbourhood-level traffic management solutions, such as the model which has been adopted on Haddows Road. Though the police provided demarcated parking zones on the road, it is usually the residents who enforce it.

Minister for Home and Transport R. Ashok said on Monday that work on repair and maintenance of the police quarters that are old and leaking will commence shortly.

He also said that new residential complexes will be built near the police stations to help the personnel work efficiently.

After inaugurating the fire station unit and residential complex, built at a cost of Rs. 2.06 crore at Tiptur in the district, he said the Fire and Emergency Services Department should create awareness in the villages on how to prevent and extinguish fire.

People should not have to wait for the fire tenders to arrive in the instance of a fire. They should know the drill so that they can cope until help arrives, he said.

Earlier, the Minister inaugurated a bus-stand at Nonavinakere built at a cost of Rs. 45 lakh.

A single mine operator, Karapadi Mahesh, whose name figures prominently in the Lokayukta's final report, paid bribes amounting to Rs. 2.27 crore to 617 government officials. This is revealed in Book 14 of the detailed report, which was the basis of the Lokayukta's findings. The 89-page document reveals that the first bribes were paid in June 2007 — Rs. 5 lakh to the Assistant Conservator of Forests and Rs. 20,000 to the “C F Office”.

The 617 persons named in their official capacity are from every department that had some responsibility of oversight related to mining activities. The usual suspects — officials from various levels of the police department, the RTO, the Forest Department, Mines and Geology — are all there in the report. A significant entry in the list is that of “Muniram Lokayukta Hospet,” who was found to have received a bribe of Rs. 18.5 lakh from Karaupdi Mahesh between November and December 2009. The biggest amounts in the list were to “Bijapur kane” (Rs. 13.72 lakh), “Bijapur & Bagalkot & Belgaum Line (Rs. 5.37 lakh and Rs. 3 lakh listed separately), and an Additional SP (Rs. 4.2 lakh paid between December 2009 and Febriary 2010)). The report points out that some of the entries in the list were paid by the Associated Mining Company, a company that was closely associated with the former Tourism Minister G. Janardhan Reddy.

The report of the investigating team pertaining to this single mine owner unveils the “unholy nexus of bribing” in several districts of the State “all along the roads from Bellary to Krishnapatnam.” The bribes were paid in return for a range of favours — not checking overloading, trip sheets, way permits, for allowing removal of ore beyond the permitted quantity, evasion of royalty payments and other State taxes. The individuals who received the bribes from all levels of the government machinery.

The same report also provides a detail account of the manner in which Karapadi Mahesh, Govind (Govindanna) and their associates were paid “risk” money by entities purchasing the illegally mined ore.

The report notes that the investigation, which began at Belekeri port in February 2010, “was a turning point.” The payments of “risk” money received by Karapadi Mahesh and his associates is enumerated in a list of 382 instances. In all, they were paid Rs. 40.93 crore by those who bought the illegally extracted and transported ore. A third table in this section of the report lists 93 trading entities that engaged in illegal trade with Karapadi Mahesh and his associates amounting to Rs. 62.92 crore.

KN Police: Banglore Police: wife shot herself with his service pistol, now Police Inspector to face departmental enquiry

A departmental inquiry is being contemplated by the East Division police against the Commercial Street Police Inspector Sudarshan, whose wife shot herself to death with his service pistol here on Sunday.

Mr. Sudarshan's wife, Shubha (36), ended her life at their house in Gururaja Layout near Banashankari.

“An officer is not supposed to allow [others] to use his service weapon. The police manual states the officer should take care of his weapon. Also, the manual warns of action if anyone misuses it,” an East Division police official said.

According to another official, a police inspector is given a maximum of 30 bullets at a time, and it is his responsibility to manage the weapon and bullets safely.

Deputy Commissioner of Police (South Division) Sonia Narang said: “It was a case of suicide. Ballistic experts of the Forensic Science Department conducted an inquiry on Sunday. The police is expecting their report.” She, however, added that the South Division would send a report on the death to the East Division.

Even as the G.T. Nanavati-Akshay Mehta judicial inquiry commission probing the 2002 Gujarat communal riots hinted that Chief Minister Narendra Modi could be summoned for cross-examination, two senior government officials testified before it on Monday denying that Mr. Modi issued any “specific instructions” to the police in handling the riots.

The then Home Secretary, K. Nityanandam, and the then Additional Principal Secretary to the Chief Minister, Anil Mukim, also contradicted IPS officer Sanjiv Bhatt's claim that he was “present” at a meeting convened by Mr. Modi at his residence on the night of February 27, 2002, in which the Chief Minister reportedly “instructed” the police officers to go soft on Hindu rioters.

“I am not aware of Mr. Modi having issued any such instructions,” Mr. Mukim said. Mr. Nityanandam maintained that the Chief Minister did not issue any “specific instructions” to the police but only “discussed” about the prevailing law and order situation in the light of the “Gujarat bandh” called for the next day.

Both Mr. Mukim and Mr. Nityanandam, who testified before the Commission separately, gave almost identical list of the officials present at the February 27 meeting. According to them, the only officials present at the meeting were the then acting Chief Secretary, Suvarnakanta Verma; Additional Chief Secretary (Home) Ashok Narayan; the then Principal Secretary to the Chief Minister, P.K. Mishra; the then Director-General of Police, K. Chakravarthi; and the then Ahmedabad Police Commissioner, P.C. Pande.

Mr. Mukim said he was “briefly” present at the meeting at the beginning but left later. Mr. Nityanandam said “some officials of the CMO” kept “coming and going” from the meeting and “there was none else present.” He said neither the then Minister of State for Home, Gordhan Jhadaphia, nor the then Joint Secretary (Home) Prakash Shah, was present at the meeting. Also no member of the then Modi Cabinet was present.

“KNEW BHATT BY FACE”

To a question by Congress' counsel Hiralal Gupta, Mr. Mukim said he never had any interaction with Mr. Bhatt but “knew” him “by face.”

Both Mr. Mukim and Mr. Nityanandam said they were not aware if any minutes of the meeting had been kept, and if so by whom, but insisted that they were not asked to sign any paper to indicate their presence in the meeting. “No such procedure was followed for such meetings then,” Mr. Nityanandam said.

When advocate for riots victims Mukul Sinha asked Mr. Nityanandam why was he called for the meeting as the Home Secretary he was not in charge of law and order, he said it was for Mr. Ashok Narayan to decide. “I was telephonically told by Mr. Narayan in my office to attend the meeting, and I attended,” he said.

Later Justice Nanavati, talking to Dr. Sinha and other advocates, dropped a broad hint about the possibility of summoning Mr. Modi. Stating that he was keen on winding up the proceedings of the commission at the earliest, Justice Nanavati told Dr. Sinha: “Now only one witness remains to be summoned after the then Health Minister, I.K. Jadeja — Mr. Narendra Modi.” Mr. Jadeja is due to appear before the Commission on September 5.

Dr. Sinha had demanded summoning of Mr. Modi and senior police and administrative officials for cross-examination.

A petition seeking a direction to the Commission to summon Mr. Modi is pending before the Gujarat High Court.

INDORE: Police busted a fake currency racket and arrested a man with fake currency notes worth about Rs 1 lakh of different denominations. The accused has confessed that he along with an accomplice has already used Rs 2.5 lakh in the market.

According to the police the accused has confessed to having brought the fake currency note from Maharashtra.

Superintendent of Police (West) D Sreenivasa Verma said that the Crime branch DSP Jitendra Singh received information that a few people were selling fake currencies in exchange of lesser amount. Following the information he directed inspector Jayant Rathore and sub-inspector Manishrajsingh Bhadauria to investigate the case.

The investigating team found that one Naresh Pawar, who was earlier arrested for the same crime, was active again along with one of his friend named Bunti. The team contacted the duo posing as customers. The accused asked for Rs 40,000 in original currency in exchange for fake currency notes worth Rs 1 lakh. The crime branch team accepted the offer. Initially, the accused made the crime branch team to go from one place to another. At last they called the team at LIG crossing, where the team arrested the Bunti with a bag containing the fake currency. Naresh Kumar, however, managed to escape. The crime branch also recovered fake currency notes of Rs 1,000 and Rs 100 denominations from the residence of the accused in Nehru Nagar. Bunti has also been arrested earlier under Arms Act.

Delhi Police: Traffic police announce new speed limits for Delhi roads

In order to control the unregulated plying of vehicles on city roads, the Delhi Traffic Police has issued a notification to regulate their speed. New speed limits have been set for motor vehicles, including autorickshaws, on 25 roads across the state.

“Motor vehicles ply at a high speed on NCR roads, endangering the lives of motorists as well as other road users. Hence, it was necessary for us to regulate the speed of motor vehicles for their safety,” a senior traffic official said.

Speaking on the subject, Joint Commissioner of Police (Traffic) Satyendra Garg said, “We decrease or increase the speed limit in various areas, keeping in mind the traffic pattern and movement there. Congestion, number of accidents and nature of the area are a few of the factors that help us decide on the limit.”

In some areas, such as the NH-8 stretch from Gurgaon Road crossing to Delhi Gurgaon Border and the DND Flyover-Mayur Vihar Link Road, the speed limit for regular vehicles has been reduced from 80 kmph to 70 kmph, and that for autorickshaws has been reduced to 40 kmph. In other places, such as NH-10 (Rohtak road), NH-I (from Singhu Border to Sanjay Gandhi Transport Nagar) and Ring Road (from Ashram Chowk to Azadpur Flyover via Dhaula Kuan), the speed limit has been increased from 50 kmph to 60 kmph. Inside all residential and commercial areas, the speed limit for cars, jeeps and two wheelers has been increased from 23 to 30 kmph, police said.

Gujrat Police: Ahmedabad Police: Ahmedabad traffic police on Facebook from today

AHMEDABAD: For all those Facebook aficionados who are trying to bring in some positive changes on city roads, here is a good news: today onwards, the daily live updates will be done by constables of city traffic police from 10 am to 2 pm and 4 pm to 6 pm everyday.

The social networking site users can post complaints about traffic jams, illegal parking in buildings and individual violation cases. The official note was posted on Monday by the administrators that two constables have been appointed to maintain Facebook traffic.

Nilesh Jajadiya, deputy commissioner of police (traffic), told TOI that the efforts have been well appreciated by citizens. "We are getting good response and we want to keep up the spirit. While we have started forwarding major complaints such as non-functional traffic signals and basement encroachments to civic authorities, we will be able to handle individual complaints in a month's time after a linking system with RTO gets functional," he said.

Talking about the system, the traffic police officials said that a database of the complaints will be made along with photographic or video evidences from the site. The database will then be compared with the existing RTO registrations to identify the vehicle owners and address. The challan then can be sent directly to the offender. While the primary testing will take place earlier next month, the officials are hopeful of its implementation soon.

The Facebook message states that three complaints, posted by the users, were forwarded to concerned police inspectors and assistant commissioners of police (traffic). The complaints where the users posted photos of policemen flouting traffic rules will be supervised by deputy commissioner of police. The register is also maintained about the complaints coming in.

The interaction has started on the site as when a user posted a question about whether to keep the vehicle registration book (RC book) with him as his is with a finance company, the administrators said that there are less chances of him getting caught if he is not violating any rules. However, they emphasized that the rider should have an RC book as a requirement. The posts also signified that the users should also mention time and place while posting photos.

WB Police: Maoist-hit police stations in WB likely to get more central aid

The West Bengal government has sent grant proposals to the Centre for upgrading police stations and improving infrastructure in three Maoist-hit districts.

“We have sent a proposal for upgradation of 18 police stations in West Midnapore, Bankura and Purulia under a newly launched Central scheme for the Maoist-hit areas,” Inspector General of Police (Organisation), Kuldeep Singh said.

“Under the scheme, Rs two crore will be provided for construction, upgradation and fortification of dilapidated police station areas,” he said.

“So far, the Central government has given the aid to 400 police stations spread over 83 districts in eight Maoist-hit states,” Mr. Singh said.

Among the 18 police stations earmarked for upgradation in Bengal, eight are in West Midnapore district including Binpur, Jhargram, Sankrial, Kotwali, Lalgarh, Goaltore, Keshyari and Gopiballavpur.

The six police stations in Purulia are Arsha, Bundwan, Jhalda and Khatshila and the rest four from Bankura are Simlipal, Ranibandh, Sarenga and Raipur.

Asked whether this fund will be used only for infrastructure development, Mr. Singh said, “Apart from infrastructure, sophisticated firearms and equipment will also be purchased.”

The State government has also sought nearly Rs 10 crore under Centre’s Special Infrastructure scheme — meant mainly for development of police stations, out—posts and camps in far—flung areas in Maoist—hit districts.

This scheme was started in 2006 for construction of roads, fortification of jails, renovation of police stations and out-posts and making of camps in those remote areas.

“The State began getting grant under this scheme from 2009—10 when the Centre pumped in Rs 10.6 crore which was raised to Rs 12.86 crore in 2010—11 financial year,” the top cop said.

While in the first year, the fund was used mainly for developing those facilities in West Midnapore, from the next year Bankura and Purulia were also included.

However, this year’s plea for about Rs 10 crore is yet to be sanctioned, Mr. Singh informed.

Apart from these two special grants, the union government gave an aid of Rs 626.34 crore in the 2010-11 financial year, Rs 162 crore in 2009—10 and Rs 244 crore in 2008-09 under various schemes for development in the Left-wing extremism (LWE) affected states.

The added area police stations come under four divisions of which south suburban (Jadavpur) and south west (Behala) are new. The rest of them pomlice stations will be merged with the existing south east and port divisions. For law and order problems we will have rapid action force, anti-riot force, quick reaction teams, disaster management group and trauma care ambulances.

What is the basis of this expansion?

Like most Metros, Kolkata has grown exponentially, particularly south- and east-wards. Places like Behala and Jadavpur are comparable in every way with any part of the core-city. The citizens living in these areas require up-to-the-mark services.

WB Police: Kolkata Police: People will see the change: Kolkata police chief

KOLKATA: On the eve of Kolkata Police taking over the added areas of Kolkata Municipal Corporation (KMC), city police commissioner R K Pachnanda told Krishnendu Bandyopadhyay how the force may make a difference in the lives of people.

People in the added areas have high expectations from Kolkata Police...

We have ensured successful implementation of chief minister Mamata Banerjee's decision to expand Kolkata Police's jurisdiction to cover the KMC limits. We are aware that people of these added areas have huge expectations from us. I am sure they will see a change in policing as a whole and traffic management, crime detection, law and order in particular. We are there to serve the public. When we have worn the khaki, it is a 24x7 service.

What will change from here on?

The most visible change will, of course, be traffic management. We have developed some successful models of traffic management, which will implement in the added areas. We will also take the help of technology and superior surveillance. The signal system will be gradually synchronized. Parking in the added areas is very erratic. We have to set right a few things. Law and order and crime detection are also my priorities. We have specialised sections to deal with these aspects.

What will be your strategy in areas where the people-police ratio will still be rather skewed?

We are emphasising on intelligent policing. A lot of plainclothes personnel will be working, besides the uniformed police personnel of 17 police stations. There will be a lot of back-up support from the special branch, enforcement and detective department. Our radio-flying squads will patrol these new areas more vigorously. There will be a lot more supervision.

The added area police stations come under four divisions of which south suburban (Jadavpur) and south west (Behala) are new. The rest of them pomlice stations will be merged with the existing south east and port divisions. For law and order problems we will have rapid action force, anti-riot force, quick reaction teams, disaster management group and trauma care ambulances.

What is the basis of this expansion?

Like most Metros, Kolkata has grown exponentially, particularly south- and east-wards. Places like Behala and Jadavpur are comparable in every way with any part of the core-city. The citizens living in these areas require up-to-the-mark services.

लखनऊ। गांधीवादी नेता अन्ना हजारे के आंदोलन से प्रभावित होकर उत्तर प्रदेश के आगरा के पुलिसकर्मियों ने रिश्वत नहीं लेने की शपथ ली है।

पुलिस लाईन ग्राउण्ड में कल परेड करने के बाद हाथ में तिरंगा लेकर पंक्तिबद्ध खड़े पुलिसकर्मियों ने कहा, भारत के संविधान की शपथ लेते हैं कि भ्रष्टाचार से दूर रहेंगे। आत्मबल विकसित करके अपने विभाग और समाज से इसे दूर करने के लिए निर्णायक कार्रवाई करेंगे। ईश्वर शक्ति दे। शपथ ग्रहण के बाद सामूहिक राष्ट्रगान और भारत माता की जय भी बोला गया।

आगरा के पुलिस उपमहानिरीक्षक असीम अरुण ने ‘यूनीवार्ता’ को बताया कि उन्होंने पिछली 26 तारीख को पुलिस लाईन में अग्निशमन, स्थानीय गुप्तचर इकाई (एलआईयू) और पुलिसकर्मियों की खुली बैठक बुलायी थी।

बैठक में अधिकारियों और कर्मचारियों ने एक मत होकर स्वीकार किया था कि विभाग में भ्रष्टाचार है और इसे दूर किया जाना चाहिए।

उसी क्रम में सुबह साढे आठ बजे परेड ग्राउण्ड में भ्रष्टाचार नहीं करने, रिश्वत नहीं लेने या देने की शपथ ली गयी।

KN Police: इंस्पेक्टर साहब के घर Child Welfare Committee (CWC) का छापा, नाबालिग को बना रखा था नौकर

MYSORE: In an incident that has left many a police official red-faced, a team comprising members of the Child Welfare Committee (CWC), labour department officials and activists of Odanadi, an NGO, conducted a surprise raid on the residence of a police inspector and rescued a 13-year-old girl who was made to work as a bonded labourer there for the last two years.
The raid was conducted in the presence of media personnel on the residence of inspector M N Shashidhar in Vijayanagar, just 200 m away from Vijayanagar Police Station.
That the incident has come to light after the Mysore City and District Police conducted for the first time ‘Namma Mane Police’, a unique programme wherein police officials would visit houses and collect details of children to ensure that they are sent to school is a cause for consternation.

The CWC team acting on a tip-off raided the house and rescued the child, Tanu, 13, (name changed), the daughter of Annappa and Manjamma, natives of Konanur in Arkalgud taluk of Hassan district.
A police constable at Arkalgud station, Paramesh first noticed Tanu working in the inspector’s residence.
Meanwhile, Tanu related to the police that her father had borrowed a loan from Shashidhar for his elder daughter’s marriage.
Tanu, who was then studying in her third grade in school, was forced to give up education and made to wash utensils and mop the floor of the inspector’s house.
She was locked up in a backyard, covered with grills, whenever her captor’s family went on an outing.

The girl’s statement was recorded in the presence of CWC Chairman Venkatesh, Labour Inspectors Hemalatha and Shivashanker, Odanadi directors Parshu and Stanley, among others, when she expressed desire to continue her education.
Stanley said that the tahsildar should register a police complaint in the case.
He said that the child will be produced before the CWC and then handed over to a juvenile home.
“The child will be provided free education and boarding facilities as her parents are poor.” Meanwhile, the police officer’s family chose to remain evasive to the media.

JK Police: Stone pelters on bikes attack Kashmir police station

SRINAGAR: Over 300 motorcycle-borne stone pelters attacked a police station in this Jammu and Kashmir summer capital, injuring six policemen. Over 70 attackers were arrested and 10 bikes were seized during the clashes, which lasted for five hours, police said Sunday.

As Muslims throughout the Kashmir Valley prayed in mosques to observe 'Shab-e-Qadr' -- the holiest night according to the Muslim calendar -- the stone pelters attacked a police station Saturday night, trying to re-enact the unrest witnessed here last year.

As security forces were busy facilitating the smooth conduct of prayers at various mosques in the city, the men attacked the old city's Nowhatta police station, a police statement said here.

"They tossed two petrol bombs on police. Six policemen were injured, two of them seriously," the statement said.

Speaking to IANS, a senior police officer said: "The stone pelters have of late been using motorcycles."

"The typical practice is that such bikes carry three people -- one rides the bike, the man in the middle has stones in his lap and the one at the back hurls them at the security forces... they move at a menacing speed," he said.

It must be recalled that during last year's summer unrest, Nowhatta police station in Srinagar city had been one of the main targets of protesters.

Police stations, public property and security forces were the main targets of unruly mobs in the valley last year, resulting in bloody clashes between mobs and security forces in which over 100 people were killed.
